Burjuva (kapitalist) modernitesinin temel ideolojisidir ve t\u00fcm d\u00fcnya toplumlar\u0131na bir \u201cmodernite yolu\u201d sunar: Uygarl\u0131\u011f\u0131n (modernitenin) merkezi ve \u00f6nc\u00fcs\u00fc kapitalist Bat\u0131 Avrupa devletleridir ve di\u011fer toplumlar -g\u00f6n\u00fcll\u00fc veya zorla- bu yolu izleyerek modernle\u015feceklerdir. Sosyalizm, d\u00fcnya toplumlar\u0131na, burjuva modernitesine alternatif bir \u201cemek\u00e7i modernitesi yolu\u201d \u00f6nermi\u015ftir.\u00a0 Bu modeli 19. y\u00fczy\u0131l Avrupa\u2019s\u0131nda Marx ve Engels \u201cB\u00fct\u00fcn \u00fclkelerin i\u015f\u00e7ileri birle\u015finiz\u201d slogan\u0131yla \u201cAvrupa i\u015f\u00e7i devrimi ve sosyalizm\u201d olarak, 20. y\u00fczy\u0131lda Lenin ve Bol\u015fevikler \u201cemperyalizm, proletarya devrimleri ve ulusal kurtulu\u015f m\u00fccadeleleri\u201d, Mao ve \u00c7inli kom\u00fcnistler \u201cdevletler ba\u011f\u0131ms\u0131zl\u0131k, uluslar kurtulu\u015f, halklar devrim istiyor\u201d saptamalar\u0131yla form\u00fclle\u015ftirmi\u015flerdi. \u0130lkine g\u00f6re \u00e7ok daha evrensel nitelik ta\u015f\u0131yan bu model, hem eski modernite co\u011frafyalar\u0131nda (Avrupa ve Kuzey Amerika) emek\u00e7ilerin moderniteye kendi inisiyatifleriyle kat\u0131l\u0131m\u0131na katk\u0131 yapm\u0131\u015f, hem de as\u0131l di\u011fer co\u011frafyalarda halklar\u0131n modernle\u015fmesinin \u00f6nc\u00fcl\u00fc\u011f\u00fcn\u00fc yapm\u0131\u015ft\u0131r. Ortada d\u00fcnya toplumlar\u0131n\u0131n kadim veya yeni \u00e7\u0131km\u0131\u015f sorunlar\u0131na \u00e7\u00f6z\u00fcm \u00f6neren yeni bir b\u00fcy\u00fck anlat\u0131 ve model de g\u00f6z\u00fckm\u00fcyor. Modernite \u201c\u00f6nc\u00fcs\u00fcz\u201d ve \u201cba\u015f\u0131bo\u015f\u201d kalm\u0131\u015f durumda, ama halklar\u0131n \u201cmoderniteyi koruma\u201d veya \u201cmoderniteye ula\u015fma\u201d arzular\u0131 devam ediyor. Peki, bunu nereden \u00e7\u0131kar\u0131yoruz?<\/p>\n<p><strong>Bir ba\u015f\u0131bo\u015f modernite ak\u0131m\u0131: g\u00f6\u00e7ler<br \/>\n<\/strong>\u201cBa\u015f\u0131bo\u015flu\u011fun\u201d en \u00f6nemli g\u00f6stergelerinden biri giderek yo\u011funla\u015fan g\u00f6\u00e7lerdir. Kendi \u00fclkelerinde ya\u015famlar\u0131n\u0131 g\u00fcvenle s\u00fcrd\u00fcrme ve geleceklerini kurma umudunu yitirmi\u015f insanlar kitleler halinde g\u00f6\u00e7 ediyorlar. G\u00f6\u00e7lerin y\u00f6n\u00fc, nedenini de ortaya koyuyor. Bu a\u00e7\u0131dan, acil nedeni ne olursa olsun (sava\u015ftan ka\u00e7ma, g\u00fcvenlik, refah vb.) bu g\u00f6\u00e7ler, modernite arzusunun d\u0131\u015favurumudur, dolay\u0131s\u0131yla bir modernite ak\u0131m\u0131d\u0131r.