Bu \u00f6rnek, ileride yap\u0131lmas\u0131 d\u00fc\u015f\u00fcn\u00fclen di\u011fer NGS\u2019ler i\u00e7in de geni\u015fletilip benzer sonu\u00e7lar \u00e7\u0131kar\u0131labilir. Yaz\u0131m\u0131z, bu konudaki \u2018olup bitenleri ve bug\u00fcnk\u00fc durumu\u2019, d\u0131\u015far\u0131dan bir g\u00f6zlemcinin bak\u0131\u015f\u0131yla, oldu\u011fu gibi yans\u0131tmaya \u00e7al\u0131\u015f\u0131yor.<\/p>\n<p>Akkuyu\u2019da her biri 1200 MW\u2019l\u0131k 4 reakt\u00f6rl\u00fc, toplam 4800 MegaWatt g\u00fcc\u00fcndeki bir n\u00fckleer santralin yap\u0131m\u0131 bug\u00fcnk\u00fc h\u00fck\u00fcmet\u00e7e kararla\u015ft\u0131r\u0131lm\u0131\u015f ve ilgili s\u00f6zle\u015fme, hatta TBMM\u2019nin onay\u0131yla 2010\u2019da yasala\u015farak, santralin yap\u0131m haz\u0131rl\u0131klar\u0131na 2011\u2019de ba\u015flanm\u0131\u015ft\u0131r. (1, 2)<\/p>\n<p>Akkuyu NGS projesinin art\u0131k neden durdurulamayaca\u011f\u0131 sorusunun yan\u0131tlar\u0131yla ilgili durumun farkl\u0131 iki y\u00f6nden incelenmesi yararl\u0131 olacakt\u0131r:<\/p>\n<p>&#8211; H\u00fck\u00fcmetlerin konuya yakla\u015f\u0131m\u0131 y\u00f6n\u00fcnden.<\/p>\n<p>&#8211; N\u00fckleer kar\u015f\u0131tlar\u0131n, muhalefetin ve halk\u0131n konuya yakla\u015f\u0131m\u0131 y\u00f6n\u00fcnden.<\/p>\n<p><strong><em>H\u00fck\u00fcmetlerin konuya yakla\u015f\u0131m\u0131 y\u00f6n\u00fcnden durumun incelenmesi<br \/>\n<\/em><\/strong>Akkuyu\u2019da bir n\u00fckleer santral yap\u0131m\u0131 \u00d6zal h\u00fck\u00fcmetlerinden beri neredeyse son 30 y\u0131ld\u0131r zaman zaman g\u00fcndeme gelmi\u015f olmas\u0131na kar\u015f\u0131n, g\u00fcvenli\u011fi en \u00fcst d\u00fczeydeki tek reakt\u00f6rl\u00fc modern bir n\u00fckleer santral i\u00e7in, bug\u00fcnk\u00fc fiyatlarla, gerekli olan 8-10 milyar dolarl\u0131k (usd) yat\u0131r\u0131m b\u00fct\u00e7eye b\u00fcy\u00fck bir y\u00fck getirece\u011finden bundan vazge\u00e7ildi\u011fi biliniyor. 1200 MW g\u00fcc\u00fcnde tek reakt\u00f6rl\u00fc bir santral T\u00fcrkiye\u2019deki elektrik \u00fcretimini sa\u011flayan kurulu g\u00fcc\u00fcn sadece %2,5 kadar\u0131 oldu\u011fundan, bu \u00e7e\u015fit reakt\u00f6rlerden en az 10 adet yap\u0131ld\u0131\u011f\u0131nda, ilerideki enerji \u00fcretimine \u00f6nemli bir katk\u0131 sa\u011flanabilecektir (T\u00fcrkiye\u2019de 2010\u2019da, su, k\u00f6m\u00fcr, do\u011fal gaz ve di\u011fer kaynaklarla elektrik enerjisi \u00fcretimini sa\u011flayan toplam kurulu g\u00fc\u00e7 yakla\u015f\u0131k olarak 50.000 MW\u2019t\u0131r). 