Her \u015fey dine endeksli. Bu, \u00fclkenin bilim ve e\u011fitim politikalar\u0131 ile yak\u0131ndan ilgili. \u0130lkokul d\u00fczeyinde bilimi sevdiren, \u00f6nemini kavratan bir e\u011fitim olmad\u0131\u011f\u0131 i\u00e7in, daha \u00fcst seviyedekinin \u00f6nemini anlatmakta elbette zorlan\u0131yoruz. Temel bir bilim altyap\u0131s\u0131 olmay\u0131nca da zaten bilimsel a\u00e7\u0131dan bunu insanlara anlatmak zor. O y\u00fczden CERN\u2019e \u00fcyelik mucizevi olarak hi\u00e7bir \u015feyi \u00e7\u00f6zmeyecek. Esas olarak ilkokuldan itibaren temel e\u011fitimi de\u011fi\u015ftirmemiz laz\u0131m.<\/em><\/p>\n<p>6 May\u0131s 2015 tarihinde T\u00fcrkiye CERN ile ortak \u00fcyelik anla\u015fmas\u0131n\u0131 imzalad\u0131. Anla\u015fman\u0131n taraflar\u0131 bir yanda T\u00fcrkiye\u2019nin Birle\u015fmi\u015f Milletler Cenevre Ofisi nezdindeki daimi temsilcisi taraf\u0131ndan temsil edilen T\u00fcrkiye Cumhuriyeti, di\u011fer yandaysa merkezi Cenevre-\u0130svi\u00e7re\u2019de bulunan, genel direkt\u00f6r\u00fc taraf\u0131ndan temsil edilen bir h\u00fck\u00fcmetleraras\u0131 kurulu\u015f olan Avrupa N\u00fckleer Ara\u015ft\u0131rma Konseyi (CERN).<\/p>\n<p>CERN\u2019e ortak \u00fcye olmam\u0131z \u015f\u00fcphesiz sevindirici bir haber. Ancak bu anla\u015fmadan mucizevi sonu\u00e7lar beklememek gerek. T\u00fcrkiye\u2019den \u00e7e\u015fitli \u00fcniversiteler zaten yakla\u015f\u0131k 20 y\u0131ld\u0131r CERN deneylerine \u00fcyeler ve bir\u00e7ok T\u00fcrk biliminsan\u0131 bu deneylerde \u00e7ok yetersiz desteklerle \u00e7al\u0131\u015fmakta. CERN\u2019le yap\u0131lan ortak \u00fcyelik anla\u015fmas\u0131 bu deneylerde \u00e7al\u0131\u015fan fizik\u00e7iler i\u00e7in do\u011frudan bir fayda getirmiyor. Ancak yine de T\u00fcrkiye gibi temel bilimlerin \u00f6nemsenmedi\u011fi bir \u00fclkenin, temelin de temeli bilim yapan CERN gibi bir kurulu\u015fa \u00fcye olmas\u0131 olumlu bir geli\u015fme.<\/p>\n<p>Bu arada \u015funu da belirtmek gerekir ki, iki farkl\u0131 ortak \u00fcyelik s\u00f6z konusu. \u0130lki normal ortak \u00fcyelik (\u015fu an T\u00fcrkiye\u2019nin oldu\u011fu); ikincisi \u201c\u00fcyeli\u011fin \u00f6n a\u015famas\u0131 olarak ortak \u00fcyelik\u201d. T\u00fcrkiye be\u015f y\u0131l boyunca ortak \u00fcye olacak; bu arada CERN taraf\u0131ndan denetlenecek ve e\u011fer be\u015f y\u0131l\u0131n\u0131n sonucunda olumlu geli\u015fmeler olursa, ikinci tip \u201c\u00fcyeli\u011fin \u00f6n a\u015famas\u0131 olarak ortak \u00fcyelik\u201d stat\u00fcs\u00fcne ge\u00e7i\u015f yap\u0131lacak. Ondan sonra \u201ctam \u00fcyelik\u201d s\u00f6z konusu olabilecek. Dolay\u0131s\u0131yla CERN \u00fcyesi olabilmek o kadar da kolay de\u011fil.<\/p>\n<p><strong>Anla\u015fma ne getiriyor?<\/strong><\/p>\n<p>Peki, bu anla\u015fma bize ne getiriyor? TAEK\u2019in web sitesinden edindi\u011fimiz bilgileri madde madde s\u0131ralarsak:<\/p>\n<p>&#8211; T\u00fcrkiye, anla\u015fma ile CERN\u2019\u00fcn hukuki altyap\u0131s\u0131n\u0131, i\u015fleyi\u015f kurallar\u0131n\u0131, y\u00f6netmeliklerini ve organlar\u0131n\u0131n al\u0131nm\u0131\u015f kararlar\u0131n\u0131 kabul etmektedir.