Osmanl\u0131 Devleti\u2019nin toprakta \u00f6zel m\u00fclkiyet konusundaki tutumu tamamen bir tercih meselesidir ve \u00f6z\u00fc gere\u011fi g\u00fcvenlik politikas\u0131na ba\u011fl\u0131d\u0131r. \u00dcstelik bu temel politika da son derece ba\u015far\u0131l\u0131 olmu\u015f ve Osmanl\u0131\u2019y\u0131 d\u00fcnyan\u0131n en g\u00fc\u00e7l\u00fc imparatorluklar\u0131ndan biri haline getirmi\u015ftir. <\/em><\/p>\n<p>T\u00fcrkiye\u2019de Marksistlerin Osmanl\u0131 toplum ve devlet bi\u00e7imini neden do\u011fru tahlil edemedikleri, \u00fczerinde durulmas\u0131 gereken \u00f6nemli bir sorundur. Asl\u0131nda Marksizm T\u00fcrkiye\u2019nin entelekt\u00fcel hayat\u0131nda en ba\u015f\u0131ndan beri zihin a\u00e7\u0131c\u0131 bir i\u015flev g\u00f6rm\u00fc\u015f, bizim ayd\u0131nlar\u0131m\u0131z\u0131n bildiklerini sand\u0131\u011f\u0131 pek \u00e7ok konuyu bir daha d\u00fc\u015f\u00fcnmelerini sa\u011flam\u0131\u015ft\u0131r. Belki de fikir hayat\u0131m\u0131zda i\u015flenmemi\u015f meselelerin bollu\u011fu y\u00fcz\u00fcnden T\u00fcrkiye\u2019de Marksist tahliller \u00fczerinde kalem oynatan pek \u00e7ok fikir adam\u0131 ola\u011fan\u00fcst\u00fc bir haml\u0131k sergilemi\u015flerdir. Dolay\u0131s\u0131yla iler tutar taraf\u0131 olmayan baz\u0131 fikirlerin ele\u015ftirisine bile gerek olmamakla birlikte Sencer Divit\u00e7io\u011flu\u2019nun yazd\u0131klar\u0131n\u0131 bunlar\u0131n d\u0131\u015f\u0131nda tutmak gerekir. Esasen Osmanl\u0131 toplumundaki \u00fcretim ili\u015fkilerini \u015f\u00f6yle form\u00fcle eder:<\/p>\n<p>\u201cReaya (\u00e7ift\u00e7i -y.n.) topra\u011f\u0131n m\u00fclkiyetinden yoksundur. Fakat reaya, toprak \u00fczerinde \u0131rsi ve daimi bir kirac\u0131 durumunda olan h\u00fcr k\u00f6yl\u00fcd\u00fcr. \u00dcretim arac\u0131 olan topraktan ayr\u0131lmam\u0131\u015ft\u0131r ve ba\u011f\u0131ms\u0131zd\u0131r. Yaratt\u0131\u011f\u0131 art\u0131k-\u00fcr\u00fcn\u00fcn devlete ge\u00e7i\u015f \u015fekli, devletin y\u00fcce otoritesi ile belirtilir. Reaya ile devlet aras\u0131nda cebri tahakk\u00fcme ya da serbest akde dayanan fiili bir durum yoktur. Reayan\u0131n yaratt\u0131\u011f\u0131 art\u0131k-\u00fcr\u00fcn\u00fcn devlete ge\u00e7i\u015f \u015fekli, yasalarla g\u00f6sterilmi\u015f bir vergileme esas\u0131na g\u00f6re yap\u0131lmaktad\u0131r.\u201d (1)<\/p>\n<p>Sencer Divit\u00e7io\u011flu, Osmanl\u0131 toplumunu AT\u00dcT (Asya Tipi \u00dcretim Tarz\u0131) i\u00e7inde de\u011ferlendirir. Dolay\u0131s\u0131yla onun tan\u0131mlamalar\u0131nda Osmanl\u0131 toplumunun hem Avrupa feodalizminden fark\u0131n\u0131n a\u00e7\u0131k\u00e7a g\u00f6r\u00fcnmesi hem de ondan daha geri bir a\u015famay\u0131 temsil etmesi gerekmektedir. Oysa onun tan\u0131mlamalar\u0131 kendinden umulan bu iki beklentiyi de yerine getirmekten \u00e7ok uzakt\u0131r. Birinci beklentiyi yerine