10 n\u00fckleer santral i\u00e7in 80-100 milyar dolar gibi y\u00fcksek bir d\u00f6viz miktar\u0131 5-10 y\u0131l i\u00e7inde gerekecektir. Bu ise, b\u00fct\u00e7eyi ve ekonomiyi alt \u00fcst edece\u011finden, b\u00f6yle b\u00fcy\u00fck bir yat\u0131r\u0131m\u0131 daha \u00f6nceki h\u00fck\u00fcmetler gibi \u015fimdiki h\u00fck\u00fcmetin de yapmak istemedi\u011fi a\u00e7\u0131kt\u0131r. Bu nedenle, \u00f6nce \u00d6zal zaman\u0131n\u0131n \u2018yap, i\u015flet, devret\u2019 ve son y\u0131llarda da sadece \u2018yap, i\u015flet, bize elektrik sat, maliyetini elektrik sat\u0131m\u0131ndan \u00e7\u0131kar\u2019 \u015feklindeki modelle, \u00fclkenin ekonomisini alt \u00fcst etmeden, yabanc\u0131 bir \u015firkete, sanki otomobil fabrikas\u0131 kurdurur gibi, b\u00fct\u00e7eye y\u00fck olmayacak, bir n\u00fckleer santral kurdurulmas\u0131 yolu se\u00e7ilmi\u015ftir. Bu \u00e7e\u015fit bir modelle, yap\u0131labilecek n\u00fckleer santraller i\u00e7in ise bat\u0131l\u0131 \u015firketler yap\u0131m ve i\u015fletme s\u0131ras\u0131nda riske girip, zarar etmek istemediklerinden ilgi g\u00f6stermemi\u015fler, proje i\u00e7in teklif vermemi\u015fler ya da tekliflerini sonradan geri \u00e7ekmi\u015flerdir. Daha sonra 2010 y\u0131l\u0131nda, Akuyu\u2019da her biri 1200 MW\u2019l\u0131k 4 reakt\u00f6rl\u00fc bir n\u00fckleer santral yap\u0131m\u0131na sadece Rus \u015firketi ilgi g\u00f6stererek teklif vermi\u015f ve bununla ilgili yap\u0131lan s\u00f6zle\u015fme hatta TBMM\u2019den ge\u00e7irilerek yasala\u015ft\u0131r\u0131lm\u0131\u015ft\u0131r. B\u00f6ylelikle bug\u00fcnk\u00fc ve ilerideki h\u00fck\u00fcmetlerin bu yapt\u0131r\u0131m\u0131 \u2018yasayla g\u00fcvenceye al\u0131narak\u2019, n\u00fckleer kar\u015f\u0131tlar\u0131n projeyi yarg\u0131 yoluyla ileride engellemeleri \u00f6nceden haz\u0131rlanm\u0131\u015ft\u0131r denebilir. Bir n\u00fckleer santral yap\u0131m\u0131 projesiyle ilgili s\u00f6zle\u015fmesinin yasala\u015ft\u0131r\u0131lmas\u0131n\u0131n d\u00fcnyada bir benzeri var m\u0131d\u0131r bilmiyoruz ama bat\u0131l\u0131 geli\u015fmi\u015f \u00fclkelerde b\u00f6yle bir uygulama bulunmuyor. Yasa \u00e7\u0131kmadan \u00f6nce muhalefetin ve n\u00fckleer kar\u015f\u0131tlar\u0131n\u0131n bu yasay\u0131 engellemekle ilgili sesleri ise hi\u00e7 duyulmam\u0131\u015ft\u0131r. Bu nedenle n\u00fckleer santral yapmakta kararl\u0131 olan h\u00fck\u00fcmetin elini bu yasa iyice g\u00fc\u00e7lendirmi\u015ftir.