<br \/>\n&#8211; T\u00fcrkiye, ekonomik ve n\u00fcfus b\u00fcy\u00fckl\u00fc\u011f\u00fcne g\u00f6re hesaplanan tam \u00fcyelik katk\u0131 pay\u0131n\u0131n (aidat\u0131n\u0131n) en az onda birini (1\/10) CERN\u2019e y\u0131ll\u0131k olarak \u00f6deyecektir ve bu aidat hi\u00e7bir \u015fekilde 1 milyon CHF\u2019den az olmayacakt\u0131r.<br \/>\n&#8211; T\u00fcrkiye, CERN\u2019\u00fcn bilimsel e\u011fitim programlar\u0131n\u0131n yan\u0131 s\u0131ra e\u011fitim ve \u00f6\u011fretim programlar\u0131na da i\u015ftirak edebilir.<br \/>\n&#8211; T\u00fcrkiye, CERN Konseyi\u2019nde (kapal\u0131 oturumlar hari\u00e7) oy hakk\u0131 olmaks\u0131z\u0131n temsil hakk\u0131 edinmi\u015ftir ve davet beklemek zorunda olmaks\u0131z\u0131n s\u00f6z alabilir ve beyanda bulunabilir.<br \/>\n&#8211; T\u00fcrkiye, CERN Finans Komitesi\u2019nin toplant\u0131lar\u0131nda temsil edilme hakk\u0131na sahiptir.<br \/>\n&#8211; T\u00fcrkiye\u2019nin Konsey\u2019deki bilimsel temsilcisi CERN Bilim Politikalar\u0131 Toplant\u0131lar\u0131na g\u00f6zlemci olarak kat\u0131labilir.<br \/>\n&#8211; T\u00fcrkiye Cumhuriyeti vatanda\u015flar\u0131 s\u00fcreli ve s\u0131n\u0131rl\u0131 s\u00f6zle\u015fmeler ile akademik \u00fcyelik, \u00f6\u011frencilik ve \u00f6\u011fretim \u00fcyeli\u011fi i\u00e7in yap\u0131lacak CERN personel atamalar\u0131 i\u00e7in ba\u015fvurabilir.<br \/>\n&#8211; T\u00fcrkiye men\u015feli mal ve hizmetler sunan firmalar, CERN Finansal Kurallar Uygulama Y\u00f6netmelikleri \u00e7er\u00e7evesinde CERN ihalelerine teklif verebilirler. Daha \u00e7ok b\u00fcrokratik d\u00fczenlemeler ve CERN\u2019in y\u00f6netimiyle ilgili konularda s\u00f6z sahibi olmak ya da olmamak anlam\u0131na geliyor. CERN\u2019de bir\u00e7ok deney devam etmekte. Bunlardan en \u00fcnl\u00fcs\u00fc \u015f\u00fcphesiz Higgs par\u00e7ac\u0131\u011f\u0131n\u0131n bulundu\u011fu LHC deneyleri. LHC h\u0131zland\u0131r\u0131c\u0131s\u0131 \u00fczerinde d\u00f6rt deney var (ATLAS, CMS, LHC-B ve ALICE).<\/p>\n<p>T\u00fcrkiye\u2019den Ankara \u00dcniversitesi ve Bo\u011fazi\u00e7i \u00dcniversitesi\u2019nden Y\u00fcksek Enerji Fizi\u011fi (YEF) gruplar\u0131 ATLAS deneyine; Bo\u011fazi\u00e7i, \u00c7ukurova, Orta Do\u011fu Teknik \u00dcniversitesi ve \u0130stanbul Teknik \u00dcniversitesi\u2019nden gruplar ise CMS deneyine kat\u0131lm\u0131\u015flard\u0131r. Di\u011fer \u00fcniversitelerden ara\u015ft\u0131rmac\u0131lar, yukar\u0131da sayd\u0131\u011f\u0131m\u0131z bu \u00fcniversitelerin \u015femsiyesi alt\u0131nda deneylere kat\u0131lm\u0131\u015flar ve kat\u0131lmaya devam etmektedirler. Ge\u00e7ti\u011fimiz y\u0131llarda T\u00dcB\u0130TAK, son 7-8 y\u0131ld\u0131r da TAEK deste\u011fiyle T\u00fcrk fizik\u00e7ileri aktif olarak ATLAS ve CMS deneylerine kat\u0131lmaktad\u0131r.