G\u00f6\u00e7 alan ve plans\u0131z\/denetimsiz b\u00fcy\u00fcyen \u015fehirlerimizin afet risklerinin azalt\u0131lmas\u0131 y\u00f6netiminde bilimden ve ak\u0131lc\u0131l\u0131ktan uzakla\u015farak, m\u00fcdahale planlar\u0131n\u0131 daha fazla abartarak ve \u015fehirleri rantiye arac\u0131 olarak g\u00f6rerek \u015fehirlerimizin birer \u201ckay\u0131p havuzlar\u0131na\u201d d\u00f6n\u00fc\u015fmesini engellemenin olanaks\u0131z olaca\u011f\u0131n\u0131 hat\u0131rlatmak isterim.<\/em><\/p>\n<p>Deprem tehlikesinin y\u00fcksek oldu\u011fu \u00fclkemizde, \u015fehirle\u015fme ve yap\u0131la\u015fma s\u00fcre\u00e7leri i\u00e7in \u201cg\u00fcvenirlilik\u201d unsurunun ka\u00e7\u0131n\u0131lmaz oldu\u011fu gerek\u00e7esiyle M\u00fclga Bay\u0131nd\u0131rl\u0131k ve \u0130sk\u00e2n Bakanl\u0131\u011f\u0131, 29 Eyl\u00fcl &#8211; 1 Ekim 2004 tarihleri aras\u0131nda, geni\u015f kat\u0131l\u0131ml\u0131 bir platform olu\u015fturarak Deprem \u015e\u00fbras\u0131 d\u00fczenlemi\u015ftir. (1) Bu \u00f6nemli \u015fura \u00e7al\u0131\u015fmas\u0131nda \u00e7e\u015fitli kamu kurum ve kurulu\u015flar\u0131, \u00fcniversiteler, meslek odalar\u0131, sivil toplum kurulu\u015flar\u0131 ve \u00f6zel sekt\u00f6r temsilcilerinin kat\u0131l\u0131m\u0131 ile T\u00fcrkiye\u2019de deprem risklerinin azalt\u0131lmas\u0131 konusunda geli\u015ftirilecek \u00f6nlem ve kararlar belirlenmi\u015ftir. Deprem \u015e\u00fbras\u0131\u2019na 354 \u015fura \u00fcyesi davet edilmi\u015f olup, 7 ayr\u0131 oturumda daha \u00f6nce haz\u0131rlanm\u0131\u015f \u00e7e\u015fitli komisyonlar\u0131n raporlar\u0131 g\u00f6r\u00fc\u015f\u00fclm\u00fc\u015f ve de\u011ferlendirmeleri yap\u0131lm\u0131\u015ft\u0131r. Deprem \u015euras\u0131 1 Ekim 2004 tarihinde 34 maddelik bir sonu\u00e7 bildirgesi ile sona ermi\u015ftir. \u015eura bildirgesinde T\u00fcrkiye\u2019de deprem risklerinin azalt\u0131lmas\u0131 i\u00e7in \u00f6ncelikle ele al\u0131nmas\u0131 gereken bir\u00e7ok hayati sorun ve \u00e7\u00f6z\u00fcm \u00f6nerileri a\u00e7\u0131klanm\u0131\u015ft\u0131r.<\/p>\n<p>Bu yaz\u0131da, Deprem \u015euras\u0131 kararlar\u0131 i\u00e7erisinde h\u0131zl\u0131 ve plans\u0131z b\u00fcy\u00fcyen \u015fehirlerimizin deprem tehlikesi kar\u015f\u0131s\u0131ndaki durumunu \u00f6zellikle ele alan maddelere dikkat \u00e7ekilecek ve afet y\u00f6netimi a\u00e7\u0131s\u0131ndan bu maddeler \u00fczerinde g\u00f6r\u00fc\u015fler olu\u015fturulacakt\u0131r. \u00d6rne\u011fin bildirgenin 1. maddesinde yap\u0131lan bir tespit \u015f\u00f6yledir: \u201c\u00dclke n\u00fcfusumuzun % 75\u2019inin kentlerde topland\u0131\u011f\u0131 (2004 y\u0131l\u0131 itibariyle) ve bu alanlarda b\u00fcy\u00fck risk havuzlar\u0131n\u0131n olu\u015ftu\u011fu art\u0131k hepimizin bildi\u011fi bir ger\u00e7ektir; ve bu ger\u00e7ek kar\u015f\u0131s\u0131nda ivedilikle afet y\u00f6netimi \u00e7al\u0131\u015fmalar\u0131na a\u011f\u0131rl\u0131k vermek zorunlulu\u011fu ortaya \u00e7\u0131km\u0131\u015ft\u0131r.\u201d<\/p>\n<p>Bu c\u00fcmledeki \u201cafet y\u00f6netimi \u00e7al\u0131\u015fmalar\u0131\u201d ile ifade edilen kapsam, afet etkisi do\u011furabilecek olaylar\u0131n \u00f6nlenmesi veya zararlar\u0131n\u0131n azalt\u0131lmas\u0131 amac\u0131yla afetlere \/ acil durumlara haz\u0131rl\u0131k ve onlar\u0131n olas\u0131 zarar \/ risklerinin azalt\u0131lmas\u0131 ile birlikte afetler \/ acil durumlardan sonra m\u00fcdahale etme ve iyile\u015ftirme gibi \u00e7al\u0131\u015fmalar\u0131n t\u00fcm\u00fcd\u00fcr. Bu \u00e7al\u0131\u015fmalar\u0131n toplumun t\u00fcm kesimlerini kapsayacak \u015fekilde planlanmas\u0131, y\u00f6nlendirilmesi, desteklenmesi, koordine edilmesi, gerekli mevzuat ve kurumsal yap\u0131lanmalar\u0131n olu\u015fturulmas\u0131 veya yeniden d\u00fczenlenmesi, etkin ve verimli bir uygulaman\u0131n sa\u011flanabilmesi gerekir.<\/p>\n<p>Deprem \u015euras\u0131 Bildirgesi\u2019nde, kentle\u015fme s\u00fcrecine giren \u00fclkemiz i\u00e7in deprem k\u00f6kenli kay\u0131p risklerinin azalt\u0131lmas\u0131na y\u00f6nelik olarak bir\u00e7ok eksikli\u011fe dikkat \u00e7ekilmi\u015f ve \u00f6nerilerde bulunulmu\u015ftur. \u00d6rne\u011fin 3, 7, 10, 11, 12, 13, 14, 15, 16, 17, 19, 20 ve 21 nolu maddelerde genellikle \u015fehirlerde ve di\u011fer yerle\u015fmelerde imar ve yap\u0131la\u015fma ile ilgili mevzuat ve uygulamalarda risk y\u00f6netiminin \u00f6nemsenmesi, yerelde il ve il\u00e7e \u00f6l\u00e7e\u011finde planlama ve afetlerle m\u00fccadelede yeniden organize olunmas\u0131, yer se\u00e7imi ve risk azaltma kararlar\u0131nda mikro-b\u00f6lgeleme yap\u0131lmas\u0131 ve kentsel risk sekt\u00f6rlerinin belirlenmesi ve imar mevzuat\u0131nda bunlarla ilgili de\u011fi\u015fiklikler yap\u0131lmas\u0131, mevcut imar kanununun \u015fehircilik konular\u0131n\u0131 kapsar duruma getirilmesi ve afet risklerini azaltma y\u00f6n\u00fcnde yeniden d\u00fczenlenmesi, yap\u0131 \u00fcretim s\u00fcreci ile ilgili b\u00fct\u00fcnc\u00fcl anlay\u0131\u015fla bir yap\u0131 kanunu haz\u0131rlanmas\u0131, yeni bir afet kanununun \u00e7\u0131kar\u0131lmas\u0131, afet bilgi sisteminin ve deprem sigortas\u0131 kanunun yeniden d\u00fczenlenmesi, depreme dayan\u0131ks\u0131z yap\u0131lar\u0131n tehlike derecelendirilmesinin yap\u0131larak iyile\u015ftirme programlar\u0131n\u0131n ba\u015flat\u0131lmas\u0131, yap\u0131 denetim kanununun mesleki yeterlilik ve sigorta unsurunu da kapsayacak \u015fekilde yeniden d\u00fczenlenmesi, yetkin m\u00fchendislik\/mimarl\u0131k\/\u015fehir ve b\u00f6lge planc\u0131s\u0131 sisteminin olu\u015fturulmas\u0131 gibi konulara ait \u00f6neriler sunulmu\u015ftur.