Dolay\u0131s\u0131yla ecdad\u0131n\u0131z\u0131 kim olarak tan\u0131mlad\u0131\u011f\u0131n\u0131z bu kopu\u015f paradigmas\u0131n\u0131 anlamland\u0131raca\u011f\u0131n\u0131z mihenk ta\u015f\u0131 olacakt\u0131r. Osmanl\u0131 y\u00f6netici s\u0131n\u0131f\u0131 yani asl\u0131nda elitlerce kullan\u0131lan dil mi ecdad\u0131m\u0131z\u0131n dilidir? Yoksa Anadolu halk\u0131n\u0131n kulland\u0131\u011f\u0131 dil mi?\u00a0 <\/em><\/p>\n<p>\u201c\u015eu Kemalistler yok mu? Bir gecede alfabemizi de\u011fi\u015ftiriverdiler de bizi cahil b\u0131rakt\u0131lar!\u201d. \u201cBize, dilimizi, \u2018Osmanl\u0131cam\u0131z\u0131\u2019 unutturdular ve biz tarihimizden kopuverdik!\u201d. \u201cAyr\u0131ca bunlar din d\u00fc\u015fman\u0131 olduklar\u0131ndan, laiklik gibi bir \u015fey uydurdular ve sayelerinde dinimizi de unuttuk!\u201d \u201cHer \u015fey bu Kemalistlerin\/\u0130ttihat\u00e7\u0131lar\u0131n su\u00e7u! Onlar olmasayd\u0131 bizler dilimizi unutmaz, tarihimizden kopar\u0131lmaz, dinimizi de \u00f6zg\u00fcrce ya\u015fayabilirdik!\u201d<\/p>\n<p>Konu cumhuriyet devrimleri oldu\u011funda, muhafazak\u00e2rlar ve liberaller, farkl\u0131 tonlarda da olsa, hep ayn\u0131 nakarat\u0131 m\u0131r\u0131ldan\u0131p ayn\u0131 bayat yeme\u011fi \u0131s\u0131t\u0131p \u0131s\u0131t\u0131p \u00f6n\u00fcm\u00fcze koyuyorlar. G\u0131na getiren o nakarat\u0131n da, bayatlam\u0131\u015f o yeme\u011fin de m\u00fc\u015fterisini bulmakta pek zorlanm\u0131yorlar maalesef. O halde \u015fimdiden ifade edelim: Bizim ne o nakarat\u0131 dinlemeye ne de o bayat yeme\u011fi yemeye niyetimiz var!<\/p>\n<p><strong>Osmanl\u0131 d\u00f6neminde dil tart\u0131\u015fmalar\u0131<\/strong><\/p>\n<p>\u00d6ncelikle \u015funu belirterek ba\u015flayal\u0131m: \u201cOsmanl\u0131ca\u201d, daha do\u011fru \u015fekilde ifade edersek \u201cOsmanl\u0131 T\u00fcrk\u00e7esi\u201d, Arap\u00e7a-Fars\u00e7a kelimeler ve tamlamalar\u0131n hakim oldu\u011fu Arap alfabesi ile yaz\u0131lan T\u00fcrk\u00e7edir. Dolay\u0131s\u0131yla, Osmanl\u0131ca dendi\u011finde T\u00fcrk\u00e7eden ba\u015fka bir dil ak\u0131llara gelmemelidir. Ancak alt\u0131n\u0131 \u00e7izmek gerekir ki, Osmanl\u0131ca konu\u015fma dili de\u011fil, esasen devlet y\u00f6neticileri ile okumu\u015f kesimlerin kulland\u0131\u011f\u0131 yaz\u0131 dilidir.<\/p>\n<figure id=\"attachment_23594\" aria-describedby=\"caption-attachment-23594\" style=\"width: 225px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-23594\" src=\"https:\/\/bilimvegelecek.com.tr\/wp-content\/uploads\/2018\/04\/osmanlica-tartismalari-1.jpg\" alt=\"\" width=\"225\" height=\"300\" \/><figcaption id=\"caption-attachment-23594\" class=\"wp-caption-text\">Arap alfabesinde \u201cUlu Hakan\u201d ile \u201c\u00d6l\u00fc Hakan\u201d ayn\u0131 \u015fekilde yaz\u0131l\u0131yor! Abd\u00fclhamit kendi a\u00e7t\u0131\u011f\u0131 okullardan sonralar\u0131 kendisi yak\u0131nmaya ba\u015flad\u0131.<\/figcaption><\/figure>\n<p>Yaz\u0131 dili ile halk\u0131n dili aras\u0131ndaki bu farkl\u0131l\u0131k Tanzimat d\u00f6neminde \u00e7ok kapsaml\u0131 reformlar g\u00fcndeme gelince ve bu reformlar ile ilgili ferman ve beyannamelerin t\u00fcm tebaaya bildirilmesi gereklili\u011fi ortaya \u00e7\u0131k\u0131nca devlet kat\u0131nda bir s\u0131k\u0131nt\u0131 olarak g\u00f6r\u00fclmeye ba\u015fland\u0131. Bu s\u0131k\u0131nt\u0131y\u0131 a\u015fmak i\u00e7in yap\u0131lan ilk giri\u015fim yaz\u0131 bi\u00e7imlerinde sadele\u015ftirmeye do\u011fru gitmek oldu. \u00c7\u00fcnk\u00fc Osmanl\u0131cada siyakat, divani, rik\u2019a, s\u00fcl\u00fcs, talik gibi bir\u00e7ok yaz\u0131 bi\u00e7imi vard\u0131 ve bunlar\u0131n bir k\u0131sm\u0131n\u0131n yaz\u0131lmas\u0131 