Arta kalan 9 n\u00fckleer santralin 2015 ile 2023 aras\u0131nda kapat\u0131lmas\u0131 planlan\u0131yor. Bu durum yeni sorunlar da getiriyor. T\u00fcrkiye\u2019de elektrik \u00fcretiminin hangi yollarla ger\u00e7ekle\u015ftirilece\u011fi de ciddi tart\u0131\u015fma konusu. <\/em><\/p>\n<p>Almanya Ba\u015fbakan\u0131 Merkel, Mart 2011\u2019deki Fuku\u015fima kazas\u0131ndan sonra Mecliste yapt\u0131\u011f\u0131 konu\u015fmada n\u00fckleer santrallerin 2023 y\u0131l\u0131na kadar art arda kapat\u0131laca\u011f\u0131n\u0131 ve n\u00fckleer enerjiden \u00e7\u0131k\u0131laca\u011f\u0131n\u0131 s\u00f6yleyerek \u201cGelece\u011fin elektri\u011fini \u00fcretmede d\u00f6n\u00fcm noktas\u0131n\u0131 belirleyen d\u00fcnyan\u0131n ilk end\u00fcstri \u00fclkesi olabiliriz\u201d dedi ve ekledi; \u201cHer ne kadar n\u00fckleer santralsiz yeterli elektri\u011fi sa\u011flayabilmek b\u00fcy\u00fck sorunlar\u0131 i\u00e7eren bir proje ise de hep birlikte bunun \u00fcstesinden gelece\u011fiz.\u201d Daha sonra Meclis\u2019in ald\u0131\u011f\u0131 kararla, \u00e7al\u0131\u015fmakta olan 17 n\u00fckleer santralden 8\u2019i durduruldu. Arta kalan 9 n\u00fckleer santralin 2015 ile 2023 aras\u0131nda kapat\u0131lmas\u0131 planlan\u0131yor. 2020 y\u0131l\u0131na kadar gerekli elektrik enerjisinin %35\u2019inin yenilenebilir enerjilerden sa\u011flanmas\u0131 ama\u00e7lan\u0131yor.<\/p>\n<p>Bunun yan\u0131 s\u0131ra, \u00fclkede ileride daha az enerji kullan\u0131m\u0131 \u00f6ng\u00f6r\u00fcl\u00fcyor. Binalar i\u00e7in gereken enerji, t\u00fcm enerji kullan\u0131m\u0131n\u0131n %40\u2019\u0131 kadar \u00e7ok oldu\u011fundan, \u00f6zellikle binalar\u0131n \u2018enerji korunumlu\u2019 olmas\u0131 \u00f6nemli. 2020\u2019den ba\u015flayarak yeni yap\u0131lacak binalar\u0131n enerji gereksinimi d\u00fc\u015f\u00fck olacak ve binalar fazla enerji yitirmeyecek \u015fekilde ilgili standarda g\u00f6re yap\u0131lacak. Yeni binalar i\u00e7in vergi indirimi getirilecek. Bunun kar\u015f\u0131l\u0131\u011f\u0131 ise 1,5 milyar avro kadar. Bug\u00fcnk\u00fc binalar\u0131n enerji kay\u0131plar\u0131n\u0131n azalt\u0131lmas\u0131, mantolanmas\u0131, \u0131s\u0131 korunumlu pencereler tak\u0131lmas\u0131 gibi \u00f6nlemler i\u00e7in devlet her y\u0131l vergi indirimi yoluyla ayr\u0131ca 1,5 milyar avro destek sa\u011flayacak.<\/p>\n<blockquote class=\"td_quote_box td_box_center\"><p><strong>Yaz\u0131da ge\u00e7en birimlerle ilgili a\u00e7\u0131klamalar<\/strong><\/p>\n<p>Elektriksel G\u00fc\u00e7 birimi:\u00a01 Watt: 1 saniyede \u00fcretilen ya da t\u00fcketilen 1 Joule\u201dluk enerji miktar\u0131d\u0131r (1 Watt = 1 Joule (enerji)\/1 saniye).<\/p>\n<p>G\u00f6z\u00fcm\u00fczde canland\u0131rmak i\u00e7in bir \u00f6rnek: 100 graml\u0131k bir \u00e7ukulata paketini 1 metre yukar\u0131 kald\u0131rmak i\u00e7in 1 Joule\u2019l\u00fck enerji gerekiyor (Enerji = i\u015f yapabilme yetene\u011fi)<\/p>\n<p>1\u00a0Watt,\u00a0pratikte \u00e7ok k\u00fc\u00e7\u00fck oldu\u011fundan bunun katlar\u0131 kullan\u0131l\u0131yor.<\/p>\n<p>1 kiloWatt (1kW) = 1000 W; 1 MegaWatt = 1 MilyonWatt(1MW);<\/p>\n<p>1 GigaWatt = 1000 MegaWatt = 1 Milyon kilo Watt = 1 MilyarWatt<\/p>\n<p>1 GigaWattsaat = 1 Milyon kWh = 1 MilyarWh (=1000 MegaWh)<\/p>\n<p>1 TeraWattsaat (1 TrilyonWh) = 1000 Milyar Wh (= 1000 GWh=10<sup>12<\/sup>\u00a0Watt h) = 10<sup>9<\/sup>\u00a0kWh = 1 MilyarkWh<\/p><\/blockquote>\n<p><strong>Almanya\u2019da, kaynaklar\u0131na g\u00f6re \u00fcretilen ve t\u00fcketilen elektrik <\/strong><\/p>\n<p>\u00dclkelerin \u00fcrettikleri ve t\u00fckettikleri elektrik enerjisi genellikle Terawatt saat (TWh) ya da milyar kiloWatt saat (1 milyar kWsaat = 1 TWh) ile a\u00e7\u0131klan\u0131yor. (1) Almanya\u2019da son y\u0131llarda t\u00fcketilen br\u00fct (2) elektrik enerjisi miktar\u0131 y\u0131lda ortalama olarak 600 TWh = 600 milyar kWh dolay\u0131nda. Y\u0131lda 20 milyar kWh kadar net enerji de ba\u015fka \u00fclkelere sat\u0131lmaktayd\u0131. Ancak Fuku\u015fima kazas\u0131ndan sonra devreden \u00e7\u0131kar\u0131lan 8 n\u00fckleer santral sonucu, Almanya elektrik enerjisinin bir b\u00f6l\u00fcm\u00fcn\u00fc kom\u015fular\u0131ndan almakla birlikte, a\u015f\u0131r\u0131 enerjinin \u00fcretildi\u011fi baz\u0131 aylarda \u2018fazla elektrik\u2019, AB elektrik a\u011f\u0131na aktar\u0131l\u0131yor. 2010 y\u0131l\u0131nda \u00fcretilen toplam 620 TWh (=620 milyar kWh)\u2019\u0131n i\u00e7inde 17 n\u00fckleer santralin pay\u0131 140 milyar kWh (140\/620=%22,6) kadard\u0131. 