<\/p>\n<p>CERN \u00fcyeli\u011fi ile CERN\u2019deki deneylere \u00fcye olup bunlarda \u00e7al\u0131\u015fmak birbirlerinden farkl\u0131 konular. T\u00fcrkiye son 20 y\u0131lda CMS ve ATLAS deneylerinde bir\u00e7ok projede g\u00f6rev alm\u0131\u015f ve bir\u00e7ok ara\u015ft\u0131rmada \u00f6nemli katk\u0131lar sa\u011flam\u0131\u015ft\u0131r. Bilimsel ara\u015ft\u0131rma d\u0131\u015f\u0131nda, bu deneylerden baz\u0131lar\u0131na end\u00fcstriyel katk\u0131 da sa\u011flanm\u0131\u015ft\u0131r. \u00d6rne\u011fin CMS detekt\u00f6r\u00fc i\u00e7in bir milyon CHF tutar\u0131nda sanayi i\u015fbirli\u011fi sa\u011flanm\u0131\u015ft\u0131r. T\u00fcrkiye\u2019nin CMS deneyine \u00f6dedi\u011fi paran\u0131n \u00f6nemli bir k\u0131sm\u0131 T\u00fcrkiye\u2019de detekt\u00f6r\u00fcn baz\u0131 mekanik par\u00e7alar\u0131n\u0131n imalat\u0131 i\u00e7in harcanm\u0131\u015f olup bu i\u015fi yapan iki T\u00fcrk firmas\u0131 (\u0130stanbul\u2019dan EAE Machinery Corporation ve Bursa\u2019dan MFK Ltd.) 2003 y\u0131l\u0131nda CMS Alt\u0131n \u00d6d\u00fcl\u00fc\u2019n\u00fc alm\u0131\u015flard\u0131r.<\/p>\n<p>\u00d6te yandan CERN\u2019e \u00fcye olmay\u0131p da, CERN\u2019deki deneylere \u00e7ok \u00f6nemli katk\u0131lar sa\u011flayan bir\u00e7ok \u00fclke vard\u0131r (ABD, Rusya, \u00c7in, Japonya gibi). Ancak bu \u00fclkeler zaten y\u00fcksek enerji fizi\u011fine (YEF) kendi \u00fclkelerinde \u00e7ok \u00f6nemli yat\u0131r\u0131mlar yapan ve CERN\u2019deki deneylerle kendi \u00fclkelerindeki \u00e7al\u0131\u015fmalar\u0131 birle\u015ftirebilen \u00fclkelerdir. T\u00fcrkiye i\u00e7in eksik olan YEF\u2019ne yeterli yat\u0131r\u0131m\u0131n yap\u0131lmamas\u0131d\u0131r. CERN\u2019e \u00fcye olmak mucizevi bir \u015fekilde bunu sa\u011flamaz. T\u00fcrkiye\u2019nin CERN\u2019e \u00fcye olup, ancak YEF\u2019ne ba\u015fka hi\u00e7bir destek sa\u011flamamas\u0131 durumunda bu \u00fcyeli\u011fin bize faydas\u0131 olmaz. Dolay\u0131s\u0131yla CERN\u2019e \u00fcyelikle, CERN\u2019deki deneylere kat\u0131lma ve oralarda bilimsel ara\u015ft\u0131rma yapmak birbirinden farkl\u0131 konulard\u0131r.<\/p>\n<p>T\u00fcrkiye\u2019nin CERN\u2019e \u00fcyeli\u011fi, YEF\u2019ne \u015fimdiye kadar verilen yetersiz deste\u011fin art\u0131r\u0131lmas\u0131 ve s\u00fcreklili\u011finin sa\u011flanmas\u0131 a\u00e7\u0131s\u0131ndan yararl\u0131 olacakt\u0131r. T\u00fcrkiye \u015fu anda CERN\u2019e ortak \u00fcye olmu\u015ftur. Bu be\u015f y\u0131l boyunca T\u00fcrk fizik\u00e7ileri ve sanayicileri CERN\u2019den verimli bir \u015fekilde yararlanabiliyorlarsa ortak \u00fcyeli\u011fin tam \u00fcyeli\u011fe d\u00f6n\u00fc\u015fme \u015fans\u0131 olabilecek. Bu be\u015f y\u0131l\u0131n iyi de\u011ferlendirilmesi gerekir. Ama h\u00fck\u00fcmetin de \u015funu \u00e7ok iyi g\u00f6rmesi laz\u0131m ki; bu i\u015fler be\u015f y\u0131lda olmaz. Avrupa bilimden alaca\u011f\u0131n\u0131 400 y\u0131lda ald\u0131. T\u00fcrkiye\u2019nin bilimsel geli\u015fimini y\u00fckselten bir s\u00fcre\u00e7 olabilir bu. YEF\u2019de \u00e7al\u0131\u015fan fizik\u00e7iler olarak bizlerin bir tak\u0131m s\u0131k\u0131nt\u0131lar\u0131 var. Bunlar\u0131 TAEK\u2019le payla\u015ft\u0131k. Umar\u0131m bu s\u0131k\u0131nt\u0131lar yak\u0131n zamanda giderilir ve \u00f6n\u00fcm\u00fczdeki be\u015f y\u0131l verimli bir \u015fekilde de\u011ferlendirilir.