ve okunmas\u0131 \u00e7ok zordu. Bu d\u00f6nemde, geli\u015fen bas\u0131n da dilin sadele\u015ftirilmesi y\u00f6n\u00fcnde \u00f6nemli bir itici g\u00fc\u00e7 haline gelmi\u015fti. Gazete ve dergi gibi ara\u00e7larla halka y\u00f6nelik yay\u0131n yapan \u201cYeni Osmanl\u0131 ku\u015fa\u011f\u0131\u201d, halka ula\u015fabilmek ad\u0131na, dilde sadele\u015fmenin en \u00f6nemli savunucusu oldu. Dolay\u0131s\u0131yla hem yaz\u0131 bi\u00e7imi de\u011fi\u015fti hem de sadece iyi e\u011fitimli Osmanl\u0131lar\u0131n anlayabilece\u011fi bir dil yerine halk\u0131n anlayabilece\u011fi daha sade bir yaz\u0131 diline ge\u00e7i\u015f y\u00f6n\u00fcnde bir e\u011filim, 19. y\u00fczy\u0131lda ortaya \u00e7\u0131kt\u0131.<a href=\"#_edn1\" name=\"_ednref1\">[1]<\/a><\/p>\n<p>Dilin sadele\u015ftirilmesinin yan\u0131 s\u0131ra, Arap alfabesinin T\u00fcrk\u00e7edeki kimi sesleri kar\u015f\u0131layamamas\u0131ndan \u00f6t\u00fcr\u00fc, alfabede birtak\u0131m de\u011fi\u015fikliler yap\u0131lmas\u0131na dair \u00f6neriler de yine bu d\u00f6nemde g\u00fcndeme geldi. \u00d6rneklemek gerekirse, T\u00fcrk\u00e7ede farkl\u0131 seslere kar\u015f\u0131l\u0131k gelen \u201co, \u00f6, u, \u00fc, v\u201d harfleri i\u00e7in Arap alfabesinde tek bir harf \u201c\u0648 \u201c (vav) bulunur. \u201c\u0648 \u201c (vav) ile ifade edilen \u201co, \u00f6, u, \u00fc, v\u201d seslerinin bir kelime i\u00e7inde nas\u0131l okunaca\u011f\u0131n\u0131 kestirebilmek ise, Osmanl\u0131cada hareke<a href=\"#_edn2\" name=\"_ednref2\">[2]<\/a> kullan\u0131lmad\u0131\u011f\u0131 i\u00e7in, olduk\u00e7a zordur. Bu durum bir kelimenin birden fazla \u015fekilde okunabilece\u011fi anlam\u0131na gelir. \u201cUlu hakan\u201d yazaca\u011f\u0131m\u0131z\u0131 farz edelim. Osmanl\u0131cada \u201culu\u201d ve \u201c\u00f6l\u00fc\u201dn\u00fcn yaz\u0131l\u0131\u015flar\u0131 ayn\u0131 oldu\u011fu i\u00e7in yanl\u0131\u015f okumalar yap\u0131labilmektedir.<\/p>\n<p>1851 y\u0131l\u0131nda bu konuyu g\u00fcndeme alan Enc\u00fcmen-i Dani\u015f<a href=\"#_edn3\" name=\"_ednref3\">[3]<\/a>, bahsi ge\u00e7en sorunu gidermek amac\u0131yla, T\u00fcrk\u00e7edeki sesleri ifade edebilecek yeni i\u015faretlerin alfabeye eklenmesini ve alfabede bu y\u00f6nde gerekli d\u00fczeltmelerin yap\u0131lmas\u0131n\u0131 kabul etti. Enc\u00fcmen-i Dani\u015f karar\u0131 uygulanmasa da bu konu g\u00fcndemde kalmaya ve alfabe reformu hususunda \u00e7e\u015fitli \u00f6neriler gelmeye devam etti. Arap harflerinin ayr\u0131 yaz\u0131lmas\u0131, harfleri i\u015faretlendirmek, baz\u0131 harfleri alfabeden \u00e7\u0131karmak, alfabeye yeni harfler eklemek ve yeni bir alfabeye ge\u00e7mek s\u00f6z\u00fc edilen \u00f6nerilerden baz\u0131lar\u0131yd\u0131. Arnavut ayd\u0131nlar\u0131n\u0131n, 1879\u2019da \u015eemsettin Sami Fra\u015feri taraf\u0131ndan Latin alfabesi temelinde haz\u0131rlanan yeni bir alfabeyi kabul etmesi yine ayn\u0131 d\u00f6nemde meydana gelen \u00f6nemli geli\u015fmelerdendir.<a href=\"#_edn4\" name=\"_ednref4\">[4]<\/a> Alfabede de\u011fi\u015fiklik yap\u0131lmas\u0131 y\u00f6n\u00fcnde bir giri\u015fim de Enver Pa\u015fa taraf\u0131ndan hayata ge\u00e7irilmi\u015ftir: \u201cHatt-\u0131 Enveri\u201d, \u201cOrdu Elifbas\u0131\u201d gibi isimler verilen yeni yaz\u0131 bi\u00e7imi, Arap harflerinin biti\u015fik yaz\u0131lma usul\u00fcn\u00fc kald\u0131rmay\u0131, harfleri ayr\u0131 yazmak suretiyle Osmanl\u0131cay\u0131 daha anla\u015f\u0131l\u0131r k\u0131lmay\u0131 ama\u00e7layan bir giri\u015fim olarak de\u011ferlendirilebilir. Ancak sava\u015f d\u00f6nemi uygulamaya konan bu de\u011fi\u015fiklik, muhaberatta s\u0131k\u0131nt\u0131 yarat\u0131nca \u00f6mr\u00fc uzun s\u00fcrmemi\u015f ve s\u00f6z\u00fc ge\u00e7en giri\u015fimden vazge\u00e7ilmi\u015ftir.