8 n\u00fckleer santralin 2011 y\u0131l\u0131nda durdurulmas\u0131 ve yenilenebilir enerjilerden \u00fcretilen elektri\u011fin \u00f6ncelikle \u015febekeye beslenmesi zorunlulu\u011fu nedeniyle, 2012 y\u0131l\u0131nda \u00fcretilen br\u00fct 629 milyar kWh\u2019l\u0131k toplam elektrik enerjisinin i\u00e7inde n\u00fckleer enerjinin pay\u0131 %15,8\u2019e d\u00fc\u015ferek 99 milyar kWh\u2019a indi (bkz. \u015eekil 1, \u00c7izelge 1). 2008 ve 2009 y\u0131llar\u0131n\u0131n her birinde yenilenebilir enerjilerin toplam katk\u0131s\u0131 94 milyar kWh kadar iken, 2012\u2019de bu katk\u0131 143 milyar kWh\u2019a y\u00fckseldi\u011finden, t\u00fcm enerji gereksinimini kar\u015f\u0131layabilmek i\u00e7in ilerde t\u00fcm n\u00fckleer santraller \u00e7al\u0131\u015ft\u0131r\u0131lmazsa, fosil yak\u0131tl\u0131 santrallerin (ta\u015f k\u00f6m\u00fcr, linyit, do\u011fal gaz, fueloil yak\u0131tl\u0131 olanlar) 500 milyar kWh kadar enerjiyi devreye (\u015febekeye) beslemesi gerekiyor. Almanya\u2019daki fosil yak\u0131tl\u0131 santrallerin\u00a0<strong>toplam elektriksel g\u00fcc\u00fc<\/strong><strong>\u00a0<\/strong><strong>79,5 GigaWatt<\/strong>\u00a0(= 79, 5 milyar kiloWatt) olup bu g\u00fc\u00e7, y\u0131lda: 79,5 GW x 8760 saat = 696,4 milyar kWh elektrik enerjisine kar\u015f\u0131l\u0131k geliyor.<\/p>\n<p>Santrallerin bak\u0131m, onar\u0131m nedeniyle birka\u00e7 ay durdurulmas\u0131 ve ayr\u0131ca santrallerin ve pompalar\u0131n \u00e7al\u0131\u015fmas\u0131 s\u0131ras\u0131nda kulland\u0131klar\u0131 enerjinin yan\u0131 s\u0131ra \u015febeke kay\u0131plar\u0131 da g\u00f6z \u00f6n\u00fcne al\u0131nd\u0131\u011f\u0131nda fosil yak\u0131tlardan kaynaklanan elektrik enerjisinin ancak %72\u2019si olan 501 TWh (= 501 milyar kWh) kadar\u0131n\u0131n, y\u0131lda elektrik a\u011f\u0131na verilebilecek net enerji miktar\u0131 oldu\u011fu hesaplan\u0131yor. Buradan t\u00fcm n\u00fckleer santraller durdurulsa bile, fosil yak\u0131tl\u0131 kaynaklardan elde edilebilecek bu miktardaki enerjiye, yenilenebilir kaynaklarla zamanla artarak elde edilecek enerji de eklendi\u011finde Almanya\u2019da ileride enerji a\u00e7\u0131\u011f\u0131 olmayaca\u011f\u0131 kestirilebilir. G\u00f6r\u00fcld\u00fc\u011f\u00fc gibi Almanya, ileride n\u00fckleer enerjiden t\u00fcm\u00fcyle \u00e7\u0131kt\u0131\u011f\u0131nda, fosil yak\u0131tl\u0131 santrallere gereksinme s\u00fcrecek ve yenilenebilir enerjilerin elektrik a\u00e7\u0131\u011f\u0131n\u0131 kapatmas\u0131 olas\u0131 de\u011fil. Ayr\u0131ca yukar\u0131daki hesap ileride tutar m\u0131 ve fosil yak\u0131tl\u0131 santrallerin sald\u0131klar\u0131 zehirli gazlarla \u00e7evreyi ve CO<sub>2<\/sub> ile de iklimi olumsuz y\u00f6nde etkilemesi sorunlar\u0131 \u00e7\u00f6z\u00fclebilecek mi? 3600 km\u2019lik yeni elektrik iletim a\u011f\u0131na da gereksinme var. Bunlar\u0131 ve ba\u015fka sorunlar\u0131 son b\u00f6l\u00fcmde inceleyece\u011fiz.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-26603\" src=\"https:\/\/bilimvegelecek.com.tr\/wp-content\/uploads\/2018\/06\/elektrik-1.jpg\" alt=\"\" width=\"480\" height=\"360\" srcset=\"https:\/\/bilimvegelecek.com.tr\/wp-content\/uploads\/2018\/06\/elektrik-1.jpg 480w, https:\/\/bilimvegelecek.com.tr\/wp-content\/uploads\/2018\/06\/elektrik-1-300x225.jpg 300w, https:\/\/bilimvegelecek.com.tr\/wp-content\/uploads\/2018\/06\/elektrik-1-80x60.jpg 80w, https:\/\/bilimvegelecek.com.tr\/wp-content\/uploads\/2018\/06\/elektrik-1-100x75.jpg 100w, https:\/\/bilimvegelecek.com.tr\/wp-content\/uploads\/2018\/06\/elektrik-1-180x135.jpg 180w, https:\/\/bilimvegelecek.com.tr\/wp-content\/uploads\/2018\/06\/elektrik-1-238x178.jpg 238w\" sizes=\"auto, (max-width: 480px) 100vw, 480px\" \/><\/p>\n<p><strong>Almanya\u2019da yenilenebilir kaynaklardan elektrik enerjisi \u00fcretimindeki geli\u015fmeler\u00a0<\/strong><\/p>\n<p>Almanya\u2019da 1 Nisan 2000\u2019de Yenilenebilir Enerjiler Yasas\u0131\u2019n\u0131n y\u00fcr\u00fcrl\u00fc\u011fe girmesi sonras\u0131ndaki 10 y\u0131lda, bu yolla \u00fcretilen elektrik enerjisinin toplam elektrik enerjisi \u00fcretimindeki pay\u0131 %7\u2019den %17\u2019ye y\u00fckseldi.