S\u0131n\u0131flar-\u00fcst\u00fc bir birikimden s\u00f6z edilebilir mi? Elbette edilebilir; \u00e7\u00fcnk\u00fc insanl\u0131\u011f\u0131n uygarl\u0131k \u00f6ncesinden gelen on binlerce y\u0131ll\u0131k bir k\u00fclt\u00fcrel birikimi vard\u0131r. Ama uygarl\u0131k ile birlikte egemen s\u0131n\u0131f, bu s\u0131n\u0131flar-\u00fcst\u00fc birikime kendi s\u0131n\u0131fsal niteli\u011fini vererek ba\u015far\u0131ya ula\u015f\u0131r. Uygarl\u0131\u011f\u0131n, y\u00f6netme tekeli (devlet), silah tekeli (ordu), inan\u00e7 tekeli (din), bilgi tekeli (bilim) oldu\u011fundan s\u00f6z ederken, uygarl\u0131k kurucusu egemen s\u0131n\u0131f\u0131n, tarihin derinliklerinden gelen toplumsal birikimi kendi potas\u0131nda eritmesinin ara\u00e7lar\u0131ndan s\u00f6z ediyoruz.<\/p>\n<p>Yani egemen s\u0131n\u0131f, ancak kendi \u00e7\u0131kar\u0131n\u0131n t\u00fcm toplumun \u00e7\u0131kar\u0131 oldu\u011funu kabul ettirdi\u011finde, kendi s\u0131n\u0131fsal \u00e7\u0131kar\u0131n\u0131n s\u0131n\u0131flar-\u00fcst\u00fc oldu\u011fu (t\u00fcm toplumun \u00e7\u0131kar\u0131 oldu\u011fu) yan\u0131lsamas\u0131n\u0131 yaratabildi\u011finde egemen olabilir. Uygarl\u0131k kurucular\u0131n\u0131n (aristokratlar\u0131n) binlerce y\u0131ll\u0131k h\u00fckm\u00fcn\u00fcn s\u0131rr\u0131 buradad\u0131r. \u00d6yle ki, modernite d\u00f6nemine kadar, mevcut aristokratlara kar\u015f\u0131 ezilenlerin ba\u015far\u0131l\u0131 isyanlar\u0131 bile, isyanc\u0131lar\u0131n giderek yeni bir aristokrat s\u0131n\u0131fa d\u00f6n\u00fc\u015fmesiyle sonu\u00e7lanm\u0131\u015ft\u0131r.<\/p>\n<p>Hara\u00e7l\u0131 d\u00fczen (aristokrat egemenli\u011fi), ancak yeni bir s\u0131n\u0131fsal sistemin ortaya \u00e7\u0131kmas\u0131yla y\u0131k\u0131labilmi\u015ftir. Yeni s\u0131n\u0131flar (aristokratlar ve k\u00f6yl\u00fcler\/serfler\/marabalar yerine burjuvazi ve proletarya) ortaya \u00e7\u0131kar, yeni bir toplumsal sistem (\u00fcretim ili\u015fkileri) olu\u015fur, aristokrasi gereksizle\u015fir ve yeni toplumun yeni toplum s\u00f6zle\u015fmesi yap\u0131l\u0131r.<\/p>\n<p>Modernite ile birlikte \u015fu \u00e7at\u0131\u015fma ortaya \u00e7\u0131kar: Mevcut toplumsal birikimi hangi s\u0131n\u0131f (burjuvazi mi proletarya m\u0131) kendi s\u0131n\u0131fsal potas\u0131nda eritebilecektir? S\u00f6m\u00fcr\u00fcc\u00fc bir s\u0131n\u0131f olarak burjuvazinin avantajl\u0131 oldu\u011funu biliyoruz. Genellikle burjuvalar, kendi \u00e7\u0131karlar\u0131n\u0131n t\u00fcm toplumun \u00e7\u0131kar\u0131 oldu\u011fu yan\u0131lsamas\u0131n\u0131 yaratmakta ba\u015far\u0131l\u0131 olmu\u015flard\u0131r. Fakat \u00f6zellikle 20. y\u00fczy\u0131lda proletaryan\u0131n da t\u00fcm toplumun \u00e7\u0131karlar\u0131n\u0131 kendi potas\u0131nda eritme giri\u015fimlerinin ya\u015fand\u0131\u011f\u0131n\u0131 da biliyoruz. K\u0131sacas\u0131, bir s\u0131n\u0131f\u0131n \u00f6nderli\u011fi, s\u0131n\u0131flar-\u00fcst\u00fcl\u00fck potansiyeli ile \u00f6l\u00e7\u00fcl\u00fcr. \u201cS\u0131n\u0131fa kar\u015f\u0131 s\u0131n\u0131f\u201d ma\u00e7\u0131n\u0131, s\u0131n\u0131flar-\u00fcst\u00fcl\u00fck potansiyeli g\u00fc\u00e7l\u00fc olan s\u0131n\u0131f kazan\u0131r.