<br \/>\nDevrimlere \u201c\u00e7aresizli\u011fin \u00e7aresi\u201d denir. Evet, ilk bak\u0131\u015fta \u00f6yle: modernite birikimi olmayan kitleler modernite co\u011frafyalar\u0131na s\u0131z\u0131yorlar. Ama fethetmeye gelmiyorlar; tam tersine fethedilme arzusuyla geliyorlar. G\u00f6\u00e7 ettikleri yeri kendilerine benzetmeye de\u011fil, kendileri g\u00f6\u00e7 ettikleri yere benzeme (dahil olma) niyetiyle geliyorlar. Elbette bu bir \u00e7at\u0131\u015fma yarat\u0131yor, mevcut moderniteyi zorluyor ve tahrip edebiliyor; ama ba\u015f\u0131bo\u015f modernite b\u00f6yle \u00e7apra\u015f\u0131k bir \u015fey.<br \/>\nAsl\u0131nda 20. y\u00fczy\u0131l modernite (sosyalist ve ulusal demokratik) devrimleri de benzer bir sorunla kar\u015f\u0131la\u015fm\u0131\u015flard\u0131: Bir toplum nas\u0131l modernle\u015fir? Devletin ve y\u00f6netim sisteminin modernle\u015fmesiyle toplumun modernle\u015fmesi ayn\u0131 \u015fey de\u011fil. Modernite, sadece yukardan a\u015fa\u011f\u0131ya i\u015fleyecek bir mekanizma de\u011fil. Sosyalizm pratiklerinin de en temel sorunuydu bu ve belki de sosyalizmden geri d\u00f6n\u00fc\u015f\u00fcn temel nedeniydi bu alandaki t\u0131kanmalar. Toplumlar sadece yukardan a\u015fa\u011f\u0131ya y\u00f6ntemlerle modernle\u015ftirilemezler, ayd\u0131nlanamazlar, sosyalize edilemezler. \u0130nsanlara -ne kadar m\u00fckemmel oldu\u011funu d\u00fc\u015f\u00fcnseniz de- kader dayatamazs\u0131n\u0131z. \u201cDayat\u0131lan m\u00fckemmellik\u201d totalitarizme d\u00f6n\u00fc\u015fme ve tam tersi (hatta fa\u015fizme dahi varabilecek) sonu\u00e7lar verme riskini ta\u015f\u0131yacakt\u0131r. \u00c7\u00fcnk\u00fc modernite (ve sosyalizm) insan\u0131n kendi kaderini kendi eline almas\u0131 ve kendi prati\u011fi i\u00e7inde d\u00f6n\u00fc\u015f\u00fcm\u00fc demektir. Ama a\u015fa\u011f\u0131dan yukar\u0131ya d\u00f6n\u00fc\u015f\u00fcm hareketlerinin de sak\u0131ncalar\u0131 ve riskleri bulunur. Kitleler zincirlerinden bo\u015fand\u0131klar\u0131nda ve inisiyatif ald\u0131klar\u0131nda (kaderlerini ellerine ald\u0131klar\u0131nda) y\u00fczlerce-binlerce y\u0131ll\u0131k y\u00fckleriyle (gerilikleriyle) birlikte ortal\u0131\u011fa d\u00f6k\u00fcl\u00fcrler. Hi\u00e7bir devrim \u201cuygun ad\u0131m\u201d ger\u00e7ekle\u015fmez. Sovyet prati\u011fi, \u00f6zellikle uzun s\u00fcreli bir halk sava\u015f\u0131yla olu\u015fan ve iktidar sonras\u0131 k\u00fclt\u00fcr devrimleri pratikleri ya\u015fayan \u00c7in sosyalizm s\u00fcreci ve bizim cumhuriyet devrimleri prati\u011fimiz bu y\u00f6nde son derece \u00f6\u011fretici deneyimlerle doludur. Bu noktada \u00f6nc\u00fc-kitle diyalekti\u011fi konusundaki kuramsal \u00e7al\u0131\u015fmalar \u00f6nemlidir. Neyse, bu ayr\u0131 bir konu\u2026<br \/>\n\u0130\u015fte g\u00fcn\u00fcm\u00fczde ya\u015fanan g\u00f6\u00e7 hareketleri de esas olarak a\u015fa\u011f\u0131dan