getiremez \u00e7\u00fcnk\u00fc reayan\u0131n Avrupal\u0131 serften fark\u0131, rantiyecinin, birinde topraklar\u0131 s\u0131n\u0131rl\u0131 bir seny\u00f6r, di\u011ferinde (Osmanl\u0131\u2019da) do\u011frudan devletin kendisi olmas\u0131ndan ibarettir. Bu fark \u00f6nemliymi\u015f gibi g\u00f6r\u00fcn\u00fcr ama Sencer Divit\u00e7io\u011flu bile \u0131srarla vurgulad\u0131\u011f\u0131 bu fark hususunda ku\u015fkuya d\u00fc\u015fer gibi olur ve \u015funu yazar:<\/p>\n<p>\u201c\u0130nceledi\u011fimiz 14. ve 15. y\u00fczy\u0131llardaki Osmanl\u0131 toplumunun b\u00fcnyesi sanki anonim-tek seny\u00f6rl\u00fc bir feodal (?) \u00fcretim tarz\u0131 kimli\u011fi g\u00f6stermektedir. Fakat yine de bu \u00fcretim tarz\u0131nda servaj yoktur.\u201d (2)<\/p>\n<p>Sencer Divit\u00e7io\u011flu\u2019na g\u00f6re Osmanl\u0131 (Asya Tipi) \u00fcretim tarz\u0131n\u0131n klasik Avrupa feodalizminden en b\u00fcy\u00fck fark\u0131, reayan\u0131n serf olmamas\u0131d\u0131r ama bu bile yorum meselesinden ba\u015fka bir \u015fey de\u011fildir, \u00e7\u00fcnk\u00fc \u201cTopraklar\u0131n m\u00fclkiyeti devlete ait oldu\u011fundan, bu k\u00f6y topluluklar\u0131nda yarat\u0131lan art\u0131k-\u00fcr\u00fcn de devlete aittir.\u201d (3) Ama bu el koymay\u0131, tam anlam\u0131yla kamu hizmetinin kar\u015f\u0131l\u0131\u011f\u0131 olarak kabul etmek de zordur. \u00c7\u00fcnk\u00fc yine kendisinin yazd\u0131\u011f\u0131 gibi, \u201cDevlet, k\u00f6y topluluklar\u0131nda yarat\u0131lan art\u0131-\u00fcr\u00fcn\u00fc kendisine ge\u00e7irmektedir. Bu i\u015fin me\u015frulu\u011fu ise ancak devletin \u00fczerine ald\u0131\u011f\u0131 kamu i\u015flerini ba\u015farmas\u0131 ile m\u00fcmk\u00fcnd\u00fcr. Fakat devlet karar almada serbest oldu\u011fundan art\u0131k-\u00fcr\u00fcn\u00fcn bir k\u0131sm\u0131n\u0131 kamu yat\u0131r\u0131mlar\u0131na tahsis ederken, di\u011fer bir k\u0131sm\u0131n\u0131 kendi t\u00fcketimi i\u00e7in al\u0131koyacakt\u0131r. Nitekim devlet, t\u00fcketilen zenginli\u011fi ve l\u00fcks\u00fc temsil eder.\u201d (4)<\/p>\n<p>Bu tan\u0131mlamaya g\u00f6re devletin kamu hizmeti g\u00f6revi ile devleti temsil edenlerin keyfi harcama serbestisi aras\u0131nda ince bir \u00e7izgi vard\u0131r ve bunu birbirinden ay\u0131racak belli bir mekanizma da yoktur. (5) Reayadan al\u0131nan art\u0131k-\u00fcr\u00fcn\u00fcn ki\u015finin ki\u015fiyi s\u00f6m\u00fcr\u00fcs\u00fc olmay\u0131p daha ziyade devletin \u00fczerine d\u00fc\u015fen \u00fcretim \u00e7al\u0131\u015fmalar\u0131 i\u00e7in zorunlu olarak yapt\u0131\u011f\u0131 bir s\u00f6m\u00fcr\u00fc oldu\u011funu (yani asl\u0131nda s\u00f6m\u00fcr\u00fc olmad\u0131\u011f\u0131n\u0131) anlat\u0131r (6) ve daha da ileri giderek, asl\u0131nda sultan\u0131n bile i\u00e7ine do\u011fdu\u011fu devlet ayg\u0131t\u0131n\u0131n bir t\u00fcr kulu (k\u00f6lesi) oldu\u011funu