<\/p>\n<p><strong>B\u00fcy\u00fck Hadron \u00c7arp\u0131\u015ft\u0131r\u0131c\u0131s\u0131ndaki (LHC) deneyler<\/strong><\/p>\n<p>CERN Avrupa Par\u00e7ac\u0131k Fizi\u011fi Laboratuvar\u0131\u2019ndaki LHC (B\u00fcy\u00fck Hadron \u00c7arp\u0131\u015ft\u0131r\u0131c\u0131s\u0131) 27 kilometrelik s\u00fcper-iletken \u00e7emberiyle, 14 TeV\u2019 lik k\u00fctle merkezi enerjisinde proton-proton ve kur\u015fun-kur\u015fun \u00e7arp\u0131\u015fmalar\u0131 yap\u0131lmas\u0131na imkan vermek amac\u0131yla tasarlanm\u0131\u015ft\u0131r. LHC deneylerinde Standart Model Higgs mekanizmas\u0131 ve Standart Model \u00f6tesi modellerin \u00f6ng\u00f6rd\u00fc\u011f\u00fc par\u00e7ac\u0131klar\u0131n g\u00f6zlenmesi ama\u00e7lanm\u0131\u015ft\u0131r, ki bu ama\u00e7lardan ilki 2012 y\u0131l\u0131nda ger\u00e7ekle\u015fti. LHC h\u0131zland\u0131r\u0131c\u0131s\u0131nda, proton demetleri \u0131\u015f\u0131k h\u0131z\u0131n\u0131n milyonda biri h\u0131z\u0131na kadar h\u0131zland\u0131r\u0131l\u0131p \u00e7arp\u0131\u015ft\u0131r\u0131larak, B\u00fcy\u00fck Patlama\u2019n\u0131n ilk anlar\u0131ndaki ortam\u0131n olu\u015fturulmas\u0131 hedeflenmektedir. Ge\u00e7ti\u011fimiz 20 y\u0131l boyunca, deney ba\u015flad\u0131\u011f\u0131nda \u00e7\u0131kan verilere yorum getirebilmek i\u00e7in, i\u00e7lerinde T\u00fcrk gruplar\u0131n\u0131n da bulundu\u011fu bir\u00e7ok ara\u015ft\u0131rmac\u0131 fizik \u201csim\u00fclasyon\u201d \u00e7al\u0131\u015fmalar\u0131 ile \u00e7e\u015fitli par\u00e7ac\u0131klar\u0131n bozunum kanallar\u0131n\u0131n analizlerini yapm\u0131\u015f ve bunun yan\u0131 s\u0131ra, \u00e7e\u015fitli test \u0131\u015f\u0131n\u0131m\u0131 faaliyetleri ile LHC h\u0131zland\u0131r\u0131c\u0131s\u0131 \u00fczerindeki detekt\u00f6rlerin kalibrasyon \u00e7al\u0131\u015fmalar\u0131n\u0131 ger\u00e7ekle\u015ftirmi\u015ftir. Bu \u00e7al\u0131\u015fmalarla, LHC\u2019de g\u00f6zlenebilecek sinyallerin nitelikleri ara\u015ft\u0131r\u0131lm\u0131\u015f ve detekt\u00f6rlerin ilk kalibrasyonlar\u0131 tamamlanm\u0131\u015ft\u0131r. Daha sonra 2008 y\u0131l\u0131ndan itibaren, LHC \u00fczerindeki detekt\u00f6rler (ATLAS, CMS, LHCb ve ALICE) kozmik \u0131\u015f\u0131nlarla test edilmeye ba\u015flanm\u0131\u015ft\u0131r. 26 Kas\u0131m 2009 tarihinde LHC\u2019ye ilk olarak proton demetleri g\u00f6nderilmi\u015f ve dedekt\u00f6rlerde ilk testler ger\u00e7ekle\u015ftirilmi\u015ftir. Aral\u0131k 2009 ba\u015f\u0131nda ise LHC\u2019deki protonlar ilk olarak \u00e7arp\u0131\u015ft\u0131r\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>\u00d6ncelikle 