E\u011fer sosyolojik bir olgudan bahsediyor ve ilk devletlerin ortaya \u00e7\u0131k\u0131\u015f ko\u015fullar\u0131 hakk\u0131nda bir \u00e7al\u0131\u015fma y\u00fcr\u00fct\u00fclmek isteniyorsa bu t\u00fcr Do\u011fu-Bat\u0131 kriterlerinden kurtulup evrensel nitelikte olgulara ula\u015fmak gerekir. <\/em><\/p>\n<p>Asya Tipi \u00dcretim Tarz\u0131 (AT\u00dcT) kavram\u0131, Marx\u2019\u0131n hayattayken bas\u0131m\u0131n\u0131 yapt\u0131\u011f\u0131 \u00e7al\u0131\u015fmalar\u0131nda de\u011fil, hi\u00e7bir zaman yay\u0131nlanmamak \u00fczere kendi i\u00e7in tuttu\u011fu notlarda (monografilerde) ad\u0131 ge\u00e7en bir kavramd\u0131r. Dolay\u0131s\u0131yla bunlar, okuyucuyla bulu\u015fturulacak kadar g\u00fcvenilir tezler olarak g\u00f6r\u00fclmemi\u015f ama \u00f6l\u00fcm\u00fcnden y\u0131llar sonra 1953 y\u0131l\u0131nda Berlin\u2019de <em>Grundrisse<\/em> ad\u0131yla bas\u0131m\u0131 yap\u0131ld\u0131ktan sonra yeni bir tart\u0131\u015fma konusu yaratm\u0131\u015ft\u0131r. T\u00fcrkiye\u2019de \u00f6zellikle Sencer Divit\u00e7io\u011flu, Do\u011fu\u2019nun iktisadi yap\u0131s\u0131n\u0131 tan\u0131mlayan bu kavram\u0131 AT\u00dcT k\u0131saltmas\u0131 ile dilimize kazand\u0131rm\u0131\u015f ve fikir hayat\u0131m\u0131za sokmu\u015ftur.<\/p>\n<p>Buna g\u00f6re Marx, Do\u011fu tipi \u00fcretim bi\u00e7iminin ilk taslak fikrini \u00f6zellikle Hindistan \u00fczerine yaz\u0131lanlardan \u00e7\u0131karm\u0131\u015ft\u0131r ama tabi ki bu bilgiler hayli s\u0131n\u0131rl\u0131 ve daha da \u00f6nemlisi b\u00fct\u00fcn Do\u011fu\u2019yu ya da ba\u015fka bir ifadeyle s\u00f6yleyecek olursak, b\u00fct\u00fcn Asya\u2019y\u0131 temsil etmekten \u00e7ok uzakt\u0131r. \u00d6te yandan, Marx sa\u011fl\u0131\u011f\u0131nda b\u00fct\u00fcnc\u00fcl bir tarih yaz\u0131m\u0131 i\u015fine de giri\u015fmemi\u015ftir. Onun b\u0131rakt\u0131\u011f\u0131 bu bo\u015flu\u011fu bir \u00f6l\u00e7\u00fcde Engels\u2019in \u00fcnl\u00fc <em>Ailenin, \u00d6zel M\u00fclkiyetin ve Devletin K\u00f6keni<\/em> adl\u0131 yap\u0131t\u0131 doldurmu\u015ftur. Ancak bu kitap sayesinde Marksizmin b\u00fct\u00fcnc\u00fcl bir tarih anlay\u0131\u015f\u0131n\u0131 g\u00f6rme imk\u00e2n\u0131na kavu\u015fuyoruz. Fakat orada da ilkel kom\u00fcnden \u00e7\u0131k\u0131p b\u00fct\u00fcn toplumlar\u0131n evriminde bir zincir olu\u015fturan Do\u011fu tipi bir \u00fcretim bi\u00e7imine yer verilmez. Marx\u2019\u0131n toplumsal evrelerinden biri olan Antikiteye ilkel kom\u00fcnden ge\u00e7i\u015fin form\u00fclasyonu yap\u0131l\u0131r. Dolay\u0131s\u0131yla Marx ve Engels k\u00fclliyat\u0131na topluca bak\u0131ld\u0131\u011f\u0131nda, sosyal