Teknoloji ve bilim alan\u0131ndaki katk\u0131lar\u0131 da bu geli\u015fmenin yolunu ayd\u0131nlatan de\u011feri tart\u0131\u015f\u0131lmaz miras\u0131d\u0131r.<\/em><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-14446 alignright\" src=\"https:\/\/bilimvegelecek.com.tr\/wp-content\/uploads\/2017\/12\/sosyalizm-egitim-1-225x300.jpg\" alt=\"\" width=\"225\" height=\"300\" \/>Marx, Uluslararas\u0131 \u0130\u015f\u00e7i Derne\u011fi\u2019nde 1866 A\u011fustosu sonlar\u0131nda yapt\u0131\u011f\u0131 bir konu\u015fma i\u00e7in haz\u0131rlad\u0131\u011f\u0131 notlarda(1), e\u011fitim denilince \u015fu \u00fc\u00e7 noktan\u0131n anla\u015f\u0131lmas\u0131 gerekti\u011fini yazm\u0131\u015ft\u0131r: \u201cBir, akl\u0131n e\u011fitimi; iki, bedenin e\u011fitimi; \u00fc\u00e7, politeknik e\u011fitim\u201d.(2) Marx, kapitalizmin metala\u015ft\u0131rd\u0131\u011f\u0131 insan eme\u011finin \u00f6zg\u00fcrle\u015febilmesi i\u00e7in e\u011fitimin \u00e7ok y\u00f6nl\u00fc uygulanmas\u0131 gerekti\u011fini vurguluyordu. \u0130nsan\u0131n akl\u0131n\u0131 e\u011fitirken ayn\u0131 zamanda bedensel geli\u015fiminin de sa\u011flanmas\u0131 ve as\u0131l, toplumsal geli\u015fim s\u00fcrecinde alaca\u011f\u0131 rol\u00fcn ona \u00f6\u011fretilmesi gere\u011fine i\u015faret ediyordu. Marx\u2019\u0131n bu vurgusu kom\u00fcnist toplumsal ekonomik ili\u015fkilere ge\u00e7i\u015f s\u00fcrecinde sosyalist devletin vatanda\u015flar\u0131na ne \u015fekilde \u00fcretime kat\u0131laca\u011f\u0131n\u0131 \u00f6\u011freten mesleki ya da bilimsel e\u011fitimi verirken, ayn\u0131 zamanda da ona kendi akli yeteneklerini ve bedensel sa\u011fl\u0131\u011f\u0131n\u0131 kollayacak, geli\u015ftirecek yollar\u0131 a\u00e7makla y\u00fck\u00fcml\u00fc oldu\u011fu konusuna da \u0131\u015f\u0131k tutmakta, vurgu yapmaktayd\u0131.<\/p>\n<p>Marx <em>Kapital<\/em>\u2019de de, e\u011fitim ve \u00e7al\u0131\u015fman\u0131n birlikte y\u00fcr\u00fcmesi gere\u011fi \u00fczerinde duruyor. Asl\u0131nda \u00e7\u0131k\u0131\u015f noktas\u0131 olarak olduk\u00e7a ters g\u00f6r\u00fcnen bir konudan, kapitalist \u00fcretimde insafs\u0131zca s\u00f6m\u00fcr\u00fclen \u00e7ocuk eme\u011fi kullan\u0131m\u0131n\u0131n \u201cd\u00fczenlenmesi\u201dnden yola \u00e7\u0131k\u0131yor. \u0130ngiltere\u2019de 1864\u2019te \u00e7\u0131kar\u0131lan fabrika yasas\u0131n\u0131 ele\u015ftirirken, bu yasan\u0131n \u201cironik bir bi\u00e7imde \u00e7ocu\u011fu korumas\u0131\u201dn\u0131 tahlil etmi\u015f. Tabii bu korumay\u0131 k\u0131saca, \u201csa\u00e7ma\u201d olarak niteliyor. \u00c7\u00fcnk\u00fc yasa, her ne kadar \u00e7al\u0131\u015fma ya\u015f\u0131n\u0131 14 ya\u015f \u00fcst\u00fc olarak \u015fart ko\u015fuyor ve ilk\u00f6\u011fretim almam\u0131\u015f \u00e7ocuklar\u0131n aileleri taraf\u0131ndan \u00e7al\u0131\u015fmaya g\u00f6nderilmesini yasakl\u0131yor olsa da sonu\u00e7ta, Marx\u2019\u0131n da dikkat \u00e7ekti\u011fi gibi, t\u00fcm Avrupa\u2019da yoksul emek\u00e7i \u00e7ocuklar\u0131n\u0131n \u00e7ok k\u00fc\u00e7\u00fck ya\u015ftan itibaren \u00e7al\u0131\u015fmak zorunda olduklar\u0131 ve hi\u00e7bir \u015fekilde okula gitme \u015fanslar\u0131n\u0131n olmad\u0131\u011f\u0131 ger\u00e7e\u011fini \u00f6rtemiyordu. Ancak yasada de\u011finilen, \u201c\u00e7ocuklar\u0131n verimlili\u011fi i\u00e7in e\u011fitilmeleri gere\u011fi\u201d konusu Marx a\u00e7\u0131s\u0131ndan \u00f6nemliydi. \u201cHi\u00e7 de\u011filse, ilk\u00f6\u011frenimin \u00e7ocuklar\u0131n \u00e7al\u0131\u015ft\u0131r\u0131lmas\u0131 i\u00e7in zorunlu ko\u015ful oldu\u011funu ilan ediyordu\u201d diyor Marx ve yoksul \u00e7ocuklara e\u011fitim ve jimnastik olana\u011f\u0131n\u0131n do\u011fdu\u011funa dikkati \u00e7ekiyor.