Nitekim sosyal-pozitif bilimlerde ve siyasette kullan\u0131lan s\u00f6ylemler ve tart\u0131\u015fmalar s\u00fcrekli olarak d\u00f6nemin ruhuna uygun olarak kar\u015f\u0131m\u0131za \u00e7\u0131k\u0131yor. Do\u011fan Ergun da Y\u00f6ntemi Bulmak isimli kitab\u0131na Jean Paul Sartre\u2019\u0131n s\u00f6z\u00fcyle ba\u015fl\u0131yor: \u201cY\u00f6ntemi bulmak ve bilimi olu\u015fturmak gerekir.\u201d (1) Ancak, g\u00fcn\u00fcm\u00fczde y\u00f6ntem konusundaki \u00e7al\u0131\u015fmalar bize bir yandan y\u00f6ntemin, bilimselli\u011fin ve akl\u0131n d\u0131\u015flanmas\u0131n\u0131 sal\u0131k verirken di\u011fer yandan nesnelli\u011fin \u00f6znel yakla\u015f\u0131mlara indirgenmesini, kaba bir bireyci anlay\u0131\u015f\u0131 \u201cbilimsellik\u201d olarak kabul ettiriyor. Bunun yan\u0131nda y\u00f6ntemin reddine dayal\u0131 bir y\u00f6ntem anlay\u0131\u015f\u0131, bu tarz yakla\u015f\u0131mlar\u0131n ifadesiyle en \u201ctotaliter, sekter ve pozitivist\u201d bir \u015fekilde ara\u015ft\u0131rma tekniklerini y\u00f6ntem olarak kar\u015f\u0131m\u0131za \u00e7\u0131kar\u0131yor. Son tahlilde bunlar, sadece g\u00fcn\u00fcm\u00fcz\u00fcn bir problemi de\u011fil, Sovyetlerin son on y\u0131l\u0131ndan bu yana s\u00fcregelen bir \u015fey.<\/p>\n<p>G\u00fcn\u00fcm\u00fczde de maalesef hi\u00e7bir b\u00fct\u00fcnselli\u011fi kabul etmeyen ve her \u015feyi tekile-tikele indirgeyen g\u00f6r\u00fc\u015f egemen durumdad\u0131r ve her t\u00fcrl\u00fc y\u00f6ntemin reddiyesine dayal\u0131 bir \u201ckuram\u201d s\u00f6z konusudur. Bu bir kuramd\u0131r; \u00e7\u00fcnk\u00fc b\u00fct\u00fcn b\u00fct\u00fcnsellikleri reddeden b\u00fct\u00fcnsel bir anlay\u0131\u015fa, teorik ve fikri temellere sahiptir. Oysa bilim, y\u00f6ntemiyle tan\u0131mlan\u0131r. (2) Y\u00f6ntemi olmayan bir \u015fey bilim olamaz. Sanayinin at\u0131l\u0131m\u0131, onun kullan\u0131lmas\u0131na y\u00f6nelik y\u00f6ntemsel tart\u0131\u015fmalar\u0131 g\u00fcndeme getirdi ve kar\u015f\u0131 kar\u015f\u0131ya duran iki ismin fikirleri g\u00fcndemde oldu: Adam Smith ve Karl Marx. 20. y\u00fczy\u0131la girildi\u011finde ise sosyal bilimlerde nicel \u00f6l\u00e7\u00fctlerin kullan\u0131lmas\u0131 ve yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131 konu\u015fulurken, d\u00fcnyada kapitalist sistemi k\u00f6k\u00fcnden sarsan 1929 B\u00fcy\u00fck Buhran\u0131 ya\u015fand\u0131. Buhrana kadar birey, s\u00fcrekli olarak her \u015feyin \u00f6n\u00fcne kondu ve hatta 20. y\u00fczy\u0131l\u0131n ba\u015flar\u0131ndaki iktisat\u00e7\u0131lar, 1871\u2019de William Stanley Jevons\u2019\u0131n yazd\u0131\u011f\u0131 gibi teoriden de pratikten de toplumsal olgular\u0131 \u00e7\u0131kararak bireyi her \u015feyin muktediri haline getirdi. Buhrandan sonra ise John Maynard Keynes\u2019in iktisada m\u00fcdahale