<\/p>\n<p>TOPLUMSAL PRAT\u0130K \u0130LKES\u0130<br \/>\nGe\u00e7mi\u015f birikimin (en ba\u015fta e\u011fitim ile) ku\u015faktan ku\u015fa\u011fa aktar\u0131lmas\u0131, elbette toplumsal birikimin i\u00e7selle\u015ftirilmesinin temel yollar\u0131ndan biridir. Fakat hi\u00e7bir zaman yeterli de\u011fildir. E\u011fer bir ki\u015finin veya bir \u00f6rg\u00fct\u00fcn veya i\u00e7e kapal\u0131 bir toplulu\u011fun d\u00f6n\u00fc\u015f\u00fcm\u00fcnden de\u011fil de toplumun d\u00f6n\u00fc\u015f\u00fcm\u00fcnden s\u00f6z ediyorsak, insanlar ancak kendi eylemli pratikleri ile d\u00f6n\u00fc\u015febilirler. Toplumsal birikim esas olarak toplumsal pratik ile olu\u015fur; toplumsal birikimin anas\u0131 toplumsal pratiktir. Toplumlar s\u0131n\u0131f m\u00fccadelelerinin s\u00fcrd\u00fc\u011f\u00fc d\u0131\u015fa a\u00e7\u0131k dinamik yap\u0131lard\u0131r ve ge\u00e7mi\u015f birikim hi\u00e7bir zaman mevcut durumu a\u00e7\u0131klamakta yeterli olamaz. Her ku\u015fak esas olarak kendi prati\u011fiyle kendi birikimini yarat\u0131r. Toplumun kendi prati\u011fi i\u00e7inde kazanmad\u0131\u011f\u0131 birikimler kolayca yitirilebilir. \u0130nsanlar ancak kendi pratikleriyle elde ettikleri kazan\u0131mlar\u0131 bir birikime d\u00f6n\u00fc\u015ft\u00fcrebilirler ve i\u00e7selle\u015ftirebilirler.<\/p>\n<p>\u00d6rne\u011fin bir toplumun modernite birikiminden s\u00f6z ediyorsak, esas olarak o toplumun modernite de\u011ferleri konusunda ne kadar e\u011fitildi\u011finden de\u011fil, toplumun hara\u00e7l\u0131l\u0131ktan ve s\u0131n\u0131fsall\u0131ktan kurtulu\u015f m\u00fccadeleleri birikiminden s\u00f6z ederiz. \u00d6rne\u011fin T\u00fcrkiye\u2019nin 150 y\u0131ll\u0131k modernite birikimi derken, me\u015frutiyetlerden, 1908 devriminden, Kurtulu\u015f Sava\u015f\u0131\u2019ndan, Cumhuriyet devrimlerinden ve cumhuriyet d\u00f6neminde ya\u015fanan s\u0131n\u0131f m\u00fccadelelerinden ge\u00e7erek olu\u015fmu\u015f toplumsal birikimi kastederiz.<\/p>\n<p>Laf\u0131n de\u011fil eylemin belirleyici oldu\u011fu t\u00fcr\u00fcnden klasik bir materyalist ilkeden s\u00f6z etmiyoruz sadece; gerek muhalefetteyken gerekse iktidar\u0131 ald\u0131ktan sonra sosyalistlerin de en b\u00fcy\u00fck sorunudur bu. \u00d6nc\u00fcn\u00fcn etkisinin nereye kadar oldu\u011funu ve \u00f6nc\u00fcn\u00fcn ne yapmas\u0131 gerekti\u011fini anlat\u0131r bu ilke. Gerek devrim gerekse sosyalist in\u015fa, \u00e7ok yetenekli \u00f6nc\u00fclerin topluma giydirdikleri bir elbise de\u011fil, kitlelerin bizzat kendi devrimci pratikleriyle d\u00f6n\u00fc\u015fmesidir. \u00d6nc\u00fc, bu yolu a\u00e7t\u0131\u011f\u0131 ve her a\u015famada bu prati\u011fe \u00f6nderlik edebildi\u011fi \u00f6l\u00e7\u00fcde \u00f6nc\u00fcd\u00fcr. Bu potansiyeli harekete ge\u00e7iremeyen \u00f6nc\u00fc, sonu\u00e7 olarak tekrar s\u00f6m\u00fcr\u00fcc\u00fc bir s\u0131n\u0131fa d\u00f6n\u00fc\u015f\u00fcr.