(3)<\/p>\n<p>Burada Marx\u2019\u0131n alt\u0131n\u0131 \u00e7izdi\u011fi bir di\u011fer nokta da, hem \u00e7al\u0131\u015f\u0131p hem okumak zorunda olan \u00e7ocuklarla, \u00e7al\u0131\u015fmak zorunda olmay\u0131p yaln\u0131zca okula giden \u00e7ocuklar aras\u0131ndaki \u00f6\u011frenme h\u0131z\u0131 ya da yetene\u011fi farkl\u0131la\u015fmas\u0131. Fabrikalar\u0131 denetleyenler ve okul m\u00fcd\u00fcrlerinin vard\u0131klar\u0131 ortak sonu\u00e7, \u00e7al\u0131\u015fan \u00e7ocuklar\u0131n \u00f6\u011frenmek i\u00e7in di\u011ferlerinin ancak yar\u0131s\u0131 kadar zamana sahip olmalar\u0131na kar\u015f\u0131n onlar kadar, hatta bazen onlardan daha fazla \u015fey \u00f6\u011frenebildikleridir. \u00c7al\u0131\u015fmak zorunda olmayan \u00e7ocuklar, elleriyle somut bir \u015feyler \u00fcretebilmenin ki\u015fisel geli\u015fmeye sa\u011flad\u0131\u011f\u0131 \u00f6zg\u00fcven, yarat\u0131c\u0131l\u0131k vd. yararlardan mahrum kalmalar\u0131n\u0131n yan\u0131 s\u0131ra, uzun ve s\u0131k\u0131c\u0131 ders saatlerinde bo\u015fu bo\u015funa enerji t\u00fcketerek sa\u011fl\u0131klar\u0131n\u0131 yitirmektedirler. Marx, bu konuda ayn\u0131 zamanda bir fabrikat\u00f6r olan Robert Owen\u2019\u0131n yazd\u0131klar\u0131n\u0131 \u00f6rnek g\u00f6steriyordu.<\/p>\n<p>Gelecekteki toplumda e\u011fitimin nas\u0131l bir i\u015flev \u00fcstlenece\u011fi o g\u00fcnk\u00fc fabrika sistemi i\u00e7erisinde filizlenmeye ba\u015flam\u0131\u015ft\u0131r: \u00c7al\u0131\u015fmayla birlikte, \u00f6\u011frenim ve jimnastik! Bu t\u00fcr bir e\u011fitimle belli bir ya\u015f\u0131n \u00fcst\u00fcndeki her \u00e7ocuk \u00fcretici i\u015fi \u00f6\u011frenim ve jimnastik ile bir arada y\u00fcr\u00fctecek ve bu yaln\u0131zca \u00fcretimdeki etkinli\u011fin art\u0131r\u0131lmas\u0131nda bir y\u00f6ntem olarak de\u011fil, tam anlam\u0131yla geli\u015fmi\u015f bir insan yeti\u015ftirilmesinde tek y\u00f6ntem olarak uygulanacakt\u0131r.(4)<\/p>\n<p>Marx, varl\u0131\u011f\u0131n\u0131 d\u00fcnya \u00fczerinde koruyabilmek, sonsuzla\u015ft\u0131rabilmek i\u00e7in insanl\u0131\u011f\u0131n kurmak zorunda oldu\u011fu kom\u00fcnist toplumsal ili\u015fkilerin yarat\u0131labilmesini, tek tek bireylerin \u00fcst\u00fcn akli yeteneklere kavu\u015fturulmas\u0131nda g\u00f6r\u00fcyor. Bunun tek yolu, e\u011fitimdir. Okullar insanlar\u0131n kendi durumlar\u0131n\u0131, toplumsal konumlar\u0131n\u0131 birlikte ya\u015fad\u0131klar\u0131 di\u011fer bireylerin hak ve \u00f6zg\u00fcrl\u00fcklerini k\u0131s\u0131tlamadan, emeklerini, yarat\u0131c\u0131l\u0131klar\u0131n\u0131, zaaf ve hatalar\u0131n\u0131 s\u00f6m\u00fcrmeden nas\u0131l kavramalar\u0131 gerekti\u011finin yollar\u0131n\u0131 \u00f6\u011fretmelidir.<\/p>\n<p><strong>Okulun i\u015flevi<\/strong><\/p>\n<p>Okullar ayn\u0131 zamanda, insanlar\u0131n bedensel sa\u011fl\u0131klar\u0131n\u0131 ne \u015fekilde korumalar\u0131 ve geli\u015ftirmeleri gerekti\u011fini onlara \u00f6\u011freten, bu do\u011frultudaki bilim ve teknolojileri geli\u015ftiren kurumlar olmal\u0131d\u0131r. \u0130nsan\u0131n beden sa\u011fl\u0131\u011f\u0131, ak\u0131l melekelerinin verimli \u00e7al\u0131\u015fabilmesinin \u00f6nemli bir dayana\u011f\u0131d\u0131r. Fiziksel dinamik, d\u00fc\u015f\u00fcnme ve yarg\u0131lama mekanizmalar\u0131n\u0131 derinden etkiler. Bilginin yorumu, insan beynindeki geli\u015fimin bir ileri a\u015famaya ge\u00e7i\u015fi v\u00fccut kimyas\u0131n\u0131n d\u00fczenli i\u015fleyi\u015fiyle yak\u0131ndan ilgilidir. Bedenin bu deste\u011fi, e\u011fitimin ihmal edemeyece\u011fi prensibidir.