<br \/>\nRus \u015firketi 4 reakt\u00f6rl\u00fc Akkuyu n\u00fckleer santrali i\u00e7in 20 milyar usd yat\u0131r\u0131m yapaca\u011f\u0131n\u0131 a\u00e7\u0131klam\u0131\u015ft\u0131r. Reakt\u00f6r ba\u015f\u0131na 5 milyar usd ile ise g\u00fcvenli\u011fi en \u00fcst d\u00fczeyde olan bat\u0131daki 3. ku\u015fak tipinde bir n\u00fckleer santral yap\u0131lamayaca\u011f\u0131, Finlandiya deneyimiyle, a\u00e7\u0131kt\u0131r. (3, 4) \u00c7\u00fcnk\u00fc Finlandiya\u2019da yap\u0131m\u0131 10 y\u0131ld\u0131r s\u00fcren ve \u00e7e\u015fitli sistemleri onaylanmad\u0131\u011f\u0131ndan 2014\u2019de de i\u015fletmeye a\u00e7\u0131lmas\u0131 pek beklenmeyen modern bir n\u00fckleer santralin 10 milyar usd\u2019yi bulan maliyeti g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda, benzer g\u00fcvenlikte bir santrali e\u011fer Rus \u015firketi Akkuyu\u2019da kuracak olursa, bu maliyete ek olarak ilerideki i\u015fletme giderlerinin yan\u0131 s\u0131ra, T\u00fcrk h\u00fck\u00fcmetinin elektri\u011fin kWsaat fiyat\u0131na koydu\u011fu \u00fcst s\u0131n\u0131r\u0131 da hesaba katmak durumunda oldu\u011fundan, zarar etmemek i\u00e7in santraldeki sistemleri Finlandiya\u2019dakinden \u00e7ok daha ucuza getirmek, kaliteyi ve dolay\u0131s\u0131yla santralin g\u00fcvenli\u011fini d\u00fc\u015f\u00fcrmek zorunda kalaca\u011f\u0131 beklenir.<br \/>\nT\u00fcrkiye\u2019deki yetkili kurumlar\u0131n, muhalefetin ve n\u00fckleer kar\u015f\u0131tlar\u0131n\u0131n uzmanlar\u0131n\u0131n Rus santral projesini hem teknik hem de mali y\u00f6nden derinlemesine incelediklerini, Finlandiya\u2019daki yeni n\u00fckleer santralle kar\u015f\u0131la\u015ft\u0131rmalar yaparak aradaki maliyet fark\u0131n\u0131n nereden kaynakland\u0131\u011f\u0131n\u0131 g\u00f6steren bir teknik rapor haz\u0131rland\u0131\u011f\u0131n\u0131 ise hi\u00e7 sanm\u0131yoruz. \u00c7\u00fcnk\u00fc santralin ka\u00e7a \u00e7\u0131kaca\u011f\u0131 T\u00fcrkiye\u2019yi de\u011fil Rus \u015firketini ilgilendirir denebilir. Ancak d\u00fc\u015f\u00fck maliyetle yap\u0131lacak santralde ileride ortaya \u00e7\u0131kabilecek kazalardan zarar g\u00f6recek hem halk\u0131m\u0131z hem de santralin \u00e7evresi olacak ve ortaya 3. s\u0131n\u0131f g\u00fcvenlikte bir n\u00fckleer santral \u00e7\u0131kacakt\u0131r. E\u011fer g\u00fcvenli\u011fi d\u00fc\u015f\u00fck b\u00f6yle bir santral yap\u0131l\u0131rsa, bunun faturas\u0131n\u0131 ilerde olabilecek k\u00fc\u00e7\u00fck, b\u00fcy\u00fck kazalarla T\u00fcrkiye, ne yaz\u0131k ki, \u00e7ok daha fazlas\u0131yla \u00f6deyecektir.