Fabrikalar\u0131m\u0131z\u0131n daha \u00e7ok \u00fcretim yapmas\u0131n\u0131, i\u00e7 ve d\u0131\u015f sat\u0131m\u0131n artmas\u0131n\u0131, daha \u00e7ok i\u015f ve kazan\u00e7 sa\u011flanarak insanlar\u0131m\u0131z\u0131n ya\u015fam d\u00fczeylerinin y\u00fckseltilmesini istiyoruz. T\u00fcm bunlar i\u00e7in ise gece g\u00fcnd\u00fcz kesintisiz elektrik gerekti\u011fi a\u00e7\u0131k. <\/em><\/p><\/blockquote>\n<p>G\u00fcne\u015f ve r\u00fczgardan elektrik \u00fcretimi t\u00fcm d\u00fcnyada, \u00f6zellikle Almanya\u2019da, geli\u015fme g\u00f6sterirken T\u00fcrkiye\u2019de yerinde say\u0131yor denebilir. Bu yaz\u0131n\u0131n sonundaki Avrupa Fotovoltaik Birli\u011finin (EPIA) 2012 ve 2013 y\u0131llar\u0131yla ilgili harita ve \u00e7izelgesine bak\u0131ld\u0131\u011f\u0131nda, n\u00fcfus ba\u015f\u0131na d\u00fc\u015fen fotovoltaik kaynakl\u0131 elektrik \u00fcretimindeki kurulu g\u00fc\u00e7lerde, \u00fclkemizin, Bulgaristan ve Yunanistan gibi k\u00fc\u00e7\u00fck \u00fclkelerin de \u00e7ok gerisinde kald\u0131\u011f\u0131, sonlarda yer ald\u0131\u011f\u0131 ya da fotovoltaikten elektrik \u00fcretebilecek kurulu g\u00fcc\u00fc olmad\u0131\u011f\u0131 g\u00f6r\u00fcl\u00fcyor. G\u00fcne\u015f \u0131\u015f\u0131nlar\u0131n\u0131 do\u011frudan elektri\u011fe \u00e7eviren fotovoltaik tekni\u011fiyle elektrik \u00fcretimi, g\u00fcne\u015fi bol T\u00fcrkiye\u2019de, \u00f6zel sekt\u00f6rde dahi geli\u015ftirilememi\u015ftir.<\/p>\n<p>G\u00fcne\u015f, r\u00fczgar, n\u00fckleer ve k\u00f6m\u00fcrden elektrik \u00fcretimiyle ilgili d\u00fcnyadaki ve \u00fclkemizdeki ge\u00e7ek durum ancak verilerle oldu\u011fu gibi ortaya konulabilirse, bunlar bilimsel ve teknolojik y\u00f6ntemlerle kar\u015f\u0131la\u015ft\u0131r\u0131labilirlerse, nelerin yap\u0131lmas\u0131 gerekti\u011fi belirlenebilir ya da \u00e7\u00f6z\u00fcmler \u00fcretilebilir. D\u00fcnya\u2019daki ve T\u00fcrkiye\u2019deki ger\u00e7ek durumu oldu\u011fu gibi yazmak, ne n\u00fckleer ne de fosil yak\u0131tl\u0131 santrallerin propagandas\u0131d\u0131r. Bunlar\u0131 yazmamak, d\u00fcnyadaki ve \u00fclkemizdeki durumu g\u00f6rmemek ya da kendimizi aldatmak olur. Ayr\u0131ca d\u00fcnyadaki ve \u00fclkemizdeki ger\u00e7ek durum oldu\u011fu gibi ortaya konulmad\u0131\u011f\u0131nda, yaz\u0131lmad\u0131\u011f\u0131nda, ger\u00e7ek durumda da bir de\u011fi\u015fiklik olmayacakt\u0131r. Bu nedenlerle okuyucular\u0131n yaz\u0131m\u0131z\u0131 \u00f6nyarg\u0131s\u0131z okumalar\u0131n\u0131 ve ger\u00e7ekleri yazd\u0131\u011f\u0131m\u0131z i\u00e7in bizi n\u00fckleer enerji savunucusu olarak g\u00f6rmemelerini dileriz.<\/p>\n<p><strong>Planlanan 2023 hedefleri (Enerji Bakanl\u0131\u011f\u0131)<\/strong><\/p>\n<p>G\u00fcne\u015f, r\u00fczgar ve su kaynakl\u0131 (hidrolik\/HES) t\u00fcm yenilenebilir enerjiler i\u00e7in 2023\u2019de hedeflenen \u00fcretim, T\u00fcrkiye\u2019nin artmakta olan toplam elektrik gereksinimini ne \u00f6l\u00e7\u00fcde kar\u015f\u0131layabilecek ya da bunlar\u0131n elektrik \u00fcretimindeki toplam pay\u0131 nedir? Bu soruyu a\u015fa\u011f\u0131daki verilerle ele almadan \u00f6nce konunun temelinde yatan unsurlara bir g\u00f6z atal\u0131m: N\u00fcfusumuz gitgide art\u0131yor ve daha kaliteli ya\u015fama \u00e7abas\u0131nday\u0131z. Evlerimizde birka\u00e7 TV\u2019den klima aletlerine kadar elektrikle \u00e7al\u0131\u015fan \u00e7ok \u00e7e\u015fitli ayg\u0131tlar\u0131 kullan\u0131yoruz. Artan n\u00fcfus i\u00e7in yeni evler yap\u0131l\u0131yor, kentlerimiz y\u00fcksek evlerle dolup ta\u015f\u0131yor. Bunlar\u0131n malzemelerinin \u00fcretiminde elektrik gerekti\u011fi gibi kentleri dolduran 20-30 katl\u0131 binalara su basmak i\u00e7in de elektrik gerekiyor. Fabrikalar\u0131m\u0131z\u0131n daha \u00e7ok \u00fcretim yapmas\u0131n\u0131, i\u00e7 ve d\u0131\u015f sat\u0131m\u0131n artmas\u0131n\u0131, daha \u00e7ok i\u015f ve kazan\u00e7 sa\u011flanarak insanlar\u0131m\u0131z\u0131n geli\u015fmi\u015f \u00fclkelerdeki gibi ya\u015fam d\u00fczeylerinin y\u00fckseltilmesini istiyoruz. T\u00fcm bunlar i\u00e7in ise gece g\u00fcnd\u00fcz kesintisiz elektrik gerekti\u011fi a\u00e7\u0131k.<\/p>\n<p>Elektrik enerji \u00fcretimindeki birimlere yabanc\u0131 olanlar\u0131n da durumu de\u011ferlendirebilmesi i\u00e7in elektrik faturalar\u0131m\u0131zda bulunan kiloWatt saati (kWh) a\u00e7\u0131klayarak konuya girelim. Evlerimizde 100 Watt\u2019l\u0131k 10 ampul 1 saat boyunca yand\u0131\u011f\u0131nda 1000 Watt saat\u2019lik ya da 1 kiloWatt saatlik (1kWh) elektrik enerjisini kullanm\u0131\u015f oluyoruz. Elektrik enerjisi \u00fcretiminde kWh\u2019\u0131n miyon kat\u0131 olan MegaWattsaat (MWh) ya da milyar kat\u0131 olan GigaWattsaat (GWh) kullan\u0131l\u0131yor.<\/p>\n<p>\u015eimdi, ger\u00e7ek duruma, a\u015fa\u011f\u0131daki verilerle bir bakal\u0131m:<\/p>\n<p>\u00c7izelge 1\u2019de d\u00fcnyadaki ve T\u00fcrkiye\u2019deki elektrik \u00fcretiminde kullan\u0131lan kaynaklar oransal olarak g\u00f6steriliyor. T\u00fcrkiye\u2019de do\u011fal gaz ve k\u00f6m\u00fcrden (fosil kaynaklardan) \u00fcretilen elektrik enerjisinin toplam \u00fcretimdeki pay\u0131n\u0131n % 73 kadar y\u00fcksek oldu\u011fu \u00c7izelge 2\u2019den g\u00f6r\u00fcl\u00fcyor. 2010 y\u0131l\u0131nda T\u00fcrkiye\u2019de t\u00fcm kaynaklardan \u00fcretilen toplam 212 milyar kWh\u2019l\u0131k elektrik enerjisinin 2023 y\u0131l\u0131nda 500 milyar kWh\u2019a y\u00fckseltilmesi hedefleniyor. (3)<\/p>\n<figure id=\"attachment_24799\" aria-describedby=\"caption-attachment-24799\" style=\"width: 300px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-24799\" src=\"https:\/\/bilimvegelecek.com.tr\/wp-content\/uploads\/2018\/05\/elektrik-\u015fekil-1-300x102.jpg\" alt=\"\" width=\"300\" height=\"102\" \/><figcaption id=\"caption-attachment-24799\" class=\"wp-caption-text\">\u00c7izelge 1: D\u00fcnya\u2019da ve T\u00fcrkiye\u2019de 2010 y\u0131l\u0131nda \u00fcretilen elektri\u011fin kaynaklara g\u00f6re da\u011f\u0131l\u0131m\u0131<\/figcaption><\/figure>\n<p><strong>K\u00f6m\u00fcr ve n\u00fckleer yak\u0131tl\u0131 santrallerin d\u00fcnyadaki durumu<\/strong><\/p>\n<p>\u00d6te yandan, n\u00fckleer enerjiden 2023\u2019de t\u00fcm\u00fcyle \u00e7\u0131kacak olan Almanya, g\u00fcne\u015f ve r\u00fczgarla elektrik \u00fcretimini iyice art\u0131rmas\u0131na ra\u011fmen 2030\u2019da toplam elektrik \u00fcretiminin ancak % 50\u2019sini yenilenebilir enerjilerden sa\u011flayabilece\u011finden, yeni, bir dizi k\u00f6m\u00fcrl\u00fc elektrik santralleri yap\u0131m\u0131na ba\u015flam\u0131\u015ft\u0131r. (1, s.287) ABD\u2019de ise Fuku\u015fima kazas\u0131na ra\u011fmen ne 104 n\u00fckleer ne de k\u00f6m\u00fcr yak\u0131tl\u0131 santraller kapat\u0131lm\u0131\u015ft\u0131r. K\u00f6m\u00fcrl\u00fc santrallerde kullan\u0131lan k\u00f6m\u00fcr miktar\u0131n\u0131n a\u015f\u0131r\u0131 b\u00fcy\u00fckl\u00fc\u011f\u00fcn\u00fc, uzay\u0131p giden say\u0131s\u0131z vagonlarla k\u00f6m\u00fcr ta\u015f\u0131yan bir tren katar\u0131 resmi g\u00f6steriyor. K\u00f6m\u00fcr, santrallerde, yer alt\u0131ndan \u00e7\u0131kar\u0131ld\u0131\u011f\u0131 gibi de kullan\u0131lam\u0131yor, \u00f6nce da\u011flarca