Weber\u2019in eserlerinin, bilhassa \u201csosyalizmin peygamberi\u201d kabul edilen Karl Marx\u2019la (1818-1883) kar\u015f\u0131la\u015ft\u0131rmal\u0131 bir \u015fekilde de\u011ferlendirilmesi modern d\u00fcnyan\u0131n d\u00fczeni ve onun do\u011fas\u0131 \u00fczerine ortaya ola\u011fan\u00fcst\u00fc zenginlikte bir literat\u00fcr \u00e7\u0131karm\u0131\u015ft\u0131r. Fakat bu ikilinin fikirleri Frankfurt Okulunun temsilcilerinden g\u00fcn\u00fcm\u00fcze dek harmanlan\u0131p yeni modernite yorumlar\u0131 geli\u015ftirilirken, Marx\u2019\u0131n kapitalizme dair tespitleri t\u00fcm detaylar\u0131yla bilinmesine ve detayl\u0131ca tart\u0131\u015f\u0131lmas\u0131na ra\u011fmen, Weber\u2019in sosyalizm hakk\u0131ndaki de\u011ferlendirmeleri yeterince dikkate al\u0131nmam\u0131\u015ft\u0131r.<br \/>\nWeber\u2019in t\u00fcm entelekt\u00fcel ya\u015fam\u0131 sosyalizmin Almanya\u2019da milliyet\u00e7ilikle, militarist ve emperyalist politikalarla e\u015fzamanl\u0131 bir bi\u00e7imde geli\u015fmesine \u015fahitlik etmi\u015ftir. Weber gibi keskin bir g\u00f6zlemcinin Karl Marx\u2019\u0131 ve Marksizmi bilmemesi, okumam\u0131\u015f olmas\u0131 elbette d\u00fc\u015f\u00fcn\u00fclemeyece\u011fi gibi, i\u015f\u00e7i haklar\u0131, sendikalar, devrimci \u00f6rg\u00fctlenmeler etraf\u0131nda b\u00fcy\u00fcd\u00fck\u00e7e b\u00fcy\u00fcyen sosyalist m\u00fccadeleyi fark etmemi\u015f, g\u00f6zlemlememi\u015f olmas\u0131 da m\u00fcmk\u00fcn de\u011fildir. Yer yer muhafazak\u00e2rla\u015fabilen, yer yer II. \u0130mparatorlu\u011fun hizmetine girmeye haz\u0131r g\u00f6r\u00fcnen \u201cPrusya liberali\u201d Weber\u2019in sosyalizme kariyeri boyunca kas\u0131tl\u0131 bir uzaktan bak\u0131\u015f\u0131 ve dozunda bir sessizli\u011fi s\u00f6z konusudur. Zira Birinci Enternasyonal, Weber\u2019in do\u011fdu\u011fu y\u0131l kurulmu\u015ftur. Bismarck\u2019\u0131n sosyalizm-kar\u015f\u0131t\u0131 yasalar\u0131 ve sosyal g\u00fcvenlik d\u00fczenlemeleri onun gen\u00e7lik y\u0131llar\u0131ndaki Alman ulusal siyasetini \u015fekillendirmi\u015ftir. Alman \u0130mparatorlu\u011funun y\u00fckseli\u015fiyle birlikte onun bir yans\u0131mas\u0131 ve ironisi olarak Alman Sosyalistleri d\u00fcnyan\u0131n en b\u00fcy\u00fck Marksist partisine d\u00f6n\u00fc\u015f\u00fcrken ve \u0130kinci Enternasyonal kurulup b\u00fcy\u00fcrken (1889-1916), Weber entelekt\u00fcel \u00e7al\u0131\u015fmalar\u0131n\u0131n zirvesine t\u0131rmanm\u0131\u015ft\u0131r. Bu s\u00fcre\u00e7te Weber, burjuva kimlikli \u201ck\u00fcrs\u00fc sosyalistleri\u201dnin Sosyal Politika Birli\u011fine \u00fcye bile olmu\u015ftur. 1904\u2019te ABD\u2019nin