Yeni rejimi <\/span><span class=\"fontstyle2\">kuran <\/span><span class=\"fontstyle0\">g\u00fc\u00e7ler, yani AKP ve Cemaat, kendi aralar\u0131nda \u00e7ok ciddi bir iktidar m\u00fccadelesine t u tu\u015fmu\u015f durumda. Bu ise yeni rejimin esas sahibinin kim olaca\u011f\u0131na dair bir kavga anlam\u0131na geliyor. Rejimin krizinin derinle\u015fmesi de, bir restorasyonla krizi ertelemeyi ba\u015farmas\u0131 da muhtemel. Bizim i\u00e7in \u00f6nemli olan ise denkleme ba\u015fka bir fakt\u00f6r\u00fcn, yaniyeni bir Haziran\u2019\u0131n eklenip eklenmeyece\u011fi. Bir ihtimal daha var: O da halk\u0131n kendis\u00f6z\u00fcn\u00fc s\u00f6yleyerek yeni rejimi ve S\u00fcnni-Ulus projesini tarihin \u00e7\u00f6pl\u00fc\u011f\u00fcne yollamas\u0131<\/span><\/em><\/p>\n<p><strong>1) T\u00fcrkiye\u2019de Adalet ve Kalk\u0131nma Partisi iktidar\u0131 eliyle yeni bir rejim in\u015fa edilmektedir.<\/strong><\/p>\n<p>AKP iktidar\u0131 ile kastetti\u011fimiz asl\u0131nda AKP ile G\u00fclen Cemaatinin 17 Aral\u0131k 2013 tarihi itibariyle sona eren gayri resmi koalisyonudur. T\u00fcrkiye\u2019de siyasal \u0130slam\u2019\u0131n partili gelene\u011fi olan Milli G\u00f6r\u00fc\u015f \u00e7izgisinden gelen ve merkez sa\u011f\u0131n siyaset sahnesinden \u00e7ekilirken b\u0131rakt\u0131\u011f\u0131 bo\u015flu\u011fu dolduran AKP\u2019yle, Milli G\u00f6r\u00fc\u015f\u2019le her zaman belli bir mesafeyi korumu\u015f olan G\u00fclen Cemaati \u00f6zellikle 2007\u2019den itibaren bir koalisyon h\u00fck\u00fcmeti gibi davranmaya ba\u015flam\u0131\u015f, yakla\u015f\u0131k alt\u0131 y\u0131l boyunca T\u00fcrkiye\u2019yi birlikte y\u00f6netmi\u015flerdir. Dolay\u0131s\u0131yla \u201ciktidar\u201d derken bir AKP-C koalisyonundan s\u00f6z etmek m\u00fcmk\u00fcn hale gelmektedir. E\u011fer rejimi sadece anayasal d\u00fczlemde, yani bi\u00e7imsel olarak tan\u0131mlarsak, elbette ki T\u00fcrkiye\u2019de bir rejim de\u011fi\u015fikli\u011finden s\u00f6z etmemiz m\u00fcmk\u00fcn olmayacakt\u0131r; \u00e7\u00fcnk\u00fc anayasal, dolay\u0131s\u0131yla teorik olarak parlamenter rejim varl\u0131\u011f\u0131n\u0131 h\u00e2l\u00e2 devam ettirmektedir. AKP, anayasay\u0131 de\u011fi\u015ftirmek ve parlamenter rejim yerine ba\u015fkanl\u0131k esas\u0131na dayal\u0131 bir rejimi getirmek i\u00e7in yo\u011fun bir \u00e7aba g\u00f6stermi\u015f, ancak nesnellik buna izin vermemi\u015ftir; dolay\u0131s\u0131yla, bu anlamda ama sadece bu anlamda-T\u00fcrkiye\u2019de bir rejim de\u011fi\u015fikli\u011finden s\u00f6z etmek m\u00fcmk\u00fcn de\u011fildir.<\/p>\n<p>Peki o halde \u201cyeni bir rejim in\u015fas\u0131\u201dndan s\u00f6z etmek ne demektir? \u00d6ncelikle rejimle kastetti\u011fimizin ne oldu\u011funu a\u00e7\u0131kl\u0131\u011fa kavu\u015ftural\u0131m. Bir siyasal rejim, egemenli\u011fin kayna\u011f\u0131n\u0131n ne oldu\u011funa, egemenli\u011fin kim taraf\u0131ndan ve nas\u0131l kullan\u0131ld\u0131\u011f\u0131na, erkin devlet ayg\u0131t\u0131 i\u00e7erisinde nas\u0131l da\u011f\u0131t\u0131ld\u0131\u011f\u0131na, devletle yurtta\u015f aras\u0131ndaki ili\u015fkinin nas\u0131l kuruldu\u011funa dair b\u00fct\u00fcnl\u00fckl\u00fc bir yap\u0131ya i\u015faret eder. Bununla birlikte her siyasal rejimin bir devlet, toplum, egemenlik ve yurtta\u015f tasavvuru vard\u0131r ve bu tasavvuru rejimin kurucu paradigmas\u0131, kurucu felsefesi belirler. Dolay\u0131s\u0131yla rejimleri sadece anayasa metinlerine bakarak tarif ve tahlil edemeyiz. Her rejim toplumsal ve s\u0131n\u0131fsal m\u00fccadeleler neticesinde tarihsel olarak ortaya \u00e7\u0131kar ve belli bir k\u00fcresel konjonkt\u00fcre g\u00f6re \u015fekillenir. T\u00fcm bu m\u00fccadeleler, tarihsellik ve konjonkt\u00fcr ise bize o rejimin ana karakteristi\u011fini verir. O karakteristik ayn\u0131 zamanda siyasal, toplumsal ve kamusal olan\u0131n nas\u0131l kuruldu\u011funu, nas\u0131l in\u015fa edildi\u011fini de belirler.<\/p>\n<p>1923 T\u00fcrkiye\u2019si ya da ayn\u0131 anlama gelmek \u00fczere Birinci Cumhuriyet, 28 Ekim ak\u015fam\u0131 Mustafa Kemal\u2019in birdenbire akl\u0131na esivererek \u201cyar\u0131n Cumhuriyeti ilan ediyoruz\u201d demesiyle kurulmam\u0131\u015ft\u0131r elbette. Cumhuriyetin k\u00f6kenleri, Osmanl\u0131 \u0130mparatorlu\u011fu\u2019nun 19. y\u00fczy\u0131ldan itibaren i\u00e7erisine girdi\u011fi ve birbirine ko\u015fut olarak ilerleyen yar\u0131-s\u00f6m\u00fcrgele\u015fme ve modernle\u015fme s\u00fcrecinde aranmal\u0131d\u0131r. Bir yandan \u00fclkenin iktisadi ve siyasi a\u00e7\u0131dan emperyalizme ba\u011f\u0131ml\u0131 hale geli\u015fi ve feodaliteden kapitalizme do\u011fru ya\u015fanan d\u00f6n\u00fc\u015f\u00fcm, bir yandan milliyet\u00e7ilik hareketleriyle birlikte ba\u015flayan da\u011f\u0131lma s\u00fcreci, bunlara yan\u0131t olarak ise T\u00fcrk milliyet\u00e7ili\u011finin ortaya \u00e7\u0131k\u0131\u015f\u0131, dinin ilerlemenin \u00f6n\u00fcndeki en b\u00fcy\u00fck engel oldu\u011funa dair d\u00fc\u015f\u00fcnceden hareketle ba\u015flayan laikle\u015fme ve sek\u00fclerle\u015fme s\u00fcreci gibi fakt\u00f6rlerin hepsi bir arada Cumhuriyete giden yolun yap\u0131ta\u015flar\u0131n\u0131 olu\u015fturur.<\/p>\n<p>Bu a\u00e7\u0131dan 1908 devrimi ile 1923 devrimi T\u00fcrkiye\u2019nin burjuva devrimi olma anlam\u0131nda bir s\u00fcreklilik arz ederler. Kapitalizmle ge\u00e7 tan\u0131\u015fm\u0131\u015f feodal, monar\u015fik, teokratik ve yar\u0131-s\u00f6m\u00fcrge bir \u00fclkenin burjuva devrimidir elbette bu ve b\u00fcy\u00fck \u00f6l\u00e7\u00fcde \u201ctepeden\u201d bir karakter ta-\u015f\u0131r. Modern anlamda s\u0131n\u0131flar\u0131n ortaya \u00e7\u0131k\u0131\u015f\u0131na izin vermeyen b\u00f6ylesi bir toplumsal formasyonda devrime damgas\u0131n\u0131 vuran ise sermaye sahibi olma anlam\u0131nda burjuvazi de\u011fil, kapitalistle\u015fme ve modernle\u015fmenin \u00fclkeyi kurtarmak i\u00e7in tek yol oldu\u011funu d\u00fc\u015f\u00fcnen askeri-sivil b\u00fcrokrasiyle entelijansiya olacakt\u0131r elbette.