<a href=\"#_edn5\" name=\"_ednref5\">[5]<\/a><\/p>\n<p>Dilin sadele\u015ftirilmesi, Arap alfabesinde birtak\u0131m de\u011fi\u015fikliklerin gerekli oldu\u011fu ve yeni bir alfabeye ge\u00e7i\u015f y\u00f6n\u00fcndeki tart\u0131\u015fmalar, Cumhuriyet d\u00f6neminde ger\u00e7ekle\u015ftirilen Harf ve Dil devrimlerinin bir anda g\u00fcndeme gelmi\u015f ve \u015fuursuzca uygulamaya konmu\u015f politikalar olmad\u0131\u011f\u0131n\u0131 a\u00e7\u0131k bir \u015fekilde g\u00f6sterir. Yukar\u0131daki \u00f6rneklerden de anla\u015f\u0131laca\u011f\u0131 \u00fczere, Arap alfabesinin T\u00fcrk\u00e7edeki sesleri kar\u015f\u0131layamamas\u0131ndan kaynakl\u0131 problemlere \u00e7\u00f6z\u00fcm \u00fcretme \u00e7abas\u0131, Cumhuriyetten \u00f6nce, Osmanl\u0131 \u0130mparatorlu\u011fu\u2019nun m\u00fcnevverleri aras\u0131nda da g\u00fcndeme gelmi\u015fti.<\/p>\n<blockquote class=\"td_quote_box td_box_center\"><p><strong>Osmanl\u0131c\u0131lar Osmanl\u0131 ar\u015fivlerine ne yapt\u0131?<\/strong><\/p>\n<p>Tarih\u00e7inin, tarihi yazarken dayand\u0131\u011f\u0131 en \u00f6nemli kaynak tarihsel belgedir. Osmanl\u0131 tarih\u00e7ileri olan bizler i\u00e7in de temel kaynak Osmanl\u0131 ar\u015fivleridir. Ecdadlar\u0131n\u0131n mezar ta\u015f\u0131n\u0131 okuyamad\u0131klar\u0131 i\u00e7in yak\u0131nanlar\u0131n, \u201cbizi tarihimizden kopard\u0131lar\u201d diye avaz avaz ba\u011f\u0131ranlar\u0131n, ecdadlar\u0131ndan kalan Osmanl\u0131 ar\u015fivlerini ne hale getirdiklerine de de\u011finmek gerekir. Bilmeyenler i\u00e7in belirtelim: Osmanl\u0131 Ar\u015fivleri Sultanahmet\u2019ten, Ka\u011f\u0131thane\u2019de dere yata\u011f\u0131na yap\u0131lan yeni bir ar\u015fiv binas\u0131na nakledildi. Binan\u0131n Ka\u011f\u0131thane\u2019ye yap\u0131laca\u011f\u0131 dillendirildi\u011fi andan itibaren pek \u00e7ok de\u011ferli tarih\u00e7inin bu projeye kar\u015f\u0131 \u00e7\u0131kt\u0131\u011f\u0131n\u0131, her an su basabilecek dere yata\u011f\u0131na ar\u015fiv belgelerini ta\u015f\u0131man\u0131n zararlar\u0131 konusunda kamuoyunun dikkati \u00e7ok \u00f6nceden \u00e7ekmeye \u00e7al\u0131\u015ft\u0131\u011f\u0131n\u0131 biliyoruz. Ancak maalesef b\u00fct\u00fcn uyar\u0131lara kulaklar\u0131n\u0131 t\u0131kay\u0131p, \u00e7ok g\u00fczel bir ar\u015fiv binas\u0131 yapt\u0131\u011f\u0131n\u0131 zannedenlerin i\u015fin uzmanlar\u0131n\u0131 yok sayarak ald\u0131klar\u0131 bu karar\u0131n vahim sonu\u00e7lar\u0131 yava\u015f yava\u015f ortaya \u00e7\u0131k\u0131yor. Yeni yap\u0131lan ar\u015fiv binas\u0131nda bir s\u00fcredir bir\u00e7ok ar\u015fiv belgesi ara\u015ft\u0131rmac\u0131lara nemlenmi\u015f ve hatta \u0131slanm\u0131\u015f bir halde sunuluyor. Bu durum, maalesef pek \u00e7ok ar\u015fiv belgesinin k\u0131sa bir zaman zarf\u0131nda onar\u0131lmaz bir \u015fekilde zarar g\u00f6rece\u011fi ve kullan\u0131lamaz hale gelece\u011fini bizlere g\u00f6stermektedir. Ancak bu ge\u00e7i\u015fin, bir gece aniden al\u0131nan bir karar\u0131n sonucu olmad\u0131\u011f\u0131n\u0131 da tekrar vurgulamak gerekir. Kas\u0131m 1928\u2019de ilgili kanunun kabul edilmesinden \u00f6nce, 1928 y\u0131l\u0131 A\u011fustos ay\u0131nda bizzat Mustafa Kemal Atat\u00fcrk taraf\u0131ndan yeni bir alfabeye ge\u00e7ilece\u011fi a\u00e7\u0131klanm\u0131\u015f ve devlet dairelerinde bu ge\u00e7i\u015f i\u00e7in \u00e7al\u0131\u015fmalara ba\u015flanm\u0131\u015ft\u0131r. Yeni alfabeye ge\u00e7i\u015f s\u00fcrecini ba\u015far\u0131ya ula\u015ft\u0131rman\u0131n yolu her \u015feyden \u00f6nce \u00f6\u011fretmenlere yeni yaz\u0131y\u0131 \u00f6\u011fretmekten ge\u00e7iyordu. A\u011fustos