eden tavr\u0131 (ki buhrandan \u00f6nce de ekonomiye m\u00fcdahale edilmesini \u00f6ng\u00f6r\u00fcyordu) d\u00fcnyaya h\u00e2kim oldu. Keynes, gelece\u011fin bilinemez olmas\u0131ndan \u00f6t\u00fcr\u00fc bireysel karar alma s\u00fcreci ve daha tikel \u00f6l\u00e7\u00fcdeki bir ekonomik rasyonaliteyi kullanarak y\u00f6ntemini buldu. \u0130ki d\u00fcnya sava\u015f\u0131 aras\u0131 d\u00f6nemde ise do\u011fa bilimi y\u00f6ntemlerini sosyal bilimlere indirgeme \u00e7abalar\u0131 reddedildi; \u00e7\u00fcnk\u00fc bunun toplum \u00fczerinde \u201ctotaliter\u201d bir ara\u00e7 olu\u015fturdu\u011fu iddia edildi. Bu d\u00f6nemde pozitivizm Viyana\u2019da yeniden yorumlan\u0131rken ve Ludwig Wittgenstein\u2019\u0131n dil felsefesinden yola \u00e7\u0131karak sosyal bilimsel d\u00fc\u015f\u00fcnce dil \u00f6nermelerine ve s\u00f6yleme indirgenirken, siyasal d\u00fc\u015f\u00fcncede ak\u0131l \u00fcst\u00fc ak\u0131mlar ve \u00f6znelci kuramlar h\u0131zla artt\u0131. T\u0131pk\u0131 g\u00fcn\u00fcm\u00fczde oldu\u011fu gibi g\u00fcndelik toplumsal ger\u00e7eklerle, egemen toplumsal de\u011ferler aras\u0131ndaki a\u00e7\u0131 gitgide a\u00e7\u0131ld\u0131. Bunlar, Avrupa\u2019ya fa\u015fizmi m\u00fcjdeliyordu. Mant\u0131ksal pozitivistlerin bu yakla\u015f\u0131m\u0131 \u00f6znel tavr\u0131n ifadesini, nesnel bir bilgi aktar\u0131m\u0131 kisvesi alt\u0131nda kullanmak olmu\u015ftur.<\/p>\n<p>Bu verilere dayanarak dikkatle bak\u0131ld\u0131\u011f\u0131nda y\u00f6ntem sorununda ve siyasette iki d\u00fcnya sava\u015f\u0131 aras\u0131 d\u00f6nemin daha radikal bir formunun g\u00fcn\u00fcm\u00fczde ya\u015fand\u0131\u011f\u0131n\u0131 s\u00f6yleyebiliriz. Mant\u0131ksal pozitivistlerin \u00f6znelli\u011fi nesnelle\u015ftirmesi, \u201cbilimsel olmayan bir bilimsel anlay\u0131\u015f\u201d\u0131n ortaya \u00e7\u0131kmas\u0131na sebep oldu. Bunun da temel sebebi bilimselli\u011fin \u00f6l\u00e7\u00fctlerinin yeterince tart\u0131\u015f\u0131lmamas\u0131 ve belirlenememesi olmu\u015ftur. Ayn\u0131 d\u00f6nemde Max Weber\u2019in de anlay\u0131\u015f\u0131 benzer bir nitelik ta\u015f\u0131yor. Tarihe ve topluma k\u00fclt\u00fcr \u00fczerinden bakarak bir alg\u0131 yaratmaya \u00e7al\u0131\u015fan Weber, her olay\u0131n tarih i\u00e7erisinde bir kere ya\u015fand\u0131\u011f\u0131n\u0131 ve dolay\u0131s\u0131yla her olay\u0131n e\u015fsiz oldu\u011funu ifade ederken olay\u0131 bulundu\u011fu nesnellikte de\u011fil, kendine \u00f6zg\u00fc durumunda a\u00e7\u0131klayarak \u201c\u00f6zg\u00fcc\u00fc\u201d tavr\u0131 bize g\u00f6steriyor. Ancak, Weber\u2019in yakla\u015f\u0131m\u0131 bununla s\u0131n\u0131rl\u0131 de\u011fil. T\u0131pk\u0131 d\u00f6nemda\u015flar\u0131 gibi o da Verstehen (anlama, yorumlayarak kavrama) kavram\u0131n\u0131 ortaya atarak hem g\u00fcn\u00fcm\u00fcz postmodern akl\u0131n\u0131n d\u00fc\u015f\u00fcnsel kayna\u011f\u0131na b\u00fcy\u00fck katk\u0131da bulunuyor hem de ge\u00e7mi\u015ften beri var olan bireyci ak\u0131ma daha geni\u015f bir yorum getiriyor.