<\/p>\n<p>\u0130nsan\u0131n ak\u0131l ve beden yeteneklerinin e\u011fitilmesinin, geli\u015ftirilmesinin tek bir hedefi vard\u0131r. O da, toplumsal \u00fcretimin art\u0131r\u0131lmas\u0131, yani insanl\u0131\u011f\u0131n bir b\u00fct\u00fcn olarak daha iyi ya\u015fam ko\u015fullar\u0131na ta\u015f\u0131nmas\u0131, refah\u0131n herkes i\u00e7in e\u015fit ve d\u00fczenli olarak y\u00fckseltilmesidir. Vah\u015fet durumunun ortadan kalkmas\u0131 insanl\u0131\u011f\u0131n on binlerce y\u0131l \u00f6ncesinde birlikte ya\u015fama, toplumsalla\u015fma gere\u011fini ke\u015ffiyle hayata ge\u00e7ebilmektedir. Bu ge\u00e7i\u015fin en zor, en karanl\u0131k b\u00f6l\u00fcm\u00fc ilkel topluluklardaki ilk i\u015fb\u00f6l\u00fcm\u00fcn\u00fcn ard\u0131ndan s\u00fcre\u00e7 i\u00e7erisinde sosyal s\u0131n\u0131flar\u0131n ortaya \u00e7\u0131kmas\u0131yla insanlar aras\u0131nda giderek derinle\u015fen ayk\u0131r\u0131l\u0131klar\u0131n olu\u015fmas\u0131d\u0131r. Bununla birlikte insanl\u0131k ayn\u0131 zamanda da bu ayk\u0131r\u0131l\u0131klar\u0131 t\u00f6rp\u00fclemeye, \u00f6nce en aza indirmeye sonra da t\u00fcm\u00fcyle ortadan kald\u0131rarak ilkel kom\u00fcnal topluluklardaki \u201cbasit e\u015fitlik\u201din daha kapsaml\u0131 ve derinlikli olarak yeniden kurulmas\u0131na kafa yormaya ba\u015flar.<\/p>\n<p>Birlikte ya\u015fama zorunlulu\u011fu, sosyal ya\u015fam, tarihsel s\u00fcre\u00e7 i\u00e7erisinde do\u011fa ve evrenle belirgin bir denge i\u00e7erisinde genel hayat\u0131n s\u00fcrd\u00fcr\u00fclmesi gere\u011fi bundan b\u00f6yle insanl\u0131k i\u00e7in ka\u00e7\u0131n\u0131lmaz hale geldi\u011finde, sosyal birli\u011fin insanlar aras\u0131ndaki \u00e7ok y\u00f6nl\u00fc e\u015fitlik ve fedak\u00e2rl\u0131k anlam\u0131na geldi\u011fi de toplumlarca kabul g\u00f6rmeye ba\u015flar. Ne var ki sosyal s\u0131n\u0131flar\u0131n varl\u0131\u011f\u0131 bu kabul\u00fcn hayata ge\u00e7mesinin \u00f6n\u00fcndeki en b\u00fcy\u00fck engeldir. Bu engelin a\u015f\u0131lmas\u0131 toplumu olu\u015fturan bireylerin tek tek, e\u015fit ve \u00f6zg\u00fcr olarak birlikte ya\u015fama zorunlulu\u011funu kavrayabilmelerini sa\u011flayacak e\u011fitimi alabilmeleriyle ilgilidir. Bunun zemini ancak sosyalizm s\u00fcrecinde, merkezi bir bi\u00e7imde kurulabilir, y\u00fcr\u00fct\u00fclebilir.<\/p>\n<p>Sosyalizmde e\u011fitimin ne anlama gelece\u011fini bu \u015fekilde \u00f6zetlemek m\u00fcmk\u00fcn. Elbette ki bu y\u00fck\u00fcml\u00fcl\u00fcklerin kamu taraf\u0131ndan, yani devlet\/h\u00fck\u00fcmet\u00e7e yerine getirilmesi \u00e7ok kesin ko\u015fullar\u0131n olu\u015fmas\u0131yla do\u011frudan ilgili. Bu ko\u015fullar\u0131n ba\u015f\u0131nda toplumdaki \u00fcretim ili\u015fkilerinin kesin bir alt-\u00fcst s\u00fcrecini tamamlam\u0131\u015f olmas\u0131 geliyor. Yani ki\u015filerin e\u011fitiminde yukar\u0131da \u00f6zetlenen \u00fc\u00e7 kuraldan herhangi birinin di\u011ferlerinin \u00f6n\u00fcne ge\u00e7memesi, toplumu kontrol eden sistemin, ideolojinin buna izin vermeyecek ko\u015fullar\u0131, mekanizmalar\u0131 bir daha geriye d\u00f6n\u00fc\u015f\u00fc olmayacak bir \u015fekilde topluma yerle\u015ftirmi\u015f olmas\u0131, bunu garantilemi\u015f olmas\u0131 gerekiyor.<\/p>\n<p>Burada elbette ki sosyalizmin ne oldu\u011fu, nas\u0131l olaca\u011f\u0131, kom\u00fcnizme nas\u0131l yol al\u0131naca\u011f\u0131n\u0131n farkl\u0131 \u00fclkeler baz\u0131ndaki tart\u0131\u015fmas\u0131 yap\u0131lm\u0131yor. Dolay\u0131s\u0131yla kom\u00fcnizme uzanan s\u00fcre\u00e7lerde devletin, h\u00fck\u00fcmetin, \u201czor\u201dun rol\u00fcn\u00fcn ne olaca\u011f\u0131, nas\u0131l i\u015flemesi gerekti\u011fi de konumuz de\u011fil. Burada g\u00f6z \u00f6n\u00fcne al\u0131nan yaln\u0131zca, insanl\u0131k tarihi a\u00e7\u0131s\u0131ndan \u201cdar\u201d say\u0131labilecek bir s\u00fcre\u00e7 ve insan\u0131n \u00f6zg\u00fcrce d\u00f6n\u00fc\u015f\u00fcm\u00fcne zemin sa\u011flayacak ko\u015fullar\u0131n, metotlar\u0131n ne \u015fekilde d\u00fczenlenebilece\u011fidir.