yukar\u0131ya ger\u00e7ekle\u015fen bir modernite hareketidir ve \u00fcstelik modern bir \u00f6nderlikten yoksundur, yani ba\u015f\u0131bo\u015ftur. G\u00f6\u00e7 eden kitleler i\u00e7g\u00fcd\u00fcsel olarak moderniteye ula\u015fmaya \u00e7al\u0131\u015f\u0131yorlar ama modernite \u00f6ncesi de\u011fer ve normlarla bezeli bin bir t\u00fcrl\u00fc y\u00fckleri ile birlikte geliyorlar. Dolay\u0131s\u0131yla moderniteye ula\u015fmaya \u00e7al\u0131\u015fanlar, mevcut modernite i\u00e7in bir tehdit gibi g\u00f6z\u00fck\u00fcyorlar.<br \/>\nBu durum iki tarafl\u0131 kitlesel bir \u00e7at\u0131\u015fma yarat\u0131yor. Bir tarafta moderniteye ula\u015fmaya \u00e7al\u0131\u015fan ama modernite \u00f6ncesi k\u00fclt\u00fcrel de\u011ferleri ta\u015f\u0131yan (zaten bu nedenle moderniteye ula\u015fmaya \u00e7al\u0131\u015f\u0131yorlar) g\u00f6\u00e7menler, di\u011fer tarafta mevcut modernitelerini korumaya ve suland\u0131r\u0131lmas\u0131n\u0131 \u00f6nlemeye \u00e7al\u0131\u015fan ama buna \u00e7abalarken yabanc\u0131 d\u00fc\u015fmanl\u0131\u011f\u0131, ilkel milliyet\u00e7ilik, \u0131rk\u00e7\u0131l\u0131k, neo-fa\u015fizm, dincilik gibi moderniteye ters e\u011filimlere s\u00fcr\u00fcklenen toplumlar. Yani moderniteye ula\u015fma ve moderniteyi koruma hareketleri kar\u015f\u0131 kar\u015f\u0131ya geldi\u011finde iki tarafta da moderniteye ters e\u011filimlerin g\u00fc\u00e7lenmesine yol a\u00e7\u0131yor. Bir modernite paradoksu! Bu paradoksun nedeni se\u00e7eneksizlik; \u00e7\u00f6ken burjuva modernitesinin yerine emek\u00e7i modernitesinin ge\u00e7emeyi\u015finin yaratt\u0131\u011f\u0131 bir olgu. Bu alanda da g\u00f6r\u00fcyoruz ki, emek modernitesi geli\u015femedi\u011fi s\u00fcrece modernite \u00f6ncesi e\u011filimler g\u00fc\u00e7lenmektedir.<br \/>\nBat\u0131l\u0131 (Avrupa ve ABD) kapitalist \u00fclkeler bu soruna k\u00fcresel \u00e7apta bir \u00e7\u00f6z\u00fcm getirme potansiyellerini yitirmi\u015f durumdalar. Ama g\u00f6\u00e7 hareketinin de nihai hedefi durumundalar. Tek u\u011fra\u015flar\u0131 kendi \u00fclkelerini g\u00f6\u00e7\u00fcn y\u0131k\u0131c\u0131 etkilerinden koruma odakl\u0131. Bilindi\u011fi gibi bu tampon \u00fclkelerin en ba\u015f\u0131nda T\u00fcrkiye (sonra Tunus, baz\u0131 Do\u011fu Avrupa \u00fclkeleri) geliyor.<br \/>\nAma bu s\u00fcrd\u00fcr\u00fclebilir bir politika de\u011fil. \u00c7\u00fcnk\u00fc g\u00f6\u00e7 devam ettik\u00e7e tazyik artacak ve hem tampon \u00fclkelerde sosyal patlamalar ba\u015flayacak hem de \u00e7ektikleri duvarlarda (\u00f6rne\u011fin Akdeniz) ba\u015f edemeyecekleri ve kendi kamuoylar\u0131na da a\u00e7\u0131klayamayacaklar\u0131 b\u00fcy\u00fck insanl\u0131k dramlar\u0131 ya\u015fanacak (h\u00e2lihaz\u0131rda ya\u015fan\u0131yor zaten). G\u00fcn\u00fc kurtarmaya y\u00f6nelik ve k\u0131sa s\u00fcrede t\u0131kanmaya mahk\u00fbm bir politikad\u0131r bu. Burjuva modernitesi bu alanda da \u00e7\u00f6zemeyece\u011fi bir sorunla kar\u015f\u0131 kar\u015f\u0131ya ve i\u00e7inde ya\u015fad\u0131\u011f\u0131 durum bir zamanlar Bat\u0131 Roma \u0130mparatorlu\u011funun sonunu getiren Roma-barbar ak\u0131nlar\u0131 s\u00fcrecini an\u0131msat\u0131yor.