ay\u0131 i\u00e7inde Milli E\u011fitim Bakanl\u0131\u011f\u0131 bu y\u00f6nde giri\u015fimlere ba\u015flad\u0131. \u00d6\u011fretmenlere ek olarak, Eyl\u00fcl ay\u0131nda a\u00e7\u0131lan kurslarla devlet g\u00f6revlilerine de yeni alfabenin \u00f6\u011fretilmesine \u00e7al\u0131\u015f\u0131ld\u0131. Son olarak, hen\u00fcz kanun \u00e7\u0131kmadan \u00f6nce, devlet dairelerinin kendi aralar\u0131ndaki yaz\u0131\u015fmalar\u0131nda da yeni alfabeyi kullanmaya ba\u015flad\u0131klar\u0131n\u0131 ifade etmek gerekir. Yeni alfabenin kabul\u00fc, dilde sadele\u015fmeyi ama\u00e7layan di\u011fer ad\u0131mlar\u0131n at\u0131lmas\u0131na da \u00f6nayak oldu: Osmanl\u0131cada s\u0131k\u00e7a kullan\u0131lan Arap\u00e7a-Fars\u00e7a terkiplerin (tamlamalar) T\u00fcrk\u00e7ele\u015ftirilmesi \u00f6ng\u00f6r\u00fclm\u00fc\u015f, bu kapsamda devlet dairelerinin isimlerindeki Arap\u00e7a-Fars\u00e7a tamlamalar kald\u0131r\u0131larak birtak\u0131m de\u011fi\u015fiklikler yap\u0131lm\u0131\u015ft\u0131r. \u00d6rne\u011fin, \u201cUmur-\u0131 Hesabiye M\u00fcdiriyeti\u201d, \u201cHesap \u0130\u015fleri M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u201d olurken, \u201cR\u00fcsumat M\u00fcdiriyet-i Umumiyesi\u201d ise \u201cG\u00fcmr\u00fck Umum M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u201d ismini ald\u0131.<a href=\"#_edn6\" name=\"_ednref6\">[6]<\/a><\/p>\n<p>Yeni alfabe kullan\u0131m\u0131ndan kaynakl\u0131 en b\u00fcy\u00fck s\u0131k\u0131nt\u0131y\u0131 bas\u0131n ya\u015fad\u0131. Aral\u0131k 1928\u2019den itibaren, b\u00fct\u00fcn T\u00fcrk\u00e7e gazete ve dergilere yeni alfabeyi kullanma zorunlulu\u011fu getirildi; ancak hen\u00fcz halk yeni yaz\u0131y\u0131 \u00f6\u011frenmedi\u011fi i\u00e7in gazete ve dergi tirajlar\u0131nda ciddi d\u00fc\u015f\u00fc\u015fler meydana geldi. Bas\u0131n\u0131n kar\u015f\u0131 kar\u015f\u0131ya kald\u0131\u011f\u0131 bu s\u0131k\u0131nt\u0131, devlet yard\u0131mlar\u0131 ile a\u015f\u0131lmaya \u00e7al\u0131\u015f\u0131ld\u0131.<a href=\"#_edn7\" name=\"_ednref7\">[7]<\/a><\/p>\n<p>Yeni alfabenin kullan\u0131m\u0131 ve \u00f6\u011fretiminin en ba\u015far\u0131l\u0131 oldu\u011fu yerler ise okullar oldu. Yasa \u00e7\u0131kmadan okullarda da yeni alfabenin \u00f6\u011fretilmesine ba\u015flanm\u0131\u015f ve \u00e7ocuklar\u0131n yeni alfabeyi \u00f6\u011frenmekte \u00e7ok ba\u015far\u0131l\u0131 olduklar\u0131 g\u00f6r\u00fclm\u00fc\u015ft\u00fc. Bu kapsamda, 1 Ocak 1929\u2019dan itibaren kurulmaya ba\u015flanan \u201cMillet Mektepleri\u201d ile halk\u0131 okur-yazar yapma m\u00fccadelesine giri\u015fildi. 1929-1933 y\u0131llar\u0131 aras\u0131nda Millet Mekteplerine 2.305.924 ki\u015fi kay\u0131t olmu\u015f ve bu ki\u015filerin yakla\u015f\u0131k %50\u2019si (1.124.926) okur-yazar olup diploma alm\u0131\u015ft\u0131r. \u00d6nemli bir ba\u015fka husus da Millet Mekteplerine kay\u0131t olan yurtta\u015flar\u0131n %66\u2019s\u0131n\u0131n (1.523.511) k\u00f6yl\u00fclerden olu\u015fmas\u0131d\u0131r. Bu oran, okuma-yazma seferberli\u011finin kentlere s\u0131k\u0131\u015f\u0131p kalmad\u0131\u011f\u0131n\u0131 g\u00f6stermesi a\u00e7\u0131s\u0131ndan \u00f6nemlidir.