<\/p>\n<figure id=\"attachment_35667\" aria-describedby=\"caption-attachment-35667\" style=\"width: 300px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-35667\" src=\"https:\/\/bilimvegelecek.com.tr\/wp-content\/uploads\/2019\/07\/3-28-300x180.jpg\" alt=\"\" width=\"300\" height=\"180\" \/><figcaption id=\"caption-attachment-35667\" class=\"wp-caption-text\">John Maynard Keynes (1883-1946), gelece\u011fin bilinemez olmas\u0131ndan \u00f6t\u00fcr\u00fc bireysel karar alma s\u00fcreci ve daha tikel \u00f6l\u00e7\u00fcdeki bir ekonomik rasyonaliteyi kullanarak y\u00f6ntemini buldu.<\/figcaption><\/figure>\n<p>1940\u2019larda Avusturya ekol\u00fcn\u00fc temsil eden Friedrich August von Hayek, Bilimselcilik ve Toplumun \u0130ncelemesi\u2019nde \u201cTan\u0131d\u0131\u011f\u0131m\u0131z bi\u00e7imiyle toplum, insanlar\u0131n benimsedikleri kavramlar ve fikirlerle in\u015fa edilmi\u015ftir; sosyal olgular\u0131 ancak insan zihnine yans\u0131d\u0131klar\u0131 bi\u00e7imde g\u00f6r\u00fcr ve anlamland\u0131r\u0131r\u0131z\u2026 Sosyal faaliyetin veya insan faaliyetlerinin konusu, \u00e7o\u011fu zaman bilimin, fikirlerin kar\u015f\u0131t\u0131 olarak tan\u0131mlad\u0131\u011f\u0131 nesnel ger\u00e7ekler de\u011fildir\u2026 Sosyal bilimin ger\u00e7ekleri yaln\u0131zca fikirlerdir, faaliyetlerini inceledi\u011fimiz insanlar\u0131n g\u00f6r\u00fc\u015fleridir.\u201d (3) diyerek hem bireyci anlay\u0131\u015fa yeni bir soluk getirmeye devam ediyor hem de pasifist bir liberal g\u00f6r\u00fc\u015f\u00fcn y\u00f6ntemsel temellerini ortaya at\u0131yordu. Bilimsel yarg\u0131larda bulunuyormu\u015f gibi kendini g\u00f6steren Karl Popper ise biliminsan\u0131 ve bilim aras\u0131na ayr\u0131m koyarak, biliminsan\u0131n\u0131n bilime nesnel bakamayaca\u011f\u0131n\u0131 ve ka\u00e7\u0131n\u0131lmaz bir bireycili\u011fe itti\u011fini s\u00f6ylemektedir. Burada Popper nesnellik i\u00e7in yan\u0131p tutu\u015fan biri olarak g\u00f6r\u00fclse de bu bireycili\u011fin nesnelli\u011fin olu\u015fmas\u0131 i\u00e7in gerekli oldu\u011funu savunur. Dolay\u0131s\u0131yla Popper\u2019\u0131n y\u00f6ntemsel tavr\u0131 \u201c\u00f6znelin ve nesnelin \u00f6tesinde\u201d bir nesnelli\u011fi ifade eder: Bu da tam olarak hem g\u00fcn\u00fcm\u00fcz siyasetindeki \u00fc\u00e7\u00fcnc\u00fc yolculu\u011fun d\u00fc\u015f\u00fcnsel temelinde yer al\u0131r hem de \u201c\u00f6zg\u00fcc\u00fc\u201d tavr\u0131 apa\u00e7\u0131k bir \u015fekilde bize g\u00f6stermektedir. Bu yakla\u015f\u0131mlara tepki olarak \u201cpozitivizme\u201d d\u00f6n\u00fc\u015f \u015feklinde