St. Louis\u2019de evsahipli\u011fi yapt\u0131\u011f\u0131 D\u00fcnya Fuar\u0131ndan d\u00f6n\u00fc\u015fte bir dizi makale olarak yazd\u0131\u011f\u0131 <em>Protestan Ahlak\u0131 ve Kapitalizmin Ruhu<\/em> (1904-5), Weber\u2019in \u00f6zg\u00fcr bireysel tercihleri kolektivizme, sivil toplumu devlet iradesine \u00fcst\u00fcn tuttu\u011funu a\u00e7\u0131k\u00e7a g\u00f6stermi\u015ftir. Bu incelemede de, di\u011fer Weber metinlerinde de sosyalizme dair anlaml\u0131 bir \u015feyler bulmak, a\u00e7\u0131k\u00e7as\u0131, hayli g\u00fc\u00e7t\u00fcr.<\/p>\n<p style=\"text-align: center;\">***<\/p>\n<p>Bu uzun sessizlik Weber\u2019in \u00f6mr\u00fcn\u00fcn son d\u00f6neminde (1918\u2019de) bozulmu\u015ftur. Birinci D\u00fcnya Sava\u015f\u0131n\u0131n son g\u00fcnlerinde Viyana\u2019da yay\u0131nlanan <em>Der Sozialismus<\/em> [Sosyalizm] adl\u0131 incelemesi,(1) Weber\u2019in, B\u00fcy\u00fck Sava\u015f s\u0131ras\u0131nda ger\u00e7ekle\u015fen Bol\u015fevik Devriminin hemen ard\u0131ndan, ba\u015fta Berlin ve Viyana gelmek \u00fczere, Almanca konu\u015fulan \u015fehir merkezlerinde de y\u00fckselen devrimci enerjiye istinaden 13 Haziran 1918\u2019de Avusturya Genelkurmay\u0131na verdi\u011fi konferans\u0131n notlar\u0131ndan ortaya \u00e7\u0131km\u0131\u015f, hayli ilgin\u00e7 bir \u00e7al\u0131\u015fmad\u0131r. Hen\u00fcz 1917\u2019nin sonlar\u0131nda St. Petersburg\u2019da, Moskova\u2019da ve di\u011fer Rus \u015fehirlerinde olup bitenleri anlamak i\u00e7in \u00e7ok erken bir tarih olsa da, Weber\u2019in <em>Sosyalizm<\/em> tahlilleri bir bak\u0131ma ondaki devlet\u00e7i reflekslerle liberal de\u011ferleri d\u00f6nemin kriz ko\u015fullar\u0131nda nas\u0131l b\u00fct\u00fcnle\u015ftirdi\u011fini g\u00f6rmeyi de m\u00fcmk\u00fcn k\u0131lar. Hayli keskin g\u00f6zlemlerle dolu olan bu k\u0131sa metinde, kimi noktalarda anlat\u0131mdaki baz\u0131 atlamalara ve bo\u015fluklara ra\u011fmen, g\u00fc\u00e7l\u00fc bir kavray\u0131\u015f dikkat \u00e7ekmektedir.<br \/>\nWeber\u2019in d\u00fc\u015f\u00fcnce d\u00fcnyas\u0131nda, gen\u00e7lik y\u0131llar\u0131ndan beri savundu\u011fu burjuva kapitalizmi ve pazar ekonomisi, planl\u0131 ekonominin ve devlet kapitalizminin \u2013o bu modele \u201cdevlet sosyalizmi\u201d demekte \u0131srarc\u0131d\u0131r\u2013 \u00f6teki kutbunu temsil eder. Marx\u2019\u0131n liberal pazar ekonomisindeki vah\u015fi rekabetin yaratt\u0131\u011f\u0131 s\u00f6m\u00fcr\u00fcye kar\u015f\u0131 isyank\u00e2r tavr\u0131, Weber\u2019in b\u00fcrokrasinin hantall\u0131\u011f\u0131 ve yarat\u0131c\u0131 giri\u015fim yoksunlu\u011fu ele\u015ftirisiyle m\u00fckemmel bir z\u0131tl\u0131k arz etmektedir. Weber\u2019in kapitalizmin ruhunu analiz edi\u015finde dinsel de\u011ferler kuvvetli bir yer tutarken, sosyalizmin ruhundaki dinsellik d\u00fczeyindeki ahlaki tavr\u0131 g\u00f6rmemi\u015f olmas\u0131 imk\u00e2ns\u0131zd\u0131r.