evrimde AT\u00dcT kavram\u0131, biyolojik evrimde <em>Australopithecus robustus<\/em>\u2019un oynad\u0131\u011f\u0131na benzer bir rol oynar. Yani evrimdeki \u00e7\u0131kmaz sokakt\u0131r. \u0130nsan evriminde kendisinden sonraki t\u00fcrlere evrilmeyen, ama ana halka konumundaki di\u011fer bir t\u00fcrle birlikte ya\u015fay\u0131p belli bir s\u00fcre sonra yolun sonuna gelen paralel bir t\u00fcr gibidir.<\/p>\n<p>Bu zay\u0131f ve belirsiz teori \u00fclkemizde ancak Marksist solun geli\u015fmeye ba\u015flad\u0131\u011f\u0131 ve kapitalizme niye kendi i\u00e7 toplumsal dinamiklerimizle ge\u00e7emedi\u011fimize ili\u015fkin sorular\u0131n sorulmaya ba\u015flad\u0131\u011f\u0131 altm\u0131\u015fl\u0131 ve yetmi\u015fli y\u0131llarda bir \u00e7\u00f6z\u00fcm ya da \u00e7\u0131k\u0131\u015f yolu olarak yeniden de\u011fer kazanm\u0131\u015ft\u0131r. Fakat hayli ciddi tart\u0131\u015fmalara ra\u011fmen bu tezin b\u00fcnyesindeki temel zafiyet bir t\u00fcrl\u00fc halledilememi\u015ftir.<\/p>\n<p>Neydi bu zafiyet? Her \u015feyden \u00f6nce Hindistan ger\u00e7ekli\u011fiyle b\u00fct\u00fcn Do\u011fu ya da Asya toplumlar\u0131n\u0131 a\u00e7\u0131klamaya \u00e7al\u0131\u015fmak m\u00fcmk\u00fcn de\u011fildir. \u0130kincisi ve daha da \u00f6nemlisi Marx ve Engels\u2019in eserlerini verdi\u011fi d\u00f6nemde ilk devletin ve ilk uygarl\u0131\u011f\u0131n Mezopotamya ve M\u0131s\u0131r\u2019da ortaya \u00e7\u0131k\u0131\u015f s\u00fcreci hen\u00fcz bilinmiyordu. Dolay\u0131s\u0131yla Engels\u2019in <em>Ailenin, \u00d6zel M\u00fclkiyetin ve Devletin K\u00f6keni<\/em> adl\u0131 yap\u0131t\u0131nda da anlat\u0131ld\u0131\u011f\u0131 gibi Aryenler, Kuzey Amerika\u2019daki \u0130rokua K\u0131z\u0131lderilileriyle hemen hemen ayn\u0131 toplumsal geli\u015fmi\u015flik d\u00fczeyiyle geldikleri Yunanistan topraklar\u0131nda bir anda Atina, Sparta ve di\u011fer site devletlerini kuracak k\u00fclt\u00fcrel s\u0131\u00e7ramay\u0131 kendi ba\u015flar\u0131na yapabilmi\u015f say\u0131lm\u0131\u015flard\u0131r. Oysa ilk kez S\u00fcmer ve M\u0131s\u0131r k\u00fclt\u00fcrlerinde ortaya \u00e7\u0131kan yaz\u0131n\u0131n bin y\u0131ll\u0131k evrimi olmasa, Yunan devletleri, kendi varl\u0131\u011f\u0131n\u0131 s\u00fcrd\u00fcrmek i\u00e7in gerekli olan kay\u0131tlar\u0131 tutacak kadar bile bir ilerlemeye ula\u015famaz ya da t\u0131pk\u0131 Mezopotamya\u2019da oldu\u011fu gibi en az bin y\u0131l bu geli\u015fimi beklemek zorunda kal\u0131rlard\u0131. \u00dcstelik kulland\u0131klar\u0131 b\u00fct\u00fcn metal ara\u00e7lar, dinlerini olu\u015fturduklar\u0131 s\u00f6ylenceler, yani uygarl\u0131k ad\u0131na