900 GeV k\u00fctle merkezi enerjilerinde ger\u00e7ekle\u015fen bu \u00e7arp\u0131\u015fmalar daha sonra k\u0131sa s\u00fcrelerle 2,36 TeV k\u00fctle merkezi enerjilerine y\u00fckseltilmi\u015ftir. Daha sonra 2012 y\u0131l\u0131nda 8 TeV k\u00fctle merkezinde (protonun k\u00fctlesinin 8 trilyon kat\u0131) ger\u00e7ekle\u015ftirilen \u00e7arp\u0131\u015fmalarda Higgs par\u00e7ac\u0131\u011f\u0131 g\u00f6zlemlenmi\u015f ve k\u00fctlesi 125 GeV olarak \u00f6l\u00e7\u00fclm\u00fc\u015ft\u00fcr. Sonras\u0131nda 2013 Nobel \u00f6d\u00fcl\u00fc Peter Higgs ve Fran\u00e7ois Englert\u2019e verildi. Resmi a\u00e7\u0131klama, \u201cAtom-alt\u0131 par\u00e7ac\u0131klar\u0131n k\u00fctlelerinin k\u00f6kenini anlamaya katk\u0131 yapan bir kuram ortaya atmalar\u0131 ve kuram\u0131n \u00f6ng\u00f6r\u00fclerinden biri olan yeni bir par\u00e7ac\u0131\u011f\u0131n yak\u0131n zamanda LHC h\u0131zland\u0131r\u0131c\u0131s\u0131ndaki ATLAS ve CMS deneylerinde ke\u015ffedilmi\u015f olmas\u0131\u201d gerek\u00e7esiyle diye devam ediyor.<\/p>\n<p><strong>CERN\u2019 in bilim ve teknolojideki yeri<\/strong><\/p>\n<p>CERN\u2019de yap\u0131lan \u00e7al\u0131\u015fmalar maddenin temel yap\u0131 ta\u015flar\u0131n\u0131 incelemek ve maddeyi bir arada tutan kuvvetleri ara\u015ft\u0131rmak olarak \u00f6zetlenebilir. Ama maddenin yap\u0131 ta\u015flar\u0131n\u0131 ara\u015ft\u0131rma s\u00fcrecinde ke\u015ffedilen teknolojiler, t\u0131ptan Internet\u2019 e kadar hemen her alanda g\u00fcnl\u00fck hayatta kullan\u0131lmaktad\u0131r. CERN\u2019de yap\u0131lan ara\u015ft\u0131rmalar, kullan\u0131lan ve geli\u015ftirilen teknolojiler dikkate al\u0131nd\u0131\u011f\u0131nda d\u00fcnya bilimine lokomotiflik yapmaktad\u0131r. CERN\u2019de kullan\u0131lan teknolojiler aras\u0131nda yeni ve ak\u0131ll\u0131 malzemeler, s\u00fcper iletken m\u0131knat\u0131s, mikro-elektronik, radyo frekans (RF), vakum, detekt\u00f6r, g\u00f6r\u00fcnt\u00fcleme, radyoterapi, veri depolama, veri i\u015fleme, uzay teknolojileri say\u0131labilir. Ayr\u0131ca CERN LHC \u00e7arp\u0131\u015ft\u0131r\u0131c\u0131s\u0131nda \u00fcretilen bilgiyi toplamak, d\u00fcnya genelinde da\u011f\u0131tmak ve i\u015flemek \u00fczere olu\u015fturulan GRID a\u011f yap\u0131s\u0131 gelece\u011fin \u0130nternet altyap\u0131s\u0131 olarak (3G sistemi) yorumlanmaktad\u0131r.<\/p>\n<p><strong>Temel bilimlerin \u00f6nemi<\/strong><\/p>\n<p>Bilindi\u011fi gibi \u00fclkemizde sadece teknolojiye \u00f6nem veriliyor, temel bilimler \u0131skalan\u0131yor. Hep teknoloji talep ediliyor ancak teknoloji g\u00f6kten inmiyor. Temel bilim olmadan teknoloji geli\u015femez. Bilim \u00e7ok uzun y\u0131llar desteklenmeli ki, kar\u015f\u0131l\u0131\u011f\u0131 al\u0131nabilsin. Temel bilimler de bilimsel meraktan do\u011far, T\u00fcrkiye\u2019de bilimsel k\u00fclt\u00fcr eksik oldu\u011fu i\u00e7in bu nokta net olarak anla\u015f\u0131lam\u0131yor. Sanki bir ihtiya\u00e7tan do\u011fdu\u011fu