<br \/>\nMarx ve Engels on dokuzuncu y\u00fczy\u0131l\u0131n ortalar\u0131nda b\u00fcy\u00fck bir proleter devrimin Britanya\u2019da ortaya \u00e7\u0131kaca\u011f\u0131n\u0131 beklentisine girerken, Weber, Almanya\u2019da g\u00fcc\u00fcn\u00fcn zirvesine varan sosyalizmin D\u00fcnya Sava\u015f\u0131yla birlikte neler getirebilece\u011fini kayg\u0131l\u0131 bir \u015fekilde tasavvur etmi\u015f gibidir. Ancak Weber\u2019in kaderine, \u00e7ok b\u00fcy\u00fck \u00e7o\u011funlu\u011fu k\u00f6yl\u00fclerden olu\u015fan, kapitalistle\u015fme s\u00fcreci ve sanayile\u015fmesi eksik kalm\u0131\u015f, bir Asya ordusuna yenilecek kadar k\u00f6hnele\u015fmi\u015f olan Rus \u00c7arl\u0131\u011f\u0131nda ger\u00e7ekle\u015fen devrimi, sosyalizme hi\u00e7 de sempatiyle bakmayan bir grup Avusturyal\u0131 subay i\u00e7in analiz etmek d\u00fc\u015fm\u00fc\u015ft\u00fcr. Bu can s\u0131k\u0131c\u0131 s\u00fcrprize Weber\u2019in verdi\u011fi ba\u015fl\u0131ca tepki, Bol\u015fevik Devriminin bir proletarya diktat\u00f6rl\u00fc\u011f\u00fcnden ziyade memurlar\u0131n diktat\u00f6rl\u00fc\u011f\u00fcne d\u00f6n\u00fc\u015fece\u011fi \u00f6ng\u00f6r\u00fcs\u00fcd\u00fcr. Zira b\u00fcrokrasinin en yetkin a\u00e7\u0131klay\u0131c\u0131s\u0131n\u0131n g\u00f6z\u00fcnde, bu, generallerin de\u011fil, olsa olsa onba\u015f\u0131lar\u0131n askeri diktat\u00f6rl\u00fc\u011f\u00fcne d\u00f6n\u00fc\u015fmesi demekti. Oysa Bol\u015feviklerce yap\u0131lmas\u0131 gereken \u015fey \u2013Weber\u2019e g\u00f6re\u2013 Alman devlet kapitalizminin yapt\u0131klar\u0131n\u0131 yapmakt\u0131. Weber haberdar olmasa da 1918 May\u0131s\u0131nda Lenin\u2019in yazd\u0131klar\u0131na g\u00f6re de yap\u0131lmas\u0131 gereken \u015fey buydu: Devlet kapitalizminin en somut \u00f6rne\u011fi olarak g\u00f6rd\u00fc\u011f\u00fc Almanya i\u00e7in, \u201cburada <em>Junker-burjuva emperyalizmine boyun e\u011fen <\/em>b\u00fcy\u00fck \u00f6l\u00e7\u00fcde kapitalist m\u00fchendisli\u011fin ve planl\u0131 organizasyonun \u2018son s\u00f6z\u00fc\u2019n\u00fc g\u00f6r\u00fcyoruz\u201d diyordu Lenin; ve \u201citalikle belirtilen ifadelerin yerine bir <em>Sovyet<\/em> devleti yaz\u0131ld\u0131\u011f\u0131nda, sosyalizm i\u00e7in gerekli ko\u015fullar\u0131n \u00f6zetine ula\u015f\u0131ld\u0131\u011f\u0131n\u0131\u201d anlat\u0131yordu. (bkz. s. 25\u2019teki 30. dipnot)<br \/>\nBu vesileyle belirtmek gerekir ki, Weber, B\u00fcy\u00fck