tespit eder. (7) Yani \u00e7eli\u015fkili bir s\u00fcr\u00fc kavram havada u\u00e7u\u015fur. B\u00f6ylece b\u00fct\u00fcn kavramlar asl\u0131nda nereden bakt\u0131\u011f\u0131n\u0131za ba\u011fl\u0131 hale gelir. Ona g\u00f6re reayay\u0131 kul (ya da serf) olarak kabul etmek pek akla yatk\u0131n olmamakla birlikte sultan\u0131n bizzat kendisini \u201ckul\u201d olarak kabul etmek bir \u00e7eli\u015fki say\u0131lmaz. Her iki kesim bu kadar birbirine yakla\u015ft\u0131\u011f\u0131na g\u00f6re asl\u0131nda her ikisi de \u201ch\u00fcr\u201d say\u0131labilir! \u0130\u015fin bu k\u0131sm\u0131n\u0131 ge\u00e7elim.<\/p>\n<p>\u0130kinci olarak Osmanl\u0131 Devletinin, kapitalizme kendi i\u00e7 ko\u015fullar\u0131yla ge\u00e7emedi\u011fi i\u00e7in, basit bir mant\u0131k \u00e7\u0131karsamas\u0131yla, Avrupa feodalizminden daha geri bir \u00fcretim ili\u015fkisini temsil etti\u011fi iddia edilir. (8) Oysa Sencer Divit\u00e7io\u011flu\u2019nun da fark etti\u011fi gibi Avrupa feodalizmine tevafuk eden serflik t\u00fcr\u00fc \u00fcretim ili\u015fkileri ancak Anadolu\u2019nun i\u00e7 kar\u0131\u015f\u0131kl\u0131\u011fa s\u00fcr\u00fcklendi\u011fi beylikler d\u00f6neminde tebar\u00fcz etmi\u015ftir. (9) Dolay\u0131s\u0131yla bizim tarihimizde klasik Avrupa feodalizmine en yakla\u015ft\u0131\u011f\u0131m\u0131z d\u00f6nem, asl\u0131nda bir ara d\u00f6nemden ba\u015fka bir \u015fey de\u011fildir ve hi\u00e7bir tarih\u00e7imiz Sel\u00e7uklu sonras\u0131 beylikler d\u00f6nemini tarihimizin en parlak dilimi olarak kabul etmeye yana\u015fmaz. \u00dcstelik bu ara s\u00fcre\u00e7 \u00e7abucak a\u015f\u0131ld\u0131\u011f\u0131na g\u00f6re, beylikler d\u00f6nemi feodalizminin AT\u00dcT\u2019ten daha ileri bir a\u015fama oldu\u011funu \u00e7\u0131karsamak Sencer Divit\u00e7io\u011flu\u2019ndan ba\u015fka kimsenin akl\u0131na gelmez. Zaten b\u00f6ylesi bir iddia AT\u00dcT fikrinin temel \u00e7\u0131k\u0131\u015f noktas\u0131na da ayk\u0131r\u0131d\u0131r \u00e7\u00fcnk\u00fc Osmanl\u0131\u2019n\u0131n, hen\u00fcz Sel\u00e7uklu sonras\u0131 k\u00fc\u00e7\u00fck bir beylik olarak daha ileri bir \u00fcretim bi\u00e7imini temsil ederken imparatorlu\u011fa d\u00f6n\u00fc\u015ft\u00fck\u00e7e daha ilkel bir \u00fcretim bi\u00e7imine evrildi\u011fini kabullenmeyi gerektirir.<\/p>\n<p><strong>Toprakta \u00f6zel m\u00fclkiyet meselesi<\/strong><\/p>\n<p>Sencer Divit\u00e7io\u011flu, Osmanl\u0131 sistemini AT\u00dcT (Asya Tipi \u00dcretim Tarz\u0131) s\u0131n\u0131fland\u0131rmas\u0131na d\u00e2hil etmek i\u00e7in b\u00fct\u00fcn bu zahmete ni\u00e7in girmi\u015ftir? \u00c7\u00fcnk\u00fc bu toplumu di\u011ferlerinden ay\u0131ran, adeta bir t\u00fcr sihirle donatan \u015fu \u201c\u00f6zel m\u00fclkiyetin olmamas\u0131\u201d tespitidir. Sadece Sencer Divit\u00e7io\u011flu de\u011fil, Marx da, \u00f6zel m\u00fclkiyetin olmad\u0131\u011f\u0131 toplumlara fazlas\u0131yla ilgi duyar.