<\/p>\n<p>1908 devrimi, \u201cdevrimlerin yaratt\u0131\u011f\u0131 domino etkisi\u201dne uygun bir \u015fekilde, Meksika, \u0130ran ve Rus burjuva devrimleriyle ayn\u0131 tarihselli\u011fin bir \u00fcr\u00fcn\u00fc olarak ortaya \u00e7\u0131kar ve mutlak\u0131yet\u00e7ili\u011fe kar\u015f\u0131 me\u015frutiyeti savunur; 1923\u2019\u00fc ise 1917 Ekim devriminden ba\u011f\u0131ms\u0131z bir \u015fekilde de\u011ferlendirmek ve Cumhuriyet fikrinin h\u00e2kim olu\u015fundan ay\u0131rarak anlamak m\u00fcmk\u00fcn de\u011fildir. Cumhuriyet, kimi kurum ve kadrolar a\u00e7\u0131s\u0131ndan Osmanl\u0131\u2019n\u0131n devam\u0131 olarak g\u00f6r\u00fclebilecekse de s\u00fcreklilik ili\u015fkisi yaln\u0131zca ve yaln\u0131zca bundan ibarettir, odaklan\u0131lmas\u0131 gereken yer ise elbette ki \u00fcretim ili\u015fkileri ve zihniyet d\u00fcnyas\u0131 ba\u011flam\u0131ndaki radikal kopu\u015ftur. Bu, ayn\u0131 zamanda bir ulus ve ulus-devlet in\u015fas\u0131 anlam\u0131na geldi\u011fi gibi tebaadan yurtta\u015fa ge\u00e7i\u015fe de i\u015faret eder. \u0130\u015faret etti\u011fi ba\u015fka bir \u015fey ise vahyin yerini akl\u0131n ve bilimin almas\u0131d\u0131r, bu a\u00e7\u0131dan 1923 bir ayd\u0131nlanma devrimi olarak da g\u00f6r\u00fclmelidir elbette. Dolay\u0131s\u0131yla 1923\u2019\u00fcn yani Birinci Cumhuriyet rejiminin paradigmas\u0131 ve siyasal tasavvurunun, egemenlikle ulusun \u00f6zde\u015fle\u015ftirilmesi, ulusal bir devlet\/ekonomi modelinin kurulmas\u0131 ve ayd\u0131nlanma felsefesi oldu\u011funu s\u00f6ylemek m\u00fcmk\u00fcn g\u00f6r\u00fcnmektedir. (1)<\/p>\n<p>\u0130\u015fte rejim de\u011fi\u015fikli\u011fi derken kastetti\u011fimiz tam da bu paradigma ve tasavvurun de\u011fi\u015fimidir; rejim, bi\u00e7imsel d\u00fczeydeki birtak\u0131m de\u011fi\u015fikliklerle birlikte, esas olarak \u201ci\u00e7erik\u201d d\u00fczeyinde de\u011fi\u015fmektedir. Yani s\u00f6z konusu olan, basit\u00e7e bir anayasa de\u011fi\u015fikli\u011fi ya da parlamentarizmden ba\u015fkanl\u0131\u011fa do\u011fru bir d\u00f6n\u00fc\u015f\u00fcm de\u011fil; toplumsal\/siyasal\/kamusal olan\u0131 in\u015fa eden ve devletle birey aras\u0131ndaki ili\u015fkiyi belirleyen kurucu felsefenin de\u011fi\u015fmesidir. Tam da bu nedenle T\u00fcrkiye\u2019de rejim, AKP iktidar\u0131 (ve G\u00fclen Cemaati) eliyle de\u011fi\u015ftirilmekte, yeni bir rejim in\u015fa edilmektedir dememiz olanakl\u0131 hale gelmektedir.<\/p>\n<p><strong>2) Yeni rejim neoliberalizmle \u0130slam\u2019\u0131n otoriter bir zihniyet, fiili bir tek parti ve tek adam rejimi alt\u0131nda bir araya gelmesi anlam\u0131na gelmektedir.<\/strong><\/p>\n<p>AKP, a\u00e7\u0131k\u00e7a neoliberal ekonomi modelini savunan, ona uygun politikalar geli\u015ftiren, bu anlam\u0131yla da 24 Ocak kararlar\u0131n\u0131n ve 12 Eyl\u00fcl darbesinin devam\u0131 olan bir partidir. Onu farkl\u0131 k\u0131lan ise neoliberalizmle \u0130slam\u2019\u0131 sentezlemeye \u00e7al\u0131\u015fmas\u0131d\u0131r. \u0130ktisadi ya\u015fam\u0131n neoliberal ilkeler do\u011frultusunda belirlenmesine paralel olarak bunlar\u0131n yoksulla\u015ft\u0131r\u0131c\u0131 etkileri \u0130slam\u2019\u0131n tevekk\u00fcl anlay\u0131\u015f\u0131 ve ayn\u0131 zamanda, hay\u0131rseverlik mekanizmalar\u0131 \u00fczerinden hafifletilmeye \u00e7al\u0131\u015f\u0131lmaktad\u0131r. Benzer \u015fekilde, emek rejimi\/\u00e7al\u0131\u015fma hayat\u0131 da yine \u0130slami bir anlay\u0131\u015fla, \u201cayn\u0131 camiye gidip ayn\u0131 namazda saf tutan patron ve i\u015f\u00e7i aras\u0131nda s\u0131n\u0131f \u00e7at\u0131\u015fmas\u0131 yoktur\/olmayacakt\u0131r\u201d d\u00fc\u015f\u00fcncesinden hareketle ve s\u0131n\u0131f \u00e7at\u0131\u015fmalar\u0131n\u0131 minimize edecek bir \u0130slami solidarizm anlay\u0131\u015f\u0131yla d\u00fczenlenmektedir. Yine de \u015funu unutmamak gerekir: \u0130slam\u2019\u0131, yeni rejimi in\u015fa eden g\u00fc\u00e7ler a\u00e7\u0131s\u0131ndan yaln\u0131zca neoliberalizmin s\u00fcreklili\u011fini sa\u011flamak ad\u0131na kullan\u0131lan bir ara\u00e7 olarak g\u00f6rme tuza\u011f\u0131na d\u00fc\u015fmek b\u00fcy\u00fck hata olur. B\u00f6ylesi bir ara\u00e7sall\u0131\u011f\u0131n \u00f6tesinde, s\u00f6z konusu g\u00fc\u00e7ler i\u00e7in \u0130slam esas olarak d\u00fcnyay\u0131 alg\u0131laman\u0131n ve ona nizam vermenin, \u201cmanal\u0131\u201d bir hayat ya\u015fam\u0131n\u0131n ve \u00f6l\u00fcmden sonraki sonsuz hayatla \u00f6d\u00fcllendirilmenin yeg\u00e2ne unsuru olmak gibi bir nitelik ta\u015f\u0131maktad\u0131r ve bu niteli\u011fiyle de bir weltanschauung\/ d\u00fcnya g\u00f6r\u00fc\u015f\u00fcd\u00fcr.<\/p>\n<p>Neoliberalizmle \u0130slam\u2019\u0131 sentezleyen yeni rejim otoriterdir. K\u00e2\u011f\u0131t \u00fc-zerinde demokrasiyi savunur ancak bu demokrasideki demos hak sahibi ve o haklar\u0131 i\u00e7in m\u00fccadele eden aktif \u00f6zne yani yurtta\u015f de\u011fil, kendisi i\u00e7in en do\u011fruyu bilen partiyi\/\u00f6nderi se\u00e7imden se\u00e7ime sand\u0131\u011fa giderek onaylayan ve kendisine bah\u015fedilen haklarla yetinen pasif \u00f6znedir.<\/p>\n<p>\u0130ktidar partisine oy verdi\u011fi s\u00fcrece \u201cmilli irade\u201d olarak adland\u0131r\u0131lan bu \u00f6zne iktidar\u0131n hikmetinden sual edemez ve bu nedenle de yurtta\u015ftan \u00e7ok tebaay\u0131 and\u0131r\u0131r.<\/p>\n<p>S\u00f6z konusu pasif \u00f6zne, s\u00f6ylemsel d\u00fczeyde merkeze kar\u015f\u0131 \u00e7evre, modernle\u015ftirici elitlere kar\u015f\u0131 halk kitleleri, sek\u00fcler egemen s\u0131n\u0131flara kar\u015f\u0131 muhafazak\u00e2r\/m\u00fctedeyyin yoksullar gibi ikilikler \u00fczerinden in\u015fa edilir. (2) Yeni rejimin kurucu unsuru AKP ise bu kitleleri temsil eder ve onlar ad\u0131na konu\u015fur, T\u00fcrkiye liberalizminin ve muhafazak\u00e2rl\u0131\u011f\u0131n\u0131n o \u00e7ok sevdi\u011fi kavram\u0131 kullanacak olursak, yeni rejim temsil edilemeyenleri siyasal alanda temsil etme ve onlar ad\u0131na konu\u015fma iddias\u0131yla vesayet\u00e7ili\u011fi muhafazak\u00e2r bir d\u00fczlemde yeniden \u00fcretir. Milli iradenin ya da ayn\u0131 anlama gelmek \u00fczere, ilerleyen sat\u0131rlarda daha ayr\u0131nt\u0131l\u0131 bir \u015fekilde \u00fczerinde duraca\u011f\u0131m\u0131z \u015fekilde S\u00fcnni-Ulusun d\u0131\u015f\u0131nda b\u0131rak\u0131lanlar, anayasal d\u00fczlemde e\u015fit haklara sahip yurtta\u015flar olman\u0131n \u00f6tesinde, fiilen tahamm\u00fcl edilmesi, \u201cho\u015fg\u00f6r\u00fclmesi\u201d gereken \u00f6tekiler, marjinaller, az\u0131nl\u0131klar ve bunlar\u0131n da \u00f6tesinde \u201ci\u00e7 d\u00fc\u015fman\u201d kategorisine dahil edilirler. Ho\u015fg\u00f6r\u00fc ve tahamm\u00fclle \u015fiddet kontrol ve cezaland\u0131rma pratikleri aras\u0131ndaki mesafe ise san\u0131ld\u0131\u011f\u0131ndan \u00e7ok daha k\u0131sad\u0131r.