<\/p>\n<p><strong>\u0130\u00e7 g\u00f6\u00e7 ve h\u0131zl\u0131 kentle\u015fme deprem kay\u0131p risklerini artt\u0131r\u0131yor<\/strong><\/p>\n<p>T\u00fcrkiye son 60 y\u0131ld\u0131r i\u00e7 g\u00f6\u00e7\u00fcn durmad\u0131\u011f\u0131 say\u0131l\u0131 \u00fclkelerden biridir. Ne ilgin\u00e7tir ki, bu olgu \u00fclkenin sosyo-ekonomik sorunlar\u0131 tart\u0131\u015f\u0131l\u0131rken en az de\u011finilen ve \u00e7\u00f6z\u00fcm \u00f6nerilen bir konudur. T\u00fcrkiye\u2019nin genel n\u00fcfus art\u0131\u015f\u0131 son y\u0131llarda dura\u011fanla\u015fma niteli\u011fi g\u00f6stermekle birlikte h\u00e2l\u00e2 y\u00fcksektir ve y\u0131ll\u0131k binde 13 d\u00fczeyinde seyretmektedir. Ancak i\u00e7 g\u00f6\u00e7 nedeniyle Marmara, Akdeniz ve \u0130\u00e7 Anadolu b\u00f6lgelerindeki \u015fehirle\u015fme n\u00fcfus oranlar\u0131 hemen her d\u00f6nemde T\u00fcrkiye ortalamas\u0131n\u0131n \u00fczerinde bulunmaktad\u0131r. T\u00fcrkiye\u2019de \u015fehirle\u015fme oranlar\u0131 1965\u2019den g\u00fcn\u00fcm\u00fcze s\u00fcrekli art\u0131\u015f g\u00f6stererek, % 30,8\u2019den, % 75\u2019e y\u00fckselmi\u015f, bu s\u00fcre i\u00e7erisinde \u015fehirlerdeki toplam n\u00fcfus yakla\u015f\u0131k 2,5 misli artm\u0131\u015ft\u0131r. (3)<\/p>\n<p>\u015eehirle\u015fme oran\u0131n\u0131n y\u00fcksekli\u011fi bak\u0131m\u0131ndan Marmara B\u00f6lgesi birinci s\u0131radad\u0131r. 1965\u2019lerde b\u00f6lgede % 47,3 olan \u015fehirle\u015fme oran\u0131, 2009\u2019da % 88,9\u2019a y\u00fckselmi\u015ftir. (2) \u0130\u00e7 Anadolu B\u00f6lgesi ise, 2009\u2019da % 78,7\u2019ye \u00e7\u0131kan \u015fehirle\u015fme oran\u0131yla ikinci s\u0131radad\u0131r. Akdeniz B\u00f6lgesi \u00fc\u00e7\u00fcnc\u00fc s\u0131raya yerle\u015firken (1965\u2019de % 32,8, 2009\u2019da % \u00a078,7), Ege B\u00f6lgesi, d\u00f6rd\u00fcnc\u00fc s\u0131rada g\u00f6r\u00fclmektedir. (1965\u2019de % 29,6, 2009\u2019da % 69,3) (2) Durmayan g\u00f6\u00e7 nedeniyle bu y\u00fczdelerin art\u0131\u015f\u0131 s\u00fcrmektedir.<\/p>\n<p>Marmara B\u00f6lgesi\u2019nin sanayile\u015fmi\u015f b\u00fcy\u00fck \u015fehirlerinden Bal\u0131kesir, Bursa, \u00c7anakkale, \u0130stanbul, Kocaeli, Tekirda\u011f ve Yalova \u00fclke ortalamas\u0131n\u0131n \u00fcst\u00fcnde n\u00fcfus art\u0131\u015f\u0131 ile kar\u015f\u0131 kar\u015f\u0131yad\u0131r. 21. y\u00fczy\u0131l\u0131n ilk yar\u0131s\u0131nda % 60\u2019dan daha fazla bir olas\u0131l\u0131kla olu\u015fma tehlikesi g\u00f6steren B\u00fcy\u00fck Marmara Depreminin en fazla etkileyece\u011fi bu \u015fehirlerde yo\u011fun n\u00fcfus, yat\u0131r\u0131m ve plans\u0131z yerle\u015fmeler nedeniyle \u00e7ok b\u00fcy\u00fck kay\u0131plar ya\u015fanacakt\u0131r. (3)<\/p>\n<p>Yo\u011fun g\u00f6\u00e7le h\u0131zla b\u00fcy\u00fcyen \u0130stanbul d\u00fcnyadaki en kalabal\u0131k \u015fehirler s\u0131ralamas\u0131nda 5. s\u0131raya yerle\u015fmi\u015ftir. \u0130stanbul, n\u00fcfusu 15 milyona dayanm\u0131\u015f, kilometre kare ba\u015f\u0131na d\u00fc\u015fen n\u00fcfusu 6500 civar\u0131nda olan ve \u00e7ok say\u0131da m\u00fchendislik hizmeti almam\u0131\u015f yap\u0131larla dolu deprem dahil bir\u00e7ok afete diren\u00e7siz bir \u015fehir durumuna gelmi\u015ftir. B\u00f6yle bir \u015fehirde deprem risklerini azaltmada ba\u015far\u0131l\u0131 olamazsan\u0131z olas\u0131 b\u00fcy\u00fck depremde en b\u00fcy\u00fck kay\u0131p ile kar\u015f\u0131la\u015f\u0131rs\u0131n\u0131z. 17 A\u011fustos 1999 Kocaeli-G\u00f6lc\u00fck depreminden sonra bug\u00fcne kadar yap\u0131lan \u00e7ok say\u0131da ara\u015ft\u0131rmalar (4, 5, 6) Marmara B\u00f6lgesi\u2019ndeki \u015fehirlerde beklenen B\u00fcy\u00fck Marmara Depreminin yarataca\u011f\u0131 insani, ekonomik ve di\u011fer her t\u00fcr kay\u0131plar\u0131n \u00fclke ekonomisini ve siyasetini \u00f6nemli derecede etkileyece\u011fini g\u00f6stermektedir.<\/p>\n<p><strong>Mevcut Deprem B\u00f6lgeleri Haritas\u0131 acilen de\u011fi\u015ftirilmeli<\/strong><\/p>\n<p>Deprem \u015euras\u0131 kararlar\u0131nda tavsiye edilen ve bug\u00fcne kadar \u00e7\u00f6z\u00fclmeyen \u00f6nemli sorunlar\u0131m\u0131zdan biri de bug\u00fcn y\u00fcr\u00fcrl\u00fckte olan 1996 tarihli T\u00fcrkiye Deprem B\u00f6lgeleri Haritas\u0131\u2019n\u0131n g\u00fcncelli\u011fini ve i\u015flevini yitirmesi ve defalarca g\u00fcndeme getirilmesine ra\u011fmen yenilenmemesidir. Ayr\u0131ca, bu harita bilgileri yerel m\u00fchendislik uygulamalar\u0131nda y\u00f6ntem ve ayr\u0131nt\u0131 olarak da yetersizdir. Bu haritan\u0131n y\u00fcr\u00fcrl\u00fc\u011fe giri\u015finden bu yana neredeyse 20 y\u0131l ge\u00e7mi\u015ftir. Bu s\u00fcre i\u00e7inde T\u00fcrkiye\u2019de Kocaeli-G\u00f6lc\u00fck depremi, D\u00fczce depremi, Van depremi gibi 3 tane b\u00fcy\u00fck deprem, \u00c7ank\u0131r\u0131, Ak\u015fehir, \u00c7ay-Afyon, P\u00fcl\u00fcm\u00fcr Tunceli, Bing\u00f6l, Elaz\u0131\u011f, Bala-Ankara ve Simav-K\u00fctahya gibi orta b\u00fcy\u00fckl\u00fcklerde hasar yapan depremler meydana gelmi\u015ftir. Son y\u0131llarda yap\u0131lan jeoloji, jeofizik ve deprembilim (sismoloji) ara\u015ft\u0131rmalar\u0131 sonucunda \u00fclkemizde