<a href=\"#_edn8\" name=\"_ednref8\">[8]<\/a><\/p>\n<p>Bu kapsamda de\u011finilmesi gereken bir di\u011fer nokta, Latin alfabesine ge\u00e7i\u015fi ele\u015ftirenlerin iddialar\u0131nda \u00f6nemli bir yeri olan \u201cbir gecede cahil kald\u0131k\u201d slogan\u0131n\u0131n, harf devrimi \u00f6ncesi sanki b\u00fct\u00fcn halk okuma-yazma biliyormu\u015f gibi bir sapt\u0131rma i\u00e7ermesidir. Bu sapt\u0131rmadan hareketle, \u015fu sorular\u0131 yan\u0131tlamak anlaml\u0131 olabilir: Ger\u00e7ekten harf devrimi \u00f6ncesi okuma-yazma oranlar\u0131 neydi? Bu noktada, Latin alfabesine ge\u00e7i\u015fin ard\u0131ndan okur-yazar say\u0131lar\u0131ndaki de\u011fi\u015fime de de\u011finmek gerekir ki, bu ge\u00e7i\u015f halk\u0131 cahil mi k\u0131lm\u0131\u015f yoksa ciddi bir e\u011fitim hamlesini mi beraberinde getirmi\u015f anla\u015f\u0131ls\u0131n. Yeni alfabeye ge\u00e7i\u015ften sadece 6 y\u0131l sonra yap\u0131lan 1935 n\u00fcfus say\u0131m\u0131 verilerine g\u00f6re, okur-yazar say\u0131s\u0131nda bir d\u00fc\u015f\u00fc\u015f de\u011fil aksine \u00e7ok ciddi bir art\u0131\u015f vard\u0131r. 1935 itibariyle okuma yazma bilen erkek say\u0131s\u0131 1.847.183\u2019e, kad\u0131n say\u0131s\u0131 ise 670.695\u2019e \u00e7\u0131km\u0131\u015ft\u0131r. Yani toplam n\u00fcfus (16.157.450) i\u00e7indeki okur-yazar say\u0131s\u0131 2.517.878 ki\u015fiye yani yakla\u015f\u0131k halk\u0131n %16\u2019s\u0131na ula\u015fm\u0131\u015ft\u0131r.<a href=\"#_edn10\" name=\"_ednref10\">[10]<\/a> Bu say\u0131lar, millet mektepleri ve okuma-yazma seferberli\u011finin sonu\u00e7lar\u0131n\u0131, bir ba\u015fka ifadeyle, olduk\u00e7a k\u0131sa bir s\u00fcrede T\u00fcrkiye\u2019deki okur-yazar say\u0131s\u0131n\u0131n iki kattan fazla artt\u0131\u011f\u0131n\u0131 a\u00e7\u0131k bir \u015fekilde g\u00f6sterir.<\/p>\n<p><strong>Ecdad\u0131m\u0131zdan koptuk mu? <\/strong><\/p>\n<p>Arap alfabesinin T\u00fcrk\u00e7enin foneti\u011fine uymad\u0131\u011f\u0131n\u0131 yukar\u0131da belirtmi\u015ftik. Dolay\u0131s\u0131yla, Arap alfabesi yerine Latin alfabesinin kullan\u0131lmas\u0131 ve T\u00fcrk\u00e7eye uygun seslerin alfabeye eklenmesi bir yan\u0131yla bu fonetik problem ile ilgilidir. Ancak Latin alfabesine ge\u00e7i\u015fin bir de simgesel boyutu vard\u0131r. Arap alfabesini reforma tabi tutmak yerine Latin alfabesine ge\u00e7mek esasen Cumhuriyetin devrimci kadrolar\u0131n\u0131n y\u00fcz\u00fcn\u00fc nereye d\u00f6nd\u00fc\u011f\u00fcn\u00fc de g\u00f6sterir. \u00c7ok uluslu bir devlet ve Arap\u00e7a-Fars\u00e7a kelimelerin etkisinde bir dil olan Osmanl\u0131ca, yerini ulus-devlete ve onun ulusal dili olan T\u00fcrk\u00e7eye b\u0131rakm\u0131\u015ft\u0131r.<a href=\"#_edn11\" name=\"_ednref11\">[11]<\/a> Evet, bu bir kopu\u015ftur, hem de devrimci bir kopu\u015f, \u00e7\u00fcnk\u00fc s\u00f6z\u00fc ge\u00e7en kopu\u015f esasen zihniyetteki bir kopu\u015fa da kar\u015f\u0131l\u0131k gelir. Yukar\u0131daki \u00f6rnekler, Cumhuriyetin dilde sadele\u015fmeyi ama\u00e7layan politikalar\u0131n\u0131n halk diline d\u00f6n\u00fc\u015fte ba\u015far\u0131l\u0131 oldu\u011funu net bir \u015fekilde g\u00f6sterir. Dilin sadele\u015ftirilmesi ve T\u00fcrk\u00e7ele\u015ftirilmesi giri\u015fiminin sonu\u00e7lar\u0131n\u0131 g\u00f6rmek a\u00e7\u0131s\u0131ndan ufak bir istatistiki bilgi vermek yararl\u0131 olacakt\u0131r. \u015eemsettin Sami taraf\u0131ndan haz\u0131rlan\u0131p 1901 y\u0131l\u0131nda yay\u0131mlanan, bug\u00fcn de Osmanl\u0131ca \u00f6\u011fretirken kulland\u0131\u011f\u0131m\u0131z en \u00f6nemli s\u00f6zl\u00fck olan <em>Kamus-\u0131 T\u00fcrki<\/em>\u2019de bulunan toplam 29.255 s\u00f6zc\u00fc\u011f\u00fcn yaln\u0131zca 9.917\u2019si yani % 34\u2019\u00fc T\u00fcrk\u00e7eydi. Buna kar\u015f\u0131n Arap\u00e7a kelimelerin say\u0131s\u0131 12.106 (% 41,4), Fars\u00e7a s\u00f6zc\u00fck say\u0131s\u0131 ise 3.186 (% 10,8) idi. Bu say\u0131lar Osmanl\u0131can\u0131n esasen Arap\u00e7a kelimelerin etkisinde oldu\u011funu ortaya koyar. 1974 tarihli <em>T\u00fcrk\u00e7e S\u00f6zl\u00fck<\/em> ile <em>Kamus-\u0131 T\u00fcrki<\/em>\u2019nin kar\u015f\u0131la\u015ft\u0131r\u0131lmas\u0131 dilde sadele\u015fme ve T\u00fcrk\u00e7ele\u015fme hamlelerinin etkisini g\u00f6rmek a\u00e7\u0131s\u0131ndan \u00f6nemlidir. 