<\/p>\n<p>Yeni rejim fiili bir tek adam ve tek parti rejimidir; tek adam Recep Tayyip Erdo\u011fan, tek parti ise Adalet ve Kalk\u0131nma Partisi\u2019dir. Anayasa de\u011fi\u015fikliklerinden en ufak bir b\u00fcrokrat atamas\u0131na kadar Erdo\u011fan taraf\u0131ndan kontrol edilmek istenen ve devletle h\u00fck\u00fcmet\/parti aras\u0131ndaki a\u00e7\u0131n\u0131n neredeyse tamamen ortadan kalkt\u0131\u011f\u0131 bir rejimdir kar\u015f\u0131m\u0131zdaki. Bu a\u00e7\u0131dan bak\u0131ld\u0131\u011f\u0131nda parti\/devlet \u00f6zde\u015fle\u015fmesinin 30\u2019lar ve 40\u2019lar T\u00fcrkiye\u2019sine hi\u00e7 olmad\u0131\u011f\u0131 kadar yak\u0131nsand\u0131\u011f\u0131 s\u00f6ylenebilir. \u00d6rne\u011fin, resmen olarak de\u011filse de gayri resmi olarak valiler AKP\u2019nin il ba\u015fkanlar\u0131 gibi g\u00f6rev yapmakta, parti \u00e7\u0131karlar\u0131 do\u011frultusunda \u00e7al\u0131\u015f- makta, parti-devletinin b\u00fcrokratlar\u0131 olarak i\u015f g\u00f6rmektedirler. (3)<\/p>\n<p>Benzer bir \u015fekilde, neoliberalizmin do\u011fas\u0131na uygun olan kuvvetler ayr\u0131l\u0131\u011f\u0131 ilkesinin a\u015f\u0131nd\u0131r\u0131lmas\u0131 ve y\u00fcr\u00fctmenin g\u00fc\u00e7lendirilmesi yeni rejimde bunun \u201ca\u015f\u0131r\u0131\u201d bir \u00f6rne\u011fi olarak kar\u015f\u0131m\u0131za \u00e7\u0131kmakta, yasama ve yarg\u0131, b\u00fct\u00fcn\u00fcyle y\u00fcr\u00fctmenin kontrol\u00fc alt\u0131na al\u0131nmak istenmektedir.<\/p>\n<p>AKP ile Cemaat aras\u0131ndaki kavgada bu ba\u011flamda anlam kazanmaktad\u0131r. Ya\u015fan\u0131lan\u0131, y\u00fcr\u00fctmeyle yarg\u0131 aras\u0131ndaki bir m\u00fccadele olarak g\u00f6rmek ya da \u201cyarg\u0131 ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131\u201d gibi bir kli\u015feyle de\u011ferlendirmek b\u00fcy\u00fck bir yan\u0131lg\u0131 olacakt\u0131r. S\u00f6z konusu olan eski rejim tasfiye edilip yenisinin in\u015fas\u0131nda son noktaya gelindi\u011finde, Erdo\u011fan ile Cemaat aras\u0131nda iktidar\u0131n nas\u0131l b\u00f6l\u00fc\u015f\u00fclece\u011fine dair bir kavgan\u0131n patlak vermesidir. Ku\u015fkusuz AKP-Cemaat kavgas\u0131n\u0131n uluslararas\u0131 bir boyutu da vard\u0131r ama, yeni rejim ba\u011flam\u0131nda bir de\u011ferlendirme yap\u0131ld\u0131\u011f\u0131nda, Erdo\u011fan yeni T\u00fcrkiye\u2019yi tek ba\u015f\u0131na y\u00f6netmek istemekte, Cemaat ise Erdo\u011fan\u2019a \u201cbirlikte y\u00f6netelim\u201d demektedir. Kavgan\u0131n s\u00f6z konusu iktidar payla\u015f\u0131m\u0131nda en az\u0131ndan yeni bir dengeye kavu\u015fulana kadar s\u00fcrece\u011fini s\u00f6ylemek ise \u00e7ok yanl\u0131\u015f olmayacakt\u0131r.<\/p>\n<p><strong>3) AKP eliyle in\u015fa edilen yeni rejimin temel paradigmas\u0131 \u0130slam\u2019d\u0131r, s\u00f6yleminin merkezinde \u0130slam bulunmaktad\u0131r, toplumsalsiyasal ya\u015fay\u0131\u015f\u0131n merkezine oturtmak istedi\u011fi de\u011ferler \u0130slami de\u011ferlerdir.<\/strong><\/p>\n<p>Birinci Cumhuriyet i\u00e7in din, gereklili\u011fi kabul edilmekle birlikte, kamusal alanda kontrol alt\u0131nda tutulmas\u0131 gereken ve \u00f6zel alanda ya\u015fanmas\u0131 arzulanan bir olgudur. Homojen bir toplum\/ulus-millet yaratmak a\u00e7\u0131s\u0131ndan elbette ki \u00f6nemlidir, ancak hi\u00e7bir zaman tahayy\u00fcl edilen kolektif kimli\u011fin merkezi bir unsuru olarak kabul edilmemi\u015f, ancak bu kimli\u011fi olu\u015fturan unsurlardan biri olarak g\u00f6r\u00fclm\u00fc\u015ft\u00fcr. Oysa yeni rejimin kolektif kimlik tahayy\u00fcl\u00fcn\u00fcn merkezinde \u00e7ok net bir \u015fekilde \u0130slam ve onun S\u00fcnni yorumu bulunmaktad\u0131r. Bu, Birinci Cumhuriyetle yeni rejim aras\u0131ndaki temel farkt\u0131r. Birinci Cumhuriyet hilafeti kald\u0131rarak ve \u015feriat\u0131 ilga ederek Osmanl\u0131\u2019dan \u00e7ok b\u00fcy\u00fck bir kopu\u015f ger\u00e7ekle\u015ftirmi\u015fse de \u0130slam\u2019\u0131 ve onun S\u00fcnni yorumunu, homojen bir toplum yaratma hedefi do\u011frultusunda ve \u201cmedenile\u015ftirme\u201d anlay\u0131\u015f\u0131na uygun olarak ara\u00e7salla\u015ft\u0131rarak benimsemi\u015f; onu kamusal alandan b\u00fcy\u00fck \u00f6l\u00e7\u00fcde d\u0131\u015flamakla birlikte milli kimli\u011fin bir par\u00e7as\u0131 olarak g\u00f6rm\u00fc\u015ft\u00fcr. Diyanet \u0130\u015fleri Ba\u015fkanl\u0131\u011f\u0131\u2019n\u0131n S\u00fcnni \u0130slam\u2019\u0131 devlet dini olarak yeniden \u00fcretmek i\u00e7in kurulmu\u015f oldu\u011fu ger\u00e7e\u011fi bu noktada ak\u0131ldan \u00e7\u0131kar\u0131lmamal\u0131d\u0131r. Benzer bir \u015fekilde Alevilik ve Bekta\u015filik de, hem toplumun homojenli\u011fini bozaca\u011f\u0131 d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fc hem de \u201cmedenile\u015fme\u201dnin \u00f6n\u00fcnde bir engel olarak g\u00f6r\u00fcld\u00fc\u011f\u00fc i\u00e7in, ancak \u201cd\u0131\u015flayarak kapsama\u201d diye tabir edebilece\u011fimiz bir uygulamaya maruz b\u0131rak\u0131lm\u0131\u015ft\u0131r. (4)<\/p>\n<p>Yeni rejim ise dini\/S\u00fcnni \u0130slam\u2019\u0131 kamusal, siyasal ve toplumsal ya\u015fam\u0131n merkezine yerle\u015ftirmeyi ve devlet-toplum, devlet-birey ili\u015fkilerinin esas referans kayna\u011f\u0131 haline getirmeyi arzulamaktad\u0131r. Bu a\u00e7\u0131dan bak\u0131ld\u0131\u011f\u0131nda, yeni rejimin milli kimlik anlay\u0131\u015f\u0131nda \u201cmilli\u201d ve esas belirleyici olan\u0131n T\u00fcrkl\u00fckten ziyade M\u00fcsl\u00fcmanl\u0131k oldu\u011fu s\u00f6ylenebilir; dolay\u0131s\u0131yla ortada bir T\u00fcrk milliyet\u00e7ili\u011fi de\u011fil de T\u00fcrkl\u00fc\u011f\u00fc de kapsayan bir M\u00fcsl\u00fcman milliyet\u00e7ili\u011finin oldu\u011funu s\u00f6ylemek yanl\u0131\u015f olmayacakt\u0131r.