<\/p>\n<p>Sencer Divit\u00e7io\u011flu\u2019nun da belgeledi\u011fi gibi Marx, en olgun eseri <em>Kapital<\/em>\u2019de dahi Asya tipi \u00fcretim bi\u00e7iminden ve bu kategoride bulunan halklara ili\u015fkin bak\u0131\u015f\u0131ndan vazge\u00e7memi\u015ftir. Ama bu halklar\u0131 tam olarak da tahlil edememi\u015ftir. \u00d6zel m\u00fclkiyete ge\u00e7memi\u015f halklar onun zihninde ilkellikle ve daha geri bir \u00fcretim a\u015famas\u0131yla e\u015fde\u011ferdi. \u00c7\u00fcnk\u00fc o d\u00f6nemde ilkel halklar hakk\u0131nda pek \u00e7ok rapor ve \u00e7al\u0131\u015fma Avrupal\u0131 biliminsanlar\u0131n\u0131n kafalar\u0131n\u0131 me\u015fgul ediyordu. Fakat ortada \u00e7ok ciddi bir anakronizm var gibidir. \u00c7\u00fcnk\u00fc o s\u0131ralar yeni ke\u015ffedilen ya da ke\u015ffedili\u015flerinden bu yana en fazla \u00fc\u00e7 y\u00fczy\u0131ldan biraz fazla bir zaman ge\u00e7mi\u015f olan yeni k\u0131talar\u0131n halklar\u0131, kesinlikle avc\u0131l\u0131k-toplay\u0131c\u0131l\u0131k d\u00f6neminde tak\u0131l\u0131 kalm\u0131\u015f bir t\u00fcr Ta\u015f Devri kavimleriydi. \u00d6te yandan, Hindistan ya da bizim AT\u00dcT\u2019\u00e7\u00fclerin yak\u0131\u015ft\u0131rd\u0131klar\u0131 Osmanl\u0131 toplumu, belki kapitalizme ancak d\u0131\u015f etkenlerle evrilmek zorunda kalan halklardand\u0131 ama kesinlikle Ta\u015f Devri\u2019nde tak\u0131l\u0131 kalm\u0131\u015f de\u011fildi.<\/p>\n<p>Bu durumda Osmanl\u0131 toplumunda en \u00f6nemli \u00fcretim arac\u0131 olan toprakta \u00f6zel m\u00fclkiyete pek yer verilmemesi ger\u00e7e\u011fi, kesinlikle do\u011fru bir ba\u015flang\u0131\u00e7 noktas\u0131ndan tart\u0131\u015f\u0131lmaya ba\u015flanm\u0131\u015f de\u011fildi. Bunun ilkellikle bir ilgisi yoktu. \u00dcstelik T\u00fcrkler Orta Asya\u2019da g\u00f6\u00e7ebe-\u00e7oban \u00fcretim bi\u00e7imine sahipken bile \u00f6zel m\u00fclkiyeti biliyorlard\u0131. (10) Yani pek \u00e7oklar\u0131n\u0131n g\u00f6\u00e7ebe-\u00e7obanl\u0131\u011f\u0131, avc\u0131-toplay\u0131c\u0131l\u0131kla kar\u0131\u015ft\u0131rmalar\u0131 ya da ayn\u0131 sanmalar\u0131 bu tuhaf yarg\u0131n\u0131n olu\u015fmas\u0131na neden olmu\u015f olabilir. Ama bu t\u00fcrden \u00e7\u0131karsamalar\u0131n ger\u00e7ekle uzaktan yak\u0131ndan ilgisi yoktur. (11)<\/p>\n<p>Hayvan s\u00fcr\u00fclerinin \u00f6zel m\u00fclkiyetine sahip topluluklar\u0131n, yerle\u015fik tar\u0131mc\u0131 \u00e7ift\u00e7iler haline ge\u00e7ince \u00f6zel m\u00fclkiyeti unutmaya ba\u015flamalar\u0131 varsay\u0131m\u0131 ger\u00e7ekle ba\u011fda\u015fmaz. O halde Sel\u00e7uklu\u2019da ve Osmanl\u0131\u2019da ger\u00e7ek \u015fudur ki, \u00f6zel m\u00fclkiyet olgusu ancak devlet ayg\u0131t\u0131 arac\u0131l\u0131\u011f\u0131yla ve tamamen kas\u0131tl\u0131 olarak bask\u0131 alt\u0131na al\u0131nm\u0131\u015ft\u0131r.