<br \/>\nT\u00fcrkiye\u2019de h\u00fck\u00fcmetlerin n\u00fckleer santral yap\u0131m\u0131n\u0131 \u00f6ng\u00f6rmelerinin \u00f6nemli bir nedeni, \u00f6zellikle sanayi i\u00e7in ve ak\u015famlar\u0131 b\u00fcy\u00fck kentlerde gereken enerji miktar\u0131n\u0131 elektriksel g\u00fcc\u00fc ve verimi yenilenebilir enerjilere oranla \u00e7ok daha y\u00fcksek n\u00fckleer santrallerle bir \u00e7\u0131rp\u0131da kapatma plan\u0131 olsa gerekir. Akkuyu\u2019da 4 reakt\u00f6rl\u00fc bir santralin gece g\u00fcnd\u00fcz y\u0131l boyunca %70-80 verimle sa\u011flayaca\u011f\u0131 4800 MW\u2019l\u0131k elektriksel g\u00fc\u00e7, ancak birka\u00e7 bin g\u00fcne\u015f ya da r\u00fczgar enerjisi santralleriyle sa\u011flanabilir ve y\u0131l boyunca bunlar\u0131n verimi (ya da kurulu g\u00fcce g\u00f6re kapasite kullan\u0131m oran\u0131) \u00e7ok d\u00fc\u015f\u00fckt\u00fcr. \u00d6rne\u011fin Almanya\u2019da 2011 y\u0131l\u0131nda bu verim g\u00fcne\u015f enerjisi i\u00e7in sadece %9\u2019dur. Geceleri g\u00fcne\u015f enerjisinden ve r\u00fczgars\u0131z g\u00fcnlerde de r\u00fczgar enerjisinden yararlan\u0131lamayaca\u011f\u0131ndan, g\u00fcn\u00fcn belirli saatlerinde b\u00fcy\u00fck enerji gereksinimini kar\u015f\u0131lamak amac\u0131yla n\u00fckleer ve\/veya fosil yak\u0131tl\u0131 santrallerin devreye girmesi zorunlu olmaktad\u0131r. \u00d6te yandan yenilenebilir enerji kaynaklar\u0131ndan, \u00fclke y\u00fczeyindeki \u00e7ok say\u0131daki noktada \u00fcretilen elektrik enerjisinin da\u011f\u0131t\u0131m\u0131 ve bunlar\u0131n belirli noktalarda toplan\u0131p \u00f6zel bilgisayar programlar\u0131yla enerjiye gerek duyulan yerlere gecikmeden ula\u015ft\u0131r\u0131labilmesiyle ilgili yeni elektrik a\u011flar\u0131n\u0131n (\u015febekelerinin), bilgisayarl\u0131 sistemlerin kurulmas\u0131 da gerekiyor. T\u00fcm bu projeler ise b\u00fcy\u00fck \u00e7apta teknik \u00e7al\u0131\u015fmalar\u0131 ve sonunda b\u00fcy\u00fck yat\u0131r\u0131mlar\u0131 gerektiriyor. Cari a\u00e7\u0131k ve b\u00fct\u00e7e dengesiyle u\u011fra\u015fan h\u00fck\u00fcmetin milyarlarca dolar\u0131 bulacak yenilenebilir enerjiyle ilgili yat\u0131r\u0131mlar\u0131 neden \u00f6ng\u00f6rmedi\u011fi buradan anla\u015f\u0131labilir san\u0131r\u0131z. Ku\u015fkusuz yenilenebilir g\u00fcne\u015f ve r\u00fczgar enerjilerine \u00f6nem verilmeli, ilgili santraller art\u0131r\u0131lmal\u0131 ve gerekli yat\u0131r\u0131mlar yap\u0131lmal\u0131, bunlar enerji \u00fcretimine \u00f6nemli bir katk\u0131 sa\u011flamal\u0131d\u0131r. Ancak bunlar yap\u0131lsa bile sanayinin ve geceleri kentlerin b\u00fcy\u00fck enerji gereksinimlerinin, g\u00fcne\u015f ve r\u00fczgar enerjisiyle kapat\u0131lamayaca\u011f\u0131 ger\u00e7e\u011fini de g\u00f6rmek gerekiyor. \u00d6rne\u011fin Almanya\u2019da n\u00fckleer