<\/p>\n<p>\u0130slam\u2019\u0131n siyasal\/toplumsal\/kamusal olan\u0131n belirleyicisi haline geli\u015fi elbette ki hi\u00e7bir zaman anayasal\/yasal bir stat\u00fcye kavu\u015fmayacakt\u0131r. Yani yeni rejimde \u015feriat hi\u00e7bir zaman, yasa olarak ilan edilmeyecektir. Ancak yeni rejimi kuran g\u00fc\u00e7lerin, zorunlu din derslerinden 4+4+4 uygulamas\u0131na, k\u00fcrtaj tart\u0131\u015fmalar\u0131ndan i\u00e7ki sat\u0131\u015f yasa\u011f\u0131na dair geni\u015f bir alanda, toplumu \u0130slami bir perspektif do\u011frultusunda bi\u00e7imlendirme ve toplumsal ya\u015fay\u0131\u015f\u0131 da bu kurallar\u0131n belirleyici oldu\u011fu \u015fekilde d\u00f6n\u00fc\u015ft\u00fcrme arzusu kolayl\u0131kla g\u00f6zlemlenebilmektedir. Bu arzu, az \u00f6nce belirtildi\u011fi \u00fczere hi\u00e7bir zaman hukuk kurallar\u0131n\u0131n do\u011frudan Kuran ve hadislere referansla belirlenmesi ve\u00e7hesine b\u00fcr\u00fcnmeyecektir hi\u00e7 ku\u015fkusuz ama yeni rejimin kolektif bilin\u00e7alt\u0131nda varl\u0131\u011f\u0131n\u0131 s\u00fcrd\u00fcrmeye devam edecektir. Bu ise egemenli\u011fin padi\u015fah\u0131n ve yery\u00fcz\u00fcndeki g\u00f6lgesi oldu\u011fu tanr\u0131n\u0131n elinden al\u0131nmas\u0131 ve yery\u00fcz\u00fcne, sek\u00fcler bir varl\u0131k olan ulusa sabitlenmesi demektir. Oysa bir sonraki tezde ortaya koyaca\u011f\u0131m\u0131z gibi yeni rejimin ulus tahayy\u00fcl\u00fc, do\u011frudan \u0130slam\u2019a referansla kurulmaktad\u0131r. Yeni rejimde de egemenli\u011fin kayna\u011f\u0131 \u201cmillet\u201dtir elbette ama millet burada art\u0131k sek\u00fcler niteli\u011fi s\u0131n\u0131rland\u0131r\u0131lm\u0131\u015f ve esas olarak S\u00fcnni M\u00fcsl\u00fcmanlar\u0131 i\u015faret eder bir niteli\u011fe kavu\u015fmu\u015ftur; yani ulus, S\u00fcnni-Ulusa (AKP\u2019nin s\u00f6yleminde \u201cmillet\u201de) d\u00f6n\u00fc\u015fm\u00fc\u015ft\u00fcr. Bu a\u00e7\u0131dan bak\u0131ld\u0131\u011f\u0131nda iktidar partisine oy verenlerin toplam\u0131ndan olu\u015fan milli irade, M\u00fcsl\u00fcmanlar\u0131n iradesi anlam\u0131na gelmektedir ve sek\u00fcler de\u011fil dinsel bir karakter ta\u015f\u0131maktad\u0131r; dolay\u0131s\u0131yla egemenli\u011fin kayna\u011f\u0131 dinselle\u015fmi\u015f, fiilen g\u00f6ky\u00fcz\u00fcne iade edilmi\u015ftir. Milli irade ad\u0131na egemenli\u011fi kullanan lider de me\u015fruiyetini g\u00f6ky\u00fcz\u00fcnden almakta, tanr\u0131 ad\u0131na y\u00f6netmektedir.<\/p>\n<p><strong>4) Yeni rejim bir \u201cS\u00fcnni-Ulus\u201d in\u015fa etmek istemektedir.<\/strong><\/p>\n<p>\u201cNation\u201d s\u00f6zc\u00fc\u011f\u00fcn\u00fc T\u00fcrk\u00e7ede kar\u015f\u0131layan iki s\u00f6zc\u00fck bulunmaktad\u0131r; birisi \u201cmillet\u201d di\u011feri ise \u201culus\u201dtur bu s\u00f6zc\u00fcklerin ve her ne kadar s\u00f6zl\u00fck anlam\u0131 itibariyle e\u015fanlaml\u0131 olup birbirlerinin yerine kullan\u0131labilir olsalar da, her ikisi de de\u011fer y\u00fckl\u00fc durumdad\u0131r. De\u011fer y\u00fckl\u00fc derken kastedilen \u015fudur: Konu\u015furken ya da yazarken bu iki s\u00f6zc\u00fckten hangisini kullanaca\u011f\u0131n\u0131z\u0131 belirleyen \u015fey, d\u00fcnyaya bak\u0131\u015f\u0131n\u0131z ve politik duru\u015funuzken, d\u00fcnyaya bak\u0131\u015f\u0131n\u0131z\u0131 ve politik duru\u015funuzu g\u00f6steren de bu iki s\u00f6zc\u00fckten hangisini tercih etti\u011finizdir.<\/p>\n<p>Biraz daha a\u00e7acak olursak; millet s\u00f6zc\u00fc\u011f\u00fc 1940\u2019lardan beri T\u00fcrk sa\u011f\u0131n\u0131n s\u00f6yleminin bir par\u00e7as\u0131yken, ulus s\u00f6zc\u00fc\u011f\u00fc Kemalist ve sol-Kemalist s\u00f6ylemin bir par\u00e7as\u0131n\u0131 te\u015fkil eder. Ba\u015fka bir ayr\u0131m ise \u015f\u00f6yle yap\u0131labilir; \u201cAtat\u00fcrk\u00e7\u00fcler\u201d \u201cmillet\u201dten s\u00f6z etmeyi tercih ederken, \u201cKemalistler\u201d ulustan s\u00f6z etmeyi tercih ederler; yani kavram, Atat\u00fcrk\u00e7\u00fc-Kemalist ayr\u0131m\u0131na da i\u015faret etmektedir. (5)<\/p>\n<p>Bug\u00fcn gelinen noktada ise \u201cmillet\u201d s\u00f6zc\u00fc\u011f\u00fc AKP arac\u0131l\u0131\u011f\u0131yla T\u00fcrkiye siyasetinin merkezine oturmu\u015f, \u201cmilli irade\u201d ile birlikte iktidar\u0131n t\u00fcm icraatlar\u0131n\u0131 me\u015frula\u015ft\u0131rd\u0131\u011f\u0131 s\u00f6ylemsel bir ara\u00e7 haline gelmi\u015f durumdad\u0131r. \u0130ktidar\u0131n temel iddias\u0131 egemenli\u011fin kayna\u011f\u0131n\u0131n millet oldu\u011fu y\u00f6n\u00fcndedir; ancak buradaki millet, anayasada tan\u0131mlanan ve b\u00fct\u00fcn yurtta\u015flar\u0131 kapsayan bir hukuki kategoriye de, hak ve \u00f6zg\u00fcrl\u00fckler \u00fczerine temellenmi\u015f modern yurtta\u015fl\u0131k anlay\u0131\u015f\u0131na da tekab\u00fcl etmemektedir. Millet art\u0131k daha \u00e7ok Osmanl\u0131 \u0130mparatorlu\u011fu d\u00f6nemindeki \u201cmillet sistemi\u201dne bir t\u00fcr geri d\u00f6n\u00fc\u015f\u00fc ifade eder durumdad\u0131r. Bu ise kavram\u0131n modern bir olgu olan \u201ccemiyet\u201di, yani yurtta\u015flar toplumunu de\u011fil; \u201ccemaat\u201di, yani inan\u00e7lar toplumunu ve dolay\u0131s\u0131yla modern-\u00f6ncesi bir olguyu i\u015faret etmesi anlam\u0131na gelmektedir.<\/p>\n<p>Millet sistemi, \u00e7ok-etnili, \u00e7okdinli ve modern-\u00f6ncesi bir imparatorluk olan Osmanl\u0131\u2019daki temel toplumsal sistem olarak adland\u0131r\u0131labilir. Toplumsal hiyerar\u015finin en \u00fcst\u00fcnde \u201cmillet-i h\u00e2kime\u201d olarak da adland\u0131r\u0131lan S\u00fcnni M\u00fcsl\u00fcmanlar yer al\u0131r, daha altta ise \u201czimm\u00ee\u201d stat\u00fcs\u00fcnde yer alan, yani vergi \u00f6demeleri kar\u015f\u0131l\u0131\u011f\u0131nda can ve mallar\u0131 devletin g\u00fcvencesi alt\u0131nda olan gayrim\u00fcslimler vard\u0131r. Modern yurtta\u015fl\u0131k anlay\u0131\u015f\u0131ndan farkl\u0131 olan bu sistem, Osmanl\u0131 tebaas\u0131n\u0131 inan\u00e7 eksenli kompart\u0131manlara ay\u0131rm\u0131\u015f ve her millet kendi inan\u00e7lar\u0131n\u0131n gereklerini yerine getirmede g\u00f6reli bir otonomiye sahip olmu\u015ftur.