\u00a0Bu pay, 2012\u2019de %22,7\u2019yi buldu (Bkz. Grafik 1YE ve \u015eekil 1). Bu art\u0131\u015f\u0131n sa\u011flanmas\u0131ndaki t\u00fcm giderler, elektrik kullan\u0131c\u0131lar\u0131n\u0131n elektrik faturalar\u0131na kiloWatt saat (kWh) ba\u015f\u0131na 3,5 avro sent\u2019lik\u201a \u00e7evre (ekoloji) vergisi eklenmesiyle kar\u015f\u0131land\u0131. Bu vergi 2013\u2019te 5,2 avro sent\u2019e y\u00fckseltildi.\u00a0Bunun sonucu olarak her ge\u00e7en y\u0131l elektrik kWh fiyat\u0131n\u0131n artmas\u0131 ve art\u0131\u015f\u0131n 2011 fiyat\u0131na g\u00f6re ileride %50\u2019yi bulmas\u0131 bekleniyor. 2011 y\u0131l\u0131nda devlet sadece fotovoltaik kaynakl\u0131 elektrik \u00fcretimine toplam 13,5 miyar avro\u2019luk destek sa\u011flad\u0131. \u00c7at\u0131lar\u0131na g\u00fcne\u015f enerji panelleri yerle\u015ftirilip t\u00fcm ilgili sistemleri kurulmu\u015f evlerden\u00a0genel elektrik a\u011f\u0131na (\u015febekeye)\u00a0aktar\u0131lan her kWh i\u00e7in devlet 25 avro-sent\u2019lik destek verdi.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-26604\" src=\"https:\/\/bilimvegelecek.com.tr\/wp-content\/uploads\/2018\/06\/elektrik-2.jpg\" alt=\"\" width=\"480\" height=\"360\" srcset=\"https:\/\/bilimvegelecek.com.tr\/wp-content\/uploads\/2018\/06\/elektrik-2.jpg 480w, https:\/\/bilimvegelecek.com.tr\/wp-content\/uploads\/2018\/06\/elektrik-2-300x225.jpg 300w, https:\/\/bilimvegelecek.com.tr\/wp-content\/uploads\/2018\/06\/elektrik-2-80x60.jpg 80w, https:\/\/bilimvegelecek.com.tr\/wp-content\/uploads\/2018\/06\/elektrik-2-100x75.jpg 100w, https:\/\/bilimvegelecek.com.tr\/wp-content\/uploads\/2018\/06\/elektrik-2-180x135.jpg 180w, https:\/\/bilimvegelecek.com.tr\/wp-content\/uploads\/2018\/06\/elektrik-2-238x178.jpg 238w\" sizes=\"auto, (max-width: 480px) 100vw, 480px\" \/><\/p>\n<p>Grafik 1YE\u2019de, Almanya\u2019da\u00a0yenilenebilir enerjilerden (YE) \u00fcretilen elektrik enerjisinin toplam \u00fcretimdeki pay\u0131n\u0131n, s\u00fcrekli olarak artt\u0131\u011f\u0131 g\u00f6r\u00fcl\u00fcyor. Almanya, YE\u2019nin pay\u0131n\u0131 2020\u2019de %35\u2019e, 2030\u2019da %50 ve 2050\u2019de de %80\u2019e \u00e7\u0131karmay\u0131 \u00f6ng\u00f6r\u00fcyor.\u00a0Grafik 2YE\u2019de, Almanya\u2019da son 10 y\u0131ld\u0131r r\u00fczgar, su (hidrolik) ve g\u00fcne\u015f (fotovoltaik) enerjilerinden \u00fcretilen elektrik enerjisindeki geli\u015fmeler (y\u0131llara g\u00f6re, GigaWattsaat) g\u00f6steriliyor.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-26605\" src=\"https:\/\/bilimvegelecek.com.tr\/wp-content\/uploads\/2018\/06\/elektrik-3.jpg\" alt=\"\" width=\"464\" height=\"348\" srcset=\"https:\/\/bilimvegelecek.com.tr\/wp-content\/uploads\/2018\/06\/elektrik-3.jpg 464w, https:\/\/bilimvegelecek.com.tr\/wp-content\/uploads\/2018\/06\/elektrik-3-300x225.jpg 300w, https:\/\/bilimvegelecek.com.tr\/wp-content\/uploads\/2018\/06\/elektrik-3-80x60.jpg 80w, https:\/\/bilimvegelecek.com.tr\/wp-content\/uploads\/2018\/06\/elektrik-3-100x75.jpg 100w, https:\/\/bilimvegelecek.com.tr\/wp-content\/uploads\/2018\/06\/elektrik-3-180x135.jpg 180w, https:\/\/bilimvegelecek.com.tr\/wp-content\/uploads\/2018\/06\/elektrik-3-238x178.jpg 238w\" sizes=\"auto, (max-width: 464px) 100vw, 464px\" \/><\/p>\n<p><strong>Almanya\u2019da r\u00fczgar enerjisinden elektrik \u00fcretimi<\/strong><\/p>\n<p>R\u00fczgardan elde edilen elektrik enerjisi 2001\u2019de\u00a010.000 GWh (=10 milyar kWh) iken bu de\u011fer 2011\u2019de 4,5\u00a0kat artarak 45 milyar kWh\u2019\u0131 bulmu\u015ftur. 