Greklerin tek ba\u015f\u0131na \u00fcrettikleri san\u0131lan hemen hemen her \u015fey \u00d6n Asya\u2019da tek\u00e2m\u00fcl edip geli\u015fmi\u015f \u00f6\u011felerdi. \u015eimdi ise, e\u011fer insanl\u0131\u011f\u0131n b\u00fct\u00fcn uygarl\u0131k evrelerini Do\u011fu ve Bat\u0131 diye ay\u0131rmak m\u00fcmk\u00fcn ise, Do\u011fu toplumlar\u0131n\u0131n pay\u0131na ne oldu\u011fu belirsiz bir AT\u00dcT ya da \u201cDo\u011fu despotizmi\u201d kavram\u0131ndan ba\u015fka hi\u00e7bir \u015fey d\u00fc\u015fm\u00fcyordu. Yani ilkelli\u011fin, geli\u015fememi\u015f olman\u0131n ve Bat\u0131\u2019ya bir temel bile olamadan toplumsal evrimde bir \u00e7\u0131kmaz sokak olarak kalman\u0131n dayan\u0131lmaz hafifli\u011fi\u2026 Zaten Sencer Divit\u00e7io\u011flu da Asya\u2019n\u0131n geri kalm\u0131\u015f kapitalizmini a\u00e7\u0131klamak i\u00e7in Avrupa\u2019n\u0131n feodalizminden bile daha geri bir AT\u00dcT modelini geli\u015ftirme gere\u011fi duymu\u015ftu. (1)<\/p>\n<p>T\u00fcrkiye\u2019de AT\u00dcT kavram\u0131 tart\u0131\u015f\u0131ld\u0131\u011f\u0131nda art\u0131k d\u00fcnyan\u0131n g\u00fcndemine Mezopotamya ve M\u0131s\u0131r uygarl\u0131klar\u0131na ili\u015fkin bilgiler girmi\u015f olmakla birlikte bu Do\u011fu-Bat\u0131 ayr\u0131m\u0131na ili\u015fkin gayri bilimsel g\u00f6r\u00fc\u015flerde en ufak bir de\u011fi\u015fikli\u011fe yol a\u00e7mad\u0131. Bat\u0131l\u0131 biliminsanlar\u0131 art\u0131k Antik d\u00fcnyan\u0131n geli\u015fiminde S\u00fcmer, Babil, M\u0131s\u0131r, Fenike gibi uygarl\u0131klar\u0131n etkilerini kabul etmekle birlikte yine de onlara g\u00f6re uygarl\u0131k k\u0131v\u0131lc\u0131m\u0131 aslen Atina ve Sparta\u2019da harlanm\u0131\u015ft\u0131. Do\u011fu, bu ilk k\u0131v\u0131lc\u0131m\u0131 yaratma \u015ferefine nail olmas\u0131na ra\u011fmen yine de kendini geli\u015ftirememi\u015f ve ayn\u0131 yerde say\u0131p durmu\u015ftu. K\u0131sacas\u0131 Bat\u0131l\u0131 Marksistlerin bile zihninde Orta\u00e7a\u011f\u2019dan kalma co\u011frafi bir harita vard\u0131. \u00dcstelik bu harita her zaman \u0130slamiyet-H\u0131ristiyanl\u0131k \u00e7at\u0131\u015fmalar\u0131 ve fetihleriyle \u015fekillenmi\u015f bir Do\u011fu-Bat\u0131 co\u011frafyas\u0131yd\u0131. Bilimsel olmas\u0131 gereken yeni d\u00f6nemde bile eskinin dini s\u0131n\u0131rlar\u0131n\u0131n \u00f6tesine ge\u00e7ilemiyordu.