<\/p>\n<p>Modernle\u015fme, sek\u00fclerle\u015fme ve milliyet\u00e7ilik ak\u0131m\u0131n\u0131n ortaya \u00e7\u0131k\u0131\u015f\u0131 ile birlikte millet s\u00f6zc\u00fc\u011f\u00fcndeki d\u00f6n\u00fc\u015f\u00fcm de ba\u015flar. \u00d6rne\u011fin 19. y\u00fczy\u0131lda Nam\u0131k Kemal ilk kez \u201cvatan\u201ddan ve \u201cvatan sevgisi\u201dnden s\u00f6z etmeye ba\u015flad\u0131\u011f\u0131nda, bu modern anlamda milliyet\u00e7ili\u011fin ortaya \u00e7\u0131k\u0131\u015f\u0131 anlam\u0131na gelir. Vatan bir kez ortaya \u00e7\u0131kt\u0131\u011f\u0131nda ise mutlaka o vatan\u0131n \u201casli\u201d sahibi olanlarla, yani \u201cmillet\u201dle bir kavramsal \u00e7ak\u0131\u015fma ka\u00e7\u0131n\u0131lmaz hale gelecektir; dolay\u0131s\u0131yla \u201cmilliyet\u00e7ilik, vatan fikriyle millet fikrinin \u00e7ak\u0131\u015fmas\u0131 demektir\u201d de diyebiliriz.<\/p>\n<p>Yeni-Osmanl\u0131lardan J\u00f6n T\u00fcrklere ve oradan da \u0130ttihat-Terakki\u2019ye uzanan s\u00fcre\u00e7te millet, M\u00fcsl\u00fcmanl\u0131\u011f\u0131n esas damgas\u0131n\u0131 vurdu\u011fu, ancak etnik bir i\u00e7eri\u011fi de olan, \u00f6rne\u011fin ortak dil, tarih ve k\u00fclt\u00fcre de vurgu yapan bir ve\u00e7heye kavu\u015fmaya ba\u015flar, T\u00fcrkl\u00fc\u011f\u00fcn ikincil planda kald\u0131\u011f\u0131 bir \u201cM\u00fcsl\u00fcman milliyet\u00e7ili\u011fi\u201d ortaya \u00e7\u0131kmaktad\u0131r yani. \u0130mparatorluk milliyet\u00e7ilik ak\u0131mlar\u0131n\u0131n etkisiyle sars\u0131lmakta, halklar isyan etmekte, kendini imparatorlu\u011fun sahibi olarak g\u00f6ren \u201cmillet-i hakime\u201dnin m\u00fcnevverleri de bu s\u00fcre\u00e7te yava\u015f yava\u015f milliyet\u00e7ile\u015fmektedir. Dolay\u0131s\u0131yla \u201cdevlet nas\u0131l kurtar\u0131l\u0131r\u201d sorusunun yan\u0131t\u0131 art\u0131k az \u00e7ok \u015fekillenmi\u015f durumdad\u0131r: Kendi milletini yaratmak, yani din ve etnisite a\u00e7\u0131s\u0131ndan n\u00fcfusu olabildi\u011fince homojen olan bir devlet kurmak.<\/p>\n<p>Millet, Mustafa Kemal\u2019in ve Milli M\u00fccadele\u2019yi y\u00fcr\u00fcten kadrolar\u0131n s\u00f6yleminin de merkezinde yer almaktad\u0131r. Milli M\u00fccadele\u2019yi ilan eden metin oldu\u011funu s\u00f6yleyebilece\u011fimiz Amasya Tamimi\u2019nde \u201cmilletin ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n\u0131 yine milletin kendisinin azmi ve kararl\u0131l\u0131\u011f\u0131 kurtaracakt\u0131r\u201d denilmektedir. Milli egemenli\u011fe g\u00f6nderme yapan bu ilk metinden k\u0131sa bir s\u00fcre sonra T\u00fcrkiye B\u00fcy\u00fck Millet Meclisi a\u00e7\u0131lacak ve 1921 Anayasas\u0131\u2019n\u0131n 1. Maddesinde \u201ch\u00e2kimiyet bilakayd\u00fc \u015fart milletindir\u201d ifadesine yer verilecektir. Cumhuriyetin ilan\u0131ndan sonra millet, \u201cT\u00fcrkiye Cumhuriyeti\u2019ni kuran T\u00fcrkiye halk\u0131na T\u00fcrk milleti denir\u201d \u015feklinde tan\u0131mlanacakt\u0131r. \u00d6zellikle 1920\u2019lerin ortas\u0131ndan itibaren ise millet, merkezinde dinin\/\u0130slamiyet\u2019in bulundu\u011fu bir kavram olmaktan \u00e7\u0131kacak ve giderek sek\u00fcler bir karakter kazanarak soy, dil ve vatan gibi ortakl\u0131klar \u00fczerinden tarif edilir hale gelecektir. Bu s\u00fcre\u00e7te din, milli kimli\u011fin b\u00fct\u00fcn\u00fcyle d\u0131\u015f\u0131na at\u0131lmaz; ancak hiyerar\u015fik s\u0131ralamada T\u00fcrkl\u00fc\u011f\u00fcn alt\u0131na yerle\u015ftirilir.<\/p>\n<p>Millet s\u00f6zc\u00fc\u011f\u00fc, 1930\u2019lardan itibaren \u201c\u00f6zt\u00fcrk\u00e7ecilik\u201d ak\u0131m\u0131na uygun bir \u015fekilde \u201culus\u201da d\u00f6n\u00fc\u015ft\u00fcr\u00fcl\u00fcr; art\u0131k \u201cT\u00fcrk milleti\u201d de\u011fil, \u201cT\u00fcrk ulusu\u201d denilecektir. Zamanla terim, tek parti d\u00f6neminin yenilik\u00e7i-radikal kadrolar\u0131yla, gelenek\u00e7i-muhafazak\u00e2r kadrolar\u0131 aras\u0131ndaki farkl\u0131la\u015fmaya da i\u015faret eder hale gelir. \u0130kinci D\u00fcnya Sava\u015f\u0131 bitip \u00e7ok partili hayata ge\u00e7ildi\u011finde ve Demokrat Parti kuruldu\u011funda ise kullan\u0131m\u0131 iyice netle\u015fir. Millet, T\u00fcrk sa\u011f\u0131n\u0131n s\u00f6yleminin kurucu ve merkezi kavramlar\u0131ndan biri konumundad\u0131r art\u0131k.<\/p>\n<p>DP\u2019nin 1950 se\u00e7imlerinde kulland\u0131\u011f\u0131 \u201cyeter s\u00f6z milletindir\u201d slogan\u0131, yak\u0131n T\u00fcrkiye tarihini anlaman\u0131n anahtar\u0131 niteli\u011findedir adeta. Slogan \u015funu s\u00f6ylemektedir: \u201cCumhuriyetin kurulu\u015fundan beri, hatta belki 1908\u2019den, yani \u0130ttihat\u00e7\u0131lar\u0131n iktidara geli\u015finden beri millet iktidarda de\u011fildir; iktidardakiler milleti, milletin de\u011ferlerini ve kutsallar\u0131n\u0131 temsil etmemektedir. (6) Bat\u0131c\u0131, elitist, vesayet\u00e7i, laik, jakoben bir z\u00fcmre iktidar\u0131 ele ge\u00e7irmi\u015f durumdad\u0131r ve y\u0131llard\u0131r millete zulmetmektedir.\u201d \u0130\u015fte DP\u2019nin iktidara geli\u015fi, milletin ve de\u011ferlerinin yeniden iktidar olmas\u0131, milletin yeniden iktidara gelmesi demektir. Art\u0131k Bat\u0131c\u0131lar, vesayet\u00e7iler, elitler de\u011fil bizzat milletin temsilcileri iktidarda olacakt\u0131r.<\/p>\n<p>DP iktidar\u0131n\u0131n \u201cmilletin s\u00f6z\u00fc\u201dn\u00fc ne kadar iktidara ta\u015f\u0131d\u0131\u011f\u0131 ortada olmas\u0131na ra\u011fmen, T\u00fcrkiye\u2019de sosyal bilimlerin temel paradigmas\u0131n\u0131n y\u0131llard\u0131r bu sloganca belirleniyor olu\u015fu, \u00fczerine d\u00fc\u015f\u00fcn\u00fclmesi gereken bir meseledir. \u015eerif Mardin\u2019in \u201cmerkez-\u00e7evre\u201d yakla\u015f\u0131m\u0131ndan \u0130dris K\u00fc\u00e7\u00fck\u00f6mer\u2019in \u201cD\u00fczenin Yabanc\u0131la\u015fmas\u0131\u201dna, Kemal Tahir\u2019den T\u00fcrk -\u0130slam sentezcilere ve oradan da Birikim \u00e7evresine uzanan bir geni\u015flikte, yak\u0131n T\u00fcrkiye tarihi tam da b\u00f6yle okunmaktad\u0131r. Bir tarafta yabanc\u0131la\u015fan bir d\u00fczen, bir merkez, Bat\u0131c\u0131lar, vesayet\u00e7iler, b\u00fcrokratik elitler, jakobenler vard\u0131r; di\u011fer tarafta ise m\u00fctedeyyin halk kitleleri yani millet ve onun siyasi temsilcileri, yani esas itibariyle merkez sa\u011f partiler bulunmaktad\u0131r.