bug\u00fcne kadar bilinen aktif (diri) faylara ek yeni faylar bulunmu\u015ftur. Maden Tetkik ve Arama Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc (MTA) taraf\u0131ndan 2012 y\u0131l\u0131nda yay\u0131nlanan diri fay haritas\u0131na g\u00f6re \u00fclkemiz genelinde yakla\u015f\u0131k 150 tane olarak bilinen diri fay say\u0131s\u0131 326\u2019ya y\u00fckselmi\u015ftir. (7) Bunlardan bir k\u0131sm\u0131 tek ba\u015f\u0131na y\u0131k\u0131c\u0131 deprem \u00fcretebilecek alt par\u00e7alardan olu\u015fan b\u00fcy\u00fck diri fay sistemleridir. Alt faylarla birlikte de\u011ferlendirildi\u011finde, yeni diri fay haritalar\u0131 orta kuvvette ve b\u00fcy\u00fck deprem \u00fcretebilecek fay say\u0131s\u0131n\u0131n yakla\u015f\u0131k 485 adet oldu\u011funu g\u00f6stermektedir. Bu sonu\u00e7, fay yo\u011funlu\u011fu a\u00e7\u0131s\u0131ndan T\u00fcrkiye\u2019nin d\u00fcnyan\u0131n en \u00f6nde gelen \u00fclkelerinden biri oldu\u011funu, dolay\u0131s\u0131yla her t\u00fcrl\u00fc yerle\u015fme, yap\u0131la\u015fma ve planlama s\u00fcrecinde deprem k\u00f6kenli riskleri azaltmak i\u00e7in \u00e7ok dikkat edilmesi gerekti\u011fi a\u00e7\u0131kt\u0131r. Ne yaz\u0131k ki, bilinen bu ger\u00e7e\u011fe ra\u011fmen T\u00fcrkiye Deprem Tehlike Haritas\u0131 yenilenmemi\u015f, b\u00fcy\u00fcyen \u015fehirlerin ve sanayi alanlar\u0131n\u0131n maruz kalaca\u011f\u0131 deprem tehlikesi \u00f6l\u00e7\u00fctleri g\u00fcncellenmemi\u015ftir. (8) Bu durum \u00fczerinde durulmas\u0131 gereken ciddi bir tart\u0131\u015fma konusudur. \u00c7\u00fcnk\u00fc AKP H\u00fck\u00fcmetinin bir bakanl\u0131\u011f\u0131 halk\u0131m\u0131z\u0131n ya\u015fad\u0131\u011f\u0131 konut, i\u015fyeri ve di\u011fer yap\u0131larla ilgili deprem tehlike haritalar\u0131n\u0131 g\u00fcncellemezken, ayn\u0131 h\u00fck\u00fcmetin bir ba\u015fka bakanl\u0131\u011f\u0131 bu i\u015fi \u00f6nemsemekte ve kendi m\u00fchendislik yat\u0131r\u0131mlar\u0131 i\u00e7in ayr\u0131 bir deprem tehlike haritas\u0131 kullanmaktad\u0131r. Tuhaf bir \u015fekilde T\u00fcrkiye\u2019de iki ayr\u0131 deprem tehlike haritas\u0131 vard\u0131r ve ayn\u0131 alan farkl\u0131 haritalarda farkl\u0131 deprem tehlike dereceleri ile g\u00f6sterilmi\u015ftir.<\/p>\n<p><strong>Sismik b\u00f6lgeleme, g\u00fcvenli yer se\u00e7imi ve imar planlamas\u0131: \u0130stanbul \u00f6rne\u011fi<\/strong><\/p>\n<p>Her \u00f6l\u00e7ekte yerel imar ve planlama i\u015flerinde altl\u0131k olacak ve her t\u00fcrl\u00fc do\u011fal ve insan k\u00f6kenli afet risklerini azaltma ama\u00e7l\u0131 mikrob\u00f6lgeleme et\u00fct standartlar\u0131n\u0131n belirlenmesi konusunda 2004 y\u0131l\u0131ndan sonra \u00e7al\u0131\u015fmalar yap\u0131lm\u0131\u015f ve ayr\u0131nt\u0131l\u0131 y\u00f6nergeler haz\u0131rlanm\u0131\u015ft\u0131r. (9) Ancak, uygulamalarda bu y\u00f6nergelerde \u00f6ng\u00f6r\u00fclen et\u00fctler istenilen ayr\u0131nt\u0131da ve g\u00fcvenirlikte yap\u0131lmamaktad\u0131r. Yerel y\u00f6netimlerin yapt\u0131rd\u0131\u011f\u0131 \u00e7evre d\u00fczeni ve imar planlar\u0131na altl\u0131k olarak yap\u0131lmas\u0131 gereken bu et\u00fctlerin \u00f6nemli bir \u00e7o\u011funlu\u011funda kentsel deprem tehlike ve risklerini belirleyen et\u00fct standartlar\u0131na uyulmad\u0131\u011f\u0131 veya uyulsa bile bu planlar\u0131n daha sonra belediye meclislerinde yap\u0131lan k\u0131sa vadeli ve rantiye esasl\u0131 \u201cimar tadilatlar\u0131\u201d ile i\u015fe yaramaz duruma getirildi\u011fi g\u00f6r\u00fclmektedir. \u00d6rne\u011fin, \u0130stanbul B\u00fcy\u00fck\u015fehir Belediyesi (\u0130BB) 2002\u2019de \u0130stanbul Deprem Tehlike ve Riski Et\u00fcd\u00fcn\u00fc (Mikrob\u00f6lgeleme), 2003\u2019de d\u00f6rt \u00fcniversitemizle \u0130stanbul Deprem Master Plan\u0131n\u0131 ve 2011 de Avrupa ve Anadolu Yakas\u0131 Deprem Tehlike \u00e7al\u0131\u015fmalar\u0131n\u0131 yapt\u0131rm\u0131\u015ft\u0131r. (10, 11, 12) Bu ara\u015ft\u0131rmalar \u0130stanbul\u2019un 1:2000 \u00f6l\u00e7ekli ve 3 boyutlu jeolojik-jeofizik-jeoteknik bilgilerine dayanarak beklenen deprem tehlikesini, zemin hareket b\u00fcy\u00fckl\u00fcklerini, heyelan ve s\u0131v\u0131la\u015fma durumunu, tsunami tehlikesini ayr\u0131nt\u0131lar\u0131 ile ortaya koymu\u015ftur. Bunu bildi\u011fi halde \u0130BB, \u0130stanbul\u2019un k\u0131y\u0131lar\u0131n\u0131 kilometrekarelerce doldurmakta; zemin sorunu ve sel-ta\u015fk\u0131n tehlikesi olan alanlar ile 17 A\u011fustos 1999 depreminden sonra acil tahliye ve bar\u0131nma i\u00e7in ayr\u0131lan alanlar\u0131 imara a\u00e7maktad\u0131r.<\/p>\n<p>Bu raporlarda ayr\u0131ca \u0130stanbul\u2019un kentsel planlama ve d\u00f6n\u00fc\u015f\u00fcm i\u00e7in \u00f6ncelikli alanlar\u0131 belirlenmi\u015ftir. Bunlar Avc\u0131lar, Fatih, B\u00fcy\u00fck\u00e7ekmece ve K\u00fc\u00e7\u00fck\u00e7ekmece, Zeytinburnu, Tuzla, Bayrampa\u015fa, Adalar, G\u00fcng\u00f6ren, Bak\u0131rk\u00f6y, Maltepe, Kartal il\u00e7eleri ve \u00f6zellikle bu il\u00e7elerin heyelan, ta\u015fk\u0131n ve tsunami alanlar\u0131 yan\u0131 s\u0131ra dere yataklar\u0131ndaki, k\u0131y\u0131 bantlar\u0131ndaki s\u0131v\u0131la\u015fma alanlar\u0131 ve bu alanlardaki teknik \u00f6mr\u00fcn\u00fc tamamlam\u0131\u015f yap\u0131lard\u0131r. 2000-2010 y\u0131llar\u0131 aras\u0131nda \u0130stanbul ve \u00e7evresi i\u00e7in yap\u0131lan bir\u00e7ok ayr\u0131nt\u0131l\u0131 deprem