<\/p>\n<p>Tabi bu \u00f6yle bir sepettir ki, M\u0131s\u0131r\u2019da M\u00d6 3. binlerin ba\u015f\u0131nda kurulan ilk hanedandan MS 1299\u2019da kurulan Osmanl\u0131 Devletine kadar Do\u011fu\u2019daki her t\u00fcrl\u00fc devlet, AT\u00dcT i\u00e7ine at\u0131labilir. Bu da Do\u011fu\u2019da yakla\u015f\u0131k d\u00f6rt bin y\u0131l boyunca \u00fcretim bi\u00e7imi y\u00f6n\u00fcnden hi\u00e7bir \u015feyin geli\u015fmedi\u011fi anlam\u0131na gelir. Bug\u00fcn\u00fcn bilgi birikimimizce art\u0131k hi\u00e7bir anlam ifade etmeyen bu AT\u00dcT teorisi neden T\u00fcrkiye solu taraf\u0131ndan -en az\u0131ndan bir d\u00f6nem i\u00e7in- bunca yo\u011fun bi\u00e7imde tart\u0131\u015f\u0131lm\u0131\u015ft\u0131r ve hatta bu konuda bayrak olmu\u015f baz\u0131 isimler taraf\u0131ndan sahiplenilmi\u015ftir?<\/p>\n<p>Bana \u00f6yle geliyor ki o zamanlar kuzey kom\u015fumuz Sovyetler Birli\u011fi\u2019nin varl\u0131\u011f\u0131 ve t\u00fcm d\u00fcnyada Marksizmin teorik \u00f6nc\u00fcl\u00fc\u011f\u00fcn\u00fc yap\u0131yor olmas\u0131 bizim \u00fclkemizin Marksist sosyolog ve iktisat\u00e7\u0131lar\u0131n\u0131 da zorluyordu. \u00c7\u00fcnk\u00fc Sovyetler Birli\u011fi\u2019nin resmi ideolojisini yaratan Lenin, b\u00fct\u00fcn Marksist tart\u0131\u015fma konular\u0131n\u0131n en ba\u015f\u0131na devlet sorununu getirip oturtmu\u015ftu. Lenin\u2019e g\u00f6re devlet, \u201cS\u0131n\u0131f \u00e7eli\u015fkilerinin uzla\u015fmazl\u0131\u011f\u0131n\u0131n \u00fcr\u00fcn\u00fc ve tezah\u00fcr\u00fcd\u00fcr. Devlet, s\u0131n\u0131f \u00e7eli\u015fkilerinin objektif olarak uzla\u015ft\u0131r\u0131lamad\u0131\u011f\u0131 yerde, zamanda ve \u00f6l\u00e7\u00fcde ortaya \u00e7\u0131kar. Ve tersine: devletin varl\u0131\u011f\u0131, s\u0131n\u0131f \u00e7eli\u015fkilerinin uzla\u015fmaz oldu\u011funu kan\u0131tlar.\u201d Ve hemen alt\u0131na \u015funlar\u0131 yazar: \u201cMarx\u2019a g\u00f6re, devlet s\u0131n\u0131f egemenli\u011finin bir organ\u0131, bir s\u0131n\u0131f\u0131n bir ba\u015fka s\u0131n\u0131f taraf\u0131ndan ezilmesinin organ\u0131d\u0131r.\u201d (2)<\/p>\n<p>Bu durumda devlet olgusu bir kez daha tarihsel k\u00f6kenleri hakk\u0131nda en son bilimsel \u00e7al\u0131\u015fmalar\u0131n sa\u011flad\u0131\u011f\u0131 yeni bilgiler yerine, sadece Marx\u2019\u0131n tespitlerinin yorumuna kalm\u0131\u015f oluyordu. Tarih bize her zaman \u015funu kan\u0131tlar: Devletin ilk ortaya \u00e7\u0131k\u0131\u015f ko\u015fulu daima savunma ama\u00e7l\u0131 olmu\u015ftur. Ama savunma stratejisi temelde iki y\u00f6nl\u00fc bir hareket i\u00e7erir. Bir yanda n\u00fcfusun belirli alanlarda birikmesi ve n\u00fcfusun yo\u011funla\u015fmas\u0131 (yani \u015fehirle\u015fme) ve di\u011feri de \u00f6nce b\u00fct\u00fcn vatanda\u015flar\u0131n savunma faaliyetlerine ortak oldu\u011fu ge\u00e7ici askeri te\u015fkilatlardan toplulu\u011fun yaratt\u0131\u011f\u0131 art\u0131-\u00fcr\u00fcn\u00fcn