<\/p>\n<p>Yeniden Marx\u2019a d\u00f6necek olursak: \u00d6ncelik, insan\u0131n akli, bedeni yeteneklerinin toplumsal \u00fcretimi art\u0131racak istikrara kavu\u015fturulmas\u0131d\u0131r. Dolay\u0131s\u0131yla e\u011fitim, her ne denli sosyalist prensiplerin korumas\u0131 alt\u0131nda g\u00f6rece bir \u00f6zg\u00fcrl\u00fck alan\u0131 kazanm\u0131\u015f olsa da, bu \u00fclkelerde kendi yeti\u015ftirdi\u011fi insan eliyle geriye itilmi\u015f, cehalete yenik d\u00fc\u015fm\u00fc\u015f bir konuma yerle\u015ftirilebilir. \u0130\u00e7erisinde d\u00f6rt, hatta be\u015f ku\u015fa\u011f\u0131n yeti\u015fti\u011fi e\u011fitim sisteminin \u00fcr\u00fcn\u00fc olan toplumsal yap\u0131ya kendi insan\u0131nca sahip \u00e7\u0131k\u0131lmam\u0131\u015f olma g\u00f6r\u00fcnt\u00fcs\u00fc, sosyalizmin de\u011ferlerini savunan di\u011fer \u00fclke devrimcileri i\u00e7in i\u00e7 karart\u0131c\u0131d\u0131r.<\/p>\n<p>Yaln\u0131z burada atlanmamas\u0131 gereken \u00f6nemli bir konuyu an\u0131msatmakta yarar var. Sovyetler Birli\u011fi, Birinci D\u00fcnya Sava\u015f\u0131\u2019n\u0131n getirdi\u011fi \u00e7ok y\u00f6nl\u00fc y\u0131k\u0131m\u0131n ard\u0131ndan, hemen hemen t\u00fcm emperyalist g\u00fc\u00e7lerin fiziken destekledi\u011fi kar\u015f\u0131 devrimci -beyaz- ordulara kar\u015f\u0131 s\u00fcrd\u00fcr\u00fclen olduk\u00e7a uzun ve kanl\u0131 bir i\u00e7 sava\u015f\u0131n ard\u0131ndan in\u015fa edildi. A\u011f\u0131r iklim ko\u015fullar\u0131, tar\u0131msal \u00fcretimin dibe vurmas\u0131, a\u00e7l\u0131k ve sa\u011fl\u0131k sorunlar\u0131n\u0131n geriye kalan s\u0131n\u0131rl\u0131 i\u015fg\u00fcc\u00fc \u00fczerinde ciddi bir tehdit olu\u015fturmas\u0131na kar\u015f\u0131n 1920\u2019lerin sonlar\u0131na do\u011fru h\u0131zla toparland\u0131, 1930\u2019larda da ola\u011fan\u00fcst\u00fc ba\u015far\u0131l\u0131 bir ekonomik d\u00f6n\u00fc\u015f\u00fcm ger\u00e7ekle\u015ftirdi. Hemen ard\u0131ndan gelen \u0130kinci D\u00fcnya Sava\u015f\u0131\u2019n\u0131n en a\u011f\u0131r bedel \u00f6deyen \u00fclkesi olmas\u0131na kar\u015f\u0131n 1940\u2019lar\u0131n sonunda sava\u015f \u00f6ncesi g\u00fcc\u00fcn\u00fc tekrar yaratt\u0131, 1960\u2019lara gelindi\u011finde uzay \u00e7al\u0131\u015fmalar\u0131ndaki \u00fcst\u00fcnl\u00fc\u011f\u00fcn\u00fc de ekonomik mucizesinin \u00fczerine ekledi. Ki burada, e\u011fitimin \u00fcstlendi\u011fi g\u00f6revin ne denli \u00f6nemli oldu\u011funu belirtmeye herhalde gerek yoktur. \u00dcstelik de bu ba\u015far\u0131lar\u0131n maliyeti \u00fclke halklar\u0131na hi\u00e7bir ku\u015fkuya yer b\u0131rakmayacak bir \u015fekilde, adil bir bi\u00e7imde yans\u0131d\u0131. Sosyalist sisteme kat\u0131lan \u00fclkelerin hi\u00e7birinde ne a\u00e7l\u0131k, ne sa\u011fl\u0131k sorunu, ne ki\u015finin kendini akli ve bedeni geli\u015ftirme olanaklar\u0131na eri\u015fim engeli, ne i\u015fsizlik, ne de sistematik bir emek s\u00f6m\u00fcr\u00fcs\u00fc ya\u015fand\u0131; t\u00fcrl\u00fc \u00e7e\u015fitli b\u00fcrokratik kurumla\u015fmalara, yolsuzluklara ra\u011fmen. Bug\u00fcn, bu 25 y\u0131l \u00f6ncesinin sosyalist toplumsal nimetlerini, \u00f6rg\u00fctlenmelerini ya\u015fam\u0131\u015f olanlar kendi \u00e7ocuklar\u0131n\u0131n kapitalizme teslim olu\u015fa neden yeterince direnmedi\u011fi sorusuna tatmink\u00e2r bir yan\u0131t bulam\u0131yorlar.<\/p>\n<p>Ancak konu bu denli basite indirgendi\u011finde, toplumsal ili\u015fkilerin e\u011fitimin etki alan\u0131 d\u0131\u015f\u0131nda kalan di\u011fer y\u00f6nlerinin g\u00f6zden ka\u00e7mas\u0131 ya da ka\u00e7\u0131r\u0131lmas\u0131 tehlikesi ortaya \u00e7\u0131kar. Bu y\u00f6nler ne olabilir?