tehlike ve risk \u00e7al\u0131\u015fmalar\u0131ndan elde edilen bulgular risk azaltma ama\u00e7l\u0131 planlamalarda ve uygulamalarda ne yaz\u0131k ki dikkate al\u0131nmam\u0131\u015ft\u0131r. (12) 2003 y\u0131l\u0131ndaki bina da\u011f\u0131l\u0131m\u0131na g\u00f6re heyelan alanlar\u0131nda 24.862 yap\u0131dan % 97\u2019si konut, s\u0131v\u0131la\u015fma alanlar\u0131nda 19.002 yap\u0131dan % 89\u2019u konut, tsunami tehlikeli alanlarda 20.791 yap\u0131dan % 85\u2019i konut, dere yata\u011f\u0131 \/ vadi taban\u0131 alanlar\u0131ndaki 108.556 yap\u0131n\u0131n % 91\u2019i konuttur. Yine o zaman ki yap\u0131 say\u0131s\u0131na g\u00f6re \u0130stanbul yap\u0131 stokunun % 15\u2019i konum a\u00e7\u0131s\u0131ndan yanl\u0131\u015f yerdedir. Aradan ge\u00e7en s\u00fcre i\u00e7erisinde bu alanlarda yap\u0131 say\u0131s\u0131n\u0131n artt\u0131\u011f\u0131 a\u00e7\u0131kt\u0131r. 266 tarihi yap\u0131 k\u0131y\u0131da olup \u00f6zel koruma\/kurtarma planlar\u0131 gereklidir.<\/p>\n<p>\u0130stanbul Deprem Master Plan\u0131nda \u0130stanbul b\u00fct\u00fcn\u00fcnde haz\u0131rl\u0131k \u00e7al\u0131\u015fmalar\u0131nda yaln\u0131zca yap\u0131 birimlerini de\u011fil, a\u00e7\u0131k alan sistemini, tehlikeli madde stoklar\u0131n\u0131, tarihi eserleri, sanayiyi, altyap\u0131y\u0131 birlikte d\u00fc\u015f\u00fcnen bir entegre sak\u0131n\u0131m planlamas\u0131na y\u00fcr\u00fcrl\u00fck kazand\u0131r\u0131lmas\u0131 \u00f6nerilmi\u015fti. Toplumun b\u00fcy\u00fck deprem tehlikesine kar\u015f\u0131 sosyal diren\u00e7 ve \u00f6rg\u00fctl\u00fcl\u00fc\u011f\u00fcn\u00fc g\u00fc\u00e7lendirecek y\u00f6ntemler geli\u015ftirilmesi, okullar ve okul-aile birliklerinin bu konuda s\u00fcreklilik kazand\u0131r\u0131lm\u0131\u015f odaklar durumuna getirilmesi gerekmekteydi.<\/p>\n<p>Merkez alan\u0131 Marmara Denizinin kuzeyinde yer alacak B\u00fcy\u00fck \u0130stanbul Depreminin 2009 y\u0131l\u0131ndaki verilere g\u00f6re \u0130stanbul \u0130li i\u00e7in g\u00fcncellenen deprem senaryosunda kay\u0131p ve hasar y\u00fczdeleri ekteki \u00c7izelge 1\u2019de (10) verilmi\u015ftir.<\/p>\n<p>17 A\u011fustos 1999 Kocaeli-G\u00f6lc\u00fck Depreminden sonra d\u00f6rt uluslararas\u0131 banka taraf\u0131ndan \u0130stanbul Valili\u011fine tahsis edilen 1 milyar Avro civar\u0131ndaki kredi ile olu\u015fturulan \u0130SMEP Projesi \u00e7er\u00e7evesinde bir\u00e7ok okul, baz\u0131 kamu binalar\u0131 ve birka\u00e7 hastane yeniden yap\u0131lm\u0131\u015f olmakla birlikte, b\u00fct\u00e7e s\u0131k\u0131nt\u0131s\u0131 olmamas\u0131na ra\u011fmen 2004 y\u0131l\u0131ndan bug\u00fcne kadar yeniden yap\u0131lmay\u0131 veya g\u00fc\u00e7lendirilmeyi bekleyen \u00e7ok say\u0131da kamu ve afet g\u00f6revli bina vard\u0131r. (11, 12, 13) Zeytinburnu\u2019nda Veliefendi Ayval\u0131dere yata\u011f\u0131nda daha \u00f6nce ye\u015fil alan ilan edilen arazi, s\u0131v\u0131la\u015fma tehlikesi i\u00e7ermesine ra\u011fmen g\u00f6kdelen siteleri i\u00e7in imara a\u00e7\u0131lm\u0131\u015ft\u0131r. \u0130stanbul\u2019da daha \u00f6ncelikli alanlar dururken deprem bak\u0131m\u0131ndan uzakl\u0131k, zemin veya yap\u0131 risk durumu bak\u0131m\u0131ndan daha az riskli olan Gaziosmanpa\u015fa\u2019da, Esenler\u2019de, Kad\u0131k\u00f6y Fikirtepe\u2019de, Beyo\u011flu Okmeydan\u0131\u2019nda, Sultangazi\u2019de toplamda 7 milyon metrekare gibi \u00e7ok b\u00fcy\u00fck alanlar \u00f6ncelikle riskli alan ilan edilmi\u015ftir. Bu alanlar\u0131n hangi \u00f6l\u00e7\u00fctlere g\u00f6re \u00f6ncelikli\u00a0ilan edildi\u011fini bilmiyoruz. \u00d6zellikle \u00fcst gelir grubunun ya\u015fad\u0131\u011f\u0131 semtlerde yeni bir plan yap\u0131lmadan, ayn\u0131 altyap\u0131 \u00fczerinde \u201ckentsel d\u00f6n\u00fc\u015f\u00fcm\u201d ad\u0131yla parsel baz\u0131nda kat kar\u015f\u0131l\u0131\u011f\u0131 y\u0131k-yap yoluyla l\u00fcks in\u015faatlar yap\u0131lmakta, y\u00fckseklikler ve n\u00fcfus yo\u011funlu\u011fu artmakta, son kalan bah\u00e7eler de yok olmaktad\u0131r. Her ne kadar bu i\u015fler 6306 say\u0131l\u0131 \u201ckentsel d\u00f6n\u00fc\u015f\u00fcm\u201d yasas\u0131na dayand\u0131r\u0131lmaktaysa da bu kentsel d\u00f6n\u00fc\u015f\u00fcm de\u011fil, piyasa faaliyetidir.<\/p>\n<p>Bug\u00fcn \u201ckentsel d\u00f6n\u00fc\u015f\u00fcm\u201d ad\u0131na in\u015faat faaliyetleri yap\u0131lan baz\u0131 yerlerin konumuna bakt\u0131\u011f\u0131m\u0131zda ula\u015f\u0131m ana arterlerine ve kent merkezindeki i\u015f alanlar\u0131na yak\u0131n olmalar\u0131, tapusuz yerle\u015fmelerin yo\u011funlukta olmas\u0131 dolay\u0131s\u0131yla y\u00fcksek gelir getirici yat\u0131r\u0131ma imk\u00e2n vermesi \u201criskli alan\u201d gibi se\u00e7ilmesinde bir \u00f6l\u00e7\u00fct gibi g\u00f6z\u00fck\u00fcyor. Nitekim bu alanlarda yap\u0131lmas\u0131 d\u00fc\u015f\u00fcn\u00fclen projeler incelendi\u011finde mahalle yerle\u015fmelerini ve k\u00fclt\u00fcr\u00fcn\u00fc ortadan kald\u0131ran y\u00fcksek emsalli ticaret ve ofis projeleri \u00f6ne \u00e7\u0131k\u0131yor. \u00d6rne\u011fin 4 y\u0131l \u00f6nce evlerin y\u0131k\u0131ld\u0131\u011f\u0131 ve bir t\u00fcrl\u00fc ba\u015flayamayan \u201cFikirtepe Kentsel D\u00f6n\u00fc\u015f\u00fcm (!)\u201d uygulamas\u0131nda maliklerle yap\u0131lan s\u00f6zle\u015fmelerde projelerin \u201cTicaret-Ofis-Konut\u201d projeleri olarak imza alt\u0131na al\u0131nm\u0131\u015ft\u0131r. Fatih\u2019te Sulukule d\u00f6n\u00fc\u015f\u00fcm\u00fc ise mahkeme kararlar\u0131nda ifade edildi\u011fi gibi bir toplu tasfiye ve ma\u011fduriyet \u00f6rne\u011fidir.