<\/p>\n<p>Asl\u0131nda bu durum Sovyetler Birli\u011fi\u2019nin yapt\u0131\u011f\u0131yla hemen hemen ayn\u0131 \u015feydir. Orada da hukuken \u00fcretim ara\u00e7lar\u0131nda \u00f6zel m\u00fclkiyete izin verilmemesi hi\u00e7bir \u015fekilde yeni bir akrabal\u0131k bi\u00e7imi ile bi\u00e7imlenen toplumsal ili\u015fkilerin de\u011fi\u015fiminin kap\u0131s\u0131n\u0131 a\u00e7mam\u0131\u015f, eskinin ailesi, toplumun temel birimi olmaya devam etmi\u015ftir. Sovyetler Birli\u011fi da\u011f\u0131l\u0131r da\u011f\u0131lmaz da eski aile birimi kald\u0131\u011f\u0131 yerden i\u00e7inde sakl\u0131 kodlar uyar\u0131nca \u00f6zel m\u00fclk biriktirmeye yeniden ba\u015flam\u0131\u015ft\u0131r.<\/p>\n<p>\u00d6te yandan, ailenin olmad\u0131\u011f\u0131 sosyal organizasyonlar ancak avc\u0131-toplay\u0131c\u0131 \u00fcretim bi\u00e7iminde kalan toplumlarda topluluk m\u00fclkiyetiyle bir arada bulunabilmi\u015ftir. Yani birey, sahip oldu\u011fu her \u015feye ancak akraba bir toplulu\u011funun \u00fcyesi olarak hak kazanmaktad\u0131r. Ama \u00f6ld\u00fckten sonra b\u0131rakabilece\u011fi pek bir m\u00fclk\u00fc ve yasal evlatlar\u0131 olmad\u0131\u011f\u0131 i\u00e7in b\u00f6yle toplumlarda \u00f6zel m\u00fclkiyet geli\u015fmemi\u015ftir. Tar\u0131m, \u00f6zel m\u00fclkiyetin ba\u015flang\u0131c\u0131 i\u00e7in \u00e7ok \u00f6nemli bir a\u015fama anlam\u0131na gelir. Ama bu a\u015famada \u00f6zel m\u00fclkiyetin \u00e7\u0131k\u0131\u015f\u0131ndan \u00f6nce kolektif \u00e7al\u0131\u015fma bi\u00e7iminin ink\u0131raza u\u011framas\u0131 gerekir. \u00c7\u00fcnk\u00fc tar\u0131msal verimlilik, avc\u0131 \u00e7al\u0131\u015fmas\u0131n\u0131n verimlili\u011finden \u00e7ok farkl\u0131 ilkeler \u00fczerine kurulmu\u015ftur. Sosyolojik anlamda aile birimi, tar\u0131mc\u0131 \u00fcretimin ortaya \u00e7\u0131k\u0131\u015f\u0131yla birlikte ba\u015flam\u0131\u015ft\u0131r ve ba\u015flad\u0131\u011f\u0131 zaman da \u00f6zel m\u00fclkiyet, bir hukuk\u00e7unun anlad\u0131\u011f\u0131 anlamda h\u00e2l\u00e2 ortada yoktur. Aileyi ortaya \u00e7\u0131karan \u015fartlar, \u00f6zel m\u00fclk olsun ya da olmas\u0131n, bir ki\u015fi ya da bir aileye tahsis edilen ya da sahiplenilen toprakta yap\u0131lan \u00fcretimle ortaya \u00e7\u0131km\u0131\u015ft\u0131r. Osmanl\u0131\u2019da da toplumun temel birimi ailedir. Aile kutsalla\u015ft\u0131r\u0131l\u0131r ve Spartal\u0131larda oldu\u011fu gibi ailenin varl\u0131\u011f\u0131na ili\u015fkin devlet taraf\u0131ndan icra edilmeye \u00e7al\u0131\u015f\u0131lan bir uygulama yoktur.