<\/p>\n<p>Toplumsal birikim topluma d\u0131\u015fardan \u015f\u0131r\u0131nga edilen bir olgu de\u011fildir; ancak toplumsal pratik i\u00e7inde olu\u015fabilir.<\/p>\n<p>MUS\u0130BET \u0130LKES\u0130<br \/>\nB\u00fcy\u00fck toplumsal pratikler ve devrimci at\u0131l\u0131mlar sonucu olu\u015fan toplumsal birikim, bir s\u00fcre sonra \u201cevdeki bulgura\u201d d\u00f6n\u00fc\u015f\u00fcr. Zaten evdeki bulgura d\u00f6n\u00fc\u015fememi\u015fse toplumsal birikimin bir par\u00e7as\u0131 olamam\u0131\u015f demektir. Kitleler \u201cevdeki bulgura\u201d s\u0131k\u0131 s\u0131k\u0131ya ba\u011fl\u0131d\u0131rlar; kolay kolay vazge\u00e7mezler. Evdeki bulguru riske atmaya hi\u00e7bir zaman g\u00f6n\u00fcll\u00fc olmazlar. Bireyler ve \u00f6rg\u00fctler macerac\u0131l\u0131k yapabilir, ama toplumlar yapmaz. Kitleler ancak \u201cevdeki bulgur\u201d tehdit alt\u0131na girdi\u011fi zaman harekete ge\u00e7erler. \u201cDimyat\u2019taki pirincin\u201d ufka girmesinin \u00f6n \u015fart\u0131, \u201cevdeki bulgurun\u201d tehdit alt\u0131na girmesidir. B\u00fcy\u00fck at\u0131l\u0131mlar, b\u00fcy\u00fck \u00e7\u00f6k\u00fc\u015flerin sonucunda olu\u015fur.<\/p>\n<p>Atalar\u0131m\u0131z \u201cbir musibet bin nasihatten ye\u011fdir\u201d diyerek bu ilkeyi veciz bir bi\u00e7imde ifade etmi\u015fler. Ger\u00e7ekten de tarih boyunca kitleler ancak, devletsiz kald\u0131klar\u0131nda devletin \u00f6nemini, vatans\u0131z kald\u0131klar\u0131nda vatan\u0131n \u00f6nemini, karanl\u0131klara s\u00fcr\u00fcklendiklerinde ayd\u0131nlanman\u0131n \u00f6nemini, zorbal\u0131klara maruz kald\u0131klar\u0131nda demokrasinin \u00f6nemini, \u00f6nc\u00fcs\u00fcz kald\u0131klar\u0131nda \u00f6nc\u00fcn\u00fcn \u00f6nemini, k\u0131sacas\u0131 b\u0131\u00e7ak kemi\u011fe dayand\u0131\u011f\u0131nda kemi\u011fin \u00f6nemini kavrarlar. Toplumsal bilin\u00e7 -ne yaz\u0131k ki- ancak b\u00f6yle olu\u015fur. Nasihatler bireyleri harekete ge\u00e7irebilir, toplumlar\u0131 ise ancak musibetler\u2026<\/p>\n<p>Toplumlar aptal m\u0131d\u0131r, yoksa ak\u0131ll\u0131 m\u0131? Nereden bakt\u0131\u011f\u0131m\u0131za ba\u011fl\u0131\u2026 \u00d6nc\u00fcn\u00fcn perspektifinden bakt\u0131\u011f\u0131m\u0131zda aptald\u0131rlar; u\u00e7uruma d\u00fc\u015fmeden u\u00e7urumun varl\u0131\u011f\u0131n\u0131 kavrayamamaktad\u0131rlar; musibeti ya\u015famadan nasihati anlayamamaktad\u0131rlar. Toplumun perspektifinden bakt\u0131\u011f\u0131m\u0131zda ise aptal olan \u00f6nc\u00fcd\u00fcr; macerac\u0131l\u0131k yapmakta, olmad\u0131k i\u015fler pe\u015finde ko\u015fmaktad\u0131r. Hangisinin do\u011fru oldu\u011funun fazla bir \u00f6nemi yok. \u00d6nc\u00fcler, toplumun