<\/p>\n<p>Bu paradigman\u0131n AKP iktidar\u0131nda ald\u0131\u011f\u0131 hal ise \u00f6zetle \u015f\u00f6yledir: T\u00fcrkiye\u2019de 80 y\u0131ld\u0131r kesintisiz devam eden Kemalist bir rejim vard\u0131r. Bu yabanc\u0131la\u015fm\u0131\u015f rejim T\u00fcrkiye\u2019yi ait oldu\u011fu \u0130slam medeniyetinden kopar\u0131p Bat\u0131 medeniyetine iltihak ettirmeye \u00e7al\u0131\u015fm\u0131\u015ft\u0131r. Bunun neticesindeyse millete, milletin olmayan de\u011ferler empoze edilmeye \u00e7al\u0131\u015f\u0131lm\u0131\u015f, b\u00fcy\u00fck bask\u0131lar, zul\u00fcmler yap\u0131lm\u0131\u015f, ve devlet nihayetinde millete ait olmaktan \u00e7\u0131km\u0131\u015ft\u0131r. O halde yap\u0131lmas\u0131 gereken nedir? Yap\u0131lmas\u0131 gereken bir kez daha \u201cyeter s\u00f6z milletindir\u201d demektir. Bunu diyenler, yani Menderes ve \u00d6zal, \u201cmillet d\u00fc\u015fmanlar\u0131\u201d taraf\u0131ndan \u00f6ld\u00fcr\u00fclm\u00fc\u015flerse de, ayn\u0131s\u0131 bir daha ya\u015fanmayacak, devlet ve millet yeniden birbirine kavu\u015facakt\u0131r: Millete ait olan bir devlet ve devletle \u00f6zde\u015fle\u015fen bir millet.<\/p>\n<p>Burada millet, anayasal olarak tan\u0131mlanm\u0131\u015f bir varl\u0131k de\u011fildir; hukuki olarak de\u011fil fiili olarak mevcuttur, \u00f6yle var olur ve \u00f6yle in\u015fa edilir. Milleti te\u015fkil edenler, her \u015feyden \u00f6nce M\u00fcsl\u00fcman ve S\u00fcnni\u2019dir, hemen sonras\u0131nda T\u00fcrkl\u00fck gelir, T\u00fcrkl\u00fc\u011f\u00fc muhafazak\u00e2r-milliyet\u00e7i olmak takip eder ve \u015f\u00fcphesiz ki bunlar\u0131n hepsiyle birlikte ayn\u0131 zamanda erkek olmak gerekir. Milli irade millette cisimle\u015fir, dolay\u0131s\u0131yla iktidar\u0131n icraatlar\u0131n\u0131n me\u015frulu\u011funun kayna\u011f\u0131 da odur; sadece bu de\u011fil, \u00e7o\u011funlu\u011fu olu\u015fturdu\u011fu ve demokrasi sand\u0131kla \u00f6zde\u015fle\u015ftirildi\u011fi i\u00e7in, iktidar\u0131n demokratl\u0131\u011f\u0131n\u0131n kayna\u011f\u0131 ve garantisi de yine millettir.<\/p>\n<p><strong>5) S\u00fcnni-Ulus in\u015fas\u0131na bir tarih yaz\u0131m\u0131 ve mit yarat\u0131m\u0131 s\u00fcreci e\u015flik etmektedir.<\/strong><\/p>\n<p>Ulus in\u015fas\u0131ndan s\u00f6z etmek, in\u015fa edilmekte olan ulusa dair bir tarih yaz\u0131m\u0131na giri\u015fmekten de s\u00f6z etmek anlam\u0131na gelir. \u00c7\u00fcnk\u00fc bug\u00fcn her zaman ge\u00e7mi\u015fte kurulur ve kendisini her zaman tarihe at\u0131fla var eder. Bug\u00fcn nas\u0131l ya\u015fanaca\u011f\u0131na, ne olunaca\u011f\u0131na, neyin iyi ve neyi k\u00f6t\u00fc olarak adland\u0131r\u0131laca\u011f\u0131na dair yap\u0131lan her tercih, ge\u00e7mi\u015fin nas\u0131l kurgulanaca\u011f\u0131na dair de bir tercihtir dolay\u0131s\u0131yla. Ancak esas mesele yak\u0131n tarihle ilgilidir. Bu ba\u011flamda, ge\u00e7mi\u015f y\u0131llarda \u201cdemokrasinin y\u0131ld\u0131zlar\u0131\u201d olarak afi\u015flerdeki yerini alan \u201cMenderes-\u00d6zal-Erdo\u011fan\u201d \u00fc\u00e7- l\u00fcs\u00fcn\u00fcn, Haziran Direni\u015fi\u2019yle birlikte \u201cast\u0131n\u0131z-zehirlediniz-yedirmeyiz\u201d denilerek g\u00fcndeme getirili\u015fine odaklanabiliriz.<\/p>\n<p>Burada, yeni rejimin tarih yaz\u0131m\u0131na uygun bir \u015fekilde, vesayete kar\u015f\u0131 demokrasiyi, askere kar\u015f\u0131 sivili, merkeze kar\u015f\u0131 \u00e7evreyi, jakobenizme kar\u015f\u0131 dindarlar\u0131 temsil eden Menderes ve \u00d6zal\u2019dan Erdo\u011fan\u2019a uzanan bir politik\/ideolojik soyk\u00fct\u00fc\u011f\u00fc in\u015fa edilmekte ve buna uygun bir mit yarat\u0131m\u0131na giri\u015filmektedir. Bu mit yarat\u0131m\u0131nda Menderes de \u00d6zal da demokrasi ve \u201cb\u00fcy\u00fck T\u00fcrkiye\u201d idealleri u\u011fruna karanl\u0131k odaklarla, vesayet\u00e7ilerle, derin devletle m\u00fccadele etmi\u015fler; ancak yenilmi\u015fler ve ilki as\u0131larak, ikincisiyse zehirlenerek \u00f6ld\u00fcr\u00fclm\u00fc\u015ft\u00fcr.. Benzer bir plan \u015fimdi Erdo\u011fan i\u00e7in de devrededir ve \u00f6rne\u011fin Gezi olaylar\u0131 asl\u0131nda d\u0131\u015f mihraklar\u0131n ve onlar\u0131n i\u00e7erideki i\u015fbirlik\u00e7ilerinin b\u00fcy\u00fck T\u00fcrkiye korkusunun bir yans\u0131mas\u0131 olarak sahneye konulmu\u015ftur. Bu nedenle de Menderes ve \u00d6zal\u2019da yap\u0131lan hata burada tekrarlanmayacak, demokrasi, milli irade ve b\u00fcy\u00fck T\u00fcrkiye idealini \u015fahs\u0131nda somutla\u015ft\u0131ran Erdo\u011fan\u2019a sahip \u00e7\u0131k\u0131larak \u201cyenilmesine\u201d izin verilmeyecektir. Mit yarat\u0131m\u0131n\u0131n burada ikili bir i\u015flevi oldu\u011fu g\u00f6r\u00fclmektedir: Hem ge\u00e7mi\u015fe y\u00f6nelik yeni bir tarih kurgusu ortaya konulmakta ve b\u00f6ylelikle S\u00fcnni-Ulusa dair bir tarih bilincinin \u015fekillenmesine hizmet edilmekte, hem de halen ya\u015fayan bir politik fig\u00fcr k\u00fcltle\u015ftirilmekte, ona bir t\u00fcr kutsiyet atfedilmekte ve b\u00f6ylelikle s\u00f6z konusu fig\u00fcr\u00fcn iktidar\u0131na bir me\u015fruiyet sa\u011flanmaktad\u0131r.<\/p>\n<p><strong>6) S\u00fcnni-Ulus\u2019un d\u0131\u015f\u0131nda b\u0131rak\u0131lan, \u00f6tekile\u015ftirilen ve d\u00fc\u015fmanla\u015ft\u0131r\u0131lan geni\u015f birkesim bulunmaktad\u0131r.