santrallerin kapat\u0131lmas\u0131ndan do\u011fan a\u00e7\u0131k, yenilenebilir enerjilerle kapat\u0131lamayaca\u011f\u0131ndan her biri 1000 MW dolay\u0131nda bir dizi yeni k\u00f6m\u00fcr santrallerinin planlanmas\u0131na ve yap\u0131m\u0131na ba\u015flanm\u0131\u015ft\u0131r. Bunlar\u0131n ise filtrasyona ra\u011fmen \u00e7evreye bacadan sald\u0131\u011f\u0131 a\u011f\u0131r metaller ve k\u00f6m\u00fcr tozundaki (sonunda, kurumdaki) radyoaktif maddelerin insan sa\u011fl\u0131\u011f\u0131na zararl\u0131 olmas\u0131n\u0131n yan\u0131 s\u0131ra sal\u0131nan CO<strong><sub>2<\/sub><\/strong>\u2019den de iklimin olumsuz etkilendi\u011fi biliniyor.<\/p>\n<p><strong><em>N\u00fckleer kar\u015f\u0131tlar\u0131n, muhalefetin ve halk\u0131n konuya yakla\u015f\u0131m\u0131 y\u00f6n\u00fcnden<\/em><\/strong><em> <strong>durumun incelenmesi<br \/>\n<\/strong><\/em>T\u00fcrkiye\u2019deki n\u00fckleer kar\u015f\u0131tlar\u0131, N\u00fckleer Kar\u015f\u0131tlar\u0131 Platformu (NKP) ad\u0131yla \u00e7e\u015fitli aktivitelerde bulunuyorlar. Bu platformu destekleyen say\u0131lar\u0131 100\u2019e varan dernek, m\u00fchendislik odalar\u0131 ve sivil toplum kurulu\u015flar\u0131 var (2006\u2019daki say\u0131 92). (5) NKP\u2019nin zaman zaman n\u00fckleer santrallere kar\u015f\u0131 toplant\u0131lar, sempozyumlar, g\u00f6steriler yapt\u0131\u011f\u0131n\u0131 kendi yay\u0131nlar\u0131ndan ve medyadan \u00f6\u011freniyoruz. Medya haberlerinden g\u00f6rebildi\u011fimiz kadar\u0131yla, toplant\u0131lar\u0131, daha \u00e7ok kendi kat\u0131l\u0131mc\u0131lar\u0131yla ve ilgi duyan az say\u0131da ki\u015fiyle yap\u0131l\u0131yor. G\u00f6sterilerinde ku\u015fkusuz daha \u00e7ok ki\u015fi bulunuyor ve imza kampanyalar\u0131yla 10 bin ki\u015finin deste\u011fini de sa\u011flad\u0131klar\u0131n\u0131 a\u00e7\u0131kl\u0131yorlar. Ancak t\u00fcm bu \u00e7al\u0131\u015fmalar\u0131, u\u011fra\u015flar\u0131, n\u00fckleer enerjiye kar\u015f\u0131 g\u00f6r\u00fcnen gazetelerde bile man\u015fete \u00e7\u0131kam\u0131yor, orta ya da son sayfalarda resimli haberler olarak yay\u0131mlan\u0131yor. \u00c7ok izlenen TV programlar\u0131nda da n\u00fckleer kar\u015f\u0131tlar\u0131n aktiviteleri pek yer bulam\u0131yor.<br \/>\nMuhalefet partilerinin g\u00fcndeminde ise n\u00fckleer enerjiye rastlanm\u0131yor. Hatta Akkuyu s\u00f6zle\u015fmesi TBMM\u2019de yasala\u015f\u0131rken engellemeleri zaten oy azl\u0131\u011f\u0131 nedeniyle s\u00f6z konusu olamazd\u0131 ama bu konuda s\u00f6z alan ve ne zamandan beri bir \u015firketle yap\u0131lan s\u00f6zle\u015fmenin yasala\u015ft\u0131r\u0131lmas\u0131 zorunlu oldu diyerek soran ve uyaran bir milletvekili oldu mu bilmiyoruz.