<\/p>\n<p><strong>E\u011fitimin i\u015flevi politiktir<\/strong><\/p>\n<p>\u00d6ncelikle Marx\u2019\u0131n alt\u0131n\u0131 \u00e7izmi\u015f oldu\u011fu temel prensipleri yeniden g\u00f6zden ge\u00e7irmekte yarar var. Marx e\u011fitimin, belirli bir sosyal ekonomik ili\u015fkiler a\u011f\u0131 i\u00e7in yeniden tan\u0131mlanmas\u0131n\u0131 de\u011fil, insanl\u0131k i\u00e7in genel anlamda nas\u0131l ele al\u0131nmas\u0131 gerekti\u011fini vurguluyor. K\u00fcba Pedagoji Bilimleri Enstit\u00fcs\u00fc Ba\u015fkan\u0131 Dr. Lisardo Ramis, \u201cGenel anlamda sosyalist e\u011fitim prensiplerini sosyalizm \u00f6ncesi prensiplerden ay\u0131rman\u0131n pek bir anlam\u0131 olmad\u0131\u011f\u0131n\u0131 s\u00f6yleyebilir miyiz?\u201d sorusunu, \u201cAsl\u0131nda bu olduk\u00e7a zor bir soru. Nedeni arada bir fark oldu\u011funun g\u00f6sterilmesi gere\u011fi\u201d \u015feklinde a\u00e7\u0131kl\u0131yor olmas\u0131 Marx\u2019\u0131n bu vurgusuyla \u00f6rt\u00fc\u015f\u00fcyor.(5) E\u011fitimin \u00fcstlendi\u011fi g\u00f6rev evrensel bir nitelik ta\u015f\u0131r, i\u015flevi sosyal yap\u0131lar\u0131n de\u011fi\u015fimiyle de\u011fil, sosyal yap\u0131lardaki uygulamayla ilgilidir. D\u00fcnyada Sosyalist Enternasyonal\u2019in hayata ge\u00e7irilmesi \u00f6ncesi, farkl\u0131 sosyal ekonomik ili\u015fkileri s\u00fcrd\u00fcrmekte olan toplumlar\u0131n birbirleriyle ili\u015fkileri ve \u00fcstlendikleri ideolojilerin \u00e7e\u015fitlili\u011fi uygulad\u0131klar\u0131 sosyal politikalar\u0131, dolay\u0131s\u0131yla e\u011fitimden yararlanma bi\u00e7imlerini de haliyle etkilemektedir. Bunu fizik yasalar\u0131n\u0131n i\u015fleyi\u015fine de benzetebiliriz: \u0130\u015fleyi\u015fi ve sonucu her yerde ayn\u0131, fakat kullan\u0131m\u0131, yaratt\u0131\u011f\u0131 beklenti de\u011fi\u015fken! Fidel Castro\u2019nun, Ignazio Ramonet\u2019in, \u201cHavana\u2019daki Sao Paulo Forumu\u2019na kat\u0131lan Latin Amerikal\u0131 sol gruplara neden sosyalizm s\u00f6zc\u00fc\u011f\u00fcnden ka\u00e7\u0131nmalar\u0131 gerekti\u011fini sal\u0131k verdiniz?\u201d sorusuna, \u201c\u00c7\u00fcnk\u00fc bizler, kapitalist kategoriler kullanarak sosyalizmi in\u015fa etmeye kalkt\u0131\u011f\u0131m\u0131zda ortaya birbirleriyle rekabet eden h\u0131rs\u0131z ve korsan kurumlar \u00e7\u0131kart\u0131r\u0131z; bu sosyalizm de\u011fildir\u201d \u015feklinde cevap vermesi(6)\u00a0bu y\u00f6n\u00fc \u00e7ok g\u00fczel a\u00e7\u0131kl\u0131yor.<\/p>\n<p>Lenin, burjuva anlay\u0131\u015f\u0131nda iki ayr\u0131 e\u011fitim hakk\u0131 tarz\u0131n\u0131n geli\u015fti\u011finden s\u00f6z eder.(7) Bunlardan yaln\u0131zca kendi ait oldu\u011fu sosyal s\u0131n\u0131f\u0131n yarat\u0131lan her t\u00fcrl\u00fc de\u011ferin do\u011fal sahibi oldu\u011fu inanc\u0131n\u0131 ta\u015f\u0131yanlar yani, burjuva elitin t\u00fcm olanaklar\u0131 kullanma hakk\u0131n\u0131 elinde bulundurdu\u011fu inanc\u0131nda olanlar ve de\u011ferlerin bedeli kar\u015f\u0131l\u0131\u011f\u0131nda herkes\u00e7e kullan\u0131labilece\u011fini d\u00fc\u015f\u00fcnenler. Lenin\u2019in bu farkl\u0131 anlay\u0131\u015f ve beklentilere getirdi\u011fi a\u00e7\u0131kl\u0131\u011f\u0131n yan\u0131 s\u0131ra bizzat verdi\u011fi \u00f6rneklere de g\u00f6z atmakta yarar var.<\/p>\n<p>Hi\u00e7 ku\u015fkusuz bu \u00f6rneklerden en \u00e7arp\u0131c\u0131 olan\u0131 devrim \u00f6ncesi Rusya\u2019s\u0131ndaki \u201ckara cehalet\u201d oran\u0131d\u0131r. Lenin, 1913\u2019te kaleme ald\u0131\u011f\u0131 bir yaz\u0131s\u0131nda(8)\u00a0bu oran\u0131, devletin kendi yaz\u0131l\u0131 kaynaklar\u0131ndan % 73 olarak aktar\u0131r. Yukar\u0131da da belirtilmi\u015fti, devrim sonras\u0131nda k\u00f6kl\u00fc bir \u015fekilde de\u011fi\u015ftirilen politikalar 50 y\u0131l i\u00e7erisinde bu durumu da etkiledi ve Rusya, Sovyetler Birli\u011fi yaln\u0131zca halk\u0131n\u0131n cehaletini ortadan kald\u0131rmakla yetinmedi, e\u011fitimindeki uygulamalar\u0131yla kapital zengini \u00fclkelerin teknolojik ve bilimsel d\u00fczeylerini de yakalad\u0131.