k\u00f6m\u00fcr\u00fcn \u00f6\u011f\u00fct\u00fclmesi ve bunun i\u00e7in de enerji gerekiyor. Linyit yak\u0131tl\u0131 bir santralde toz halindeki k\u00f6m\u00fcr saniyede 250 kg miktar\u0131nda f\u0131r\u0131na p\u00fcsk\u00fcrt\u00fclerek yak\u0131l\u0131yor ki bu dakikada 15 ton ve y\u0131lda 6,5 milyon ton linyit kullan\u0131m\u0131 demek (Santralde dakikada kullan\u0131lan 15 ton k\u00f6m\u00fcr ise 10 ailenin 1 y\u0131ll\u0131k yak\u0131t\u0131 kadard\u0131r!). K\u00f6m\u00fcrden 1 kWsaat elektrik enerjisi \u00fcretimi i\u00e7in 1000 gram CO<sub>2 <\/sub>sal\u0131n\u0131yor. Buna kar\u015f\u0131n n\u00fckleer santrallerden bunun % 1\u2019i kadar CO<sub>2<\/sub> sal\u0131nmas\u0131, k\u00f6m\u00fcrl\u00fc santrallerin iklimi ve \u00e7evreyi olumsuz etkilemesi nedenleriyle gitgide terk edilmesini gerektirmesine ra\u011fmen, k\u00f6m\u00fcrl\u00fc santrallerin h\u00e2l\u00e2 kullan\u0131lmas\u0131 ve hatta yeni k\u00f6m\u00fcrl\u00fc santraller yap\u0131lmas\u0131, artan elektrik enerjisi talebinden kaynaklan\u0131yor. Buradan, pek kimsenin tahmin edemeyece\u011fi kadar d\u00fcnyada \u00e7ok say\u0131daki (50.000 adet) k\u00f6m\u00fcrl\u00fc santralin her y\u0131l toplam olarak en az\u0131ndan 10 milyar ton CO<sub>2 <\/sub>gaz\u0131n\u0131 havaya sald\u0131\u011f\u0131 hesaplanabilir ve iklimin her ge\u00e7en y\u0131l s\u00fcrekli olarak ne \u00f6l\u00e7\u00fcde etkilenebilece\u011fi kestirilebilir.<\/p>\n<figure id=\"attachment_24801\" aria-describedby=\"caption-attachment-24801\" style=\"width: 300px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-24801 size-medium\" src=\"https:\/\/bilimvegelecek.com.tr\/wp-content\/uploads\/2018\/05\/elektrik-\u015fekil-2-300x202.jpg\" alt=\"\" width=\"300\" height=\"202\" \/><figcaption id=\"caption-attachment-24801\" class=\"wp-caption-text\">\u00c7izelge 2: T\u00fcrkiye\u2019de 2010 y\u0131l\u0131nda \u00fcretilen elektri\u011fin kaynaklara g\u00f6re da\u011f\u0131l\u0131m\u0131 (GWh=milyarWattsaat)<\/figcaption><\/figure>\n<p>D\u00fcnyada, yeni teknolojilerle geli\u015ftirilmi\u015f n\u00fckleer santrallere talep, Fuku\u015fima\u2019daki gibi kazalar\u0131n ortaya \u00e7\u0131kmas\u0131n\u0131 \u00f6nleyecek \u015fekilde, gitgide art\u0131yor ve yenileri planlan\u0131yor. Fuku\u015fima kazas\u0131ndan sonra n\u00fckleer santralleri kapatan Japonya, bunlar\u0131 bu y\u0131l teker teker tekrar a\u00e7maya ba\u015flad\u0131\u011f\u0131 gibi, Fuku\u015fima n\u00fckleer santralini i\u015fleten TEPCO \u015firketinden yeni bir n\u00fckleer santral yap\u0131m\u0131 i\u00e7in de ge\u00e7en Mart\u2019ta teklif istemi\u015ftir. (2) \u015eekil 2\u2019de Fuku\u015fima kazas\u0131 \u00f6ncesi ve sonras\u0131 d\u00fcnyadaki reakt\u00f6r say\u0131lar\u0131 ve kurulu g\u00fc\u00e7leriyle ilgili geli\u015fmeler g\u00f6steriliyor. Fuku\u015fima kazas\u0131na ra\u011fmen n\u00fckleer enerjiye d\u00fcnyada ilgi, daha g\u00fcvenli santraller planlanarak bu gibi kazalar\u0131n \u00f6n\u00fcne ge\u00e7ilme \u00e7abalar\u0131n\u0131n bir\u00e7ok \u00fclkede kabul g\u00f6rmesinin yan\u0131 s\u0131ra, fabrikalara ve kentlere her an gereken elektri\u011fin, yenilenebilir enerjiler art\u0131r\u0131lsa da kar\u015f\u0131lanamayaca\u011f\u0131 ger\u00e7e\u011finden kaynaklan\u0131yor.