1974 tarihli <em>T\u00fcrk\u00e7e S\u00f6zl\u00fck<\/em>\u2019teki toplam 30.944 kelime i\u00e7inde, T\u00fcrk\u00e7e s\u00f6zc\u00fcklerin say\u0131s\u0131 16.451\u2019e yani oransal olarak % 52.66\u2019ya \u00e7\u0131karken, Arap\u00e7a s\u00f6zc\u00fcklerin say\u0131s\u0131 4.880\u2019e (%15,75), Fars\u00e7a s\u00f6zc\u00fcklerin say\u0131s\u0131 ise 799\u2019a (%2,75) d\u00fc\u015fm\u00fc\u015ft\u00fcr.<a href=\"#_edn14\" name=\"_ednref14\">[14]<\/a><\/p>\n<p>O zaman ya\u015fanan kopu\u015fun i\u00e7eri\u011fini netle\u015ftirmek gerekir: Evet bir kopu\u015f vard\u0131r, ama bu kopu\u015f halk\u0131n dilinden de\u011fil, Osmanl\u0131 se\u00e7kinlerinin a\u011fdal\u0131 dilinden kopu\u015ftur. Osmanl\u0131ca bir kar\u0131\u015f\u0131md\u0131r. Arap\u00e7a, Fars\u00e7a \u00f6l\u00fc s\u00f6zc\u00fcklerle T\u00fcrk\u00e7enin \u00e7ok az say\u0131da fiillerinden olu\u015fan bir y\u0131\u011f\u0131\u015f\u0131m da denilebilir. Bu ba\u011flamda ne Arap\u2019\u0131n ne Acem\u2019in ne de T\u00fcrk\u2019\u00fcn anlayabilece\u011fi bir dokudan ve yap\u0131dan yoksundur. Osmanl\u0131ca 600 y\u0131l T\u00fcrk\u00e7enin yata\u011f\u0131n\u0131 kirleten, T\u00fcrk\u00e7enin solu\u011funu kesen bir y\u0131\u011f\u0131\u015f\u0131md\u0131r. \u00d6yle ki Osmanl\u0131l\u0131k d\u00f6neminde bile medrese \u00f6\u011fretiminde y\u0131llarca emek verilmesine kar\u015f\u0131n Osmanl\u0131ca yine de tam \u00f6\u011fretilemezdi. Hele bug\u00fcn dil devriminin getirdi\u011fi yeni s\u00f6z de\u011ferleriyle d\u00fc\u015f\u00fcnmeye al\u0131\u015fm\u0131\u015f ku\u015faklar\u0131n Osmanl\u0131cay\u0131 \u00f6\u011frenmesi neredeyse olanaks\u0131zd\u0131r. Bu olanaks\u0131zl\u0131\u011f\u0131 asl\u0131nda bug\u00fcnk\u00fc Osmanl\u0131l\u0131k \u00f6zlemini \u00e7ekenler de biliyor. Ancak onlar\u0131n amac\u0131 Osmanl\u0131can\u0131n \u00f6\u011fretilmesi de\u011fil, bu yolla Atat\u00fcrk\u2019\u00fcn dil devriminden, yaz\u0131 devriminden \u00f6\u00e7 almak istiyorlar. Ba\u015fka bir deyi\u015fle Cumhuriyetin temel dayana\u011f\u0131 olan ulusal bilincimizi ve varl\u0131\u011f\u0131m\u0131z\u0131 diri tutan T\u00fcrk\u00e7eyi kirletmeye \u00e7al\u0131\u015f\u0131yorlar. Ama bu sular\u0131 tersine ak\u0131tmak gibidir. Ayr\u0131ca, \u00fcniversiteyi kazan\u0131p gelen \u00f6\u011frencilerimizin Osmanl\u0131ca \u00f6\u011frenmede ne kadar ba\u015far\u0131l\u0131 olabildikleri sorusu apa\u00e7\u0131k ortadayken, liselerde \u00f6\u011fretilecek Osmanl\u0131can\u0131n d\u00fczeyinin ne olaca\u011f\u0131 da \u015fimdiden bellidir zaten. Bu duruma paralel olarak \u015funu da ifade etmek gerekir: \u201cOsmanl\u0131 hayran\u0131 malum zevat\u201d Osmanl\u0131ca okuyabilmek i\u00e7in Arap alfabesini \u00f6\u011fretmenin\/\u00f6\u011frenmenin yeterli oldu\u011funu zannediyor olabilir, ama ger\u00e7ek onlar\u0131n sand\u0131\u011f\u0131 gibi de\u011fildir. E\u011fitim kalitesinin s\u00fcrekli d\u00fc\u015ft\u00fc\u011f\u00fc, \u00f6\u011fretmenlerin g\u00fcnden g\u00fcne itibars\u0131zla\u015ft\u0131r\u0131ld\u0131\u011f\u0131 ve e\u011fitimde hareket alanlar\u0131n\u0131n k\u0131s\u0131tland\u0131\u011f\u0131 bu \u201cyeni\u201d e\u011fitim sisteminde, olduk\u00e7a basit gramer kurallar\u0131ndan bihaber, edebiyattan kopar\u0131lm\u0131\u015f bir ku\u015fak ile kar\u015f\u0131 kar\u015f\u0131yay\u0131z. \u00d6yleyse \u015fu soruyu sormak durumunday\u0131z: E\u011fitim sisteminin vasatl\u0131\u011f\u0131 sonucu kelime haznesi \u00e7ok s\u0131n\u0131rl\u0131 olan lise \u00f6\u011frencilerine Arap\u00e7a-Fars\u00e7a kelimelerin etkisindeki Osmanl\u0131 T\u00fcrk\u00e7esini \u00f6\u011fretmeye\/dayatmaya \u00e7al\u0131\u015fmak ne anlama gelmektedir?