<\/strong><\/p>\n<p>\u0130ktidar\u0131n \u201cbiz\u201dini te\u015fkil eden millet\/S\u00fcnni-Ulus yeni rejimin \u201cmakbul vatanda\u015f\u201d\u0131na tekab\u00fcl etmektedir. Muhalif sosyalistlerden, Alevilerden, Kemalistlerden, K\u00fcrtlerden m\u00fcte\u015fekkil bir \u201ci\u00e7 d\u00fc\u015fman\u201dd\u0131r bu ve i\u00e7 d\u00fc\u015fmana y\u00f6nelik en temel ele\u015ftiri vatan hainli\u011fi, gayri millilik ve d\u0131\u015f g\u00fc\u00e7lerin hizmetinde olmak \u00fc\u00e7geninde \u015fekillenmektedir. Ortada bir \u201cmillet\u201d ve bir de ona ait olan \u201cvatan\u201d vard\u0131r; ezan-bayrak-Kuran kutsal \u00fc\u00e7lemesi \u00fczerinden metaforize edilen, metafizik bir kutsalla\u015ft\u0131rmayla an\u0131lan, \u201cbir \u00e7ak\u0131l ta\u015f\u0131 bile vermeyiz\u201d hamasetiyle savunulan bir vatand\u0131r s\u00f6z konusu olan. Bu metaforun, kutsalla\u015ft\u0131rman\u0131n ve hamasetin d\u0131\u015f\u0131nda kalan herkes ise vatan hainidir. Gezi\/Haziran Direni\u015fi ise yeni rejim a\u00e7\u0131s\u0131ndan, gayri milli iradenin kristalize oldu\u011fu, dolay\u0131s\u0131yla \u201cvatan hainli\u011fi\u201dnin somutla\u015ft\u0131\u011f\u0131 tarihsel an ve k\u0131r\u0131lma noktas\u0131d\u0131r. Bu iddia, K\u00fcrt milliyet\u00e7ili\u011finin kendi i\u00e7 dinamiklerini g\u00f6z ard\u0131 etti\u011fi gibi sorunun \u00e7\u00f6z\u00fcm\u00fcn\u00fcn ancak yeniden \u0130slam \u00e7at\u0131s\u0131 alt\u0131nda birle\u015fmekle m\u00fcmk\u00fcn oldu\u011fu y\u00f6n\u00fcndeki tezin de temelini olu\u015fturmaktad\u0131r. AKP de kendisinden \u00f6nceki b\u00fct\u00fcn sa\u011f iktidarlar gibi K\u00fcrt sorununun \u00e7\u00f6z\u00fcm\u00fcn\u00fc \u201cM\u00fcsl\u00fcman karde\u015fli\u011fi\u201d temelinde \u00e7\u00f6zebilece\u011fini d\u00fc\u015f\u00fcnm\u00fc\u015f ve o y\u00f6nde ad\u0131mlar atm\u0131\u015ft\u0131r. T\u00fcrklerle K\u00fcrtlerin birer ulus olman\u0131n \u00f6tesinde, \u0130slam \u00fcmmetinin bir par\u00e7as\u0131 oldu\u011fu, dolay\u0131s\u0131yla sorunun da, T\u00fcrk ve K\u00fcrt milliyet\u00e7ili\u011fini a\u015facak bir \u201c\u00fcmmet\u201d projesiyle halledilebilece\u011fi AKP\u2019nin soruna dair genel alg\u0131s\u0131n\u0131 olu\u015fturmaktad\u0131r.<\/p>\n<p>\u0130\u015fte bu nedenle S\u00fcnni-Ulus, i\u00e7erisinde sa\u011f\u0131n genetik kodlar\u0131na i\u015flemi\u015f bir T\u00fcrk milliyet\u00e7ili\u011fini bar\u0131nd\u0131rsa da, K\u00fcrtleri de K\u00fcrtl\u00fcklerini ikinci plana at\u0131p, M\u00fcsl\u00fcman kimliklerini \u00f6n plana \u00e7\u0131kard\u0131klar\u0131 s\u00fcrece kapsayacak bir ulus in\u015fa projesi olarak kar\u015f\u0131m\u0131zda durmaktad\u0131r. Benzer bir \u015fekilde K\u00fcrt siyasi hareketinin de s\u00f6ylemsel ve pratik d\u00fczeyde S\u00fcnniUlus projesini benimsemesi ve bu do\u011frultuda hareket etmesi beklenmektedir. Tam da bu nedenle yeni rejime uygun bir K\u00fcrt hareketinin yarat\u0131lmas\u0131 S\u00fcnni-Ulus projesinin bir par\u00e7as\u0131d\u0131r ve mevcut K\u00fcrt hareketi arzulanan \u00f6l\u00e7\u00fcde bu projeye angaje olmad\u0131k\u00e7a, hem Hizbullah hem de Barzanici yeni akt\u00f6rler siyaset sahnesine s\u00fcr\u00fclmek istenmektedir.<\/p>\n<p>\u0130lgin\u00e7 olan, \u00d6calan\u2019la do\u011frudan y\u00fcr\u00fct\u00fclen m\u00fczakerelerde, \u00d6calan\u2019\u0131n da \u00e7\u00f6z\u00fcm\u00fcn merkezine \u201c\u0130slam \u00e7at\u0131s\u0131 alt\u0131nda karde\u015flik\u201d form\u00fclasyonunu yerle\u015ftirmi\u015f olmas\u0131d\u0131r. T\u00fcm bunlar\u0131 me\u015frula\u015ft\u0131rmak i\u00e7in kullan\u0131lan s\u00f6ylem ise b\u00f6lgesel liderlik ve emperyal heveslerin g\u00f6lgesinde olu\u015fmu\u015f, S\u00fcnni ekseninin liderli\u011fi T\u00fcrkiye d\u0131\u015f politikas\u0131n\u0131n merkezine yerle\u015fmi\u015ftir.<\/p>\n<p>Ancak, L\u00fcbnan Hizbullah\u2019\u0131, Suriye ve \u0130ran\u2019dan m\u00fcte\u015fekkil \u015eii mukavemet eksenine kar\u015f\u0131 Bat\u0131 emperyalizminin Ortado\u011fu\u2019da M\u00fcsl\u00fcman Karde\u015fler ku\u015fa\u011f\u0131 yaratma projesi, Suriye direni\u015fiyle birlikte \u00e7\u00f6km\u00fc\u015ft\u00fcr. Suriye\u2019de BAAS rejiminin devrilememesi, buna mukabil M\u0131s\u0131r ve Tunus\u2019taki M\u00fcsl\u00fcman Karde\u015fler rejimlerinin uzun \u00f6m\u00fcrl\u00fc olamay\u0131p iktidardan uzakla\u015fmak zorunda kalmalar\u0131 ve El Kaide\u2019nin kendisine \u00e7izilen s\u0131n\u0131rlar\u0131n d\u0131\u015f\u0131na \u00e7\u0131kmas\u0131 neticesinde ABD\u2019nin b\u00f6lgeye bak\u0131\u015f\u0131nda kimi de\u011fi\u015fiklikler g\u00fcndeme gelmi\u015f, \u0130ran\u2019da Ruhani iktidar\u0131yla yap\u0131lan g\u00f6r\u00fc\u015fmelerle birlikte, S\u00fcnni ekseni projesinin iflas etti\u011fi adeta deklare edilmi\u015ftir.<\/p>\n<p>\u0130\u015fte bu ayn\u0131 zamanda S\u00fcnnili\u011fi yeni rejimin b\u00f6lge liderli\u011fi i\u00e7in anahtar olarak g\u00f6rme ve buna uygun olarak hareket etme projesinin \u00e7\u00f6k\u00fc\u015f\u00fc demektir. Yeni-Osmanl\u0131 olmak ad\u0131na \u00e7\u0131k\u0131lan yolda gelinen nokta \u201cde\u011ferli yaln\u0131zl\u0131k\u201d olmu\u015f, Davuto\u011flu\u2019nun b\u00fct\u00fcn tezleri hayatla s\u0131nanarak iflas etmi\u015ftir. Bunun emperyalizmin g\u00f6lgesinde kurulan yeni rejimin kaderini de belirleyece\u011fini s\u00f6ylemek yanl\u0131\u015f olmayacakt\u0131r. Ayn\u0131 \u015fekilde d\u0131\u015far\u0131da iflas eden S\u00fcnni ekseni projesinin, i\u00e7eriye yans\u0131mamas\u0131 m\u00fcmk\u00fcn de\u011fildir. Haziran\u2019la birlikte ba\u015flayan hegemonya \u00e7\u00f6k\u00fc\u015f\u00fc AKP-Cemaat kavgas\u0131yla h\u0131zlanm\u0131\u015ft\u0131r ve bunun K\u00fcrt sorununun \u0130slam karde\u015fli\u011fi \u00e7at\u0131s\u0131 alt\u0131nda \u00e7\u00f6z\u00fclmesi projesini de akamete u\u011fratmas\u0131 ka\u00e7\u0131n\u0131lmazd\u0131r. Dolay\u0131s\u0131yla \u00d6calan ve K\u00fcrt hareketinin \u00f6n\u00fcm\u00fczdeki s\u00fcre\u00e7te belki 30 Mart se\u00e7imlerinden sonra- ciddi bir strateji ve s\u00f6ylem de\u011fi\u015fikli\u011fine gitmesi \u015fa\u015f\u0131rt\u0131c\u0131 olmayacakt\u0131r.<\/p>\n<p><strong>8) Haziran Direni\u015fi S\u00fcnni Ulus projesine kar\u015f\u0131 bir isyan olarak ortaya \u00e7\u0131km\u0131\u015f ve S\u00fcnni hegemonyada b\u00fcy\u00fck bir \u00e7atlak yaratm\u0131\u015ft\u0131r.