<br \/>\nT\u00fcrkiye gibi tampon \u00fclkelerde ise sorun \u00e7ok daha acil ve kritik. T\u00fcrkiye, bu e\u011filimlerin hepsinin keskin bi\u00e7imde ya\u015fand\u0131\u011f\u0131 minyat\u00fcr bir d\u00fcnya gibi. Hem g\u00f6\u00e7 alan hem g\u00f6\u00e7 veren hem de yo\u011fun i\u00e7g\u00f6\u00e7 ya\u015fayan bir \u00fclke. Son derece hareketli bir \u00fclke. \u00d6yle ki, bu hareketlilik k\u0131sa zaman aral\u0131klar\u0131nda sosyo-ekonomik yap\u0131y\u0131, hatta demografik tabloyu bile de\u011fi\u015ftirecek d\u00fczeyde. Tampon \u00fclke politikas\u0131 T\u00fcrkiye\u2019de s\u00fcrd\u00fcr\u00fclebilir de\u011fil. AKP iktidar\u0131 bu keskin s\u00fcrecin \u00e7ocu\u011fu ve bu politikay\u0131 T\u00fcrkiye toplumunu hak ve sorumluluklara sahip bir yurtta\u015flar toplumu olmaktan \u00e7\u0131kar\u0131p bir \u00fcmmet haline \u00e7evirmek amac\u0131n\u0131 destekledi\u011fi i\u00e7in s\u00fcrd\u00fcr\u00fcyor. Ama \u00e7\u00f6z\u00fcm\u00fc \u00e7ok zor sorunlar\u0131n da tohumlar\u0131n\u0131 serpiyor \u00fclkeye. Ba\u015f\u0131bo\u015f modernitenin sonucu olan g\u00f6\u00e7lerin yaratt\u0131\u011f\u0131\/yaratabilece\u011fi t\u00fcm \u00e7at\u0131\u015fmalar\u0131 ba\u011fr\u0131nda ta\u015f\u0131yor \u00fclkemiz. Olu\u015fturdu\u011fu bu \u201cnormale\u201d herhangi bir tehdit oldu\u011funda da devlet tepkisini g\u00f6sterir. Bu klasik tan\u0131m, sadece modernite sonras\u0131 \u201cmodern\u201d devletler i\u00e7in de\u011fil, uygarl\u0131k tarihi boyunca kurulmu\u015f t\u00fcm ciddi devletler i\u00e7in ge\u00e7erlidir. Veya \u015fimdiye kadar b\u00f6yle biliyoruz!<br \/>\nPeki, g\u00fcn\u00fcm\u00fcz devletler d\u00fcnyas\u0131na bakt\u0131\u011f\u0131m\u0131zda kald\u0131 m\u0131 b\u00f6yle bir devlet? Modernitenin bu alan\u0131nda da bir \u201canormallik\u201d, bir ba\u015f\u0131bo\u015fluk g\u00f6r\u00fclm\u00fcyor mu?<br \/>\nAsya, Ortado\u011fu, Afrika, Latin Amerika\u2019daki onlarca \u00f6rne\u011fi \u015fimdilik bir kenarda b\u0131rakal\u0131m, nas\u0131l bir d\u00f6nemde ya\u015fad\u0131\u011f\u0131m\u0131z\u0131 d\u00fcnyan\u0131n en g\u00fc\u00e7l\u00fc \u00fc\u00e7 \u00fclkesinden\/devletinden ikisinde (ABD ve Rusya) yak\u0131n zamanda ya\u015fanan ak\u0131l almaz olaylardan anlayabiliriz. Birinde 2,5 y\u0131l \u00f6nce eski devlet ba\u015fkan\u0131 Trump destek\u00e7isi bir g\u00fcruh ABD Temsilciler Meclisini