<\/p>\n<p>Lenin yine, <em>Proleterskaya Pravda<\/em>\u2019n\u0131n 18 Aral\u0131k 1913 tarihli 10. say\u0131s\u0131nda yay\u0131mlanan bir ba\u015fka yaz\u0131s\u0131nda(9), kiliselerin e\u011fitim \u00fczerindeki egemenli\u011finden s\u00f6z eder ve buradaki e\u011fitim kadrolar\u0131n\u0131n, \u00f6\u011fretmenlerin ancak % 18\u2019inin pedagoji e\u011fitimi ald\u0131klar\u0131n\u0131, k\u0131rsal kesimlerdeyse bu oran\u0131n % 2,5\u2019lara kadar d\u00fc\u015ft\u00fc\u011f\u00fcn\u00fc bakanl\u0131\u011f\u0131n bizzat yapm\u0131\u015f oldu\u011fu bir ara\u015ft\u0131rmadan aktar\u0131r. K\u00fclt\u00fcrel boyutlarda da burjuvaziye, burjuvazinin s\u0131n\u0131f ideolojisine kar\u015f\u0131 koyabilecek, insan ya\u015fam\u0131ndan bunu silecek kapasitenin ortaya \u00e7\u0131kart\u0131lmas\u0131 gerekiyordu. Partinin bu do\u011frultudaki i\u015flevi tek bir prensipten g\u00fc\u00e7 al\u0131r: Kom\u00fcnist kadrolar\u0131n proletaryan\u0131n ruhunu \u00f6z\u00fcmseyerek onlar\u0131n ya\u015fam\u0131na kat\u0131l\u0131p, onlar\u0131n burjuva aldatmacalar\u0131na kar\u015f\u0131 g\u00f6zlerinin a\u00e7\u0131lmas\u0131n\u0131 sa\u011flamalar\u0131!(20)<\/p>\n<p>Burada Lenin\u2019in \u00f6zellikle proletaryan\u0131n kendi e\u011fitim ara\u00e7lar\u0131n\u0131 yaratmas\u0131 gere\u011fi do\u011frultusunda yapt\u0131\u011f\u0131 vurgu, d\u00f6nemin e\u011fitim kurumlar\u0131na hakim olan burjuva ideolojisiyle ilgiliydi. Kom\u00fcnist ruhun \u00f6\u011fretmenlere anlat\u0131lmas\u0131 bunun i\u00e7in de partili \u00f6\u011fretmen kadrolar\u0131n\u0131n yeti\u015ftirilmesi, eski al\u0131\u015fkanl\u0131klar\u0131n, geleneklerin ve d\u00fc\u015f\u00fcn\u00fc\u015f bi\u00e7imlerinin bir an \u00f6nce tasfiye edilmeleri gerekmektedir:<\/p>\n<p>\u201cDevrim yapt\u0131\u011f\u0131n\u0131zda her \u015fey kendili\u011finden s\u0131f\u0131rlanm\u0131\u015f olmuyor. Ekim Devrimi s\u00fcrecinde \u00f6zellikle bebek ve anne sa\u011fl\u0131\u011f\u0131n\u0131n insani gereklerin yan\u0131 s\u0131ra devrimi s\u00fcrd\u00fcrecek olan yeni ku\u015faklar a\u00e7\u0131s\u0131ndan ne denli can al\u0131c\u0131 oldu\u011fu tart\u0131\u015fmas\u0131n\u0131 s\u00fcrekli g\u00fcndemde tuttu ve Ekim\u2019in hemen ard\u0131ndan sorumlulu\u011funu \u00fcstlendi\u011fi Halk\u0131n Sosyal G\u00fcvenli\u011fi Komiserli\u011fi\u2019ni do\u011frudan bu \u00e7al\u0131\u015fmalar\u0131n merkezi haline getirdi. \u0130\u015fe \u00f6ncelikle bu ama\u00e7la kurulmu\u015f fakat i\u015flev g\u00f6rmeyen ya da i\u015flevi amac\u0131 d\u0131\u015f\u0131na sapm\u0131\u015f kurumlar\u0131 sosyalist devletin sorumlulu\u011fu alt\u0131na alarak d\u00f6n\u00fc\u015ft\u00fcrmekle ba\u015flad\u0131. \u0130lk elde g\u00f6revi anne sa\u011fl\u0131\u011f\u0131n\u0131 korumak olan \u00fclke d\u00fczeyindeki t\u00fcm kurumlar\u0131n yerel h\u00fck\u00fcmetlerin b\u00fcnyesinde, merkezi h\u00fck\u00fcmetin kontrol\u00fcne girmesini sa\u011flad\u0131. Bireyin varl\u0131\u011f\u0131n\u0131 ve gelece\u011fini teminat alt\u0131na almak toplumun g\u00f6reviydi ve bu sosyalist devrimin tepeden t\u0131rna\u011fa yeniden d\u00fczenleyece\u011fi yeni e\u011fitim uygulamalar\u0131yla ger\u00e7ekle\u015ftirilecekti. \u0130\u015fte bunun i\u00e7in kom\u00fcnizmin eski anlay\u0131\u015f\u0131, yap\u0131lanmay\u0131 y\u0131kmas\u0131, ortadan kald\u0131rmas\u0131 gerekiyordu.