2010 y\u0131l\u0131nda 27 GW\u2019l\u0131k kurulu r\u00fczgar g\u00fcc\u00fcnden elektrik a\u011f\u0131na verilebilen net elektrik enerjisi 38 Milyar kWh olmu\u015ftur. 27 GW kurulu g\u00fc\u00e7 y\u0131l boyunca elektrik a\u011f\u0131na kesintisiz elektrik verebilseydi 38.000 GWh yerine, 236.000 GWh (= 27 GW x 365 g\u00fcn\/y\u0131l x 24 saat\/g\u00fcn) \u00e7ok daha b\u00fcy\u00fck miktarda elektrik elde edilebilecekti. Buradan r\u00fczgar enerjisinin verim ya da kapasite kullan\u0131m oran\u0131 olarak % 16 = 38.000\/236.000 hesaplan\u0131r. Verimin d\u00fc\u015f\u00fck olmas\u0131n\u0131n nedeni her an r\u00fczgar olmamas\u0131, santrallerin bak\u0131m, onar\u0131m nedeniyle durdurulmas\u0131 ve istek (talep) azl\u0131\u011f\u0131 ya da elektrik a\u011f\u0131na \u00e7e\u015fitli nedenlerle elektri\u011fin verilememesidir. 2012\u2019de r\u00fczgar kurulu g\u00fcc\u00fc 31 GW olmu\u015f ve r\u00fczgar kaynakl\u0131 51 milyar kWh elektrik enerjisi \u00fcretilmi\u015ftir (Bkz. \u00c7izelge 1). 31 GW\u2019l\u0131k r\u00fczgar kurulu g\u00fcc\u00fc, t\u00fcm d\u00fcnyadaki kurulu g\u00fcc\u00fcn %10\u2019u kadard\u0131r.<\/p>\n<p><strong>Almanya\u2019da g\u00fcne\u015f enerjisinden fotovoltaik y\u00f6ntemiyle elektrik \u00fcretimi<\/strong><\/p>\n<p>Fotovoltaik kurulu g\u00fc\u00e7 2001\u2019de neredeyse s\u0131f\u0131r iken 2011\u2019de bu kaynaktan elde edilen elektrik enerjisi 19.000 GWh (= 19 milyar kWh)\u2019a y\u00fckselmi\u015ftir.\u00a0Almanya\u2019da 2010 y\u0131l\u0131nda 17,5 GW\u2019l\u0131k fotovoltaik kurulu g\u00fc\u00e7ten net 11,7 milyar kWh, 2012\u2019de ise 32 GW\u2019l\u0131k kurulu g\u00fc\u00e7ten, 26 milyar kWh\u2019l\u0131k elektrik \u00fcretilmi\u015ftir. Almanya\u2019daki fotovoltaik kurulu g\u00fcc\u00fc, t\u00fcm d\u00fcnyadaki kurulu g\u00fcc\u00fcn yar\u0131s\u0131n\u0131 ge\u00e7mi\u015ftir.<\/p>\n<p>Geceleri g\u00fcne\u015fin olmay\u0131\u015f\u0131, g\u00fcne\u015fli g\u00fcnlerin az ya da \u00e7ok olmas\u0131na g\u00f6re ve ayr\u0131ca, elektrik a\u011f\u0131na \u00e7e\u015fitli nedenlerle elektri\u011fin verilememesi nedenleriyle bu olduk\u00e7a y\u00fcksek kurulu g\u00fc\u00e7ten elektrik a\u011f\u0131na verilebilen fotovoltaik kaynakl\u0131 net elektrik enerjisi ise \u00e7ok azd\u0131r ya da verim sadece %8 kadard\u0131r. Buradan, fotovoltaik enerjinin veriminin, r\u00fczgar enerjisi veriminin ancak yar\u0131s\u0131 kadar oldu\u011fu g\u00f6r\u00fcl\u00fcyor. Fosil yak\u0131tl\u0131 ve n\u00fckleer enerjililerin verimi ise %72 kadard\u0131r.<\/p>\n<p>Gerek r\u00fczg\u00e2r gerekse fotovoltaik kaynakl\u0131 elektrik enerjisi \u00fcretimindeki son y\u0131llardaki art\u0131\u015f\u0131n nedeni ise, havan\u0131n daha r\u00fczgarl\u0131 ya da daha g\u00fcne\u015fli olmas\u0131ndan \u00e7ok,\u00a0devreye giren yeni r\u00fczgar ve g\u00fcne\u015f enerjisi santralleridir.<\/p>\n<p>Su (hidrolik) kaynakl\u0131 elektrik enerjisi,\u00a0son 10 y\u0131lda sal\u0131n\u0131mlarla y\u0131lda 24 milyar kWh\u2019tan 17 milyar kWh\u2019a d\u00fc\u015fm\u00fc\u015ft\u00fcr (Almanya\u2019da su kaynaklar\u0131 daha fazla kullan\u0131lam\u0131yor).<\/p>\n<p>2003-2011 y\u0131llar\u0131 aras\u0131nda n\u00fckleer kaynakl\u0131 elektrik \u00fcretimindeki\u00a0ayl\u0131k ortalama 12,5 milyar kWh olmu\u015ftur. R\u00fczgar kaynakl\u0131 elektrik \u00fcretiminde son y\u0131llar\u0131n\u201a\u00a0ayl\u0131k ortalamas\u0131 3,1 milyar kWh ve fotovoltaik kaynakl\u0131 enerjide ise ayl\u0131k ortalama\u00a01,6 milyar kWh kadard\u0131r. R\u00fczg\u00e2r ve fotovoltaik kaynakl\u0131 \u00fcretim baz\u0131 aylarda olduk\u00e7a y\u00fcksekken, y\u0131l boyunca hesaplanan ayl\u0131k ortalama de\u011ferler, n\u00fckleer kaynakl\u0131 ayl\u0131k ortalaman\u0131n \u00e7ok alt\u0131nda kal\u0131yor.