<\/p>\n<p>G\u00f6r\u00fcnen o ki, May\u0131s 2012\u2019de y\u00fcr\u00fcrl\u00fc\u011fe giren 6306 say\u0131l\u0131 \u201cAfet riski alt\u0131ndaki alanlar\u0131n d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi hakk\u0131nda kanun\u201d, Deprem \u015euras\u0131nda \u00f6nerilen \u201cDepreme dayan\u0131ks\u0131z yap\u0131lar\u0131n tehlike derecelendirilmesinin yap\u0131larak iyile\u015ftirme programlar\u0131n\u0131n ba\u015flat\u0131lmas\u0131\u201d tavsiyesinin \u00f6tesinde bug\u00fcn tamamen ticari bir kimlik kazanm\u0131\u015ft\u0131r. Bug\u00fcn s\u00f6z\u00fcm ona \u201ckamu yarar\u0131na ama\u00e7larla\u201d ele ge\u00e7irilen kamu ve hazine arazilerine ve dev\u015firdikleri deprem tahliye alanlar\u0131na yapt\u0131klar\u0131 has\u0131lat payla\u015f\u0131ml\u0131 g\u00f6kdelen veya AVM projelerini bile, ger\u00e7ek kentsel d\u00f6n\u00fc\u015f\u00fcm uygulamas\u0131 yapamad\u0131klar\u0131 i\u00e7in \u201ckentsel d\u00f6n\u00fc\u015f\u00fcm\u201d ad\u0131 alt\u0131nda kullan\u0131yorlar.<\/p>\n<p>Ticaret, sanayi ve hizmet sekt\u00f6r\u00fc faaliyetleri nedeniyle h\u0131zl\u0131 g\u00f6\u00e7 alan \u015fehir merkezlerinde araziler azal\u0131nca mevcut imar planlar\u0131 de\u011fi\u015ftirilerek emsaller att\u0131r\u0131lm\u0131\u015f dolay\u0131s\u0131yla y\u00fcksek binalar\u0131n say\u0131s\u0131 h\u0131zla artmaya ba\u015flam\u0131\u015ft\u0131r. Zaten plans\u0131z b\u00fcy\u00fcyen \u015fehirler bu sefer de plans\u0131z yerle\u015ftirilen ve alan ba\u015f\u0131na d\u00fc\u015fen n\u00fcfus yo\u011funlu\u011funu art\u0131ran g\u00f6kdelenlerle dolmaya ba\u015flam\u0131\u015f, kadim \u015fehirlerin kimlikleri ve siluetleri bozulmu\u015f ve ayr\u0131ca depremle ilgili olarak y\u00fcksek binalar\u0131n deprem g\u00fcvenli\u011fi sorgulan\u0131r hale gelmi\u015ftir. \u00c7\u00fcnk\u00fc 17 A\u011fustos 1999 Kocaeli-G\u00f6lc\u00fck depreminin 16. y\u0131l\u0131n\u0131 idrak etti\u011fimiz bug\u00fcnlerde h\u00e2l\u00e2 \u201cy\u00fcksek binalar\u0131n deprem y\u00f6netmeli\u011fi\u201d yoktur. Son 16 y\u0131ld\u0131r y\u00fcksek binalara ili\u015fkin deprem y\u00f6netmeli\u011finin yap\u0131lmamas\u0131 i\u00e7in teknik ve uzman konusunda bir s\u0131k\u0131nt\u0131 olmamas\u0131na ra\u011fmen acaba neden yap\u0131lmam\u0131\u015ft\u0131r?<\/p>\n<p><strong>Deneme-yan\u0131lma yoluyla afet y\u00f6netimi kurmaya \u00e7al\u0131\u015f\u0131yoruz<\/strong><\/p>\n<p>17 A\u011fustos 1999 Kocaeli-G\u00f6lc\u00fck depreminin bize \u00f6\u011fretti\u011fi en \u00f6nemli derslerden biri de, T\u00fcrkiye\u2019de yeni ve b\u00fct\u00fcnle\u015fik bir afet y\u00f6netim d\u00fczeninin ve risk azaltma anlay\u0131\u015f\u0131n\u0131n h\u00e2l\u00e2 olu\u015fturulamad\u0131\u011f\u0131d\u0131r. Nitekim Deprem \u015euras\u0131 kararlar\u0131nda bunun \u00fczerinde \u00f6zellikle durulmu\u015f, \u00e7ok ba\u015fl\u0131l\u0131\u011f\u0131 ve mevzuat karma\u015f\u0131kl\u0131\u011f\u0131n\u0131 gideren b\u00fct\u00fcnc\u00fcl bir mevzuat yap\u0131lanmas\u0131 \u00f6nerilmi\u015ftir. Bu do\u011frultuda, AKP h\u00fck\u00fcmeti 1999 depreminden 10 y\u0131l sonra 2009 y\u0131l\u0131nda 5902 say\u0131l\u0131 yasa ile Ba\u015fbakanl\u0131\u011fa ba\u011fl\u0131 Afet ve Acil Durum Y\u00f6netimi Ba\u015fkanl\u0131\u011f\u0131\u2019n\u0131 (AFAD) kurmu\u015f, Afet \u0130\u015fleri Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc, T\u00fcrkiye Acil Durum Y\u00f6netimi (TAY) ve Sivil Savunma Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019n\u00fcn bir araya getirildi\u011fi bir afet y\u00f6netim d\u00fczeni olu\u015fturmaya \u00e7al\u0131\u015fm\u0131\u015ft\u0131r. Ancak yasa, i\u00e7eri\u011fi ve genel nitelikleriyle bu alandaki uluslararas\u0131 geli\u015fmelerden habersiz kalm\u0131\u015f, T\u00fcrkiye i\u00e7in bir yeni vizyon getiremedi\u011fi gibi, h\u00e2l\u00e2 \u00e7a\u011fda\u015f ve b\u00fct\u00fcnle\u015fik bir afet y\u00f6netim d\u00fczeni olu\u015fturulamam\u0131\u015ft\u0131r. AFAD uygulamalarda afet an\u0131 ve sonras\u0131 \u201cm\u00fcdahale\u201d a\u011f\u0131rl\u0131kl\u0131 bir yap\u0131dan kurtulamam\u0131\u015ft\u0131r. 2009\u2019dan bu yana torba yasalarda 5902 say\u0131l\u0131 yasada de\u011fi\u015fiklikler yaparak yamal\u0131 boh\u00e7a bir yasadan \u201cafet y\u00f6netim d\u00fczeni\u201d \u00e7\u0131karmaya \u00e7al\u0131\u015f\u0131lm\u0131\u015ft\u0131r. AKP iktidar\u0131n\u0131n 11. y\u0131l\u0131nda, 1 \u015eubat 2013\u2019teki valiler toplant\u0131s\u0131nda Bakan Be\u015fir Atalay, \u201cAfet sonras\u0131 koordinasyonda, ilk anda yetersizliklerimiz oluyor ama fena de\u011filiz. Ama, T\u00fcrkiye afet \u00f6ncesi haz\u0131rl\u0131kta fark\u0131ndal\u0131kta, bilin\u00e7lendirmede yeterli de\u011fil. Onu bu d\u00f6nem g\u00fc\u00e7lendirece\u011fiz\u201d c\u00fcmlesiyle bunu itiraf etmi\u015ftir. (13) Bu itiraftan anla\u015f\u0131lan odur ki, \u201crisk azaltma\u201d konusunda durum daha da vahimdir. E\u011fer risk azaltma y\u00f6netimi yap\u0131lacaksa, AFAD\u2019\u0131n mevcut durum, kapasite ve eylemleri g\u00f6zden ge\u00e7irilmelidir. Bu plan\u0131n amac\u0131; afet ve acil durumlara ili\u015fkin m\u00fcdahale \u00e7al\u0131\u015fmalar\u0131nda g\u00f6rev