<\/p>\n<p>\u00d6te yandan, Osmanl\u0131 Devleti\u2019nde en \u00f6nemli \u00fcretim arac\u0131 olan topra\u011f\u0131n \u00f6zel m\u00fclkiyetinin istisnai durumda bulunmas\u0131 ya da vak\u0131f kurumlar\u0131na hapsedilmesi \u00e7ok \u00f6nemli bir husustur. Bu durum kesinlikle daha eski devirlerden tevar\u00fcs eden ilkel bir uygulama de\u011fil, bilin\u00e7li bir tercihtir. Yani Osmanl\u0131 devlet d\u00fczeninde toprakta (\u00fcretim arac\u0131nda) \u00f6zel m\u00fclkiyete pek de izin verilmemesi durumu, kesinlikle \u00f6zel m\u00fclkiyete ge\u00e7ememi\u015f daha ilkel halklar\u0131n AT\u00dcT i\u00e7ine d\u00e2hil edilmesi y\u00f6ntemiyle a\u00e7\u0131klanamaz. Osmanl\u0131 devletinin kurulu\u015fundan bu yana, hatta Sel\u00e7uklulardan itibaren topra\u011f\u0131n b\u00fcy\u00fck oranda miri (devlete ait) olmas\u0131 kesinlikle bir tercih meselesiydi. Nas\u0131l ki Antik \u00c7a\u011f\u2019da Sparta toplumunun \u00f6zel m\u00fclkiyeti s\u0131n\u0131rlama gayretleri, onlar\u0131n Atinal\u0131lardan daha ilkel olmalar\u0131yla a\u00e7\u0131klanmam\u0131\u015fsa, ondan bin k\u00fcsur y\u0131l sonra kurulan Osmanl\u0131 Devletinin uygulad\u0131\u011f\u0131 \u00f6zel m\u00fclkiyet kar\u015f\u0131t\u0131 iktisat politikas\u0131n\u0131n da ilkellikle uzaktan yak\u0131ndan bir ilgisi yoktur.<\/p>\n<p>Temel \u00fcretim arac\u0131 toprak olan tar\u0131mc\u0131 bir toplulukta \u00f6zel m\u00fclkiyetin yayg\u0131nl\u0131\u011f\u0131 asayi\u015f sorunlar\u0131ndan ba\u015fka bir anlam ta\u015f\u0131maz. \u00c7\u00fcnk\u00fc topra\u011f\u0131n al\u0131n\u0131p sat\u0131labilir olmas\u0131, bir yanda belli ellerde arazi birikimine neden olacakken, di\u011fer yanda baz\u0131 ki\u015filerin ve ailelerin ge\u00e7imlerinin teminat\u0131 olan topraktan mahrum kalmas\u0131 anlam\u0131na gelir. Bu ikinci grup her t\u00fcrl\u00fc adi su\u00e7lar i\u00e7in gerekli potansiyeli yaratacak ve devam\u0131nda pek \u00e7ok isyan giri\u015fiminde aktif rol oynayacakt\u0131r. Bunlara izin vermemek i\u00e7in toprak al\u0131m sat\u0131m\u0131n\u0131n yasaklanmas\u0131, yani toprak m\u00fclkiyetinin devlete ait olup \u015fah\u0131slara devredilmemesi en iyi \u00e7\u00f6z\u00fcm yolu olacakt\u0131r.<\/p>\n<p>Tabi yasak sadece hukukun bir meselesi olarak kald\u0131\u011f\u0131 s\u00fcrece hi\u00e7bir anlam ifade etmez. \u00c7\u00fcnk\u00fc yasalar\u0131n sosyal dayana\u011f\u0131 olmazsa, ne kadar yasaklarsa yasaklas\u0131n o m\u00fclk\u00fcn el alt\u0131ndan sat\u0131\u015f\u0131 her zaman m\u00fcmk\u00fcn olacakt\u0131r. Bu, elbette ki toprak i\u00e7in de ge\u00e7erlidir. Toprak sat\u0131\u015f\u0131n\u0131n \u00f6n\u00fcne ge\u00e7ilebilmesi, ancak n\u00fcfus art\u0131\u015f\u0131yla ortaya \u00e7\u0131kan n\u00fcfus fazlas\u0131n\u0131n istihdam edilebilece\u011fi kadar bol miktarda i\u015flenmemi\u015f topra\u011f\u0131n h\u00e2l\u00e2 rezervde olmas\u0131na ba\u011fl\u0131d\u0131r. \u00d6yle anla\u015f\u0131l\u0131yor ki Anadolu\u2019da ve Rumeli\u2019de bu t\u00fcrden i\u015flenmemi\u015f arazi h\u00e2l\u00e2 fazlayd\u0131 ve Osmanl\u0131 Devleti bu konuda da \u00f6nc\u00fc