bas\u0131yor ve Trump bug\u00fcn h\u00e2l\u00e2 \u201challedilememi\u015f bir sorun\u201d olarak ortada duruyor. Di\u011ferinde ise bir paral\u0131 asker \u00f6rg\u00fct\u00fc Wagner Rus devletine ba\u015fkald\u0131r\u0131yor, bir g\u00fcnde geni\u015f bir b\u00f6lgeyi ele ge\u00e7iriyor, Moskova\u2019ya y\u00fcr\u00fcyor ve \u00fclke bir anda i\u00e7 sava\u015f tehdidi ile kar\u015f\u0131 kar\u015f\u0131ya kal\u0131yor. \u00dcstelik bu iki devlet, d\u00fcnyadaki mevcut n\u00fckleer silahlar\u0131n -kar\u015f\u0131l\u0131kl\u0131 olarak- y\u00fczde 90\u2019\u0131na sahipler. Sonu\u00e7ta bu t\u00fcr \u00e7\u0131k\u0131\u015flar -\u015fimdilik- kontrol edilebilir ve ezilebilirler, ama bu devletlerin b\u00f6yle olaylara maruz kalmalar\u0131 g\u00fc\u00e7lerine\/otoritelerine ili\u015fkin yayg\u0131n kan\u0131y\u0131 sarsacak niteliktedir ve g\u00fcn\u00fcm\u00fcz devletler d\u00fcnyas\u0131n\u0131n durumuna ili\u015fkin ipu\u00e7lar\u0131 vermektedir. Demek ki art\u0131k So\u011fuk Sava\u015f d\u00f6neminden \u00e7ok farkl\u0131 bir d\u00fcnyada ya\u015f\u0131yoruz. Ba\u015f\u0131bo\u015fluk, otoritesizlik ve g\u00fcvenlik krizi sadece mazlum co\u011frafyalar\u0131n bir sorunu de\u011fil; sistemin tepesindeki devletleri de girdab\u0131na \u00e7ekmi\u015f, k\u00fcreselle\u015fmi\u015ftir. Rusya veya ABD g\u00fcvenli de\u011filse d\u00fcnyan\u0131n hi\u00e7bir k\u00f6\u015fesi g\u00fcvenli de\u011fildir; ne Bat\u0131 ve Kuzey Avrupa ne Kanada ne de Japonya ve Avustralya; d\u00fcnyan\u0131n atmosferi bile g\u00fcvenli de\u011fildir&#8230;<br \/>\nNeden b\u00f6yle? Bu durum en ba\u015fta g\u00fcn\u00fcm\u00fcz egemen s\u0131n\u0131f\u0131 olan k\u00fcresel (vatans\u0131z) burjuvazinin niteliklerinden kaynaklan\u0131yor. Kendi bireysel \u00e7\u0131kar\u0131ndan ba\u015fka herhangi bir b\u00fcy\u00fck anlat\u0131s\u0131 ve misyonu, herhangi bir toplumsal, ulusal, b\u00f6lgesel, tarihsel veya ekolojik ba\u011f\u0131 kalmam\u0131\u015f, deyim yerindeyse ipini koparm\u0131\u015f, k\u00f6ks\u00fcz ve asalak bir s\u0131n\u0131ft\u0131r k\u00fcresel burjuvazi. Enternasyonalist bile de\u011fil, insana, topluma ve do\u011faya yabanc\u0131la\u015fm\u0131\u015f uzayl\u0131 gibi bir s\u0131n\u0131f\u2026 G\u00f6\u00e7menlik nas\u0131l halklar d\u00fczleminde toplumsal, ulusal, b\u00f6lgesel, tarihsel ba\u011flar\u0131 ve k\u00f6kleri berhava ediyorsa ve ipini koparmay\u0131 gerektiriyorsa, k\u00fcresel burjuvazi de bu anlamda \u201cg\u00f6\u00e7men bir s\u0131n\u0131f\u201dt\u0131r.