Sava\u015f boyunca Almanya\u2019daki sava\u015f ekonomisinin, ekonominin devlet taraf\u0131ndan devral\u0131n\u0131p d\u00fczenlenmesi giri\u015fiminin sosyalizme do\u011fru at\u0131lm\u0131\u015f bir ad\u0131m oldu\u011funa i\u015faret etmektedir. Nihayetinde sava\u015f ekonomisi art\u0131k bar\u0131\u015ftaki gibi \u00f6zel giri\u015fimle ve k\u00e2r motivasyonuyla de\u011fil, toplumun ortak menfaatleri i\u00e7in bir merkezden y\u00f6netilen ve kolektivistle\u015fen bir ekonomidir. Riskin ve rekabetin olmad\u0131\u011f\u0131 ko\u015fullarda k\u00e2r i\u00e7in de\u011fil de emirler \u00f6yle geldi\u011fi i\u00e7in \u00fcretim yapan ve kendilerininkinden daha b\u00fcy\u00fck bir iktidar makinesinin \u00e7arklar\u0131ndan birine d\u00f6n\u00fc\u015fen sanayicilere ili\u015fkin Weber\u2019in buldu\u011fu isimlendirme \u201cdevlet kapitalizmi\u201d de\u011fil, \u201csanayici sosyalizmi\u201ddir. (s.25-26) Sava\u015f ekonomisinde, askeri planlaman\u0131n bir getirisi olarak emir al\u0131p memurla\u015fan sanayici, g\u00fc\u00e7 ve \u00f6zg\u00fcven kayb\u0131na u\u011frar. Weber\u2019e g\u00f6re, bu g\u00fc\u00e7 kayb\u0131, er ge\u00e7 m\u00fclkiyet kayb\u0131n\u0131 da haz\u0131rlar. Yani kartel sahipleri, tekelle\u015fmenin arac\u0131na d\u00f6n\u00fc\u015f\u00fcrken sava\u015f ko\u015fullar\u0131ndaki devlet kapitalizmi, devlet sosyalizmi denen \u015feye en \u00e7ok yakla\u015f\u0131lan momente d\u00f6n\u00fc\u015f\u00fcr. Ne var ki devletin bu denli <em>Leviathan<\/em>la\u015fmas\u0131, Weber\u2019e g\u00f6re, \u201cdevletin zamanla yok olmas\u0131\u201d fikrini b\u00fcy\u00fct\u00fcrken bir yandan da onu as\u0131ls\u0131z bir efsaneye d\u00f6n\u00fc\u015ft\u00fcr\u00fcr. Sosyalizm, bu y\u00f6n\u00fcyle, iyiniyetli bir \u00fctopyad\u0131r. Weber\u2019in g\u00fcndemine ald\u0131\u011f\u0131 \u201cdevlet sosyalizmi\u201dnin reel sosyalizmle ba\u011f\u0131, sosyalizmdeki kolektif m\u00fclkiyet, e\u015fitlik\u00e7ilik gibi anahtar s\u00f6zc\u00fcklerle ilgisi yok denecek kadar az g\u00f6r\u00fcnmektedir. Liberal pazar ekonomisi geni\u015flemeci ve devrimci bir dinamizme sahipken, devletin planlay\u0131p y\u00f6netti\u011fi bir ekonomik d\u00fczen olarak sosyalizm, do\u011fas\u0131 gere\u011fi devlet b\u00fcrokrasisine t\u00e2bi, verimsiz ve muhafazak\u00e2r bir yap\u0131ya sahiptir. (s.31) Marksizmin kapitalizmdeki \u201c\u00fcretim anar\u015fisi\u201dne sald\u0131rmas\u0131ndaki kolayl\u0131\u011fa benzer bir zay\u0131f noktay\u0131, Weber, sosyalizmde \u201cb\u00fcrokrasi\u201dde g\u00f6rm\u00fc\u015ft\u00fcr ve t\u00fcm ele\u015ftirilerin hedefi oras\u0131 olur.