paral\u0131 askerlerin \u00fccretini \u00f6deyebildi\u011fi kal\u0131c\u0131 ordulara ge\u00e7i\u015f\u2026 Verimli topraklar \u00fczerinde n\u00fcfusun yo\u011funla\u015fmas\u0131 ve h\u0131zl\u0131 art\u0131\u015f\u0131 (\u015fehirle\u015fme) ayn\u0131 zamanda toprak payla\u015f\u0131m\u0131nda hanesine \u00e7ok az miktar pay d\u00fc\u015fen ya da hi\u00e7 d\u00fc\u015fmeyen insanlar\u0131n bir art\u0131k-n\u00fcfus yaratmas\u0131na vesile oluyordu. Dolay\u0131s\u0131yla bu kesim, her zaman ya\u015fad\u0131\u011f\u0131 toplumun tam bir alt\u00fcst olu\u015fundan yarar bekler durumdayd\u0131. B\u00f6ylece devletin silahl\u0131 g\u00fcc\u00fc, sadece d\u0131\u015f d\u00fc\u015fmanla de\u011fil, ayn\u0131 zamanda d\u0131\u015f d\u00fc\u015fmanla i\u015fbirli\u011fi e\u011filiminde olan, \u00e7o\u011fu zaman d\u00fc\u015fmana yard\u0131m ve yatakl\u0131k yapan bu k\u00fc\u00e7\u00fck toprak sahipleri ve k\u00f6le kitlelerine de bask\u0131 yapmak zorunlulu\u011funu duyuyordu. (3) Yani Lenin\u2019in g\u00f6rd\u00fc\u011f\u00fc ve \u00f6n plana \u00e7\u0131kartt\u0131\u011f\u0131 nokta, tarihteki pek \u00e7ok devletin, i\u015fte bu kendi kavimda\u015f\u0131 ya da yurtta\u015f\u0131na kar\u015f\u0131 oynad\u0131\u011f\u0131 rold\u00fc. Ama i\u015fin bu taraf\u0131n\u0131 \u00f6n plana \u00e7\u0131kartmak, devletin esas itibariyle d\u0131\u015f tehditlere kar\u015f\u0131 ortaya \u00e7\u0131kan te\u015fkilatlar \u00fczerinde \u015fekillendi\u011fi ger\u00e7e\u011fini g\u00f6rmeyi engellememelidir.<\/p>\n<blockquote class=\"td_pull_quote td_pull_right\"><p>\u0130lk kez S\u00fcmer ve M\u0131s\u0131r k\u00fclt\u00fcrlerinde ortaya \u00e7\u0131kan yaz\u0131n\u0131n bin y\u0131ll\u0131k evrimi olmasa, Yunan devletleri, kendi varl\u0131\u011f\u0131n\u0131 s\u00fcrd\u00fcrmek i\u00e7in gerekli olan kay\u0131tlar\u0131 tutacak kadar bile bir ilerlemeye ula\u015famaz ya da t\u0131pk\u0131 Mezopotamya\u2019da oldu\u011fu gibi en az bin y\u0131l bu geli\u015fimi beklemek zorunda kal\u0131rlard\u0131.<\/p><\/blockquote>\n<p>Marksist k\u00fclliyat\u0131n tarih anlay\u0131\u015f\u0131n\u0131n en derli toplu halde sunuldu\u011fu eser olan <em>Ailenin, \u00d6zel M\u00fclkiyetin ve Devletin K\u00f6keni <\/em>kitab\u0131nda Engels, a\u00e7\u0131k\u00e7a devletin gens (kabile) \u00f6rg\u00fctlenmesinden ayr\u0131 olarak, \u201cbizzat silahl\u0131 g\u00fc\u00e7 halinde \u00f6rg\u00fctlenen halkla art\u0131k do\u011frudan do\u011fruya ayn\u0131 \u015fey olmayan <strong>kamu g\u00fcc\u00fcn\u00fcn<\/strong> kurulmas\u0131ndan\u201d s\u00f6z eder. \u201cBu \u00f6zel kamu g\u00fcc\u00fc