<\/p>\n<p>Osmanl\u0131ca hakk\u0131nda hi\u00e7bir \u015fey bilmedi\u011fi belli olan bu \u201cmezar ta\u015f\u00e7\u0131lar\u0131na\u201d ufak uyar\u0131larda bulunal\u0131m: \u00d6ncelikle, tekrar edelim Osmanl\u0131ca tek bir yaz\u0131 stili i\u00e7ermez. Mezar ta\u015flar\u0131nda da talik, s\u00fcl\u00fcs gibi ayr\u0131 yaz\u0131 bi\u00e7imleri uygulan\u0131r. \u00d6\u011fretece\u011finiz ve hatta bizlerin \u00fcniversitede \u00f6\u011fretti\u011fimiz Osmanl\u0131ca ile de mezar ta\u015f\u0131ndaki yaz\u0131 falan okunmaz. Bug\u00fcne kadar Osmanl\u0131 tarihi ve T\u00fcrk dili ile ilgili \u00e7al\u0131\u015fmalara ve Osmanl\u0131ca \u00f6\u011frenmeye engeller konulmad\u0131\u011f\u0131na, yasaklar getirilmedi\u011fine g\u00f6re zorunlu Osmanl\u0131ca derslerini \u00f6nerenlerin derdinin ger\u00e7ekten Osmanl\u0131ca olmad\u0131\u011f\u0131 a\u00e7\u0131kt\u0131r. O halde, mezar ta\u015f\u00e7\u0131l\u0131\u011f\u0131na soyunan bu zevat\u0131n derdi nedir diye de sormak gerekir.<\/p>\n<p>AKP eliyle Birinci Cumhuriyetin tasfiye edildi\u011fi ve \u0130kinci Cumhuriyetin kurumlar\u0131n\u0131n olu\u015fturulmaya \u00e7al\u0131\u015f\u0131ld\u0131\u011f\u0131 tarihsel bir s\u00fcre\u00e7ten ge\u00e7iyoruz. Bu s\u00fcrecin \u00f6nemli bir aya\u011f\u0131n\u0131 e\u011fitim sisteminin \u0130kinci Cumhuriyete uygun bir bi\u00e7imde d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi olu\u015fturuyor. Hat\u0131rlayaca\u011f\u0131n\u0131z \u00fczere, 2012 y\u0131l\u0131ndaki \u201cdindar\u201d ve ayn\u0131 zamanda \u201ckindar\u201d bir neslin yarat\u0131lma giri\u015fimi olarak da a\u00e7\u0131ktan ifade edilen 4+4+4 d\u00fczenlemesi ile t\u00fcm e\u011fitim sisteminin imam hatiple\u015ftirilmesi y\u00f6n\u00fcnde temel \u00e7er\u00e7eve haz\u0131rlanm\u0131\u015f ve uygulamaya konulmu\u015ftu. 4+4+4 d\u00fczenlemesi g\u00f6z ard\u0131 edilerek 19. Milli (?) E\u011fitim \u015euras\u0131\u2019nda al\u0131nan tavsiye kararlar\u0131n\u0131 de\u011ferlendirmek m\u00fcmk\u00fcn de\u011fildir. S\u00f6z konusu \u015eura\u2019da al\u0131nan kararlar e\u011fitim sisteminin laik ve bilimsel temellerden tamamen kopart\u0131lmas\u0131, din temelli toplumsal ve siyasal d\u00f6n\u00fc\u015f\u00fcm\u00fcn tamamlanmas\u0131 yolundaki ad\u0131mlar\u0131 h\u0131zland\u0131rmak anlam\u0131na gelmektedir. S\u00fcrecin bir sonraki halkas\u0131n\u0131n karma e\u011fitimin kald\u0131r\u0131lmas\u0131 olaca\u011f\u0131 ise gayet net bir \u015fekilde ifade edilebilir.<\/p>\n<p>Siyasal iktidarlar nas\u0131l ku\u015faklar hedefliyorlarsa, o ku\u015faklar\u0131 bi\u00e7imlendirebilmek ad\u0131na e\u011fitim sistemine m\u00fcdahalede bulunurlar. Zorunlu tutulan, kald\u0131r\u0131lan, saat say\u0131s\u0131 art\u0131r\u0131lan veya azalt\u0131lan derslerin neler oldu\u011fu ve ders m\u00fcfredatlar\u0131n\u0131n i\u00e7eri\u011fi asl\u0131nda nas\u0131l bir ku\u015fak yarat\u0131lmak istendi\u011fini de ele verir. Zorunlu din dersi getirmek ve din derslerinin say\u0131s\u0131n\u0131 art\u0131rmak da uzun zamand\u0131r itaatkar nesiller yaratman\u0131n \u00f6nemli bir arac\u0131 olmu\u015ftur. T\u00fcrkiye\u2019de din derslerini zorunlu hale getirenin 12 Eyl\u00fcl askeri darbesi olmas\u0131 yeteri kadar manidard\u0131r.