<\/strong><\/p>\n<p>S\u00fcnni-Ulus in\u015fas\u0131, \u201cmilli irade\u201d s\u00f6ylemi ile birlikte egemenli\u011fin kayna\u011f\u0131n\u0131 tanr\u0131sal bir iradeye ba\u011flarken, egemenli\u011fi fiilen kullanabilecek olan\u0131n da S\u00fcnni-Ulus oldu\u011funa i\u015faret etmektedir. S\u00fcnni-Ulusa dahil edilmeyenler ve kar\u015f\u0131 \u00e7\u0131kanlar ise, yani cumhuriyet\u00e7iler, sosyalistler, Aleviler, sek\u00fcler K\u00fcrtler, e\u015fcinseller ve kad\u0131nlar ise siyasal alan\u0131n d\u0131\u015f\u0131nda b\u0131rak\u0131lmak istenmekte, \u00fcstelik egemenli\u011fin kayna\u011f\u0131n\u0131 olu\u015fturmad\u0131klar\u0131 i\u00e7in egemenli\u011fi kullanma talepleri me\u015fru g\u00f6r\u00fclmemektedir.<\/p>\n<p>S\u00fcnni-Ulusun d\u0131\u015f\u0131nda b\u0131rak\u0131larak egemenli\u011fi kullanma talepleri reddedilenlerden ayn\u0131 zamanda S\u00fcnniUlusun ilke ve paradigmalar\u0131 do\u011frultusunda hareket etmeleri, yani yeni rejimin siyasal\/kamusal\/toplumsal olan\u0131 belirledi\u011fi kurucu felsefeye biat etmeleri istenmekte, e\u011fer b\u00f6yle yaparlarsa \u201cya\u015fam bi\u00e7imlerine sayg\u0131 ve ho\u015fg\u00f6r\u00fc\u201d g\u00f6sterilece\u011fi s\u00f6ylenmektedir. Geriye d\u00f6n\u00fcp bak\u0131ld\u0131\u011f\u0131nda, Haziran \u00f6ncesi ya\u015fanan bir\u00e7ok geli\u015fmenin bu isyan\u0131n haberini verdi\u011fi g\u00f6r\u00fclebilir: \u0130nternet yasa\u011f\u0131na kar\u015f\u0131 eylemler, 4+4+4 eylemleri, k\u00fcrtaj yasa\u011f\u0131 protestolar\u0131, s\u0131nav sorular\u0131n\u0131n \u00e7al\u0131nmas\u0131n\u0131 protesto g\u00f6sterileri ve en \u00f6nemlisi de Birinci Cumhuriyet\u2019in milli g\u00fcnlerinde yap\u0131lan ve \u00fclke \u00e7ap\u0131nda y\u00fcz binlerin kat\u0131ld\u0131\u011f\u0131 eylemler.<\/p>\n<p>Bu a\u00e7\u0131dan bak\u0131ld\u0131\u011f\u0131nda, yeni rejimin ekonomi politi\u011fini sembolize eden bir \u015fekilde, kentin merkezindeki ye\u015fil alanlardan birinin AVM\u2019ye d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesine verilen \u00e7evreci bir tepki, k\u0131sa s\u00fcre i\u00e7erisinde rejimin b\u00fct\u00fcn\u00fcne ve onun tepesindeki isim olan Erdo\u011fan\u2019a y\u00f6nelmi\u015f, daha \u00f6nceki eylemlerde par\u00e7a par\u00e7a sergilenen \u00f6fke, Haziran\u2019da b\u00fct\u00fcnl\u00fckl\u00fc ve s\u00fcreklile\u015fmi\u015f bir ve\u00e7heye kavu\u015fmu\u015f, en \u00f6nemli ifadesini de \u201ch\u00fck\u00fcmet istifa\u201d slogan\u0131nda bulmu\u015ftur.<\/p>\n<p>Haziran isyan\u0131 11 y\u0131ll\u0131k AKP iktidar\u0131 boyunca devam eden ve muazzam bir propaganda ayg\u0131t\u0131 arac\u0131l\u0131\u011f\u0131yla s\u00fcrd\u00fcr\u00fclen yo\u011fun s\u00f6ylemsel, ideolojik ve politik sald\u0131r\u0131n\u0131n, toplumun \u00e7ok \u00f6nemli bir b\u00f6l\u00fcm\u00fcn\u00fc teslim almay\u0131 ba\u015faramad\u0131\u011f\u0131n\u0131, \u00e7ok \u00f6nemli bir toplam\u0131n S\u00fcnni-Ulus projesini ve hegemonya projesini reddetti\u011fini ortaya koymu\u015ftur.<\/p>\n<p>Haziran Direni\u015fiyle birlikte hem i\u00e7eride hem d\u0131\u015far\u0131da yeni rejimin bir y\u00f6netememe ve hegemonya kriziyle kar\u015f\u0131 kar\u015f\u0131ya oldu\u011fu ortaya \u00e7\u0131km\u0131\u015f, direni\u015fle birlikte bir yandan Erdo\u011fan ve AKP uluslararas\u0131 sistem a\u00e7\u0131s\u0131ndan giderek me\u015frulu\u011fu sorgulan\u0131r bir niteli\u011fe kavu\u015furken \u00f6te yandan iktidar blo\u011fu i\u00e7erisindeki \u00e7atlak derinle\u015fmi\u015ftir. Yeni rejimi kuran g\u00fc\u00e7ler, yani AKP ve<\/p>\n<p>Cemaat, kendi aralar\u0131nda \u00e7ok ciddi bir iktidar m\u00fccadelesine tutu\u015fmu\u015f durumda. Bu ise yeni rejimin esas sahibinin kim olaca\u011f\u0131na dair bir kavga anlam\u0131na geliyor. Rejimin krizinin derinle\u015fmesi de bir restorasyonla krizi ertelemeyi ba\u015farmas\u0131 da muhtemel. Ancak rejimin karakteristi\u011fini ve bug\u00fcn neyin de\u011fi\u015fmekte oldu\u011funu g\u00f6stermeye odaklanan bu \u00e7al\u0131\u015fmada s\u00f6z konusu ele\u015ftiriye do\u011frudan giri\u015filmeyecektir.<\/p>\n<p>2) Bu, ayn\u0131 zamanda T\u00fcrkiye akademisindeki ve d\u00fc\u015f\u00fcnce d\u00fcnyas\u0131ndaki hegemonik paradigmad\u0131r. T\u00fcrkiye tarihini s\u0131n\u0131flar m\u00fccadelesi ve emperyalizmle ili\u015fkilendirmek yerine, devletle toplum aras\u0131ndaki m\u00fccadele \u00fczerinden okuyan bu paradigma hem liberal hem de muhafazak\u00e2r entelijansiya taraf\u0131ndan \u00fcretilmekte ve ayn\u0131 zamanda gazeteler, televizyonlar arac\u0131l\u0131\u011f\u0131yla g\u00fcndelik dile terc\u00fcme edilerek yeni rejimin ideolojik hegemonyas\u0131n\u0131 yeniden \u00fcretmesine b\u00fcy\u00fck katk\u0131 yapmaktad\u0131r.<\/p>\n<p>3) Bu noktada liberal s\u00f6ylemin AKP\u2019ye y\u00f6nelik \u201cneoKemalizm\u201d ele\u015ftirisini kesin bir \u015fekilde reddetmek gerekti\u011fini belirtmek isterim. Kemalizmi T\u00fcrkiye\u2019deki her siyasi geli\u015fmeyi a\u00e7\u0131klamak i\u00e7in kullanmak da, her t\u00fcrl\u00fc otoriterle\u015fme e\u011filimini Kemalizmin yeniden \u00fcretilmesi olarak g\u00f6rmek de a\u00e7\u0131k\u00e7a tarih ve bilimd\u0131\u015f\u0131 bir yakla\u015f\u0131m olma niteli\u011fine sahiptir.<\/p>\n<p>4) \u0130slam\u2019\u0131n\/S\u00fcnnili\u011fin Kemalist rejim i\u00e7in di\u011fer dinlere\/ mezheplere g\u00f6re daha tercih edilir oldu\u011funun ve kabul g\u00f6rd\u00fc\u011f\u00fcn\u00fcn en \u00f6nemli delili olarak, Cumhuriyet kurulduktan sonra ya\u015fanan g\u00f6\u00e7 dalgas\u0131 s\u0131ras\u0131nda Azeri T\u00fcrklerinin \u015eii ve Gagavuz T\u00fcrklerinin H\u0131ristiyan olmalar\u0131 nedeniyle kitlesel bir \u015fekilde T\u00fcrkiye\u2019ye gelmelerinin engellenmesini g\u00f6sterebiliriz.<\/p>\n<p>5) Burada Kemalizmle kastedilen 30\u2019lar ve 40\u2019lar\u0131n Kemalizmini 60\u2019lar T\u00fcrkiye\u2019sinde soldan yorumlayanlarca yarat\u0131lan sol-Kemalizm, Atat\u00fcrk\u00e7\u00fcl\u00fckle kastedilen ise devletin s\u00f6ylemindeki haliyle, \u0131rk\u00e7\u0131l\u0131k ve gericilikle de fl\u00f6rteden gerici bir s\u00f6ylem olarak sa\u011f-Kemalizmdir.<\/p>\n<p>6) \u0130slamc\u0131lar\u0131n Abd\u00fclhamit sevgisi ve \u0130ttihat\u00e7\u0131 nefretinin temel nedenlerinden biri de budur.