alg\u0131lanan ampirist bir y\u00f6ntem anlay\u0131\u015f\u0131 da ortaya \u00e7\u0131km\u0131\u015ft\u0131r. Bilimselli\u011fin \u00f6l\u00e7\u00fct\u00fcn\u00fc olgunun ampiriklik derecesine g\u00f6re nitelendiren bu yakla\u015f\u0131m, yani \u00f6l\u00fc olgular\u0131n toplam\u0131 olan \u201cbilimde ampirizm\u201d d\u00fcnyay\u0131 kemirmektedir. (4)<\/p>\n<p><strong>Akla, y\u00f6nteme ve bilime h\u00fcz\u00fcnl\u00fc bir veda<\/strong><\/p>\n<p>\u0130kinci D\u00fcnya Sava\u015f\u0131\u2019ndan sonra ortaya \u00e7\u0131kan \u201cAmerican Dream\u201d (Amerikan R\u00fcyas\u0131) ve refah toplumu, y\u00f6ntemsel konuda b\u00fcy\u00fck \u00e7abalara girmedi. Zira bollu\u011fun bulundu\u011fu ve b\u00fcy\u00fck sorunlarla kar\u015f\u0131la\u015fmayan Bat\u0131-merkezli d\u00fcnyada bu tip tart\u0131\u015fmalar\u0131n bir anlam\u0131 yoktu. Benzer \u015fekilde Marksizmin geli\u015fimine bakt\u0131\u011f\u0131m\u0131zda da ya\u015fam\u0131 \u0130kinci D\u00fcnya Sava\u015f\u0131 ve sonras\u0131na denk gelen Louis Althusser, yap\u0131 kavram\u0131n\u0131 ortaya atarak bir \u00e7e\u015fit dengeyi g\u00f6stermi\u015ftir; bu asl\u0131nda sava\u015ftan sonra ortaya \u00e7\u0131kan ekonomik, politik ve s\u0131n\u0131fsal bir dengedir: ABD merkezli kapitalist blok ile Sovyetler Birli\u011fi merkezli sosyalist blok aras\u0131nda bulunan denge, geli\u015fmi\u015f olanlar ile geri kalm\u0131\u015f \u00fclkeler aras\u0131ndaki denge, burjuvazi ile i\u015f\u00e7i s\u0131n\u0131f\u0131 aras\u0131ndaki denge\u2026 1970\u2019lere gelindi\u011finde ise piyasa ekonomilerinde kriz ba\u015f g\u00f6sterdi ve 1929 Buhran\u0131\u2019ndan kapitalist d\u00fcnyay\u0131 kurtaran Keynes\u2019in geleneksel m\u00fcdahaleci pratikleri gittik\u00e7e karma\u015f\u0131kla\u015fan sistemi kurtarmaya yetmedi. Ya\u015fananlar kar\u015f\u0131s\u0131nda tatmin edici \u00e7\u00f6z\u00fcm \u00f6nerilerinin getirilememesi iktisat bilimi ba\u015fta olmak \u00fczere sosyal bilimlerin genelinde yeni aray\u0131\u015flara sebep oldu. Bu sayede y\u00f6ntem tart\u0131\u015fmalar\u0131 da yap\u0131lmaya ba\u015flad\u0131. Fakat yap\u0131lan bu tart\u0131\u015fmalar Sovyetler Birli\u011fi\u2019ne g\u00fcvenin azald\u0131\u011f\u0131, kapitalizmin d\u00fcnyada tek muktedir g\u00fc\u00e7 olmas\u0131n\u0131n yaratt\u0131\u011f\u0131 boyun e\u011fme hissinin yayg\u0131nla\u015ft\u0131\u011f\u0131, tela\u015f\u0131n ve umutsuzlu\u011fun ba\u015f g\u00f6sterdi\u011fi bir d\u00f6nemde yap\u0131lmaya ba\u015flad\u0131. B\u00fct\u00fcn bu etkenler de ekonomik belirsizli\u011fin s\u00fcrekli bir hal kazanma e\u011filiminde olu\u015fuyla birlikte y\u00f6nteme duyulan g\u00fcvensizli\u011fi g\u00fcndeme getirdi. Y\u00f6ntemdeki bu g\u00fcvensizlik ortam\u0131, akla, y\u00f6nteme ve bilimin kendisine h\u00fcz\u00fcnl\u00fc bir vedan\u0131n habercisiydi. Bu h\u00fcz\u00fcnl\u00fc veda on y\u0131l i\u00e7inde kapitalizmi art\u0131k sosyalizmin bile kurtaramad\u0131\u011f\u0131n\u0131n g\u00f6r\u00fclmesinin ard\u0131ndan ideolojinin, insanl\u0131\u011f\u0131n ve tarihin sonunu co\u015fkuyla selamlayan postmodernizmin ge\u00e7it t\u00f6renine d\u00f6n\u00fc\u015fecekti.