zannediliyor. \u0130htiyac\u0131m var, o zaman bir \u015fey ke\u015ffedeyim; b\u00f6yle olmaz. Bir merak\u0131m var, o meraka y\u00f6nelik \u00e7al\u0131\u015fmalar yap\u0131nca teknoloji ortaya \u00e7\u0131k\u0131yor. Sorgulayan, ara\u015ft\u0131ran, ke\u015ffetmeye \u00e7al\u0131\u015fan insan teknolojiyi geli\u015ftirir. Cep telefonlar\u0131, bilgisayar vb gibi g\u00fcnl\u00fck hayatta kulland\u0131\u011f\u0131m\u0131z hemen her \u015fey ilk \u00f6nce biliminsanlar\u0131 taraf\u0131ndan ke\u015ffedilmi\u015f tekniklerden ortaya \u00e7\u0131km\u0131\u015ft\u0131r. Bilim olmazsa teknoloji olmaz. Bu nedenledir ki T\u00fcrkiye\u2019de teknoloji bir t\u00fcrl\u00fc geli\u015fememektedir, \u00e7\u00fcnk\u00fc bilimde \u00e7ok gerilerdeyiz.<\/p>\n<p>T\u00fcrkiye\u2019de h\u00e2l\u00e2 bir projenin desteklenmeye de\u011fer olup olmamas\u0131n\u0131n k\u0131stas\u0131 \u201c\u00fclkemizin ihtiya\u00e7lar\u0131 do\u011frultusunda\u201d belirleniyor. \u0130lk bak\u0131\u015fta \u00e7ok normal gibi g\u00f6r\u00fcnen bu kriter, s\u00f6z konusu temel bilim oldu\u011funda asl\u0131nda \u00e7ok vahim bir yanl\u0131\u015f\u0131 i\u015faret ediyor. Bilimin ihtiya\u00e7 do\u011frultusunda \u00fcretildi\u011fine dair yanl\u0131\u015f bir \u201cinan\u00e7\u201d bu. \u00d6zetle, neye ihtiyac\u0131m\u0131z varsa onu \u00fcretelim diyoruz. Ama bilim b\u00f6yle bir \u015fey de\u011fil. Ne bilim tarihine bakt\u0131\u011f\u0131m\u0131zda ne de g\u00fcn\u00fcm\u00fczdeki bilimsel ke\u015fiflere bakt\u0131\u011f\u0131m\u0131zda b\u00f6yle bir ihtiya\u00e7-fayda-\u00fcretim s\u00fcreci g\u00f6r\u00fcr\u00fcz. Bilim insanl\u0131\u011f\u0131n merak\u0131ndan, evreni anlama \u00e7abas\u0131ndan do\u011fan bir etkinliktir. \u015e\u00fcphesiz insanl\u0131\u011fa \u00e7ok yarar\u0131 olmu\u015ftur, ancak ilk neden ihtiya\u00e7 de\u011fil merakt\u0131r.<\/p>\n<p>2500 y\u0131l \u00f6nce Antik Yunan\u2019da do\u011fa filozoflar\u0131 bu d\u00fcnyan\u0131n nas\u0131l olu\u015ftu\u011funu sordu. \u015eimdi bu sorular\u0131n bir\u00e7o\u011funun yan\u0131t\u0131n\u0131 biliyoruz. T\u00fcm teknolojiler meraktan kaynaklanan temel bilimsel ara\u015ft\u0131rmalar\u0131n sonucudur. Bu ba\u011flamda \u00f6rne\u011fin \u201cevrim tart\u0131\u015f\u0131lan bir konudur\u201d diyerek, bilimi bir \u00e7e\u015fit mitoloji gibi g\u00f6rerek toplumsal geli\u015fme sa\u011flanamaz. 300 y\u0131l \u00f6nce d\u00fcnyan\u0131n d\u00f6nd\u00fc\u011f\u00fc tart\u0131\u015f\u0131l\u0131yordu ama \u015fimdi kimse tart\u0131\u015fm\u0131yor. Benzer \u015fekilde art\u0131k d\u00fcnyada kimse evrim ger\u00e7e\u011fini tart\u0131\u015fm\u0131yor. Ama T\u00fcrkiye\u2019de h\u00e2l\u00e2 evrim okullarda okutulmamakta.