<\/p>\n<p>\u00d6te yanda, e\u011fitimin aile ve anne sorumlulu\u011fundan devlete verilmesi kad\u0131nlar\u0131 da \u00f6zg\u00fcrle\u015ftirecektir. Anne\/kad\u0131n, \u00e7ocu\u011funa bakma zorunlulu\u011fundan kaynaklanan ev i\u015fleri, \u00e7ocuk bak\u0131m\u0131 gibi kendisini geli\u015ftirme \u00f6zg\u00fcrl\u00fc\u011f\u00fcn\u00fc b\u00fcy\u00fck \u00f6l\u00e7\u00fcde k\u0131s\u0131tlayan, onu toplumsal faaliyetlere fiilen kat\u0131lma hakk\u0131ndan uzakla\u015ft\u0131ran, cinsiyet e\u015fitli\u011fini ortadan kald\u0131ran durumdan kurtulacakt\u0131r. Bu, kom\u00fcnist toplumun e\u011fitimi sosyalle\u015ftirmesi gere\u011finin nedenlerinden biridir.<\/p>\n<p>Sosyalist e\u011fitimin ancak mesle\u011finde yeti\u015fmi\u015f, pedagojik yeterlili\u011fini kan\u0131tlam\u0131\u015f \u00f6\u011fretim elemanlar\u0131nca sa\u011flanabilirli\u011fi emek\u00e7ilerin ba\u015fl\u0131ca hedeflerinden olmal\u0131yd\u0131. Emek\u00e7iler aras\u0131ndaki etnisite ve dil farkl\u0131l\u0131klar\u0131 e\u011fitimin herkese ula\u015fmas\u0131 a\u00e7\u0131s\u0131ndan herhangi bir engel te\u015fkil etmemeliydi. Sosyalist toplum anadilde temel e\u011fitim hakk\u0131n\u0131 g\u00fcvence alt\u0131na almakla y\u00fck\u00fcml\u00fcyd\u00fc. Bu arada eski burjuvazinin \u00e7ocuklar\u0131 da devlet okullar\u0131nda, proletaryan\u0131n \u00e7ocuklar\u0131yla e\u015fit ko\u015fullarda e\u011fitimlerine devam edecekler, onlara emek\u00e7iler gibi d\u00fc\u015f\u00fcnmeleri \u00f6\u011fretilecekti. Herkesin, herhangi bir ayr\u0131m yap\u0131lmaks\u0131z\u0131n yeni sosyal ili\u015fkilerin kurulmas\u0131 konusundaki bilinci burada geli\u015fecekti.<\/p>\n<p>Kom\u00fcnist Parti\u2019nin \u00f6n\u00fcndeki bir di\u011fer \u00f6nemli g\u00f6rev de \u00f6zellikle end\u00fcstrile\u015fmi\u015f b\u00f6lgelerde okul \u00f6ncesi e\u011fitimin h\u0131zl\u0131 bir \u015fekilde yeniden programlanarak ele al\u0131nmas\u0131yd\u0131. Sosyalizm, toplumun geneline bu olana\u011f\u0131 yaymakla y\u00fck\u00fcml\u00fcyd\u00fc ancak hem annenin hem de baban\u0131n \u00e7al\u0131\u015fmak durumunda oldu\u011fu yerlerde bu gereksinim daha da acildi. Okul \u00f6ncesi e\u011fitim programlar\u0131, anne ve babalar\u0131n e\u011fitilmelerini de kapsamak zorundayd\u0131. Sorun yaln\u0131zca ilk e\u011fitim \u00f6ncesi \u00e7ocuklar\u0131 okula haz\u0131rlamak de\u011fil, temel e\u011fitimin i\u015flevi konusunda anne babalar\u0131n da ger\u00e7ek\u00e7i bir bak\u0131\u015fa sahip olmalar\u0131n\u0131 sa\u011flamakt\u0131. Bu ama\u00e7la olu\u015fturulacak kurumlar\u0131n sorumluluklar\u0131, y\u00fcr\u00fctt\u00fckleri i\u015fler anne babalarca da payla\u015f\u0131lmal\u0131, denetlenmeliydi. B\u00f6ylelikle evde \u00f6zel e\u011fitimin daha nitelikli olaca\u011f\u0131 do\u011frultusundaki ideolojik burjuva inanc\u0131n\u0131n etkisi ortadan kald\u0131r\u0131lacakt\u0131. Bu s\u00fcrecin en tutarl\u0131 g\u00fcvencesi e\u011fitimin bilin\u00e7 d\u00fczeyleri y\u00fcksek anne ve babalarca da izleniyor olmas\u0131 olacakt\u0131. Bu do\u011frultuda, anne ve babalar\u0131n \u00e7e\u015fitli dernekler alt\u0131nda \u00f6rg\u00fctlenmeleri kom\u00fcnist parti taraf\u0131ndan te\u015fvik edilmeliydi.<\/p>\n<p><strong>\u0130\u015f\u00e7i Akademileri<\/strong><\/p>\n<p>\u00c7ocuklar\u0131n okula ba\u015flama ya\u015f\u0131 7\u2019yi ge\u00e7memeliydi. Bu ya\u015ftan sonra art\u0131k her birey merkezi kurumsal bir yap\u0131lanman\u0131n b\u00fcnyesinde kapsaml\u0131 bir e\u011fitime ge\u00e7mi\u015f olmal\u0131yd\u0131 ve herkes i\u00e7in bu zorunlu tutulmal\u0131yd\u0131. Evrensel, e\u015fit ve zorunlu e\u011fitim 7\u2019yle 17 ya\u015f aras\u0131 t\u00fcm \u00e7ocuklar i\u00e7in eri\u015filebilir hale getirilecekti. Sosyalist devletin okulu, bir \u201ci\u015f\u00e7i akademisi\u201d olmal\u0131yd\u0131. Buralarda e\u011fitim, i\u015f ve \u00e7al\u0131\u015fmayla birlikte, i\u00e7 i\u00e7e y\u00fcr\u00fct\u00fclmeliydi, hatta bu okullar i\u015f\/emek temeli \u00fczerinde kurumla\u015fmal\u0131yd\u0131. \u00c7\u00fcnk\u00fc i\u015f ve \u00e7al\u0131\u015fma \u00e7ocuklar\u0131n yaln\u0131zca beden sa\u011fl\u0131\u011f\u0131n\u0131n geli\u015fmesine de\u011fil ayn\u0131 zamanda da t\u00fcm di\u011fer melekelerinin olgunla\u015fmas\u0131na katk\u0131da bulunacakt\u0131.