<\/p>\n<p>Geli\u015ftirilmi\u015f n\u00fckleer santral projelerinden birine \u00f6rnek Westinghouse\u2019\u0131n yeni AP1000 santrali modelidir. Bu santralde, bir kaza durumunda elektrikler kesilse bile, su pompalar\u0131na gerek kalmadan yer\u00e7ekimiyle depolardaki suyun akarak reakt\u00f6r\u00fc 3 g\u00fcn boyunca so\u011futabilme tekni\u011fi bulunuyor (Bkz. \u015eekil 3). Bu model bir reakt\u00f6r\u00fcn \u00c7in\u2019de yap\u0131m\u0131 s\u00fcrerken Bulgaristan da Westinghouse\u2019dan bu model bir n\u00fckleer santral yapt\u0131rmak i\u00e7in teklif istemi\u015ftir. T\u00fcrkiye\u2019de, Ruslar\u0131n yapaca\u011f\u0131 n\u00fckleer santralde bu modeldeki teknik bulunmuyor.<\/p>\n<p>T\u00fcrkiye\u2019de, b\u00fct\u00e7eden bir para \u00e7\u0131kmadan, bir Rus \u015firketin yapaca\u011f\u0131 Akkuyu n\u00fckleer santralinin g\u00fcvenli\u011fi, ilgili t\u00fcm sistem ve par\u00e7alar\u0131nda kalite kontrollerinin nas\u0131l yap\u0131laca\u011f\u0131 sorgulanmal\u0131d\u0131r. Rus \u015firketinin finanse edece\u011fi ve sonradan \u00fcretilen elektri\u011fi T\u00fcrkiye\u2019ye sataca\u011f\u0131 \u2018yap i\u015flet ve elektrik sat\u2019 modeline Ruslardan ba\u015fka teklif veren de olmam\u0131\u015ft\u0131. Paras\u0131n\u0131 kendimizin \u00f6demedi\u011fi bir santralin g\u00fcvenlik sistemlerinin ve ilgili par\u00e7alar\u0131n\u0131n standartlara uygunlu\u011funun ayr\u0131nt\u0131l\u0131 kontrol\u00fcn\u00fc ise Rus \u015firketin kolayca kabul edece\u011fi beklenmemelidir. \u00c7\u00fcnk\u00fc kalite kontrol\u00fcnde, uluslararas\u0131 standartlarla olabilecek uyumsuzluklar ve bunlar\u0131n yerine getirilmesiyle ilgili yapt\u0131r\u0131mlar, santralin fiyat\u0131n\u0131n artmas\u0131 ve yap\u0131m s\u00fcresinin uzamas\u0131yla sonu\u00e7lanacakt\u0131r. Bunu, T\u00fcrkiye de istemeyecektir.<\/p>\n<p>T\u00fcrkiye\u2019nin bug\u00fcne kadar fotovoltaik ve r\u00fczgar enerjisinde geri kalmas\u0131n\u0131n en \u00f6nemli nedeninin de h\u00fck\u00fcmetlerin bunlara b\u00fct\u00e7ede para ay\u0131rmamas\u0131 ve kom\u015fu \u00fclkelerden gelen do\u011fal gaz\u0131 sat\u0131n almas\u0131 ve ithal k\u00f6m\u00fcr\u00fc kullanmas\u0131 olarak d\u00fc\u015f\u00fcn\u00fclebilir. T\u00fcrkiye\u2019de h\u00fck\u00fcmetler n\u00fckleere de, yenilenebilir enerjilere oldu\u011fu gibi, b\u00fct\u00e7eye y\u00fck olaca\u011f\u0131 i\u00e7in bir para ay\u0131rmam\u0131\u015flard\u0131r. Buna kar\u015f\u0131n, 8 Ocak 2011\u2019de yay\u0131mlanan yenilenebilir enerji yasas\u0131na g\u00f6re, g\u00fcne\u015f enerjisi sistemleriyle \u00fcretilen elektri\u011fe, devlet al\u0131m garantisi sa\u011fl\u0131yor ve \u00fcretilen her kWsaat\u2019a 13,3 dolar-sent \u00f6d\u00fcyor. Sistem elemanlar\u0131nda yerli mal\u0131 kullan\u0131ld\u0131\u011f\u0131nda ise bu miktar 16 sent\u2019e y\u00fckseliyor. Buna ra\u011fmen \u00f6zel sekt\u00f6r de, bug\u00fcne kadar b\u00fcy\u00fck g\u00fcne\u015f enerji santralleri kurma e\u011filimine girmemi\u015ftir. Devletin yapt\u0131rmayaca\u011f\u0131 n\u00fckleer santrallere ise herhangi bir devlet deste\u011fi \/te\u015fvik bulunmuyor. Almanya\u2019da g\u00fcne\u015f enerjisi i\u00e7in bu katsay\u0131 2012 y\u0131l\u0131nda % 9, r\u00fczgar i\u00e7in ise % 17\u2019dir (T\u00fcrkiye i\u00e7in a\u015fa\u011f\u0131daki \u00e7izelgede verilen de\u011ferler olduk\u00e7a y\u00fcksek oldu\u011fundan bunlar\u0131n ileride ger\u00e7ekle\u015febilece\u011fi \u015f\u00fcphelidir).