<\/p>\n<p><strong>T\u00fcrkiye\u2019de \u00fcretilen ve t\u00fcketilen elektrik<\/strong><\/p>\n<p>T\u00fcrkiye\u2019de ki\u015fi ba\u015f\u0131na y\u0131ll\u0131k elektrik t\u00fcketimi 3200 kWh d\u00fczeylerinde olup, bu miktar kalk\u0131nm\u0131\u015f ve kalk\u0131nmakta olan \u00fclkeler ortalamas\u0131n\u0131n \u00e7ok alt\u0131ndad\u0131r.T\u00fcrkiye\u2019de 1950\u2019lerde y\u0131lda sadece 0,800 milyar kWh enerji \u00fcretimi kapasitesi varken, 2012 y\u0131l\u0131nda bu oran yakla\u015f\u0131k 406 misli artarak y\u0131lda 325 milyar kWh d\u00fczeylerine ula\u015fm\u0131\u015ft\u0131r. 2012 y\u0131l\u0131nda 57.452 MW\u2019a ula\u015fan toplam kurulu g\u00fc\u00e7 ile ar\u0131zalar, bak\u0131m onar\u0131m ve di\u011fer nedenlerle ancak 239 milyar kWh enerji \u00fcretilebilmi\u015ftir. Enerji \u00fcretiminin %26,8\u2019i yenilenebilir (%24\u2019\u00fc hidrolik, %2,8\u2019i r\u00fczgar ve jeotermal), %73,2\u2019si ise fosil yak\u0131t olarak adland\u0131r\u0131lan termik (do\u011fal gaz, linyit, k\u00f6m\u00fcr, fueloil, motorin, asfaltit, nafta gibi) kaynaklard\u0131r. Son y\u0131llarda r\u00fczgar ve jeotermal kaynaklar\u0131n enerji \u00fcretiminde kullan\u0131m\u0131na ili\u015fkin yo\u011fun \u00e7al\u0131\u015fmalar yap\u0131ld\u0131\u011f\u0131, ayr\u0131ca n\u00fckleer enerji kullan\u0131m\u0131 i\u00e7in de Akkuyu\u2019nun yan\u0131 s\u0131ra ba\u015fka projelerin de y\u00fcr\u00fct\u00fcld\u00fc\u011f\u00fc biliniyor.<\/p>\n<p>T\u00fcrkiye\u2019de kuramsal hidroelektrik potansiyel 433 milyar kWh, teknik olarak de\u011ferlendirilebilir potansiyel ise 216 milyar kWh olarak hesaplan\u0131yor. DS\u0130 2012 \u00e7al\u0131\u015fma raporuna g\u00f6re i\u015fletmede olan 370 adet irili ufakl\u0131 hidroelektrik santralinin (HES) kurulu g\u00fcc\u00fc yakla\u015f\u0131k olarak 20 GW ve ortalama y\u0131ll\u0131k \u00fcretimi ise 71 milyar kWh olmas\u0131na ra\u011fmen 2012 y\u0131l\u0131nda hidrolik kaynakl\u0131 elektrik \u00fcretimi 57 milyar kWh kadard\u0131r.Yap\u0131m\u0131 s\u00fcren 212 ve planlanan da 1058 adet \u00e7o\u011fu k\u00fc\u00e7\u00fck hidroelektrik santrali (HES) bitirildi\u011finde bunlarla birlikte toplam su (hidrolik) kurulu g\u00fcc\u00fcn\u00fcn ileride 47 GW olmas\u0131 ve bundan sa\u011flanabilecek elektrik enerjisinin de y\u0131lda 165 milyar kWh d\u00fczeyine y\u00fckseltilmesi ama\u00e7lan\u0131yor. Ancak, HES\u2019lere kar\u015f\u0131 T\u00fcrkiye\u2019de \u00e7evrecilerin \u00e7ok duyarl\u0131 olduklar\u0131 ve bunlar\u0131n bir\u00e7o\u011funun yap\u0131m\u0131n\u0131 \u00f6nleyebilecekleri de biliniyor.<\/p>\n<p><strong>T\u00fcrkiye\u2019de r\u00fczgar enerjisinden elektrik \u00fcretimi<\/strong><\/p>\n<p>T\u00fcrkiye\u2019de, r\u00fczgar enerjisinden elektrik \u00fcretimi projeleri ve r\u00fczgar santrallerinin yap\u0131m\u0131 s\u00fcr\u00fcyor. Bug\u00fcne kadar bir\u00e7ok yerde kurulan ve i\u015fletmeye a\u00e7\u0131lan 1 ile135 MW aras\u0131nda r\u00fczgar santrali bulunuyor. T\u00fcrkiye R\u00fczgar Enerjisi Birli\u011fi\u2019nin (T\u00dcREB) Temmuz 2013 raporuna g\u00f6re 2012\u2019de toplam kurulu g\u00fc\u00e7 her y\u0131l artarak 2012\u2019de 2,3 GW olmu\u015f ve 2013\u2019de de bunu biraz ge\u00e7mi\u015ftir (bkz. Grafik 3YE). T\u00dcREB\u2019in Mart 2011\u2019deki de\u011ferlerine g\u00f6re her bir r\u00fczgar santralinde 1 ile 54 aras\u0131 t\u00fcrbin bulunuyor. Yap\u0131m\u0131 s\u00fcren r\u00fczgar santrallerinin kurulu g\u00fcc\u00fc ise 0,750 GW kadar.\u00a0T\u00dcREB yay\u0131nlar\u0131nda bu kurulu g\u00fc\u00e7lerden, y\u0131lda Gigawatt saat olarak ne kadar elektrik \u00fcretilebildi\u011fi ise a\u00e7\u0131klanm\u0131yor. \u00d6te yandan DS\u0130 2012 \u00e7al\u0131\u015fma raporunda, T\u00fcrkiye\u2019de 2012\u2019de \u00fcretilen toplam elektri\u011fin %2,8\u2019inin r\u00fczgar ve jeotermal kaynaklardan sa\u011fland\u0131\u011f\u0131 a\u00e7\u0131klan\u0131yor. R\u00fczgar g\u00fcc\u00fcyle \u00fcretilen net elektri\u011fin %1,5 kadar oldu\u011fu varsay\u0131l\u0131rsa, bunun T\u00fcrkiye\u2019de toplam \u00fcretilen elektrik i\u00e7indeki miktar\u0131n\u0131n (239 x 0,015=3,6 ya da kabaca 4 milyar kW saat kadar olabilece\u011fi kestirilebilir. \u00d6te yandan, 2,3 GW\u2019l\u0131k r\u00fczgar kurulu g\u00fcc\u00fcnden 2012 y\u0131l\u0131 boyunca r\u00fczgar santralleri s\u00fcrekli \u00e7al\u0131\u015facak