<br \/>\nBu s\u0131n\u0131f\u0131n nitelikleri egemen oldu\u011fu devletlerin niteliklerini de belirliyor. Bunlar klasik modern devletler de\u011fildir. Kendilerini egemen olduklar\u0131 co\u011frafyada ya\u015fayan halklar ile bir \u201ctoplumsal s\u00f6zle\u015fme\u201d yapmak zorunda hissetmezler. Toplum ya biat edecektir (dolay\u0131s\u0131yla modern bir toplum olma niteli\u011fini yitirecektir) ya da kendisine \u201cd\u00fc\u015fman hukuku\u201d uygulanacakt\u0131r. Modernite ile birlikte geli\u015ftirilmi\u015f demokrasi, parlamento, anayasa, hukukun \u00fcst\u00fcnl\u00fc\u011f\u00fc, kuvvetler ayr\u0131l\u0131\u011f\u0131, insan haklar\u0131 vb. gibi ilkelere ba\u011fl\u0131 olmayan bir devlet ve y\u00f6netimi\u2026 Otoriter bir devlet ama otoritesi k\u00f6ks\u00fcz bir devlet. Mahalleye \u00e7\u00f6km\u00fc\u015f mafya \u00e7etesi gibi bir devlet\u2026 (B\u00fct\u00fcn bu \u00f6zellikleri T\u00fcrkiye\u2019de t\u00fcm \u00e7\u0131plakl\u0131\u011f\u0131yla g\u00f6r\u00fcyor ve ya\u015f\u0131yoruz)<br \/>\nK\u0131sacas\u0131 devletsiz halklar, halks\u0131z devletler, mafyatik y\u00f6netimler, her an k\u0131r\u0131labilir otoriteler ve giderek geni\u015fleyen otoritesiz alanlar\u2026 B\u00f6ylesi kaotik bir d\u00fcnyada ya\u015f\u0131yoruz. Ba\u015f\u0131bo\u015f modernite d\u00f6neminin devletler d\u00fczlemi b\u00f6yle.<\/p>\n<p><strong>\u00c7\u00f6k\u00fc\u015f-devrim diyalekti\u011fi<br \/>\n<\/strong>Yine de bu d\u00f6nemi, modernitenin tamamen terk edildi\u011fi ve insanl\u0131\u011f\u0131n \u201cgeriye d\u00fc\u015ft\u00fc\u011f\u00fc\u201d bir d\u00f6nem olarak g\u00f6rm\u00fcyorum. Modernitenin k\u00fcreselle\u015fmesinin yaratt\u0131\u011f\u0131 bir \u201cdo\u011fum sanc\u0131s\u0131 d\u00f6nemi\u201d olarak nitelemek daha do\u011fru gibi. Bu denli \u00e7e\u015fitli ve farkl\u0131 d\u00fczeylerdeki toplumlardan olu\u015fan bir d\u00fcnyan\u0131n k\u00fcreselle\u015fme s\u00fcreci \u201cuygun ad\u0131m\u201d olamaz, ister istemez ba\u015f\u0131bo\u015fluklar ve zikzaklar ya\u015fanacakt\u0131r. Modernite s\u00fcreci b\u00f6yle bir d\u00f6nemden ge\u00e7iyor.<br \/>\nS\u00fcre\u00e7lere daha kapsaml\u0131 ve geni\u015f a\u00e7\u0131lardan bak\u0131ld\u0131\u011f\u0131nda, toplumsal devrimler, ironik bir bi\u00e7imde, toplumsal geli\u015fmeye bir uygun ad\u0131ml\u0131k ve d\u00fczen sa\u011flar. Devrimlerin kaotik oldu\u011fu san\u0131l\u0131r ama devrimsizlik \u00e7ok daha kaotik ve \u00f6ng\u00f6r\u00fclemez geli\u015fmelerin d\u00f6l yata\u011f\u0131d\u0131r.<br \/>\nDevrimler asl\u0131nda tarihte s\u0131k rastlanan olgular de\u011fil. Toplumlar\u0131n d\u00f6n\u00fc\u015f\u00fcm\u00fcnde en az devrimler kadar etkili bir di\u011fer olgu da \u00e7\u00f6k\u00fc\u015flerdir. Hatta aslolan\u0131n \u00e7\u00f6k\u00fc\u015f oldu\u011funu, devrimlerin \u201c\u00f6zel durumlar\u201d oldu\u011funu s\u00f6yleyebiliriz. \u00d6rne\u011fin Bat\u0131 Roma da Do\u011fu Roma da devrimlerle d\u00f6n\u00fc\u015fmemi\u015fler, \u00e7\u00f6km\u00fc\u015flerdir.