<\/p>\n<p>Konuyla ilgili olarak II. Abd\u00fclhamit d\u00f6neminden bir \u00f6rnek verelim. Bilindi\u011fi \u00fczere, Mekteb-i M\u00fclkiye\u2019nin, Osmanl\u0131 e\u011fitim sisteminde \u00f6zellikle de gelecek devlet kadrolar\u0131n\u0131n olu\u015fmas\u0131 ba\u011flam\u0131ndaki tarihsel \u00f6nemi b\u00fcy\u00fckt\u00fcr. Ama gelin g\u00f6r\u00fcn ki Bat\u0131l\u0131, modern tarzda \u00f6rg\u00fctlenen yap\u0131s\u0131 ve ders program\u0131 ile Mekteb-i M\u00fclkiye\u2019nin yeti\u015ftirdi\u011fi \u00f6\u011frenci profili, Abd\u00fclhamit d\u00f6neminin mutlak\u0131yet anlay\u0131\u015f\u0131na ve istibdada uymaz olur. \u00d6\u011frenciler aras\u0131nda padi\u015faha ve rejime kar\u015f\u0131 inan\u00e7s\u0131zl\u0131k h\u0131zla yay\u0131l\u0131rken, bak\u0131n bu sorun (!) nas\u0131l \u00e7\u00f6z\u00fclmeye \u00e7al\u0131\u015f\u0131lm\u0131\u015f:<\/p>\n<p>\u201cMektep idareleri s\u0131k\u0131\u015ft\u0131r\u0131l\u0131yor, de\u011ferli Hocalar k\u00fcrs\u00fclerinden uzakla\u015ft\u0131r\u0131l\u0131yor, rejim aleyhinde fikirlerini a\u00e7\u0131yor diye Edebiyat ve Tarih-i Umumi dersleri programlardan \u00e7\u0131kart\u0131l\u0131yor, talebenin azg\u0131nl\u0131k ve ta\u015fk\u0131nl\u0131klar\u0131 \u0130slam dinine ve ahlak\u0131na k\u0131ymet ve ehemmiyet verilmemekten ileri geliyor zanniyle programlara F\u0131k\u0131h, Kelam, Tefsir ve Ahlak dersleri konuyor, tarih olarak da yaln\u0131z k\u0131sa bir \u0130slam tarihiyle padi\u015fahlar\u0131n methinden ba\u015fka bir \u015fey olmayan muhtasar Osmanl\u0131 Tarihi okutuluyor\u2026\u201d<a href=\"#_edn15\" name=\"_ednref15\">[15]<\/a><\/p>\n<p>G\u00f6r\u00fcld\u00fc\u011f\u00fc \u00fczere aradan bir as\u0131rdan fazla zaman ge\u00e7mi\u015f olsa da itaatkar ve sorgulamayan nesil yaratman\u0131n ilac\u0131 de\u011fi\u015fmemi\u015ftir.<\/p>\n<p>Bu ba\u011flamda, 19. Milli E\u011fitim \u015euras\u0131\u2019nda al\u0131nan \u201cOsmanl\u0131 T\u00fcrk\u00e7esi dersinin sosyal bilimler liselerinde oldu\u011fu gibi Anadolu imam hatip liselerinde de zorunlu ders olarak, di\u011fer orta\u00f6\u011fretim kurumlar\u0131nda ise se\u00e7meli ders olarak okutulmas\u0131 karar\u0131\u201d kar\u015f\u0131-devrim a\u00e7\u0131s\u0131ndan k\u00fc\u00e7\u00fck ama simgesel a\u00e7\u0131dan b\u00fcy\u00fck bir hamle olarak de\u011ferlendirilmelidir. Devrimler gibi kar\u015f\u0131-devrimler de, yaln\u0131zca yap\u0131sal-kurumsal d\u00fczenlemeler eliyle de\u011fil, y\u0131k\u0131lmaya \u00e7al\u0131\u015f\u0131lan d\u00fczenin simgelerine kar\u015f\u0131 sava\u015fmay\u0131 da gerektirir. Cumhuriyet kadrolar\u0131 i\u00e7in yeni kurulan Cumhuriyetin Latin alfabesini kabul\u00fc simgesel a\u00e7\u0131dan ne kadar \u00f6nemliyse, Osmanl\u0131can\u0131n canland\u0131r\u0131lmaya \u00e7al\u0131\u015f\u0131lmas\u0131 da g\u00fcn\u00fcm\u00fcz\u00fcn kar\u015f\u0131-devrimcileri a\u00e7\u0131s\u0131ndan o kadar \u00f6nemlidir. B\u00f6ylece, hem Cumhuriyet devrimlerine kar\u015f\u0131 konumlan\u0131\u015f simgesel olarak ortaya konur, hem de yeni rejimin y\u00fcz\u00fcn\u00fc nereye d\u00f6nd\u00fc\u011f\u00fc konusunda mesaj verilir. Her \u015feye muktedir olmak isteyen, hukukla k\u0131s\u0131tlanmamak ad\u0131na yaln\u0131zca baz\u0131 yasal d\u00fczenlemeler yapmakla yetinemez; her \u015feyden \u00f6nce kadir-i mutlak oldu\u011funa inanan bir tebaaya da ihtiya\u00e7 duyar. Bunun i\u00e7in de boyun e\u011fen, kendisine ihsanda bulunulmas\u0131n\u0131 bekleyen ve asla isyan etmeyen bir neslin yarat\u0131lmas\u0131 gerekir. Temel bilimlerin \u00fcniversitelerde kapanma noktas\u0131na geldi\u011fi memleketimizde, \u201cneden zorunlu din dersini tart\u0131\u015f\u0131yorsunuz da zorunlu kimya dersini tart\u0131\u015fm\u0131yorsunuz\u201d diyen bir zihniyetin temel probleminin ayd\u0131nlanman\u0131n de\u011ferleriyle ve modern yurtta\u015f ile oldu\u011fu ise a\u00e7\u0131kt\u0131r. Modern yurtta\u015f\u0131n da ortadan kalkmas\u0131 gerekir ki ideal d\u00fczene ge\u00e7i\u015f tamamlanabilsin.