rol\u00fc oynuyordu. Sencer Divit\u00e7io\u011flu bu konuda \u015funlar\u0131 yazar:<\/p>\n<p>\u201cOsmanl\u0131 ekonomisinde toprak boldur. Ve hatta bu toprak bollu\u011fundan yararlanmak i\u00e7in Osmanl\u0131 Devleti daima s\u00fcrg\u00fcnler kullanmak zorunda kalm\u0131\u015f, \u00f6zellikle Rumeli, hatta Anadolu\u2019da bile topraklar\u0131 \u015fenlendirmek i\u00e7in devaml\u0131 \u00f6nlemler alm\u0131\u015ft\u0131r. Kurulu\u015f s\u0131ras\u0131nda ve onu izleyen y\u00fczy\u0131llarda Osmanl\u0131 Devleti\u2019nin asli g\u00f6revlerinden biri toprak a\u00e7ma olmu\u015ftur.\u201d (12)<\/p>\n<p>\u0130\u015fte tam da bu nedenle Osmanl\u0131 Devleti toprakta \u00f6zel m\u00fclkiyet e\u011filimini bask\u0131 alt\u0131nda tutabilmi\u015ftir. Toprakta \u00f6zel m\u00fclkiyetin yolunu a\u00e7an tarihsel geli\u015fmeler, ekilebilir topra\u011f\u0131n s\u0131n\u0131rl\u0131l\u0131k hali durumunda ortaya \u00e7\u0131kar. Arazinin n\u00fcfus art\u0131\u015f\u0131n\u0131 kar\u015f\u0131layabilecek kadar bol oldu\u011fu durumlarda topra\u011f\u0131n al\u0131\u015f-sat\u0131\u015f\u0131n\u0131n hayati bir \u00f6nemde olamayaca\u011f\u0131 ortadad\u0131r. Dolay\u0131s\u0131yla biraz da devletin benimseyece\u011fi bir g\u00fcvenlik politikas\u0131 uyar\u0131nca, kolayca \u00f6zel m\u00fclkiyet hakk\u0131 bask\u0131 alt\u0131nda tutulabilir. K\u0131sacas\u0131 toprakta \u00f6zel m\u00fclkiyetin ortaya \u00e7\u0131kmas\u0131 kesinlikle art\u0131k-n\u00fcfusun belirmesinin bir sonucudur.<\/p>\n<p><strong>Antik d\u00f6nemde k\u00f6lecilik<\/strong><\/p>\n<p>Bu noktada belli ba\u015fl\u0131 uygarl\u0131k merkezlerini g\u00f6z \u00f6n\u00fcnde bulundurarak h\u0131zl\u0131 bir tarihsel s\u00fcre\u00e7 taramas\u0131 yapmak zorunday\u0131z. \u00d6zel m\u00fclkiyetin tezah\u00fcr etti\u011fi toplumlarda her zaman k\u00f6lelik de beraberinde gelmi\u015ftir. \u00dcstelik k\u00f6leci \u00fcretim bi\u00e7iminin Antikite ile s\u0131n\u0131rl\u0131 san\u0131lmas\u0131 ayn\u0131 zamanda Avrupa uygarl\u0131\u011f\u0131n\u0131n daha ileri bir \u00fcretim seviyesine sahip oldu\u011fu yan\u0131lg\u0131s\u0131n\u0131 da beraberinde getirdi. Oysa 1930\u2019lu y\u0131llarda Sovyet biliminsanlar\u0131 devrim niteli\u011finde \u00e7ok ilgin\u00e7 sonu\u00e7lara ula\u015fm\u0131\u015flard\u0131r. \u00d6rne\u011fin I. M. Diakonoff, Mezopotamya\u2019da S\u00fcmer uygarl\u0131\u011f\u0131n\u0131n erken siyasi tarihinin derin bir tahlilini yapt\u0131\u011f\u0131nda ortaya \u00e7\u0131kan sonu\u00e7 \u015fudur: M\u00d6 24-23. y\u00fczy\u0131llar aras\u0131nda \u201cErken Hanedanl\u0131k\u201d denen d\u00f6nemin en \u00f6nemli kenti olan Laga\u015f i\u00e7in yapt\u0131\u011f\u0131 hesaplara g\u00f6re en b\u00fcy\u00fck toprak sahibi kurumlar tap\u0131naklard\u0131r. Laga\u015f\u2019\u0131n yakla\u015f\u0131k 100.000\u2019e