<br \/>\nHalk\u0131n b\u00fcy\u00fck \u00e7o\u011funlu\u011funun gazete bile okumad\u0131\u011f\u0131, gazetelerin tirajlar\u0131n\u0131n bu nedenle bat\u0131 d\u00fcnyas\u0131na oranla \u00e7ok a\u015fa\u011f\u0131larda kald\u0131\u011f\u0131 bilinirken, di\u011fer teknik konularda oldu\u011fu gibi, n\u00fckleer enerji konusunda da halk\u0131n b\u00fcy\u00fck bir b\u00f6l\u00fcm\u00fcnden kitlesel bir katk\u0131 beklenemez, ki zaten bug\u00fcne kadar bu, ger\u00e7ekle\u015fmedi.<\/p>\n<p><strong><em>Almanya\u2019daki durumla kar\u015f\u0131la\u015ft\u0131rma<br \/>\n<\/em><\/strong>Almanya\u2019da ortalama \u00f6\u011frenim ve ya\u015fam d\u00fczeyi y\u00fcksek olan halk, sivil toplum \u00f6rg\u00fctlerinin \u00f6nc\u00fcl\u00fc\u011f\u00fcnde son 30 y\u0131ld\u0131r n\u00fckleer santrallere kar\u015f\u0131 \u00e7ok \u00e7e\u015fitli ve b\u00fcy\u00fck kat\u0131l\u0131mlarla toplant\u0131lar, g\u00f6steriler yapt\u0131. Son 20 y\u0131ld\u0131r, Ye\u015filler Partisi\u2019nin \u201cAtom Enerjisine Hay\u0131r\u201d kampanyalar\u0131yla, \u00fclke \u00e7ap\u0131nda y\u00fcz binlerin kat\u0131l\u0131m\u0131yla halk, \u00f6rne\u011fin el ele tutu\u015farak 100 km\u2019yi a\u015fan kuyruklar olu\u015fturdu. TV\u2019de a\u00e7\u0131k oturumlarla, s\u00f6yle\u015filerle n\u00fckleer enerji konusunda halk bilgilendirildi. N\u00fckleer enerji kar\u015f\u0131tlar\u0131, di\u011fer partilerde ve sivil kurulu\u015f \u00f6rg\u00fctlerinde \u00e7\u0131\u011f gibi b\u00fcy\u00fcd\u00fc ve sonunda Mart 2011\u2019deki Fuku\u015fima reakt\u00f6rlerindeki patlamalar\u0131n TV\u2019lerdeki g\u00f6r\u00fcnt\u00fcleri n\u00fckleer enerjiye kar\u015f\u0131 g\u00f6r\u00fc\u015fleri ta\u00e7land\u0131rd\u0131. B\u00fcy\u00fck oy kaybedece\u011fini anlayan fizik doktoral\u0131 Merkel, n\u00fckleer enerji konusunda yan\u0131lm\u0131\u015f\u0131m (!) diyerek 180 derece d\u00f6n\u00fc\u015fle n\u00fckleer enerjiden \u00e7\u0131k\u0131laca\u011f\u0131n\u0131 kazadan sonra halka duyurdu. Asl\u0131nda Almanya\u2019daki n\u00fckleer santraller d\u00fcnyan\u0131n en g\u00fcvenli santralleriydi, n\u00fckleer santrallerin \u00e7al\u0131\u015ft\u0131r\u0131ld\u0131\u011f\u0131 son 40 y\u0131ld\u0131r \u00e7evreyi, insanlar\u0131 etkileyen \u00f6nemli bir kaza da Almanya\u2019da olmam\u0131\u015ft\u0131. Fuku\u015fima\u2019daki gibi bir tsunami de beklenmiyordu ve reakt\u00f6rlerin dizelle \u00e7al\u0131\u015fan ivedi so\u011futma sistemleri \u00e7ok daha farkl\u0131 