olabilselerdi: 2,3 x 8760 saat\/y\u0131l = 20 milyar kW saat elektrik \u00fcretebilirlerdi. R\u00fczgar, y\u0131l boyunca her an bulunmad\u0131\u011f\u0131ndan, ayr\u0131ca bak\u0131m ve onar\u0131m \u00e7al\u0131\u015fmalar\u0131 nedenleriyle santrallerin zaman zaman durdurulmas\u0131 gerekti\u011finden, 2012\u2019de ancak 4 milyar kW saat kadar elektrik \u00fcretilebilmi\u015f olabildi\u011fine g\u00f6re r\u00fczgar enerjisinin verimin %20 (=4\/20) kadar oldu\u011fu \u00e7\u0131kar\u0131labilir. Bu hesaplama sonucu, r\u00fczgar\u0131 daha bol Almanya\u2019da hesaplanan r\u00fczgar kaynakl\u0131 elektrik \u00fcretim verimi olan %16\u2019dan epey y\u00fcksektir ve T\u00fcrkiye\u2019deki ger\u00e7ek verimin daha d\u00fc\u015f\u00fck olmas\u0131 beklenir. Buna g\u00f6re,\u00a0g\u00fcne\u015f enerjisi sistemlerinin \u00fcretti\u011fi her kWh i\u00e7in 13,3 dolar-sent veriliyor, sistem elemanlar\u0131nda yerli mal\u0131 kullan\u0131ld\u0131\u011f\u0131nda ise toplam destek 16 sent\u2019e y\u00fckseliyor (ilk 10 y\u0131l i\u00e7in). \u00dclke \u00e7ap\u0131nda toplam kurulu g\u00fc\u00e7 tam olarak hesaplanam\u0131yor, 3-5 MW aras\u0131 oldu\u011fu san\u0131l\u0131yor. Avrupa Fotovoltaik End\u00fcstrisi Derne\u011fi (EPIA)\u2019nin verilerine g\u00f6re T\u00fcrkiye\u2019de toplam kurulu g\u00fc\u00e7 2020\u2019de 20 GW\u2019a ula\u015fabilir. Ancak bunun nas\u0131l sa\u011flanaca\u011f\u0131 a\u00e7\u0131klanm\u0131yor. \u00d6te yandan g\u00fcne\u015fi bol T\u00fcrkiye\u2019de, \u00fclke \u00e7ap\u0131nda, daha \u00e7ok \u00e7at\u0131ya paneller konularak g\u00fcne\u015f enerjisinden hem fotovoltaik hem de su \u0131s\u0131t\u0131lmas\u0131 yollar\u0131yla yararlan\u0131lmas\u0131, di\u011fer enerjilerin daha az kullan\u0131lmas\u0131n\u0131 sa\u011flayacakt\u0131r.<\/p>\n<p><strong>Almanya ve T\u00fcrkiye\u2019deki elektrik \u00fcretiminin kar\u015f\u0131la\u015ft\u0131r\u0131lmas\u0131<\/strong><\/p>\n<p>A\u015fa\u011f\u0131daki \u00c7izelge 1\u2019de 2012 y\u0131l\u0131nda Almanya ve T\u00fcrkiye\u2019deki br\u00fct elektrik enerjisi \u00fcretiminde kaynaklar\u0131n katk\u0131lar\u0131 kar\u015f\u0131la\u015ft\u0131r\u0131l\u0131yor. N\u00fckleer santraller kapat\u0131l\u0131rken, yenilenebilir enerji \u00fcretimi k\u0131sa s\u00fcrede a\u00e7\u0131\u011f\u0131 kapatamayaca\u011f\u0131ndan, bunlar\u0131n art arda devreye girmesi bekleniyor. Ancak fosil yak\u0131tl\u0131 santrallerden sadece birka\u00e7\u0131, kapat\u0131lan n\u00fckleer santrallere yak\u0131n ve ayn\u0131 elektrik a\u011f\u0131n\u0131 kullanabiliyorlar. Uzaklarda olan di\u011ferleri i\u00e7in yeni y\u00fcksek gerilim hatlar\u0131 (YGH) yap\u0131lmas\u0131 ve kapat\u0131lan 8 n\u00fckleer santralden do\u011fan a\u00e7\u0131\u011f\u0131n kapat\u0131lmas\u0131 i\u00e7in elektrik enerjisinin kuzeyden g\u00fcneye aktar\u0131lmas\u0131 gerekiyor. YGH ise hen\u00fcz projelendirilmi\u015f de\u011fil. Gerek fosil yak\u0131tl\u0131 santrallere gerekse yeni elektrik a\u011flar\u0131na kar\u015f\u0131 \u00e7evrecilerin direni\u015flerinin gitgide artma olas\u0131l\u0131\u011f\u0131 da var. Yeni yap\u0131lan k\u00f6m\u00fcrl\u00fc santrallerin y\u00fcksek kazanlar\u0131nda ince \u00e7atlaklar belirlendi\u011finden bunlar\u0131n devreye girmesinde de gecikmeler bekleniyor<strong>.<\/strong><\/p>\n<p><strong>Baca gazlar\u0131yla \u00e7evreye olumsuz etkiler<\/strong><\/p>\n<p>Bilindi\u011fi gibi n\u00fckleer santraller normal i\u015fletme s\u0131ras\u0131nda bacalar\u0131ndan \u00e7evreye \u00e7ok az miktarda karbon dioksit (CO<sub>2<\/sub>) gaz\u0131 salarken, fosil yak\u0131tl\u0131 olanlar \u00e7ok fazla CO<sub>2<\/sub><strong>\u00a0<\/strong>sal\u0131yor. CO<sub>2 <\/sub>gibi sera gazlar\u0131n\u0131n iklime olumsuz etkisi biliniyor. Ta\u015f k\u00f6m\u00fcr yak\u0131tl\u0131 bir santralde \u00fcretilen elektri\u011fin kWh\u2019i ba\u015f\u0131na 900 gram CO<sub>2<\/sub>, do\u011fal gazl\u0131 olanda ise bunun yar\u0131s\u0131 kadar CO<sub>2<\/sub><strong>\u00a0<\/strong>havaya sal\u0131n\u0131yor. Almanya\u2019da toplam sal\u0131nan CO<sub>2<\/sub>\u00a0miktar\u0131 y\u0131lda 700 milyon ton. T\u00fcm n\u00fckleer santrallerin \u015febekeye verebilece\u011fi 140 TWh\u2019l\u0131k enerji, fosil yak\u0131tl\u0131 olan santrallerden elde edilecek olursa CO<sub>2 <\/sub>miktar\u0131 %20 kadar artacak.