Voltaire Montesquieu\u2019den yan\u0131zca be\u015f ya\u015f daha gen\u00e7tir. Voltaire olduk\u00e7a dalgal\u0131 ya\u015fam\u0131nda felsefi derinli\u011fi pek olmayan da\u011f\u0131n\u0131k bir edebiyat\u00e7\u0131 g\u00f6r\u00fcn\u00fcm\u00fc verirken Montesquieu do\u011fa bilimleriyle fizikle hekimlikle tarihle yak\u0131ndan ilgilenen dengeli bir bilimadam\u0131 g\u00f6r\u00fcn\u00fcm\u00fc verir. Montesquieu elbette Voltaire\u2019den \u00e7ok daha derin bir d\u00fc\u015f\u00fcn\u00fcrd\u00fc ama g\u00fcn\u00fcnde epeyce ilgi uyand\u0131rm\u0131\u015f olsa da sonralar\u0131 onun kadar ilgi uyand\u0131rmad\u0131. Bug\u00fcn Voltaire diye birinin varl\u0131\u011f\u0131ndan habersiz \u00e7ok az insan vard\u0131r. Montesquieu\u2019n\u00fcn ya\u015fam\u0131 Voltaire\u2019inki kadar renkli ve g\u00fcr\u00fclt\u00fcl\u00fc olmad\u0131. \u0130ki d\u00fc\u015f\u00fcn\u00fcr de epeyce uzun ya\u015fad\u0131lar, seksen be\u015fi buldular hatta ge\u00e7tiler. Bunun i\u00e7in de sa\u011flam bir yasa d\u00fczeninin varl\u0131\u011f\u0131 ka\u00e7\u0131n\u0131lmaz olacakt\u0131. D\u00fc\u015f\u00fcn\u00fcr yasa d\u00fczenini \u015feylerin do\u011fas\u0131na ba\u011fl\u0131 bir d\u00fczem olarak g\u00f6r\u00fcyordu: insan\u0131n yasalar\u0131 do\u011fan\u0131n yasalar\u0131 \u00fczerine kurulmal\u0131yd\u0131. Ona g\u00f6re d\u00fcnyada olan biteni k\u00f6r bir raslant\u0131n\u0131n yaratm\u0131\u015f oldu\u011fu fikri sa\u00e7mayd\u0131: d\u00fc\u015f\u00fcnen varl\u0131klar\u0131 k\u00f6r bir yazg\u0131n\u0131n belirledi\u011fini d\u00fc\u015f\u00fcnmek ak\u0131ls\u0131zca bir i\u015fti. \u201cD\u00fcnyada g\u00f6rd\u00fc\u011f\u00fcm\u00fcz sonu\u00e7lar\u0131 k\u00f6r bir yazg\u0131 yaratt\u0131 diyenler sa\u00e7mal\u0131yor, zeki varl\u0131klar\u0131 k\u00f6r bir yazg\u0131n\u0131n yaratmas\u0131 ne b\u00fcy\u00fck bir sa\u00e7mal\u0131kt\u0131r.\u201d Montesquieu toplum i\u00e7in sa\u011flam bir yasa d\u00fczeni \u00f6ng\u00f6r\u00fcrken insanlar\u0131n da erdemli olmalar\u0131n\u0131, bunun i\u00e7in sa\u011flam bir d\u00fc\u015f\u00fcnce etkinli\u011fi i\u00e7inde olmalar\u0131n\u0131 gerekli g\u00f6r\u00fcr. Her insan geli\u015fig\u00fczel d\u00fc\u015f\u00fcnmenin \u00f6tesine ge\u00e7ebildi\u011fi zaman insand\u0131r. \u0130yi d\u00fc\u015f\u00fcnmenin bir tak\u0131m belirleyici ko\u015fullar\u0131 olmal\u0131d\u0131r. En \u00f6nemli sorun insanlar\u0131n\u0131n \u00f6ncelikle kendileriyle ilgili \u00f6nyarg\u0131lar\u0131ndan tam olarak kurtulabilmeleri sorunudur: \u201c\u0130nsanlar\u0131n \u00f6nyarg\u0131lar\u0131n\u0131 giderebilseydim kendimi \u00f6l\u00fcml\u00fclerin en mutlusu sayacakt\u0131m. Burada \u00f6nyarg\u0131 dedi\u011fim \u015fey insanlar\u0131n \u015feyler \u00fczerine bilmedikleri de\u011fil kendileriyle ilgili olarak bilmedikleridir. Herkese y\u00f6nelik sevgiyi i\u00e7eren bu genel erdemi insan insanlar\u0131 e\u011fitmeye \u00e7al\u0131\u015f\u0131rken ya\u015fayabilir. \u0130nsan denen bu b\u00fck\u00fclgen varl\u0131k toplumda ba\u015fkalar\u0131n\u0131n d\u00fc\u015f\u00fcncelerine ve izlenimlerine uyarken ayn\u0131 zamanda kendisine g\u00f6sterildi\u011finde kendi do\u011fas\u0131n\u0131 tan\u0131yabilir ve kendisinden ka\u00e7\u0131r\u0131ld\u0131\u011f\u0131nda da duygular\u0131na kadar onu yitirebilir.