<\/figcaption><\/figure>\n<p><strong>N\u00fckleer enerjiden \u00e7\u0131kan \u00fclkelerde \u00f6zellikle Almanya\u2019daki durum<\/strong><\/p>\n<p>Fuku\u015fima kazas\u0131ndan sonra, \u00f6nce Almanya, daha sonra \u0130svi\u00e7re, \u0130spanya, Bel\u00e7ika ve \u0130talya n\u00fckleer enerjiyi kullanmayacaklar\u0131n\u0131 a\u00e7\u0131klayarak gerekli de\u011fi\u015fiklikleri ilgili yasa ve y\u00f6netmeliklerinde yapt\u0131lar. \u00d6zellikle Almanya, r\u00fczgar ve g\u00fcne\u015f enerjileriyle elektrik \u00fcretimine \u00f6nem vererek bunlarla ilgili b\u00fcy\u00fck yat\u0131r\u0131mlar\u0131n \u00e7e\u015fitli kolayl\u0131klarla desteklemesinin yan\u0131 s\u0131ra halk\u0131n elektrik faturalar\u0131na da eklemeler yap\u0131larak, bu yat\u0131r\u0131mlar kar\u015f\u0131lanmaya \u00e7al\u0131\u015f\u0131ld\u0131. Bu geli\u015fmeler sonucu Almanya\u2019da 2012 y\u0131l\u0131nda r\u00fczgar kaynakl\u0131 elektrik \u00fcretimi, toplam elektrik \u00fcretiminin % 8\u2019i ve g\u00fcne\u015f kaynakl\u0131 olan\u0131 ise toplam\u0131n % 4\u2019 \u00fcne ula\u015ft\u0131. Biyok\u00fctle ve su kaynaklar\u0131yla birlikte Almanya\u2019da t\u00fcm yenilenebilir kaynaklardan 2012\u2019de \u00fcretilen elektrik enerjisinin pay\u0131 % 22\u2019ye y\u00fckseldi. Bunun 2030 y\u0131l\u0131nda % 50\u2019ye y\u00fckseltilmesi planlanm\u0131\u015ft\u0131r (1, s.280-Grafik). Almanya\u2019da yenilenebilir kaynaklardaki bu olumlu geli\u015fmelere ra\u011fmen, 2023 y\u0131l\u0131nda n\u00fckleer santrallerin t\u00fcm\u00fcn\u00fcn devreden \u00e7\u0131kar\u0131lmas\u0131 sonucu, arta kalan elektrik gereksiniminin kar\u015f\u0131lanabilmesi i\u00e7in k\u00f6m\u00fcr ve do\u011fal gaz kaynakl\u0131 yeni santrallerin yap\u0131m\u0131na ise ba\u015flanm\u0131\u015ft\u0131r. T\u00fcm modern tekniklerin kullan\u0131ld\u0131\u011f\u0131 filtrelemelere ra\u011fmen k\u00f6m\u00fcrl\u00fc santrallerin bacalar\u0131ndan sald\u0131klar\u0131 a\u011f\u0131r metaller, zehirli gazlar ve CO<sub>2 <\/sub>yoluyla \u00e7evreye ve iklime zararlar\u0131 biliniyor. (1) K\u00f6m\u00fcr\u00fcn bile\u015fiminde bulunan uranyum ve toryumdan t\u00fcreyen radyum, polonyum ve kur\u015fun gibi a\u011f\u0131r radyoaktif maddeler de kurum ve k\u00fclde birikerek \u00e7evreye ve yak\u0131nlardaki insanlara zararl\u0131 oluyor (Bu \u00e7e\u015fit a\u011f\u0131r radyoaktif maddeler n\u00fckleer santrallerden sal\u0131nm\u0131yor). K\u00f6m\u00fcr yak\u0131tl\u0131 800 MegaWatt g\u00fcc\u00fcnde bir elektrik santralinin bacas\u0131ndan \u00e7e\u015fitli modern eleme (filtrasyon) tekniklerine ra\u011fmen \u00e7evreye, y\u0131lda ortalama olarak, 6 ton kur\u015fun, 4 ton k\u00fck\u00fcrtoksit, 4 ton azotoksit, 1 ton arsenik, 500 kg kadmiyum, 500 kg talyum, 600 kg civa sal\u0131n\u0131yor. Bunlar\u0131n insan v\u00fccuduna etkileri sonucu, bir k\u00f6m\u00fcr santralinin 40 y\u0131ll\u0131k i\u015fletilme s\u00fcresince, \u00e7evredeki 1000 ki\u015fide \u00f6l\u00fcmc\u00fcl kansere neden oldu\u011fu hesaplan\u0131yor. Bu nedenle Almanya\u2019da k\u00f6m\u00fcrl\u00fc santrallere kar\u015f\u0131 \u00e7evre halk\u0131 direni\u015fleri s\u00fcr\u00fcyor. Bunun yan\u0131 s\u0131ra, gerek kuzeyden g\u00fcneye yap\u0131lmas\u0131 gereken y\u00fcksek gerilim hatlar\u0131n\u0131, r\u00fczgar de\u011firmenlerini (g\u00fcr\u00fclt\u00fc ve g\u00f6r\u00fcn\u00fcm\u00fc bozdu\u011fu i\u00e7in) bunlar\u0131n \u00e7evresindeki yerle\u015fim yerlerindekiler istemiyor. Bu durumda Almanya ileride eksik elektri\u011fini kom\u015fu \u00fclkelerden AB \u015febekesi yoluyla kar\u015f\u0131lamak zorunda kalacakt\u0131r ki bunda da yine Fransa ve di\u011fer \u00fclkelerdeki n\u00fckleer kaynakl\u0131 elektri\u011fin \u00f6nemli bir pay\u0131 olacakt\u0131r. Bu nedenle n\u00fckleer enerjiyi b\u0131rakan Almanya, dolayl\u0131 olarak n\u00fckleer enerjiyi ileride kullanm\u0131\u015f olacakt\u0131r.<\/p>\n<p><strong>D\u00fcnya n\u00fckleer enerjiden neden vazge\u00e7emiyor?