<\/p>\n<p>K\u00f6m\u00fcr yak\u0131tl\u0131 800 MW\u2019l\u0131k bir santral \u00e7evreye y\u0131lda 5 milyon ton kadar CO<sub>2 <\/sub>sal\u0131yor. Bu kadar \u00e7ok CO<sub>2<\/sub>, santralde kullan\u0131lan a\u015f\u0131r\u0131 miktardaki k\u00f6m\u00fcrden kaynaklan\u0131yor. Linyit yak\u0131tl\u0131 bir santralde \u00f6nceden \u00f6\u011f\u00fct\u00fcl\u00fcp toz haline getirilmi\u015f olan k\u00f6m\u00fcr (saniyede ortalama 250 kg\u2019l\u0131k miktarda) f\u0131r\u0131na p\u00fcsk\u00fcrt\u00fcl\u00fcp yak\u0131larak elde edilen \u0131s\u0131 enerjisiyle su, buhara \u00e7evrilip t\u00fcrbinlere iletiliyor. Bu, dakikada 15 ton, saatte 900 ton, g\u00fcnde 21.600 ton ve 300 g\u00fcnde 6,5 milyon ton linyit kullan\u0131m\u0131 demek. Linyit k\u00f6m\u00fcrl\u00fc b\u00fcy\u00fck bir elektrik santralinin 1 dakikada kulland\u0131\u011f\u0131 k\u00f6m\u00fcr miktar\u0131 neredeyse 10 ailenin evlerini \u0131s\u0131tmak i\u00e7in 1 y\u0131lda kulland\u0131\u011f\u0131 k\u00f6m\u00fcr miktar\u0131na e\u015fde\u011fer.<\/p>\n<p>Fosil yak\u0131tl\u0131 santrallerde bacadan sal\u0131nan CO<sub>2<\/sub>\u2019den ba\u015fka, dumandaki k\u00fck\u00fcrt dioksit, azot oksit gibi \u00e7e\u015fitli zararl\u0131 kimyasal maddelerin yan\u0131 s\u0131ra, kurum ve k\u00fclde bulunan a\u011f\u0131r do\u011fal radyoaktif maddeler de \u00e7evre ve sa\u011fl\u0131k i\u00e7in b\u00fcy\u00fck sorunlar olu\u015fturuyor (periyodik cetvelde k\u00fctle numaralar\u0131 b\u00fcy\u00fck elementlerin radyoizotoplar\u0131). Ta\u015fk\u00f6m\u00fcr\u00fc ve linyit k\u00f6m\u00fcr\u00fcn\u00fcn bile\u015fiminde, az miktarda da olsa, uranyum 238 ve toryum 232\u2019den t\u00fcreyen radyum 226, polonyum 210 ve kur\u015fun 210 ve ayr\u0131ca potasyum 40 gibi do\u011fal radyoaktif maddeler, k\u00f6m\u00fcr\u00fcn cinsine g\u00f6re, daha az ya da daha \u00e7ok var. V\u00fccutta kemiklerde, ba\u015fka organlarda uzun s\u00fcre biriken ve insan\u0131 i\u00e7ten \u0131\u015f\u0131nlayan bu gibi a\u011f\u0131r radyoizotoplardan yay\u0131nlanan \u0131\u015f\u0131nlar n\u00fckleer santrallerden \u00e7evreye sal\u0131nm\u0131yor. N\u00fckleer santrallerden \u00e7evreye, uranyum 235\u2019in b\u00f6l\u00fcnmesiyle ortaya \u00e7\u0131kan \u00e7ok daha hafif b\u00f6l\u00fcnme (fisyon) \u00fcr\u00fcnleri filtrelendikten sonra \u00e7ok az miktarlarda sal\u0131n\u0131yor. \u00d6te yandan baz\u0131 k\u00f6m\u00fcrl\u00fc santrallerden filtrasyona ra\u011fmen \u00e7evreye at\u0131lan k\u00fcllerin i\u00e7indeki uranyum deri\u015fiminin, uranyumun elde edildi\u011fi madenlerdeki deri\u015fimden daha b\u00fcy\u00fck oldu\u011fu ve k\u00fcllerden uranyum elde edilmesi se\u00e7ene\u011fi d\u00fc\u015f\u00fcn\u00fcl\u00fcyor.<\/p>\n<p>Ta\u015fk\u00f6m\u00fcr yak\u0131tl\u0131 b\u00fcy\u00fck (800 MW kadar) bir elektrik santralinin bacas\u0131ndan \u00e7e\u015fitli eleme (filtrasyon) tekniklerine ra\u011fmen, \u00e7evreye y\u0131lda 500 kg kadmiyum, 500 kg talyum, 600 kg c\u0131va, 1000 kg arsenik, 2000 kg nikel, 6000 kg kur\u015fun ve 400 ton toz, 4000 ton k\u00fck\u00fcrt oksit ve 4000 ton azot oksit yay\u0131labiliyor. Bu gibi zehirli a\u011f\u0131r metaller, gazlar ve tanecikler insan v\u00fccuduna ula\u015ft\u0131\u011f\u0131nda kanser yapabiliyor. Bu gibi zehirli maddeler sonucu her bir k\u00f6m\u00fcr santralinin, 40 y\u0131ll\u0131k i\u015fletme s\u00fcresince \u00e7evrede yava\u015f yava\u015f 1000 ki\u015finin kanserden \u00f6l\u00fcm\u00fcnden sorumlu oldu\u011funu ileri s\u00fcren ara\u015ft\u0131rmac\u0131lar var. Bu nedenlerle Almanya\u2019da n\u00fckleer santrallerin durdurulmas\u0131yla elektrik a\u00e7\u0131\u011f\u0131n\u0131 kapatmas\u0131 d\u00fc\u015f\u00fcn\u00fclen \u00e7ok say\u0131da k\u00f6m\u00fcrl\u00fc santral yap\u0131lmas\u0131na da \u00e7evredekiler kar\u015f\u0131 \u00e7\u0131k\u0131yor.