<\/p>\n<p>Ger\u00e7ekte, zaten kom\u00fcnist toplumun in\u015fas\u0131 i\u00e7in, \u201ci\u015f\u00e7i akademileri\u201d ka\u00e7\u0131n\u0131lmazd\u0131r. Kom\u00fcnist toplumda her bireyin \u00fcretkenlikle ilgili ara\u00e7lar konusunda -en az\u0131ndan- bir fikir sahibi olmas\u0131 gerekir. Her birey, hangi arac\u0131n ne i\u015fe yarad\u0131\u011f\u0131n\u0131 az \u00e7ok bilecek d\u00fczeyde bir e\u011fitim donan\u0131m\u0131 edinme \u015fans\u0131na sahip olmal\u0131d\u0131r. \u00c7\u00fcnk\u00fc kom\u00fcnist toplumda, gizli kapakl\u0131 i\u015flerin \u00e7evrilmesine, basmakal\u0131p konular\u0131n habire insanlara dayat\u0131lmas\u0131na, kemikle\u015fmi\u015f kadrolar\u0131n belirli yerlere, koltuklara yap\u0131\u015f\u0131p kalmas\u0131na izin verilmez. En de\u011ferli biliminsan\u0131n\u0131n bile kol eme\u011finin toplumsal i\u015flevi konusunda bir deneyimi, bir fikri olmal\u0131d\u0131r. Kom\u00fcnist toplum, birle\u015fik \u201ci\u015f\u00e7i akademileri\u201dnde yeti\u015ftirdi\u011fi \u00f6\u011frencilerinden, bilimsel \u00e7al\u0131\u015fmalara devam edip profes\u00f6rl\u00fc\u011fe kadar y\u00fckselme ba\u015far\u0131s\u0131n\u0131 g\u00f6sterseler dahi onlardan toplum i\u00e7in maddi bir de\u011fer \u00fcretmelerini, ortaya koymalar\u0131n\u0131 bekler. \u0130\u015f ve \u00e7al\u0131\u015fma, yemek i\u00e7mek gibi hayat\u0131n do\u011fal ak\u0131\u015f\u0131 i\u00e7erisinde insan ya\u015fam\u0131nda yer almas\u0131 gereken ortak gerekliliklerdendir. Bu da ancak kom\u00fcnist okullar\u0131n b\u00fcnyesinde e\u011fitimle sa\u011flanabilir.<\/p>\n<p>Bireyin 17 ya\u015f\u0131na kadar alaca\u011f\u0131 e\u011fitim, bu yeni ya\u015fam d\u00fczeninin pratik ve teorik \u00f6\u011freniminin tamamlanmas\u0131yla ilgili olacakt\u0131r. Ancak e\u011fitim bununla da s\u0131n\u0131rl\u0131 kalmamal\u0131d\u0131r. Temel, genel bilin\u00e7lenmenin \u00fczerine ayr\u0131ca \u201c\u00f6zg\u00fcn e\u011fitim\u201din de eklenmesi gerekir. Do\u011fal olarak ya\u015famsal kabul edilen bilim dallar\u0131n\u0131n kapsad\u0131klar\u0131 konular o denli geni\u015f ve \u00e7e\u015fitlidir ki hi\u00e7bir ki\u015fi bunlar\u0131n t\u00fcm\u00fcn\u00fc birden \u00f6\u011frenme kapasitesine ve zaman\u0131na sahip olamaz. Bu nedenle de, temel e\u011fitimin son y\u0131llar\u0131nda \u00f6\u011frencilerin en \u00e7ok ilgi duyduklar\u0131, yetenekli olduklar\u0131 alanlar tespit edilerek onlar\u0131 bu alanlara y\u00f6neltmeye \u00e7al\u0131\u015f\u0131lmal\u0131d\u0131r. Ger\u00e7i temel e\u011fitimin verildi\u011fi birle\u015fik i\u015f\u00e7i okullar\u0131nda \u00f6zg\u00fcn e\u011fitim alanlar\u0131na da yer verilmelidir ama buradaki s\u00fcreler ve olanaklar, \u00f6\u011frencilerin ya\u015f\u0131 bu t\u00fcr bir e\u011fitimin hakk\u0131yla verilebilmesi a\u00e7\u0131s\u0131ndan yeterli olmayacakt\u0131r.<\/p>\n<p>Bir di\u011fer \u00f6nemli ger\u00e7ek de 17 ya\u015f \u00f6ncesinin halen \u00e7ocukluk olarak kabul edilmesi ve \u00e7ocuklar\u0131n re\u015fit say\u0131lmalar\u0131na temel te\u015fkil eden \u201ccezai ehliyet\u201de sahip olmamalar\u0131d\u0131r. E\u011fitimle ilgili sosyalist uygulamalar hen\u00fcz prati\u011fe konulmu\u015ftu ve okul m\u00fcfredatlar\u0131 \u00fczerinde tart\u0131\u015fmalar s\u00fcr\u00fcyordu. \u00c7arl\u0131k kurumlar\u0131n\u0131n e\u011fitim alan\u0131ndaki etkisi devam ediyordu ve \u00f6zellikle de \u00f6\u011fretim kadrolar\u0131 i\u00e7erisindeki burjuva ideolojisinin g\u00fc\u00e7l\u00fc kal\u0131nt\u0131lar\u0131yla m\u00fccadele etmek gerekiyordu.