<\/strong><\/p>\n<p>Bunun ba\u015fl\u0131ca nedeni, \u00fclkelerin gitgide artan enerji gereksinimi ve yenilenebilir enerji kaynaklar\u0131n\u0131n ileride de hem b\u00fcy\u00fck end\u00fcstrinin hem de \u00f6zellikle ak\u015famlar\u0131 kentlerin elektri\u011fini kar\u015f\u0131layacak miktarda elektri\u011fi devreye (\u015febekeye) aktaramayacaklar\u0131 ger\u00e7e\u011finde yat\u0131yor. Gitgide artan elektrik gereksinimi, \u00fclkelerdeki n\u00fcfus art\u0131m\u0131yla hem de n\u00fcfusun daha konforlu ya\u015famas\u0131ndan do\u011fan daha \u00e7ok elektrik kullan\u0131m\u0131yla oldu\u011fu a\u00e7\u0131kt\u0131r. \u00d6rne\u011fin bug\u00fcn \u0130stanbul gibi kentlerde y\u00fckselen y\u00fczlerce binan\u0131n her par\u00e7as\u0131n\u0131n \u00fcretiminden, binalar\u0131n yap\u0131m\u0131na ve ileride bu binalara su basmak i\u00e7in pompalar\u0131 \u00e7al\u0131\u015ft\u0131racak elektrik enerjisinin bile ne boyutlarda olabilece\u011fi bu konuda bir fikir verebilir. Ayr\u0131ca her bir \u00fclke, sadece kendi halk\u0131 i\u00e7in de\u011fil, d\u0131\u015f sat\u0131m\u0131 art\u0131racak \u015fekilde \u00fcretimi art\u0131rmaya gayret etti\u011finden daha fazla elektrik enerjisine gereksinim duyuyor.<\/p>\n<figure id=\"attachment_24887\" aria-describedby=\"caption-attachment-24887\" style=\"width: 300px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-24887\" src=\"https:\/\/bilimvegelecek.com.tr\/wp-content\/uploads\/2014\/10\/elektrik-\u015fekil-4-300x92.jpg\" alt=\"\" width=\"300\" height=\"92\" \/><figcaption id=\"caption-attachment-24887\" class=\"wp-caption-text\">Yenilenebilir kaynaklar i\u00e7inde hidroelektrik (su) ve biyok\u00fctle enerjileri de b\u00fcy\u00fck oranda bulunuyor.<\/figcaption><\/figure>\n<p>\u00c7ok arzu etti\u011fimiz yenilenebilir kaynaklardan \u00fcretilen elektrik b\u00fcy\u00fck miktarlarda depolanam\u0131yor ve istenilen saatlerde devreye aktar\u0131lam\u0131yor. Bir r\u00fczgar santralinin kurulu g\u00fcc\u00fcn\u00fcn y\u0131l boyunca i\u015fletilebilme oran\u0131 ortalama % 20 kadar, bir g\u00fcne\u015f enerji santralinin ise % 10\u2019un alt\u0131nda (kapasite kullan\u0131m oran\u0131). Bu oran n\u00fckleer santrallerde %70-80 aras\u0131nda. K\u00f6m\u00fcrl\u00fc santrallerde ise bunun biraz daha alt\u0131nda. Bu nedenlerle hem n\u00fckleer santral hem de fosil yak\u0131tl\u0131 santral say\u0131s\u0131 gitgide art\u0131yor.<\/p>\n<p>\u00c7izelge 4\u2019te D\u00fcnya elektrik \u00fcretiminin kaynaklar\u0131 ve Terawattsaat (= 10<strong><sup>9<\/sup> <\/strong>kWh) olarak \u00fcretilen ortalama elektrik ile ortalama elektrik g\u00fcc\u00fc Gigawatt (=Milyar Watt=milyon kW) olarak g\u00f6steriliyor.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-24888 alignleft\" src=\"https:\/\/bilimvegelecek.com.tr\/wp-content\/uploads\/2014\/10\/elektrik-\u015fekil-5-300x139.jpg\" alt=\"\" width=\"300\" height=\"139\" \/>\u00c7izelge 5\u2019te g\u00f6r\u00fcld\u00fc\u011f\u00fc gibi her bir kWh elektrik enerjisi \u00fcretiminde hidroelektrikten sadece 4 gram, r\u00fczgar ve n\u00fckleerden 12-16 gram kadar az CO<sub>2<\/sub> sal\u0131n\u0131rken, k\u00f6m\u00fcrl\u00fc bir santralden 1000 gram kadar \u00e7ok CO<sub>2<\/sub> sal\u0131n\u0131yor. D\u00fcnyada 50.000 dolay\u0131nda k\u00f6m\u00fcrl\u00fc elektrik santrali oldu\u011fu ve bunlar\u0131n her y\u0131l toplam olarak en az\u0131ndan 10 milyar ton CO<sub>2 <\/sub>gaz\u0131n\u0131 havaya sald\u0131\u011f\u0131 yukar\u0131da belirtilmi\u015fti. Buradan k\u00f6m\u00fcrl\u00fc santrallerin Almanya ve t\u00fcm d\u00fcnyada gitgide artmas\u0131n\u0131n iklime olan olumsuz etkisi kestirilebilir.