<br \/>\nWeber\u2019in arg\u00fcmantasyonunun \u00e7\u0131k\u0131\u015f noktas\u0131, modern d\u00fcnyada demokrasinin giderek b\u00fcy\u00fcyen ihtiya\u00e7lar\u0131 do\u011frultusunda yeti\u015ftirdi\u011fi profesyonel b\u00fcrokratlar\u0131n demokrasiyi ideallerinden kopar\u0131p b\u00fcrokratikle\u015ftirdi\u011fi gibi, sosyalizmin de ka\u00e7\u0131n\u0131lmaz bir bi\u00e7imde b\u00fcrokratikle\u015fmeye u\u011frayaca\u011f\u0131 ve yaratt\u0131\u011f\u0131 heyecan\u0131n, \u00fcmidin bir s\u00fcre sonra profesyonel ellerde s\u00f6n\u00fcmlenece\u011fi fikridir. Sosyalizm, s\u0131k\u00e7a dillendirilen \u201ci\u015f\u00e7inin \u00fcretim ara\u00e7lar\u0131ndan kopar\u0131lmas\u0131\u201d anlat\u0131s\u0131n\u0131 i\u015flemekteyse de, \u00f6zel fabrikada oldu\u011fu gibi devlet i\u015fletmesinde de, kapitalist \u00fcretim modelinde oldu\u011fu gibi sosyalist \u00fcretimde de i\u015f\u00e7inin bu kopu\u015ftan kurtar\u0131lamayaca\u011f\u0131n\u0131n alt\u0131n\u0131 \u00e7izer. Bir zamanlar\u0131n aristokrat \u00e2limlerinin \u00fccretli \u00e7al\u0131\u015fanlara d\u00f6n\u00fc\u015fm\u00fc\u015f profes\u00f6rlere, bir zamanlar\u0131n \u015f\u00f6valyelerinin maa\u015fl\u0131 subaylara d\u00f6n\u00fc\u015f\u00fcm\u00fcne dek art\u0131k hi\u00e7 kimsenin bundan ka\u00e7amad\u0131\u011f\u0131n\u0131 vurgulayan Weber, modern zamanlarda akademisyenlerin bilginin, subaylar\u0131n ise sava\u015f\u0131n sahibi olmaktan \u00e7\u0131kt\u0131\u011f\u0131n\u0131 anlat\u0131r. B\u00fcrokratikle\u015fme ve buna ba\u011fl\u0131 olarak memurla\u015fma, eski \u201carac\u0131\u201dlar\u0131n \u00fcretim veya operasyon ara\u00e7lar\u0131 \u00fczerindeki m\u00fclkiyetini ve otoritesini kaybetmesi; hem y\u00f6netim ara\u00e7lar\u0131n\u0131, hem \u00fcretim ara\u00e7lar\u0131n\u0131 devletin tekeline terk etmesi ve mesaisini belli bir maa\u015f kar\u015f\u0131l\u0131\u011f\u0131nda yapmas\u0131 demektir. Keyfiyet yerini art\u0131k disipline b\u0131rakm\u0131\u015ft\u0131r: ordu, ofis, at\u00f6lye ve ticaret disiplini\u2026 (s. 54) Kopu\u015f\/kopar\u0131l\u0131\u015f s\u00fcreci demiryollar\u0131nda, madenlerde, fabrikalarda, makinelerin girdi\u011fi her yerde var g\u00fcc\u00fcyle devam etmektedir ve hi\u00e7bir \u00fcretim arac\u0131 bir ki\u015finin keyfiyetine ba\u011fl\u0131 b\u0131rak\u0131lmamaktad\u0131r. Modern sosyalizmin do\u011fumuna sebep, i\u015fte bu keyfiyet-yitimi ile \u015feref ya da keyif i\u00e7in i\u015f yapmak yerine, fabrika disiplininde \u00fcretimin par\u00e7as\u0131 olmakt\u0131r. Sosyalizm t\u00fcm bunlar\u0131 \u201c\u015feylerin insana h\u00fckmetmesi\u201d olarak g\u00f6r\u00fcr