yak\u0131n n\u00fcfusunun 35.000 kadar\u0131 bu \u015fehir devletinin irili ufakl\u0131k yirmiye yak\u0131n tap\u0131nak arazisinde istihdam ediliyordu. Bunlardan ancak 25.000\u2019i \u00f6zg\u00fcr, geriye kalan 10.000 ki\u015fi ise k\u00f6leydi. (13)<\/p>\n<p>S\u00fcmer uygarl\u0131\u011f\u0131 neredeyse Bat\u0131 Avrupa\u2019n\u0131n ya\u015fayaca\u011f\u0131 s\u00fcrecin mini bir \u00f6zeti gibidir. \u00dcstelik sadece Bat\u0131 Avrupa\u2019ya \u00f6zg\u00fc oldu\u011fu san\u0131lan pek \u00e7ok s\u00fcre\u00e7 ilk kez \u00d6n Asya\u2019da ya\u015fanm\u0131\u015f ve bitmi\u015ftir. Yakla\u015f\u0131k 3000 kilometrekare alana sahip Laga\u015f arazisinin yakla\u015f\u0131k 1\/6\u2019s\u0131 yani 500-600 kilometrekaresi bu tap\u0131naklar\u0131n topraklar\u0131yd\u0131. Ama ilk krall\u0131k s\u00fclaleleri t\u0131pk\u0131 Avrupa\u2019daki krallar\u0131n Reform D\u00f6nemi\u2019nde kilisenin ellerinden arazilerini almas\u0131 gibi bu arazileri kendi zimmetlerine ge\u00e7irdiler. Dolay\u0131s\u0131yla imparatorluktaki ticari \u015fartlar bozulmaya ba\u015flad\u0131\u011f\u0131nda art\u0131k besleme zahmetine katlan\u0131lamaz hale geldiler. Sonu ba\u015ftan belli oldu\u011fu halde \u00e7\u0131lg\u0131nca bir hayatta kalma sava\u015f\u0131 verdi\u011fi i\u00e7in ancak ka\u00e7\u0131klara, \u00e7\u0131lg\u0131nlara ve sapk\u0131nlara ilham kayna\u011f\u0131 olan bir uygarl\u0131k yaratabildi.<\/p>\n<p>K\u0131sacas\u0131, \u00f6zel m\u00fclkiyetin serbest b\u0131rak\u0131lmas\u0131n\u0131n var\u0131p varaca\u011f\u0131 noktan\u0131n ne oldu\u011fu ve olaca\u011f\u0131 Osmanl\u0131 Devleti\u2019nin kurucular\u0131 a\u00e7\u0131s\u0131ndan da bir s\u0131r say\u0131lmazd\u0131. Osmanl\u0131 halk\u0131n\u0131n toprakta \u00f6zel m\u00fclkiyeti bilmeyecek kadar ilkel bir a\u015famada oldu\u011fu, ciddiye bile al\u0131namayacak bir g\u00f6r\u00fc\u015ft\u00fcr. Osmanl\u0131 Devleti\u2019nin toprakta \u00f6zel m\u00fclkiyet konusundaki tutumu tamamen bir tercih meselesidir ve \u00f6z\u00fc gere\u011fi g\u00fcvenlik politikas\u0131na ba\u011fl\u0131d\u0131r. \u00dcstelik bu temel politika da son derece ba\u015far\u0131l\u0131 olmu\u015f ve Osmanl\u0131\u2019y\u0131 d\u00fcnyan\u0131n en g\u00fc\u00e7l\u00fc imparatorluklar\u0131ndan biri haline getirmi\u015ftir. Ama sonunu haz\u0131rlayan s\u00fcre\u00e7, pek \u00e7ok Marksist ara\u015ft\u0131rmac\u0131n\u0131n sand\u0131\u011f\u0131 gibi Bat\u0131 Avrupa\u2019daki muadillerinin toplumsal ve iktisadi yap\u0131lar\u0131ndan daha geri bir \u00fcretim a\u015famas\u0131nda bulunmas\u0131ndan kaynaklanm\u0131yordu. Kapitalizm ilk \u00f6nce Bat\u0131 Avrupa\u2019da ba\u015flam\u0131\u015f ve Osmanl\u0131 da d\u00e2hil d\u00fcnyan\u0131n b\u00fct\u00fcn devlet ve toplumlar\u0131 bu geli\u015fime intibak etmek zorunda kalm\u0131\u015flard\u0131r.