\u201d<\/p>\n<p><strong>Ger\u00e7ek bir bilge<\/strong><\/p>\n<p>Montesquieu ger\u00e7ek bir bilgedir. Bir stoa filozofu gibi son derece dingin ve kendine egemen bir olgun insan g\u00f6r\u00fcn\u00fcm\u00fc \u00e7izer. Bununla birlikte d\u00fcnyaya arkas\u0131n\u0131 d\u00f6nm\u00fc\u015f de\u011fildir. Yal\u0131n ve p\u0131r\u0131lt\u0131s\u0131z bir ya\u015fam\u0131 vard\u0131r. Ba\u015fkalar\u0131na adanm\u0131\u015f bir ya\u015famd\u0131r bu. Onun bir yan\u0131 da Epikuros\u2019\u00e7udur: d\u00fcnyan\u0131n hazlar\u0131na \u00f6nem verir. Ama onun i\u00e7in en b\u00fcy\u00fck haz bilgelik hazz\u0131d\u0131r. Yay\u0131mlanmam\u0131\u015f yaz\u0131lar\u0131 aras\u0131nda \u015fu sat\u0131rlara raslar\u0131z: \u201cSabahlar\u0131 gizli bir sevin\u00e7le uyan\u0131yorum, \u0131\u015f\u0131\u011f\u0131 bir \u00e7e\u015fit hayranl\u0131kla kar\u015f\u0131l\u0131yorum. G\u00fcn\u00fcn t\u00fcm kalan\u0131nda \u00e7ok iyiyim. Geceyi hi\u00e7 uyanmadan ge\u00e7iriyorum, ak\u015fam yata\u011fa gitti\u011fimde bir t\u00fcr gev\u015feklik beni d\u00fc\u015f\u00fcncelere dalmaktan engelliyor. Gen\u00e7li\u011fimde beni sevdiklerine inand\u0131\u011f\u0131m kad\u0131nlara ba\u011flan\u0131rken \u00e7ok mutluydum. Bu inanc\u0131m\u0131 yitirdikten sonra onlardan birdenbire koptum. Ya\u015fam\u0131n i\u011fren\u00e7liklerine kar\u015f\u0131 benim i\u00e7in en iyi ila\u00e7 inceleme yapmakt\u0131r, bir saatlik bir okuma bende \u00fcz\u00fcnt\u00fc b\u0131rakmaz. Do\u011fal olarak yurdumun iyili\u011fi ve onuru i\u00e7in tutkuluydum, g\u00f6rkem denen \u015fey i\u00e7inse pek tutkum yoktu, halk\u0131n yarar\u0131na olan baz\u0131 kurallar koyuldu\u011funda her zaman \u00f6rt\u00fcl\u00fc bir sevin\u00e7 duyuyordum.\u201d<\/p>\n<p>Montesquieu \u00f6ncelikle inan\u00e7l\u0131 bir insanc\u0131d\u0131r, \u00f6ncelikle toplum ya\u015fam\u0131yla ilgilenir, insan i\u00e7in yararl\u0131 olan\u0131 ara\u015ft\u0131r\u0131r. Onun i\u00e7in yarar genelin yarar\u0131d\u0131r, b\u00fct\u00fcn toplumun ve giderek b\u00fct\u00fcn bir insanl\u0131\u011f\u0131n yarar\u0131d\u0131r: bana ve aileme yararl\u0131 olan bir \u015fey \u00fclkeme yararl\u0131 olmayabilir diye d\u00fc\u015f\u00fcn\u00fcr: \u201cYabanc\u0131 \u00fclkelere yolculuk yapt\u0131\u011f\u0131mda onlara kendi \u00fclkeme ba\u011flan\u0131r gibi ba\u011fland\u0131m, onlar\u0131n yazg\u0131s\u0131na kat\u0131ld\u0131m, onlar\u0131n esenlikli bir durumda olmalar\u0131n\u0131 diledim. Benim i\u00e7in yararl\u0131 ve ailem i\u00e7in zararl\u0131 oldu\u011funu bildi\u011fim \u015feyleri kafamdan atacakt\u0131m. Ailem i\u00e7in yararl\u0131 oldu\u011funu ama yurdum i\u00e7in yararl\u0131 olmad\u0131\u011f\u0131n\u0131 bildi\u011fim \u015feyleri unutmaya \u00e7al\u0131\u015facakt\u0131m. Yurdum i\u00e7in yararl\u0131 oldu\u011funu ve Avrupa i\u00e7in zararl\u0131 oldu\u011funu bildi\u011fim \u015feyleri ya da Avrupa i\u00e7in yararl\u0131 ama insan t\u00fcr\u00fc i\u00e7in zararl\u0131 oldu\u011funu bildi\u011fim \u015feyleri bir cinayet gibi g\u00f6recektim. \u0130nsan her yerde, kendi yurdunda da do\u011fru olmal\u0131d\u0131r. Her yurtta\u015f yurdu i\u00e7in \u00f6lmek zorundad\u0131r; kimse yurdu i\u00e7in yalan s\u00f6ylemek zorunda de\u011fildir. Feodal d\u00f6nemden kalma bir \u015fatoydu bu. Charles-Louis de Secondat sonradan soylu olmu\u015f bir ailenin \u00e7ocu\u011fuydu. Bordeaux\u2019da hukuk okudu. 