diyen Weber, eskiden s\u00f6m\u00fcr\u00fc ili\u015fkilerinde k\u00f6lelerin, esirlerin, marabalar\u0131n kaderinden sorumlu tutulabilecek birtak\u0131m m\u00fclkiyet sahipleri bulunurken, yirminci y\u00fczy\u0131lda bunun imk\u00e2ns\u0131z oldu\u011funu sosyalizmin de kabul etti\u011fini s\u00f6yler. O y\u00fczden sosyalizm, ele\u015ftirisini bireylere de\u011fil, bir b\u00fct\u00fcn olarak bu \u00fcretim d\u00fczenine y\u00f6neltir. Sosyalizm, Weber\u2019e g\u00f6re, bir kom\u00fcn ekonomisidir (<em>Gemeinwirtschaft<\/em>). Her \u015feyden \u00f6nce bir k\u00e2r\u0131n olmad\u0131\u011f\u0131, i\u015fletme sahiplerinin \u00fcretimi kendileri i\u00e7in ve kendi risklerini alarak y\u00fcr\u00fctmedi\u011fi bir ekonomi anlam\u0131na gelen bu d\u00fczen, halk birlikteli\u011fi idealiyle sahiplere de\u011fil, yetkililerin bilgisine teslim edilmi\u015ftir. B\u00f6ylesi bir rekabetsizlik, askeri ve sivil devlet yetkilileriyle i\u015fbirli\u011fi i\u00e7inde \u00e7al\u0131\u015farak \u201c\u00fcretim anar\u015fisi\u201d denen \u015feye mahal vermeyecek, do\u011fru planlamayla bir g\u00f6rev da\u011f\u0131l\u0131m\u0131 esas\u0131na g\u00f6re \u015fekillenecektir.<br \/>\nFakat Weber\u2019e g\u00f6re bu imk\u00e2ns\u0131zd\u0131r: \u201cBar\u0131\u015f zaman\u0131nda b\u00f6yle bir devlet kontrol\u00fcn\u00fcn, yani sanayinin her dal\u0131nda i\u015fletme sahiplerinin zorunlu kartelle\u015ftirilmesi ve devletin k\u00e2rda hissedar olmak i\u00e7in geni\u015f yetkilerinden taviz vermesi, devletin sanayiyi kontrol\u00fc de\u011fil, sanayinin devleti kontrol\u00fc anlam\u0131na gelir.\u201d (s. 59) Weber\u2019in g\u00f6z\u00fcnde daha can s\u0131k\u0131c\u0131 bir manzara belirir:<br \/>\n\u201cKartellerde, devlet temsilcileri, kendilerinden sanayi bilgisi, pazarlama e\u011fitimi ve \u00e7\u0131kar g\u00fctme a\u00e7\u0131lar\u0131ndan \u00e7ok daha \u00fcst\u00fcn fabrika sahipleriyle ayn\u0131 masada oturacaklard\u0131r. Fakat mecliste i\u015f\u00e7ilerin temsilcileriyle oturacak ve bu temsilciler devlet temsilcilerinden bir yandan d\u00fc\u015f\u00fck fiyatlar, di\u011fer yandan y\u00fcksek maa\u015flar talep edeceklerdir; elbette bunu yapma g\u00fc\u00e7leri oldu\u011funu da s\u00f6yleyeceklerdir. \u00d6te yandan, bu yap\u0131n\u0131n k\u00e2r\u0131na ve zarar\u0131na ortak olan devlet, finansman\u0131n\u0131 mahvetmemek ad\u0131na do\u011fal olarak y\u00fcksek fiyatlar ve d\u00fc\u015f\u00fck maa\u015flardan \u00e7\u0131kar sa\u011flayacakt\u0131r. Dahas\u0131, yap\u0131n\u0131n \u00fcretici \u00fcyeleri, devletin, k\u00e2r etmelerini g\u00fcvence alt\u0131na almas\u0131n\u0131 bekleyecektir.