alacak hizmet gruplar\u0131 ve koordinasyon birimlerine ait rolleri ve sorumluluklar\u0131 tan\u0131mlamak, afet \u00f6ncesi, s\u0131ras\u0131 ve sonras\u0131ndaki m\u00fcdahale planlamas\u0131n\u0131n temel prensiplerini belirlemektir. TAMP\u2019\u0131n \u00f6nerdi\u011fi \u00f6rg\u00fctlenme \u00fclkemizde ya\u015fanabilecek her t\u00fcr ve \u00f6l\u00e7ekte, afet ve acil durumlara m\u00fcdahalede g\u00f6rev alacak, bakanl\u0131k, kurum ve kurulu\u015flar, \u00f6zel kurulu\u015flar, STK\u2019lar ve ger\u00e7ek ki\u015fileri kapsamaktad\u0131r. Ancak, baz\u0131 uzmanlar FEMA\u2019n\u0131n Olay Komuta Sistemini esas alan bu plan\u0131n, konudan anlad\u0131\u011f\u0131n\u0131 sanan ama anlamayan baz\u0131 ki\u015filer taraf\u0131ndan bozulup tan\u0131nmaz bir hale getirildi\u011fini iddia etmektedirler. \u015eu an pilot olarak se\u00e7ilen iller bu tasla\u011fa g\u00f6re plan yapam\u0131yor, i\u015fin i\u00e7inden \u00e7\u0131kam\u0131yorlar. Y\u00f6netmelikteki pek \u00e7ok terim ve kavram\u0131n afet y\u00f6netimi bilimine, akla ve \u00fclke ger\u00e7eklerine hi\u00e7 uygun olmad\u0131\u011f\u0131 s\u00f6ylenmektedir. Uzmanlar, AFAD\u2019\u0131n halk\u0131 afetlere haz\u0131rlayan bir kurum olmaktan daha \u00e7ok yard\u0131m kurulu\u015funa d\u00f6n\u00fc\u015ft\u00fc\u011f\u00fcn\u00fc, TAMP kapsam\u0131ndaki toplu bak\u0131m ve bar\u0131nma hizmet gruplar\u0131ndan K\u0131z\u0131lay\u2019\u0131n b\u00fcy\u00fck \u00f6l\u00e7\u00fcde d\u0131\u015fland\u0131\u011f\u0131n\u0131 ifade ediyorlar. Koordinasyon yapmak yerine \u0130ller Bankas\u0131 gibi afet y\u00f6netimiyle hi\u00e7 ilgisi olmayan kurum ve kurulu\u015flara g\u00f6revler verildi\u011fi belirtiliyor.<\/p>\n<p>AFAD\u2019\u0131n risk y\u00f6netimi konusunda yetkinle\u015fmesi isteniyorsa bu kurumun k\u00f6kl\u00fc bi\u00e7imde de\u011fi\u015fikli\u011fe u\u011framas\u0131 gerekmektedir. Risk y\u00f6netimi kanad\u0131n\u0131 olu\u015fturmak \u00fczere 5-6 yeni daire ba\u015fkanl\u0131\u011f\u0131 ile planlama kadrolar\u0131n\u0131n geli\u015ftirilmesi zorunludur. AFAD\u2019\u0131n Planlama ve Zarar Azaltma Daire Ba\u015fkanl\u0131\u011f\u0131na verilen mebla\u011f t\u00fcm b\u00fct\u00e7enin % 10\u2019u kadard\u0131r. Ama afet sonras\u0131 m\u00fcdahale ve iyile\u015ftirmeye ayr\u0131lan ise b\u00fct\u00e7enin % 40\u2019na yak\u0131nd\u0131r. Yani b\u00fct\u00e7e risk azaltma de\u011fil m\u00fcdahale \u00fczerine kurgulanm\u0131\u015ft\u0131r. \u201cBu d\u00f6nem yapaca\u011f\u0131z\u201d s\u00f6ylemleriyle, deneme-yan\u0131lma yoluyla \u00fclkemizde afet y\u00f6netimini kurmaya \u00e7al\u0131\u015f\u0131lmaktad\u0131r. H\u00fck\u00fcmet yaln\u0131zca yard\u0131m da\u011f\u0131tarak ve m\u00fcdahaleye odaklanarak -ki onu da gere\u011fi gibi yapam\u0131yor- afet y\u00f6netimi yap\u0131lamayaca\u011f\u0131n\u0131 art\u0131k anlamal\u0131d\u0131r.<\/p>\n<p><strong>B\u00fcy\u00fck \u015fehirlerimizde afet y\u00f6netimi h\u00e2l\u00e2 zay\u0131f<\/strong><\/p>\n<p>Halk\u0131m\u0131z\u0131n % 75\u2019inin ya\u015fad\u0131\u011f\u0131 illerde il afet y\u00f6netimi d\u00fczeni ne durumdad\u0131r acaba? AFAD yasas\u0131n\u0131n 18. maddesine g\u00f6re illerde il AFAD M\u00fcd\u00fcrl\u00fcklerinin sevk ve idaresinden valiler sorumludur. \u0130l AFAD\u2019a verilen g\u00f6revler ilin y\u00fcz\u00f6l\u00e7\u00fcm\u00fc, n\u00fcfusu ve afet \u00f6zellikleri ve derecesi ne olursa olsun her il i\u00e7in ayn\u0131d\u0131r. B\u00fcy\u00fck\u015fehirlerde bu g\u00f6revleri yerine getirecek profesyonel ve farkl\u0131 uzmanl\u0131klar\u0131 bir araya getiren ve en \u00f6nemlisi o ildeki afet risklerini tan\u0131y\u0131p kentsel riskleri azaltacak, etkin \u00f6nlemleri alabilecek aktif bir yap\u0131 kurmak gerekir. Ancak, 5902 say\u0131l\u0131 yasayla valilerin y\u00f6netimine ve b\u00fct\u00e7esine ba\u011fl\u0131 il AFAD M\u00fcd\u00fcrl\u00fckleri bu g\u00f6revleri ifa edecek etkinli\u011fe ve verimlili\u011fe kavu\u015famam\u0131\u015f, giderek zay\u0131f bir yap\u0131 olu\u015fmu\u015ftur. Bu durum \u00f6zellikle birinci ve ikinci derece deprem ku\u015fa\u011f\u0131 \u00fczerinde olan b\u00fcy\u00fck illerimiz i\u00e7in ciddi bir handikap yaratmaktad\u0131r. \u201c\u015eehir depremleri s\u00fcreci\u201dne girmi\u015f \u00fclkemizde bu durumun dikkatle incelenmesi gerekir. N\u00fcfusu \u00e7ok b\u00fcy\u00fcm\u00fc\u015f illerde, yaln\u0131zca il baz\u0131nda afet ve acil durum \u00f6rg\u00fctlenmesi ile kapsam, \u00f6rg\u00fctlenme yap\u0131s\u0131 ve insan kaynaklar\u0131 bak\u0131m\u0131ndan yetersiz kalm\u0131\u015ft\u0131r. B\u00fcy\u00fck kentlerin n\u00fcfus ve alan olarak b\u00fcy\u00fcm\u00fc\u015f il\u00e7elerinde il\u00e7e \u00f6l\u00e7e\u011finde afet y\u00f6netim birimleri kurulmam\u0131\u015ft\u0131r. \u00d6rne\u011fin \u0130stanbul\u2019da n\u00fcfusu 700 bine ula\u015fan, kilometrekare ba\u015f\u0131na 30.000 ki\u015fiyi bar\u0131nd\u0131ran devasa il\u00e7eler olu\u015fmu\u015ftur. Ger\u00e7i, 31.01.2011 tarihli ve 1377 say\u0131l\u0131 AFAD Y\u00f6netim Merkezleri Y\u00f6netmeli\u011finin 4. maddesinin 1. f\u0131kras\u0131nda \u201c\u2026valilerce gerekli g\u00f6r\u00fclen il\u00e7elerde ise kaymakam\u0131n ba\u015fkanl\u0131\u011f\u0131nda afet ve acil durum y\u00f6netim merkezleri kurulur\u201d, 4. f\u0131kras\u0131nda \u201c\u0130l ve il\u00e7e afet ve acil durum y\u00f6netim