<\/p>\n<p><strong>T\u00fcrkiye neden n\u00fckleer enerjiyi kullanmak istiyor?<\/strong><\/p>\n<p>T\u00fcrkiye\u2019de son 40 y\u0131ld\u0131r n\u00fckleer santral yap\u0131m\u0131, b\u00fct\u00e7eye b\u00fcy\u00fck y\u00fck getirece\u011fi i\u00e7in s\u00fcrekli ertelendi. Tek reakt\u00f6rl\u00fc bir n\u00fckleer santralin bug\u00fcnk\u00fc 50.000 MW\u2019l\u0131k kurulu g\u00fcce katk\u0131s\u0131 sadece % 2,4 (= 1. 200\/50.000) kadar az oldu\u011fundan, bunlardan en az\u0131ndan 10 adet yap\u0131l\u0131rsa, bug\u00fcnk\u00fc kurulu g\u00fc\u00e7 % 24 artabilir. Bu ise b\u00fct\u00e7eye \u00f6n\u00fcm\u00fczdeki 5-10 y\u0131l i\u00e7inde 50 ile 100 milyar usd y\u00fck getirecektir. Bu miktar d\u00f6viz yat\u0131r\u0131m\u0131, b\u00fct\u00e7eyi alt \u00fcst edece\u011finden bug\u00fcnk\u00fc h\u00fck\u00fcmetin uygulad\u0131\u011f\u0131 yol, yabanc\u0131 \u015firketlere bir otomobil fabrikas\u0131 yapt\u0131r\u0131r gibi, santrali kurdurup i\u015flettirmesi ve \u015firketin ileride T\u00fcrkiye\u2019ye sataca\u011f\u0131 elektrikten elde edece\u011fi k\u00e2r ile santrali sonradan finanse etmesi olmu\u015ftur. T\u00fcrkiye h\u00fck\u00fcmetleri yenilenebilir enerji santrallerine de n\u00fckleer enerji santrallerine de b\u00fct\u00e7eden bir para ay\u0131rmam\u0131\u015ft\u0131r. Bilindi\u011fi gibi Akkuyu n\u00fckleer santrali, b\u00fct\u00e7eden bir para \u00e7\u0131kmadan, bu yolla Rus \u015firketine yapt\u0131r\u0131l\u0131yor.<\/p>\n<p>Ancak n\u00fckleer santralin ve santraldeki her bir sistemin hangi g\u00fcvenlik standartlar\u0131na g\u00f6re kurulup kalite kontrolleriyle denetlenece\u011fi belirlenmi\u015f de\u011fil. Bu, b\u00fcy\u00fck bir bo\u015fluk ve ilerisi i\u00e7in de b\u00fcy\u00fck bir sorun olu\u015fturuyor (Ayr\u0131nt\u0131lar i\u00e7in dergimizin Temmuz say\u0131s\u0131 Forum b\u00f6l\u00fcm\u00fcndeki Akkuyu ile ilgili seminerler yaz\u0131s\u0131na bkz.).<\/p>\n<p>T\u00fcrkiye\u2019de r\u00fczgar kaynakl\u0131 elektrik \u00fcretiminde bir miktar geli\u015fme olmu\u015f ise de bu katk\u0131 toplam elektrik \u00fcretiminin sadece % 2\u2019si kadard\u0131r. (1, s.283 ve \u00c7izelge 2) G\u00fcne\u015f enerjisinin ise \u00fcretilen elektri\u011fe bug\u00fcn bir katk\u0131s\u0131 bulunmuyor.Bunlar\u0131n paylar\u0131n\u0131n Almanya\u2019daki gibi art\u0131r\u0131lmas\u0131 beklenir.<\/p>\n<p><strong>T\u00fcrkiye\u2019de n\u00fckleer kar\u015f\u0131tlar\u0131n\u0131n, muhalefetin ve halk\u0131n n\u00fckleer santrallere bak\u0131\u015f\u0131 nas\u0131l?<\/strong><\/p>\n<p>T\u00fcrkiye\u2019deki n\u00fckleer kar\u015f\u0131tlar\u0131, N\u00fckleer Kar\u015f\u0131tlar\u0131 Platformu (NKP) ad\u0131yla \u00e7e\u015fitli aktivitelerde bulunuyorlar. Bu platformu destekleyen say\u0131lar\u0131 100\u2019e varan dernek, m\u00fchendislik odalar\u0131 ve sivil toplum kurulu\u015flar\u0131 var (2006\u2019daki say\u0131lar\u0131: 92 ). Sadece, Akkuyu s\u00f6zle\u015fmesi TBMM\u2019de yasala\u015ft\u0131ktan sonra, CHP\u2019nin Anayasa Mahkemesine ba\u015fvurdu\u011funu, yasan\u0131n iptalini istedi\u011fini ve Anayasa Mahkemesinin de bunu 31 May\u0131s 2012 g\u00fcn\u00fc reddetti\u011fini medyadan \u00f6\u011freniyoruz.<\/p>\n<p>Halk\u0131n b\u00fcy\u00fck \u00e7o\u011funlu\u011funun gazete bile okumad\u0131\u011f\u0131, gazetelerin tirajlar\u0131n\u0131n bu nedenle bat\u0131 d\u00fcnyas\u0131na oranla \u00e7ok a\u015fa\u011f\u0131larda kald\u0131\u011f\u0131 bilinirken, di\u011fer teknik konularda oldu\u011fu gibi, n\u00fckleer enerji konusunda da halk\u0131n b\u00fcy\u00fck bir b\u00f6l\u00fcm\u00fcnden kitlesel bir katk\u0131 beklenmiyor ki zaten bug\u00fcne kadar bu, ger\u00e7ekle\u015fmedi.