projelendirilip uygun yerlere yerle\u015ftirilmi\u015flerdi. Fuku\u015fima kazas\u0131 olmasayd\u0131 Almanya\u2019daki n\u00fckleer santrallerin i\u015fletme s\u00fcreleri daha da uzat\u0131lacakt\u0131. K\u0131sacas\u0131 Almanya\u2019da n\u00fckleer enerjiye kar\u015f\u0131 olanlar\u0131n say\u0131s\u0131n\u0131n \u00e7\u0131\u011f gibi b\u00fcy\u00fcmesi sonucu, n\u00fckleer santrallerin durdurulmas\u0131n\u0131, oy kaybedeceklerini a\u00e7\u0131k\u00e7a g\u00f6ren partiler ve politikac\u0131lar kabul etmek zorunda kalm\u0131\u015flard\u0131r. Benzer bir durum ise T\u00fcrkiye\u2019de yoktur.<br \/>\nT\u00fcrkiye\u2019de n\u00fckleer santrallere kar\u015f\u0131, Almanya\u2019daki Ye\u015filler Partisi gibi zaman zaman %15 oy potansiyelini a\u015fan bir parti bulunmuyor. Almanya\u2019daki durumun aksine, T\u00fcrkiye\u2019de n\u00fckleer santrallere kar\u015f\u0131 tabandan gelen ve b\u00fcy\u00fck halk kitlelerini harekete ge\u00e7iren bir direni\u015f olmad\u0131\u011f\u0131 gibi b\u00f6yle bir direni\u015f tavanda da, \u00f6zellikle muhalefet partilerinde, sivil toplum kurulu\u015flar\u0131nda da yok. Arada s\u0131rada n\u00fckleer kar\u015f\u0131tlar\u0131n s\u0131n\u0131rl\u0131 etkinlikleriyle, n\u00fckleer santral yap\u0131m\u0131n\u0131 T\u00fcrkiye\u2019de durdurmay\u0131 ummak, bu nedenlerle, ger\u00e7ek\u00e7i de\u011fildir.<\/p>\n<p><strong><em>\u00d6neri<br \/>\n<\/em><\/strong>Bu durumda, t\u00fcm sivil kurulu\u015f \u00f6rg\u00fctlerine, muhalefet partilerine \u00f6nerimiz, TBMM\u2019den ge\u00e7erken bile durdurulamayan yasayla yap\u0131m\u0131 art\u0131k kesinle\u015fen ve yap\u0131m\u0131na ba\u015flanan Akkuyu n\u00fckleer santralini durdurmakla ilgili bizce bo\u015fa harcanacak \u00e7aba yerine, art\u0131k \u00e7evreyi ve halk\u0131 koruyucu y\u00f6nde \u00e7aba g\u00f6sterilerek g\u00fcvenli\u011fi en \u00fcst d\u00fczeydeki bir n\u00fckleer santral yap\u0131m\u0131na katk\u0131da bulunulmal\u0131, g\u00fcvenli sistemlerin kurulmas\u0131n\u0131n ve kalite kontrollerinin yap\u0131lmas\u0131n\u0131n kamuoyuna ve yetkililere s\u00fcrekli duyurulmas\u0131d\u0131r, vakit daha \u00e7ok ge\u00e7meden. Ancak, kalitesi d\u00fc\u015f\u00fck ve kazalara yol a\u00e7abilecek bir n\u00fckleer santral yap\u0131l\u0131p i\u015fletildi\u011finde, cezaland\u0131r\u0131lacak olanlar, \u00e7evre halk\u0131 ve ummak istemedi\u011fimiz kazan\u0131n b\u00fcy\u00fckl\u00fc\u011f\u00fcne g\u00f6re, \u00fclkenin b\u00fcy\u00fck bir b\u00f6l\u00fcm\u00fcnde ya\u015fayan insanlar\u0131m\u0131z ve do\u011fam\u0131z olacakt\u0131r.