merkezleri yeterli say\u0131da personeli ile yirmid\u00f6rt saat esas\u0131na g\u00f6re \u00e7al\u0131\u015fmalar\u0131n\u0131 y\u00fcr\u00fct\u00fcr\u201d ve 7. f\u0131krada ise \u201cAfet ve acil durumlarda, il ve il\u00e7elerde ilgili kurulu\u015f amirleri de afet ve acil durum y\u00f6netim merkezine dahil edilir\u201d denilmi\u015ftir ama b\u00f6yle bir \u00f6rg\u00fctlenme en kalabal\u0131k \u015fehirlerimizin en kalabal\u0131k il\u00e7elerinde halen yoktur. Bu y\u00f6netmeli\u011fe g\u00f6re il\u00e7elerde kaymakamlar\u0131n afet ve acil durumlarda bu merkezleri nas\u0131l kuraca\u011f\u0131 ve personeli nereden ve nas\u0131l toplayaca\u011f\u0131 bilinmemektedir. Nitekim 2013 de \u00e7\u0131kan TAMP y\u00f6netmeli\u011finde afet sonras\u0131 \u201cihtiya\u00e7 duyulan il\u00e7elerde valilerin uygun g\u00f6rmesi halinde \u0130l\u00e7e Afet ve Acil Durum Y\u00f6netim Merkezi kurulur ve il\u00e7e m\u00fcdahale plan\u0131 haz\u0131rlan\u0131r\u201d denmektedir. Bu ifadeden takdire ba\u011fl\u0131 dahi olsa kaymakaml\u0131klara ba\u011fl\u0131 \u0130l\u00e7e AFAD Y\u00f6netimi M\u00fcd\u00fcrl\u00fcklerinin yerel d\u00fczeyde koordinasyon birimleri aras\u0131nda yer almas\u0131 gerekti\u011fi anla\u015f\u0131lmaktad\u0131r. TAMP belgesinde m\u00fcdahalelerde belediyelerin g\u00f6revleri yok varsay\u0131l\u0131yor. T\u00fcrkiye bu giri\u015fimlerden hayli uzak kalm\u0131\u015ft\u0131r. Nitekim g\u00f6\u00e7 politikas\u0131zl\u0131\u011f\u0131ndan, \u00e7evre ile ilgili kararlardan, Gezi olaylar\u0131nda ya\u015fananlardan ve TMMOB ile ilgili yasal d\u00fczenlemelerden g\u00f6rd\u00fck ki H\u00fck\u00fcmet, b\u0131rak\u0131n platformlar, \u00e7al\u0131\u015fma gruplar\u0131 ve dayan\u0131\u015fma ortakl\u0131klar\u0131 olu\u015fturma niyetini, bunlar\u0131n olu\u015fmamas\u0131n\u0131 sa\u011flamaya y\u00f6nelik totaliter ve bask\u0131c\u0131 bir d\u00fczeni kurmaktad\u0131r. Bu \u00fclkede y\u00fcz\u00fcc\u00fc g\u00f6zl\u00fc\u011f\u00fc tak\u0131p soka\u011fa \u00e7\u0131karsan\u0131z veya pankartl\u0131 oturma eylemi yaparsan\u0131z tutuklanabilirsiz. AKP H\u00fck\u00fcmeti alternatif g\u00f6r\u00fc\u015fleri hi\u00e7e sayarak planlama, yerel y\u00f6netimler, kentsel d\u00f6n\u00fc\u015f\u00fcm ve hatta kentsel akt\u00f6rlerin yer alaca\u011f\u0131 risk y\u00f6netimi eylemlerini do\u011frudan \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131\u2019n\u0131n g\u00f6rev alan\u0131na sokmu\u015ftur. Bunun yan\u0131 s\u0131ra yerle\u015fmelerin risk d\u00fczeylerinin belirlenerek \u00f6nceliklerinin bilinmesi, buna uyumlu politikalar geli\u015ftirilmesi, korunmas\u0131z kesimlerin tan\u0131mlanmas\u0131, planlama ve kullan\u0131m uyarlamalar\u0131 ile risklerin azalt\u0131lmas\u0131n\u0131n uygulanmas\u0131n\u0131 sa\u011flama y\u00f6ntem ve ara\u00e7lar\u0131na bug\u00fcnk\u00fc AFAD sahip de\u011fildir. Bu durum \u00f6zellikle depremlere en duyarl\u0131 b\u00fcy\u00fck illerde \u0130l AFAD yap\u0131lanmas\u0131n\u0131 ve g\u00f6revlerini etkilemekte, \u0130l AFAD \u00f6rg\u00fctlenmeleri belediyelerin baz\u0131 g\u00f6revleri ve \u00f6zellikle \u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131\u2019n\u0131n planlama ve imar \u00fczerindeki bask\u0131 ve yapt\u0131r\u0131mlar\u0131 aras\u0131nda olu\u015fan yetki karma\u015fas\u0131n\u0131n i\u00e7erisinde daha \u00e7ok \u201cm\u00fcdahale y\u00f6netimine, yara sarma operasyonuna\u201d a\u011f\u0131rl\u0131k veren bir yap\u0131ya d\u00f6n\u00fc\u015fmektedir.<\/p>\n<p><strong>Afet y\u00f6netiminde olay komuta sistemi<\/strong><\/p>\n<p>17 A\u011fustos 1999 Kocaeli-G\u00f6lc\u00fck depreminin ortaya \u00e7\u0131kard\u0131\u011f\u0131 ac\u0131 ger\u00e7eklerden biri de yerelde ve merkezi y\u00f6netimde afet an\u0131 ve hemen sonras\u0131 acil yard\u0131m ve m\u00fcdahale i\u00e7in olmazsa olmaz haberle\u015fme sisteminin \u00e7\u00f6kmesiydi. E\u011fer o d\u00f6nemde B\u00fct\u00fcnle\u015fik Afet Y\u00f6netimi Sistemi ve onunla ili\u015fkili Olay Komuta Sistemi kurulmu\u015f olsayd\u0131 1999\u2019da ya\u015fad\u0131\u011f\u0131m\u0131z acil durum y\u00f6netim krizini ya\u015famazd\u0131k. Kriz, afet ve acille ilgili durumlarda Afet ve Acil Durum Y\u00f6netim Merkezlerinde (ADYM) kurulacak Olay Komuta Sistemi (OKS) t\u00fcm tehlikelere ve her d\u00fczeydeki acil durumlara m\u00fcdahale i\u00e7in olu\u015fturulmu\u015f bir mod\u00fcler saha acil y\u00f6netim sistemidir. OKS yerel d\u00fczeyde, il\u00e7e, il \u00e7ap\u0131nda ve \u00fclke genelinde Acil M\u00fcdahale Y\u00f6netiminin temelidir. Bir\u00e7ok geli\u015fmi\u015f \u00fclkede yerel \u00f6l\u00e7ekte d\u00fc\u015f\u00fck seviyede 7\/24 rutin operasyonlar i\u00e7in de kullan\u0131lmaktad\u0131r. Bu sistem standardize edilmi\u015f bir organizasyon yap\u0131s\u0131 i\u00e7inde i\u015fleyen ileti\u015fim, personel, ekipman prosed\u00fcrler ve bir imk\u00e2nlar kombinasyonu yarat\u0131r. Bu sistem geni\u015fleyebilen be\u015f fonksiyonel b\u00f6l\u00fcm ile yap\u0131land\u0131r\u0131lm\u0131\u015ft\u0131r: Olay Komuta Sorumlular\u0131 ve Komuta Personeli, M\u00fcdahale\/Operasyonlar Servisi Amiri, Bilgi ve Planlama Servisi Amiri, Lojistik ve Bak\u0131m Servisi Amiri, Finans ve Y\u00f6netim Servisi Amiri. (10) OKS i\u00e7in bilgiye do\u011fru zamanda ula\u015fabilen, acil durum y\u00f6netimini etkinle\u015ftirecek, en \u00f6nemlisi t\u00fcm ili kapsayan ses, metin ve g\u00f6r\u00fcnt\u00fc ileti\u015fimi yetenekli say\u0131sal haberle\u015fme sistemini tesis eden <strong>tek bir dijital platform<\/strong> olu\u015fturabilecek g\u00fcvenilir ve verimli bir ileti\u015fim sistemi vazge\u00e7ilmezdir.