<\/p>\n<p>Bug\u00fcnk\u00fc 50.000 MW\u2019l\u0131k toplam elektrik kurulu g\u00fcc\u00fcn\u00fc ileride iki kat\u0131na \u00e7\u0131karmay\u0131 \u00f6ng\u00f6ren T\u00fcrkiye\u2019de, yenilenebilir enerjiler art\u0131r\u0131lsa ve pek beklenmeyen % 30\u2019a bile \u00e7\u0131kar\u0131lsa yine de % 70\u2019lik b\u00f6l\u00fcm\u00fcn fosil kaynaklardan ve n\u00fckleerden \u00fcretilmesi ka\u00e7\u0131n\u0131lmaz olacakt\u0131r. Artan enerji gereksinimini kar\u015f\u0131lamak durumunda olacak olan ilerideki ba\u015fka h\u00fck\u00fcmetlerin de bu durumu kabul etmesi gerekecektir.<\/p>\n<p>Bu nedenle T\u00fcrkiye\u2019de n\u00fckleer santraller yap\u0131lacaksa, Bulgaristan\u2019\u0131n bile \u00f6ng\u00f6rd\u00fc\u011f\u00fc, en modernleri se\u00e7ilmeli ve uluslararas\u0131 g\u00fcvenlik standartlar\u0131na g\u00f6re ilgili sistem ve par\u00e7alar\u0131n kalite kontrol\u00fc deneyimli bilirki\u015filerce denetlenmeli ve ancak testleri yap\u0131l\u0131p onay al\u0131nd\u0131ktan sonra n\u00fckleer santraller i\u015fletmeye a\u00e7\u0131lmal\u0131d\u0131r.<\/p>\n<p><strong>Do\u011fu ve Kuzey Avrupa ile Rusya\u2019daki durum<\/strong><\/p>\n<p>A\u015fa\u011f\u0131daki haritada, Do\u011fu ve Kuzey Avrupa ile Rusya\u2019daki \u00e7ok say\u0131daki n\u00fckleer santralin yerleri ve modellerine g\u00f6re adetleri g\u00f6steriliyor (\u00f6rne\u011fin RBMK, VVER.440\/230). (5)<\/p>\n<p><strong>Elektrik enerjisi talebinin artmas\u0131ndaki etkenler, savurganl\u0131k ve sonu\u00e7<\/strong><\/p>\n<p>Elektrik enerjisi gereksiniminin artmas\u0131ndaki en \u00f6nemli etkenlerin artan n\u00fcfus, artan i\u00e7 ve d\u0131\u015f sat\u0131m i\u00e7in \u00fcretim ve savurganl\u0131k oldu\u011fu biliniyor. \u00c7\u00fcnk\u00fc her ki\u015finin yemesi, i\u00e7mesinden, oturaca\u011f\u0131 ev ve i\u015fyerinden, binece\u011fi araba, u\u00e7a\u011fa kadar her dalda yap\u0131lmas\u0131 gereken \u00fcretimde elektrik gerekiyor (D\u00fcnya n\u00fcfusunun 2050\u2019de 9 milyar\u0131 ge\u00e7ece\u011fi kestiriliyor).<\/p>\n<p>T\u00fcrkiye\u2019de hen\u00fcz n\u00fckleer santral yok, ancak k\u00f6m\u00fcr ve do\u011fal gaz kullan\u0131lmad\u0131\u011f\u0131nda, ya\u015fam\u0131n duraca\u011f\u0131 kesindir. Bu, k\u00f6m\u00fcr\u00fc ve do\u011fal gaz\u0131 elektrik \u00fcretiminde \u00e7ok kullanal\u0131m demek de\u011fildir, sadece ger\u00e7ek durumu g\u00f6zler \u00f6n\u00fcne sermektir.<\/p>\n<p>G\u00fcne\u015f ve r\u00fczgardan elektrik \u00fcretimi, 2023\u2019e kadar \u00c7izelge 3\u2019deki kadar art\u0131r\u0131lsa bile (ki bu planlama de\u011ferlerine ula\u015f\u0131labilmesi de \u00e7ok \u015f\u00fcphelidir) bunun, hedeflenen 500 milyar kWh\u2019l\u0131k toplam elektrik gereksinimindeki pay\u0131n\u0131n sadece % 13,5 kadar olabilece\u011fi \u00c7izelge 3\u2019den hesaplanabilir (67,5\/500=%13,5). 2023\u2019de hedeflenen g\u00fcne\u015f, r\u00fczgar, hidrolik (HES)\u2019lerle birlikte t\u00fcm yenilenebilir kaynakl\u0131 230 milyar kWh\u2019l\u0131k \u00fcretimin ise, 2023\u2019de hedeflenen toplam 500 milyar kWh\u2019l\u0131k elektrik \u00fcretiminin yar\u0131s\u0131n\u0131 bile kar\u015f\u0131layamayaca\u011f\u0131 da \u00c7izelge 3\u2019den (230\/500= % 46) g\u00f6r\u00fcl\u00fcyor.<\/p>\n<p>\u00d6te yandan g\u00fcne\u015f geceleri, r\u00fczgar da her an yok. Bunlarla \u00fcretilen elektrik enerjisi, b\u00fcy\u00fck miktarlarda depolanam\u0131yor.