<\/p>\n<p><strong>Almanya\u2019da elektrik enerjisinin iletimiyle ilgili sorunlar<\/strong><\/p>\n<p>N\u00fckleer santraller art arda kapat\u0131l\u0131rken uzak b\u00f6lgelerden getirilmesi zorunlu olacak elektrik i\u00e7in yeni y\u00fcksek gerilim hatlar\u0131 (YGH) yap\u0131m\u0131 gerekiyor. Almanya\u2019n\u0131n g\u00fcneyine kuzeyden getirilecek elektrik bug\u00fcn ancak \u00c7ek Cumhuriyeti\u2019nin hatlar\u0131 kullan\u0131l\u0131rsa olas\u0131. \u00d6te yandan bug\u00fcnk\u00fc elektrik a\u011f\u0131 (\u015febekesi), yenilenebilir enerjinin \u00fcretildi\u011fi noktalardan iletimi i\u00e7in uygun de\u011fil. Bu nedenle yeni 3600 km uzunlu\u011funda elektrik a\u011f\u0131n\u0131n yap\u0131m\u0131 zorunlu. Bunun hem maliyeti \u00e7ok, hem de \u00e7evreciler bir\u00e7ok yerde bunlara da kar\u015f\u0131 oldu\u011fundan sorunlar b\u00fcy\u00fck. Ayr\u0131ca g\u00fcne\u015f enerji panelli y\u00fcz binlerce evden ve binlerce r\u00fczgar t\u00fcrbininden elektrik a\u011flar\u0131na ba\u011flanacak kablolarla, bu a\u011flar\u0131n yeniden yap\u0131m\u0131 gerekiyor. Elektrik a\u011f\u0131nda kullan\u0131ma g\u00f6re her an de\u011fi\u015fen gerekli enerji ak\u0131m\u0131n\u0131 sa\u011flayabilmek i\u00e7in b\u00fcy\u00fck bilgisayar programlar\u0131yla enerji ak\u0131m\u0131n\u0131n en elveri\u015fli duruma getirilmesi (optime edilmesi) amac\u0131yla yeni tekniklerin denenmesi ve t\u00fcm bunlar\u0131n ger\u00e7ekle\u015ftirilebilmesi i\u00e7in b\u00fcy\u00fck yat\u0131r\u0131mlar gerekiyor (R\u00fczgar ve g\u00fcne\u015f enerjisi her saat de\u011fi\u015febilece\u011finden duruma g\u00f6re eksik enerjinin ba\u015fka kaynaklardan an\u0131nda devreye aktar\u0131lmas\u0131 nedeniyle).<\/p>\n<p>Yeni enerji hatlar\u0131n\u0131n istenmemesindeki durum r\u00fczgar santralleri (jenerat\u00f6rleri) i\u00e7in de s\u00f6z konusu. Almanya\u2019da b\u00fcy\u00fck \u00e7o\u011funluk n\u00fckleer enerjiye kar\u015f\u0131yken, kimse yan\u0131 ba\u015f\u0131nda r\u00fczgar santral kuleleri de istemiyor. Hem \u00e7evrenin g\u00f6r\u00fcn\u00fcm\u00fc bozulacak ve hem de g\u00fcr\u00fclt\u00fc nedenleriyle. Bu da b\u00fcy\u00fck bir sorun.<\/p>\n<p><strong>Sonu\u00e7<\/strong><\/p>\n<p>Almanya\u2019da n\u00fckleer santrallerin 2023 y\u0131l\u0131na kadar art arda kapat\u0131lmas\u0131 planlan\u0131rken yukar\u0131da sadece \u00f6nemlilerini verdi\u011fimiz sorunlar\u0131n ilerde nas\u0131l \u00e7\u00f6z\u00fcmlenece\u011fi bilinemiyor. Her ne kadar AB\u2019deki elektrik a\u011f\u0131 enerji eksi\u011fi olan \u00fclkeye di\u011ferlerinden aktarmay\u0131 olas\u0131 k\u0131l\u0131yorsa da \u00f6zellikle \u00e7ok s\u0131cak yaz aylar\u0131nda baz\u0131 elektrik hatlar\u0131n\u0131n artan elektrik enerjisini ta\u015f\u0131yamayaca\u011f\u0131 (Almanya\u2019daki 8 n\u00fckleer santralin kapat\u0131lmas\u0131 sonucu bunlara ba\u011fl\u0131 elektrik a\u011flar\u0131 devre d\u0131\u015f\u0131 kald\u0131\u011f\u0131ndan) \u00f6zellikle Almanya\u2019n\u0131n g\u00fcneyine \u00f6zellikle yaz aylar\u0131nda elektri\u011fin iletilmesinde b\u00fcy\u00fck sorunlar ya\u015fanaca\u011f\u0131 bekleniyor. Fuku\u015fima kazas\u0131ndan \u00f6nce kom\u015fular\u0131na fazla elektri\u011fini satan Almanya, bu kazadan sonra di\u011ferlerinden baz\u0131 aylarda elektrik sat\u0131n almaya ba\u015flam\u0131\u015ft\u0131r. \u00dcstelik n\u00fckleer santrallerden \u00fcretilen Frans\u0131z, Bel\u00e7ika ve \u00c7ek elektri\u011fi de AB \u015febekesinde zaten var. Bu ve di\u011fer nedenlerle kom\u015fular\u0131 Almanya\u2019y\u0131, n\u00fckleer enerjiden \u00e7\u0131kmakta acele etti\u011fi i\u00e7in ele\u015ftiriyor. Almanya\u2019da yukarda \u00f6zetle verdi\u011fimiz sorunlar\u0131n nas\u0131l \u00e7\u00f6z\u00fclebilece\u011fi ancak \u00f6n\u00fcm\u00fczdeki y\u0131llarda g\u00f6r\u00fclebilecek.<\/p>\n<p><strong>Dipnotlar<\/strong><\/p>\n<p>1) 1kWh, \u00f6rne\u011fin 100 Watt\u2019l\u0131k bir ampul\u00fcn 10 saat yanmas\u0131yla t\u00fcketti\u011fi enerji.