<\/p>\n<p>Orta\u00e7a\u011fdan bu yana ne de\u011fi\u015fti. Kendimizi orta\u00e7a\u011fda farz edelim bir an. B\u00fcy\u00fclere, hurafelere inan\u0131yoruz. Do\u011fada g\u00f6rd\u00fc\u011f\u00fcm\u00fcz her \u015fey bize gizemli, do\u011fa\u00fcst\u00fc g\u00f6r\u00fcn\u00fcyor. Bir kentte veba salg\u0131n\u0131 \u00e7\u0131k\u0131nca cad\u0131lar yak\u0131l\u0131yor, \u0130stanbul\u2019da meleklerin bacaklar\u0131na bak\u0131l\u0131yor diye rasathane y\u0131k\u0131l\u0131yor&#8230; \u015eimdi b\u00f6yle bir d\u00fcnyada ya\u015fam\u0131yorsak bunun nedeni bilimsel geli\u015fmelerdir. 400 y\u0131l \u00f6nce d\u00fcnyan\u0131n d\u00f6nd\u00fc\u011f\u00fcn\u00fc ke\u015ffetmemiz ne \u201ci\u015fimize yarad\u0131\u201d? O y\u0131llarda daha iyi silahlar geli\u015ftirilmesine mi yarad\u0131, ya da vebaya \u00e7are mi oldu? CERN\u2019deki ke\u015fifler ne i\u015fimize yarayacak, gereksiz bunlar diyenler 1600\u2019l\u00fc y\u0131llarda ya\u015fasa \u201cne gerek var bunlarla u\u011fra\u015fmaya\u201d diyecekti herhalde.<\/p>\n<p>Bir toplum ancak bilimsel k\u00fclt\u00fcre sahipse ilerleyebilir. Avrupa\u2019n\u0131n bize g\u00f6re daha ilerde olmas\u0131n\u0131n en \u00f6nemli nedeni budur. Orada 300-400 y\u0131ld\u0131r bilim yap\u0131lmakta, T\u00fcrkiye\u2019de ise 80-90 y\u0131ld\u0131r bilimsel faaliyetten s\u00f6z edilebilir. T\u00fcrkiye\u2019de modern bilim cumhuriyetle birlikte ba\u015flam\u0131\u015ft\u0131r. Cumhuriyet \u00f6ncesi neredeyse bizimle benzer ko\u015fullara sahip Rusya\u2019da bile, 1917 devriminden \u00e7ok \u00f6nceleri ciddi bilimsel \u00e7al\u0131\u015fmalar vard\u0131. Oysa Osmanl\u0131\u2019da bilimsel faaliyet s\u0131f\u0131rd\u0131. Halk ise tamamen orta\u00e7a\u011fda kalm\u0131\u015ft\u0131. Bilimin topluma yay\u0131lmas\u0131 bilimin pop\u00fclerle\u015fmesi ile ger\u00e7ekle\u015febilir ancak. Bilim sadece elit bir tak\u0131m insanlar\u0131n yapt\u0131\u011f\u0131 bir faaliyet de\u011fildir. Asl\u0131nda musluk tamircileri bile bilimsel y\u00f6ntemler kullan\u0131rlar. Bilim k\u00fclt\u00fcr\u00fcn\u00fcn yayg\u0131la\u015fmas\u0131 sokaktaki insan\u0131n zaten yapmakta oldu\u011fu bilimi daha bilin\u00e7li yapmas\u0131n\u0131, daha fazla bilgiyle donanmas\u0131n\u0131 sa\u011flar. \u00d6zetle, bilim k\u00fclt\u00fcr\u00fc donan\u0131m kazand\u0131r\u0131r. Bilimsel k\u00fclt\u00fcr\u00fcn topluma yay\u0131lmas\u0131n\u0131n sosyo-politik sonu\u00e7lar\u0131 vard\u0131r. Bilim sorgulay\u0131c\u0131 insanlar yarat\u0131r. Binlerce y\u0131ll\u0131k mitolojilere de\u011fil, kendi ke\u015ffetti\u011fi, sorgulay\u0131p buldu\u011fu, test etti\u011fi ve ispatlad\u0131\u011f\u0131 kuramlara inanan bir toplum yarat\u0131r bilim. Oysa T\u00fcrk toplumu \u00e7evrelerindeki d\u00fcnyay\u0131 y\u00fczlerce, binlerce y\u0131ld\u0131r hurafelerle a\u00e7\u0131klam\u0131\u015f bir toplumdur. Bu durum ancak Cumhuriyet\u2019le birlikte biraz k\u0131r\u0131lmaya ba\u015flad\u0131, ancak g\u00fcn\u00fcm\u00fczde Cumhuriyet\u2019le hesapla\u015fmak ad\u0131na tekrar bir geriye d\u00f6n\u00fc\u015f g\u00f6r\u00fcyoruz. Bu nedenle bilimsel k\u00fclt\u00fcr\u00fcn yayg\u0131nla\u015fmas\u0131 T\u00fcrkiye\u2019de daha fazla \u00f6nem kazanmaktad\u0131r.