<\/p>\n<p><strong>Feyerabend: \u201cBilime kar\u015f\u0131 olan ne varsa kabul\u00fcmd\u00fcr\u201d<\/strong><\/p>\n<p>Akla, bilime ve y\u00f6nteme vedan\u0131n en b\u00fcy\u00fck temsilcisi Paul Feyerabend olmu\u015ftur. Akla Veda, Y\u00f6nteme Kar\u015f\u0131 ve Anar\u015fizm \u00dczerine Tezler isimli kitaplar\u0131nda a\u00e7\u0131k bir \u015fekilde akl\u0131n kendisine, bilimde y\u00f6nteme kar\u015f\u0131 oldu\u011funu belirten Feyerabend, kendisini bir \u201cbilim anar\u015fisti\u201d olarak tan\u0131mlamaktad\u0131r. Kapitalizmin egemenli\u011fini g\u00fc\u00e7lendirdi\u011fi bir d\u00f6nemde kullan\u0131lan bu s\u00f6ylem b\u00fcy\u00fck bir radikalli\u011fi ve kar\u015f\u0131 \u00e7\u0131k\u0131\u015f\u0131 simgeliyor olsa da k\u00f6keni ve y\u00f6ntemi liberal-muhafazak\u00e2r ittifaka dayanmaktad\u0131r; gerici e\u011filimler g\u00f6stermektedir. T\u0131pk\u0131 son bir iki y\u0131ld\u0131r Avrupa\u2019da kemer s\u0131kma \u00f6nlemlerini hedef olarak g\u00f6steren neo-liberalizme kar\u015f\u0131 duran sol tandansl\u0131 \u201cliberal sol\u201d partilerde oldu\u011fu gibi. Stanislav Andreski de, Sosyal Bilimlerin Cad\u0131lar\u0131\u2019nda \u201cOtoriteler korku uyand\u0131rd\u0131k\u00e7a, ortaya \u00e7\u0131kan kafa kar\u0131\u015f\u0131kl\u0131\u011f\u0131 ve sa\u00e7mal\u0131klar, bir toplumda tutucu e\u011filimleri g\u00fc\u00e7lendirir.\u201d ifadesini kullan\u0131r. Feyerabend\u2019in s\u00f6ylemleri de egemenin korkusuna kar\u015f\u0131 alay ve radikalizm olarak kendisini g\u00f6sterirken, bir yandan da kafa kar\u0131\u015f\u0131kl\u0131\u011f\u0131 ve bilimde muhafazak\u00e2rl\u0131\u011f\u0131 kar\u015f\u0131m\u0131za \u00e7\u0131karmaktad\u0131r. Konu b\u00fct\u00fcn\u00fcnde Feyerabend\u2019in temel \u00f6nemi ise Francis Fukuyama\u2019n\u0131n tarihin sonunu ilan etmesi gibi onun da \u201cy\u00f6ntemin sonu\u201dnu ilan etmesi ve bu sondan itibaren bilimin ve akl\u0131n buharla\u015f\u0131p da\u011f\u0131lmas\u0131d\u0131r. Feyerabend, bilim tarihinde s\u00f6z konusu b\u00fct\u00fcn y\u00f6ntemlerin \u00e7\u00f6pe at\u0131lmas\u0131 gerekti\u011fini ve bilimin y\u00f6ntemi olmamas\u0131 gerekti\u011fini s\u00f6yler. Bunun yan\u0131nda zikretti\u011fimiz Weber ve Hayek gibi isimlerin Feyerabend\u2019den daha \u00f6nce s\u00f6yledi\u011fi bir liberal ezberi tekrarlar: Nesnel bir ger\u00e7eklik yoktur, herkesin kendi ger\u00e7eklikleri vard\u0131r.