<\/p>\n<p>T\u00fcrkiye\u2019de olay yerindeki konuya ba\u011fl\u0131 olarak \u015fehirlerde ve k\u0131rsal alanda \u00e7a\u011fr\u0131 numaralar\u0131 \u00e7ok \u00e7e\u015fitlidir. Bu bir\u00e7ok olayda kaos ve sorun yaratabilmektedir. \u00d6rne\u011fin \u0130tfaiye, Polis, Ambulans, Yang\u0131n, Orman yang\u0131n\u0131, Jandarma, Sahil G\u00fcvenlik vb gibi olaylarda ba\u015fvurulan kurumlar\u0131n telefon numaralar\u0131 ve yerleri farkl\u0131d\u0131r ve bir b\u00fct\u00fcnl\u00fck yoktur. Olay bir\u00e7ok kurumu ilgilendirdi\u011finde bu durum genellikle olay yerine gidince anla\u015f\u0131lmaktad\u0131r. B\u00fcy\u00fck \u015fehirlerde k\u00fc\u00e7\u00fck olaylar dahi bazen bir\u00e7ok kurumu ilgilendirebilir boyuta d\u00f6n\u00fc\u015febilir. OKS yasal mevzuata g\u00f6re \u201ctek ba\u015fl\u0131\u201d bir y\u00f6netim sistemi olmas\u0131na kar\u015f\u0131n, olay \u00f6ncesi ve olay sonras\u0131nda bir\u00e7ok kurum s\u00f6z konusudur. Bu nedenle T\u00fcrkiye\u2019de \u015fehirlerde konumlanan Afet ve Acil Durum Merkezlerinde bir an \u00f6nce tek numaral\u0131 ve bir\u00e7ok kurumun temsilcisinin bir araya getirildi\u011fi modern ve tam donan\u0131ml\u0131 OKS alt yap\u0131l\u0131 merkezler gerekmektedir. Her \u00f6l\u00e7ekteki olay durumunda farkl\u0131 ekiplerin senkronize olabilmesi i\u00e7in de, \u00fclke genelinde ve yerelde standart Olay Komuta Sisteminin yayg\u0131nla\u015ft\u0131r\u0131larak afet \u00f6ncesi, s\u0131ras\u0131 ve sonras\u0131nda kullan\u0131lmas\u0131 sa\u011flanmal\u0131d\u0131r. Bu yap\u0131lanman\u0131n \u00f6nemi y\u0131llarca vurgulanmas\u0131na ra\u011fmen ancak 1999 depreminden 15 sene sonra b\u00fcy\u00fck\u015fehir belediyesi bulunan illerde valili\u011fe ba\u011fl\u0131 olarak kurulan Yat\u0131r\u0131m \u0130zleme ve Koordinasyon Ba\u015fkanl\u0131\u011f\u0131 (Y\u0130KB) b\u00fcnyesinde, di\u011fer illerde ise valilikler b\u00fcnyesinde \u201cAcil \u00c7a\u011fr\u0131 Merkezleri\u201d ad\u0131yla kurulmas\u0131 i\u00e7in 16.05.2014 tarihli ve 29002 <em>Resmi Gazete<\/em>\u2019de bir y\u00f6netmelik \u00e7\u0131kar\u0131labilmi\u015ftir. Anla\u015f\u0131ld\u0131\u011f\u0131 kadar\u0131yla Acil \u00c7a\u011fr\u0131 Merkezi olu\u015fumu Olay Komuta Sistemi\u2019ne benzetilmeye \u00e7al\u0131\u015f\u0131lm\u0131\u015ft\u0131r. Yeni y\u00f6netmeli\u011fe g\u00f6re \u201cAcil \u00c7a\u011fr\u0131\u201d; kamu d\u00fczeni ve g\u00fcvenli\u011fi, ki\u015fi sa\u011fl\u0131\u011f\u0131 ve g\u00fcvenli\u011fi, toplum sa\u011fl\u0131\u011f\u0131, su kaynaklar\u0131 ve sulak alanlar ile do\u011faya y\u00f6nelik ani tehditler ve mala y\u00f6nelik zararlar\u0131 i\u00e7eren durumlara ili\u015fkin her t\u00fcrl\u00fc \u00e7a\u011fr\u0131 olarak tan\u0131mlanmaktad\u0131r. Kurulacak \u00e7a\u011fr\u0131 merkezinde il jandarma komutanl\u0131\u011f\u0131, il emniyet m\u00fcd\u00fcrl\u00fc\u011f\u00fc, sahil g\u00fcvenlik b\u00f6lge veya grup komutanl\u0131\u011f\u0131, b\u00fcy\u00fck\u015fehir belediyesi itfaiye daire ba\u015fkanl\u0131\u011f\u0131 ile il, il\u00e7e ve belde belediyeleri itfaiye m\u00fcd\u00fcrl\u00fckleri veya birimleri, orman b\u00f6lge veya i\u015fletme m\u00fcd\u00fcrl\u00fc\u011f\u00fc, do\u011fa koruma ve milli parklar b\u00f6lge veya \u015fube m\u00fcd\u00fcrl\u00fc\u011f\u00fc, il sa\u011fl\u0131k m\u00fcd\u00fcrl\u00fc\u011f\u00fc, il afet ve acil durum m\u00fcd\u00fcrl\u00fc\u011f\u00fc ile valilik karar\u0131 ile 112 acil \u00e7a\u011fr\u0131 sistemine d\u00e2hil edilen di\u011fer kurumlar\u0131n temsilcileri bulunacakt\u0131r. Y\u00f6netmelik gere\u011fi merkez ve il \u00f6l\u00e7e\u011finde kurulan iki koordinasyon komisyonu afet ve acil durum dahil ilgili il s\u0131n\u0131rlar\u0131 i\u00e7erisinde yukar\u0131da belirtilen amaca uygun 7\/24 her t\u00fcrl\u00fc olayla ilgili izleme, bilgi ak\u0131\u015f\u0131n\u0131n 112 nolu telefon hatt\u0131 \u00fczerinden acil \u00e7a\u011fr\u0131 merkezine ula\u015ft\u0131r\u0131lmas\u0131 ve gereken m\u00fcdahalelerin ilgili birimlerce h\u0131zla yap\u0131lmas\u0131n\u0131 sa\u011flamakt\u0131r. Asl\u0131nda bu merkezler il s\u0131n\u0131rlar\u0131 i\u00e7erisinde rutin t\u00fcm olaylar\u0131n izlenmesi, afet tan\u0131m\u0131na uyan acil durumlarda ise m\u00fcdahale kademesini ve kapasitesini h\u0131zla art\u0131r\u0131p bir \u201cOKS\u201d gibi \u00e7al\u0131\u015fabilecek \u015fekilde tasarlanmal\u0131d\u0131r. Yeniden d\u00fczenlenen te\u015fkilat y\u00f6netimine g\u00f6re 112 Acil \u00c7a\u011fr\u0131 Merkezi M\u00fcd\u00fcrl\u00fckleri b\u00fcy\u00fck \u015fehirlerde Valiliklerin b\u00fcnyesinde kurulan Y\u0130KB alt\u0131nda \u00e7al\u0131\u015facakt\u0131r. Y\u0130KB ayn\u0131 zamanda illerde b\u00fcnyesindeki Strateji ve Koordinasyon M\u00fcd\u00fcrl\u00fc\u011f\u00fc vas\u0131tas\u0131yla afet ve acil yard\u0131m hizmetlerini koordine etmek ve y\u00fcr\u00fctmekle de g\u00f6revlidir. \u015eu anda Emniyet, \u0130tfaiye ve Ambulans hizmetlerine y\u00f6nelik altyap\u0131 farkl\u0131 yerlerdeki \u201c\u00e7a\u011fr\u0131 merkezlerinde\u201d konumlanm\u0131\u015ft\u0131r.