<br \/>\nGeli\u015fmi\u015f \u00fclkelerdeki e\u011fitim sistemine bakarsan\u0131z, daha ilk\u00f6\u011fretimden itibaren bilimi \u00e7ocuklara sevdirmeye ve \u00f6\u011fretmeye ba\u015flad\u0131klar\u0131n\u0131 g\u00f6r\u00fcrs\u00fcn\u00fcz. Televizyonlarda her g\u00fcn pop\u00fcler bilim programlar\u0131 g\u00f6sterilir. Bilimsel kuramlar ve yeni geli\u015fmeler s\u00fcrekli topluma aktar\u0131lmaya \u00e7al\u0131\u015f\u0131l\u0131r. T\u00fcrkiye\u2019de ise tam ters y\u00f6nde bir geli\u015fme ya\u015fanmakta. Bilim yerine \u201cdin\u201d ve \u201cinan\u00e7\u201d gibi konular \u00f6n plana \u00e7\u0131kart\u0131lmaya \u00e7al\u0131\u015f\u0131l\u0131yor. \u201c\u0130nan\u00e7 \u00f6zg\u00fcrl\u00fc\u011f\u00fc\u201d en moda kavram g\u00fcn\u00fcm\u00fczde. Oysa inan\u00e7 insan\u0131 \u00f6zg\u00fcrle\u015ftirmez, bilim \u00f6zg\u00fcrle\u015ftirir. E\u011fitim sistemimiz ise \u00e7ocuklara bilimi sevdirmek yerine ondan nefret ettirmeye y\u00f6nelik, ezberci ve tamamen s\u0131nava odaklanm\u0131\u015f. Zaten art\u0131k T\u00fcrkiye\u2019de lise \u00f6\u011freniminden s\u00f6z etmek pek m\u00fcmk\u00fcn de\u011fil. Lise d\u00f6nemi sadece \u00fcniversiteye haz\u0131rl\u0131k s\u00fcreci haline d\u00f6n\u00fc\u015fm\u00fc\u015f durumda. \u00d6te yandan televizyonlarda neredeyse hi\u00e7bir bilimsel program, belgesel yok. Bol bol magazin ve belli kanallarda da dini programlar var.<\/p>\n<p>Bu nedenle T\u00fcrkiye\u2019de bilimsel merak \u00e7ok zay\u0131f. Her \u015fey dine endeksli. Bu, \u00fclkenin bilim ve e\u011fitim politikalar\u0131 ile yak\u0131ndan ilgili. T\u00fcrkiye\u2019de ki\u015fi ba\u015f\u0131na d\u00fc\u015fen ortalama e\u011fitim y\u0131l\u0131 5\u2019i ge\u00e7miyor. \u0130lkokul d\u00fczeyinde bilimi sevdiren, \u00f6nemini kavratan bir e\u011fitim olmad\u0131\u011f\u0131 i\u00e7in, daha \u00fcst seviyedekinin \u00f6nemini anlatmakta elbette zorlan\u0131yoruz. Temel bir bilim altyap\u0131s\u0131 olmay\u0131nca da zaten bilimsel a\u00e7\u0131dan bunu insanlara anlatmak zor. O y\u00fczden CERN\u2019e \u00fcyelik mucizevi olarak hi\u00e7bir \u015feyi \u00e7\u00f6zmeyecek. Esas olarak ilkokuldan itibaren temel e\u011fitimi de\u011fi\u015ftirmemiz laz\u0131m.<\/p>\n<p>\u0130deali tart\u0131\u015fmam\u0131z \u00e7ok zor \u00e7\u00fcnk\u00fc ideal \u00fcniversite i\u00e7in ideal toplum gerekir. \u00dcniversiteyi toplumdan ayr\u0131 tart\u0131\u015famay\u0131z. \u0130deale yak\u0131n dersek; Avrupa\u2019daki sistemi g\u00f6sterebiliriz. \u0130sve\u00e7\u2019i \u00f6rnek alal\u0131m. Neredeyse herkes istedi\u011fi \u00fcniversiteye girebiliyor. T\u0131p gibi baz\u0131 b\u00f6l\u00fcmler daha \u00e7ok tercih ediliyor. Lise notlar\u0131na g\u00f6re karar veriliyor. \u0130lk sene giremiyorsa belki bir sene daha ders al\u0131yor, belki bir s\u0131nava daha giriyor vs. Ama sonunda bir \u00f6\u011frenci okumak istedi\u011fi b\u00f6l\u00fcm\u00fc okuyor.