gereklidir, \u00e7\u00fcnk\u00fc s\u0131n\u0131flara b\u00f6l\u00fcnmeden beri, halk\u0131n kendili\u011finden hareket eden silahl\u0131 \u00f6rg\u00fct\u00fc olanaks\u0131z hale gelmi\u015ftir\u2026 Bu kamu g\u00fcc\u00fc her devlette vard\u0131r, yaln\u0131zca silahl\u0131 insanlardan de\u011fil, ayn\u0131 zamanda, gens toplumunun bilmedi\u011fi maddi eklentilerden, hapishaneler ve her t\u00fcrl\u00fc zor kurumlar\u0131ndan olu\u015fur.\u201d (4)<\/p>\n<p>Yukar\u0131da da belirtildi\u011fi gibi devletin olu\u015fumuna sebep olan s\u00fcre\u00e7 her ne kadar d\u0131\u015f d\u00fc\u015fmanlara kar\u015f\u0131 savunma \u00f6rg\u00fctlenmesiyle yak\u0131ndan ilgili olsa bile bunu pek\u00e2l\u00e2 kabile (gens) toplulu\u011fu da yapabilirdi. Devleti, s\u0131radan kabile organizasyonlar\u0131ndan ay\u0131ran husus, ayn\u0131 zamanda d\u0131\u015f d\u00fc\u015fmanla ittifak, yard\u0131m ve yatakl\u0131k yapabilecek \u00f6zg\u00fcrl\u00fc\u011f\u00fcn\u00fc yitirmi\u015f ya da yitirmek \u00fczere olan s\u0131n\u0131flara kar\u015f\u0131 da m\u00fccadele g\u00fcc\u00fc olu\u015fturmaktan ge\u00e7er. Yani ger\u00e7ekten de devlet, ancak s\u0131n\u0131fl\u0131 toplumlarda ortaya \u00e7\u0131kabilir.<\/p>\n<p>Oysa bizim AT\u00dcT tahlilcileri ve savunucular\u0131 bamba\u015fka bir havadad\u0131r. \u00d6rne\u011fin Baykan Sezer \u015f\u00f6yle bir saptama yapar:<\/p>\n<p>\u201c(Do\u011fu\u2019da -y.n) Temelle tepedeki te\u015fkilat aras\u0131nda, Bat\u0131\u2019da g\u00f6r\u00fclen t\u00fcrden ili\u015fkiler g\u00f6r\u00fcnm\u00fcyordu. Te\u015fkilat, siyasi ifadesiyle Devlet, adeta toplumdan kopuk, kendi ba\u015f\u0131na ba\u011f\u0131ms\u0131z bir varl\u0131k g\u00f6r\u00fcn\u00fcm\u00fcnde idi. Sonu\u00e7ta art\u0131-n\u00fcfus, ayn\u0131 b\u00fcy\u00fckl\u00fckte kalm\u0131\u015f tar\u0131m arazilerine verimli bir bi\u00e7imde istihdam edilemedi\u011fi i\u00e7in art\u0131-\u00fcr\u00fcn\u00fcn de en b\u00fcy\u00fck t\u00fcketicisidir. Yani AT\u00dcT devletinin teorik olarak el koyaca\u011f\u0131 art\u0131-\u00fcr\u00fcn birka\u00e7 ku\u015fak boyunca zaten tedrici olarak azalacakt\u0131r. B\u00f6yle bir toplumda devlet eninde sonunda k\u00f6lelerin ya da k\u00fc\u00e7\u00fck toprak sahiplerinin de\u011fil, b\u00fcy\u00fck m\u00fclk sahiplerinin devleti olacakt\u0131r.<\/p>\n<p>Bu durumda Baykan Sezer, b\u00fcy\u00fck oranda kendi kurgusu olan AT\u00dcT devletinin son ve parlak bir savunusunu daha yapar:Tabi ki bu ger\u00e7e\u011fi hesaba katmad\u0131klar\u0131 i\u00e7in AT\u00dcT\u2019\u00e7\u00fcler Do\u011fu\u2019da binlerce y\u0131l devam edebilen bir devlet modeli g\u00f6r\u00fcrler.