1708\u2019de avukat oldu. 1714\u2019de yani yirmi yedi ya\u015f\u0131nda Bordeaux parlamentosunda yarg\u0131tay ba\u015fkan\u0131 oldu: Bordeaux parlamentosunda g\u00f6rev yapan amcas\u0131 Montesquieu baronu ona g\u00f6revini ve unvan\u0131n\u0131 vermi\u015fti.\u00a0 Montesquieu bu gibi resmi i\u015flere pek merakl\u0131 de\u011fildi, ne var ki bu g\u00f6revi ona bilimsel \u00e7al\u0131\u015fmalar\u0131n\u0131 s\u00fcrd\u00fcrme ve derinle\u015ftirme olana\u011f\u0131 verdi. 1721\u2019de yay\u0131mlanan <em>Les lettres persanes <\/em>(\u0130ran mektuplar\u0131) b\u00fcy\u00fck ilgi g\u00f6r\u00fcnce Montesquieu g\u00f6revini bir ba\u015fkas\u0131na devretti ve Paris\u2019e yerle\u015fti. \u00dc\u00e7 y\u0131l boyunca Avrupa\u2019da yolculuklar yapt\u0131, Avusturya\u2019ya Macaristan\u2019a \u0130talya\u2019ya Hollanda\u2019ya \u0130ngiltere\u2019ye gitti. 1727\u2019de Frans\u0131z Akademisi\u2019ne se\u00e7ildi. Ayd\u0131nlanman\u0131n b\u00fcy\u00fck ad\u0131 ve siyaset biliminin kurucusu Montesquieu, hukuk\u00e7u yan\u0131yla us\u00e7u, bilimadam\u0131 yan\u0131yla belirlenimci, d\u00fc\u015f\u00fcn\u00fcr yan\u0131yla maddeci Montesquieu 1755\u2019de Paris\u2019de ya\u015fama g\u00f6zlerini kapad\u0131. O \u00e7oky\u00f6nl\u00fc bir bilimadam\u0131yd\u0131, bir yandan do\u011fa bilimlerine y\u00f6nelirken bir yandan da toplumsal ya\u015fam\u0131n ko\u015fullar\u0131n\u0131 inceledi. Bu incelemeleri onda \u00f6zg\u00fcrl\u00fc\u011f\u00fcn insan i\u00e7in ne kadar \u00f6nemli oldu\u011fu duygusunu peki\u015ftirdi. \u00d6zg\u00fcrl\u00fck ona g\u00f6re \u00f6ncelikle siyasal d\u00fczene\u011fin sa\u011flayabilece\u011fi bir yetkinlikti. \u00d6te yandan sa\u011fl\u0131kl\u0131 bir toplum d\u00fczeni ancak yasalarla sa\u011flanabilirdi. En b\u00fcy\u00fck sorun y\u00f6netimde zorbal\u0131\u011f\u0131n nas\u0131l a\u015f\u0131labilece\u011fi sorunuydu. Do\u011fu\u2019yla Bat\u0131 kar\u015f\u0131tl\u0131\u011f\u0131 insanlar\u0131 hayrete d\u00fc\u015f\u00fcr\u00fcyordu ve biraz da abart\u0131l\u0131yordu. Montesquieu de bu ilgiden yararlanarak Do\u011fu\u2019yu g\u00f6sterip Bat\u0131\u2019y\u0131 ve daha \u00e7ok Fransa\u2019y\u0131, \u00f6zellikle de \u00fclkesinin krall\u0131ktan ba\u015flayarak b\u00fct\u00fcn kurumlar\u0131n\u0131 ele\u015ftirmek istedi. K\u0131sacas\u0131 \u0130ran bahaneydi. O olan biteni kavramaya daha \u00e7ok bir siyaset adam\u0131 olarak y\u00f6nelir. Gene de <em>\u0130ran mektuplar\u0131 <\/em>bir ele\u015ftiri kitab\u0131d\u0131r, ele\u015ftiriden parababalar\u0131 ve saray adamlar\u0131 kadar Louis XIV de pay\u0131n\u0131 alm\u0131\u015ft\u0131r. Bu kitapta yazar\u0131n Eski\u00e7a\u011f\u2019\u0131n ve \u00f6zellikle Roma\u2019n\u0131n d\u00fc\u015f\u00fcnce ya\u015fam\u0131na ve ahlak\u0131na hayranl\u0131\u011f\u0131 \u00f6ne \u00e7\u0131kar. Duyars\u0131zca ba\u015fe\u011fen devletlerde yasalar yetersizse onlar o zaman g\u00f6renekle y\u00f6netilirler.