perspektifinden de bakmay\u0131 \u00f6\u011frendiklerinde, yani musibet ilkesini kavrad\u0131klar\u0131nda \u00f6nc\u00fc olabilirler. Yoksa nasihatleri ile kendi ba\u015flar\u0131na kal\u0131rlar. Topluma \u00f6nc\u00fcl\u00fck nasihatle de\u011fil, musibetten \u00e7\u0131k\u0131\u015f yolunu <strong>pratikte<\/strong> g\u00f6stermekle ger\u00e7ekle\u015febilir. Ger\u00e7ek nasihat de budur zaten\u2026 Nasihatin do\u011fru olup olmad\u0131\u011f\u0131 musibet anlar\u0131nda ortaya \u00e7\u0131kar.<\/p>\n<p>K\u0131sacas\u0131 toplumsal birikim, bir anlamda musibet birikimidir. Do\u011frular, ya\u015fanan yanl\u0131\u015flardan \u00e7\u0131kar\u0131lan derslerin toplam\u0131d\u0131r.<\/p>\n<p>TOPLUMSAL B\u0130R\u0130K\u0130M VE DEVR\u0130M<br \/>\nBuraya kadar yazd\u0131klar\u0131m\u0131zdan toplumsal d\u00f6n\u00fc\u015f\u00fcm\u00fcn kendili\u011finden olu\u015ftu\u011fu, hi\u00e7bir irade unsuru ta\u015f\u0131mad\u0131\u011f\u0131 anla\u015f\u0131lmas\u0131n. Ba\u015fta k\u00fclt\u00fcrel evrim olmak \u00fczere yukarda anlatt\u0131\u011f\u0131m\u0131z her \u015fey (yani toplumsal birikim) insanlar\u0131n yap\u0131p ettikleri ile ilgilidir, dolay\u0131s\u0131yla irade i\u00e7erirler. Anlatmak istedi\u011fimiz, irade denilen olgunun bireysel de\u011fil toplumsal oldu\u011fudur. Bireyin veya \u00f6rg\u00fct\u00fcn (\u00f6nc\u00fcn\u00fcn) iradesi ile toplumun iradesi aras\u0131ndaki diyalektik ili\u015fkiden s\u00f6z ediyoruz.<\/p>\n<p>Toplumsal d\u00f6n\u00fc\u015f\u00fcm, bir dizi politik devrim ile olu\u015fur. Denilebilir ki, -uygarl\u0131k d\u00f6neminde- toplumsal d\u00f6n\u00fc\u015f\u00fcm\u00fcn motoru politik devrimlerdir. Peki, politik devrimler hangi birikimlere dayanarak g\u00fcndeme gelir?<\/p>\n<p>Tarihe bakt\u0131\u011f\u0131m\u0131zda b\u00fcy\u00fck politik devrimler nerelerde olu\u015fmu\u015f? Yak\u0131n tarihe (modernite d\u00f6nemine) bakal\u0131m: \u0130ngiltere, ABD, Fransa, Almanya, Rusya, T\u00fcrkiye, Meksika, \u00c7in\u2026 Bunlar\u0131n hepsi toplumsal birikimleri geni\u015f olan kadim co\u011frafyalard\u0131r. Kaybedece\u011fi \u00e7ok \u015fey olan, \u201cevdeki bulgurlar\u0131\u201d y\u00fckl\u00fc olan toplumlard\u0131r.<\/p>\n<p>Burada bir paradoks (asl\u0131nda diyalektik) var. Evdeki bulguru fazla olan toplumlar kolay kolay devrime kalk\u0131\u015fmaz; evdeki bulgur bir tutuculuk unsurudur. Ama evdeki bulguru az olan toplumlar\u0131n da devrim yapmaya mecali olmaz. Ne kadar toplumsal birikim o kadar devrim; ama ayn\u0131 zamanda ne kadar toplumsal birikim o kadar tutuculuk\u2026 Kaybedece\u011fi bir \u015fey olmayan toplumlar m\u0131 devrime daha yatk\u0131nd\u0131r, kaybedece\u011fi \u00e7ok \u015fey olan toplumlar m\u0131? Hangi toplum potansiyel olarak daha devrimcidir?<\/p>\n<p>\u015e\u00f6yle bir sonuca varabiliriz: Kay\u0131plar\u0131 b\u00fcy\u00fck olan toplumlar daha k\u00f6kl\u00fc d\u00f6n\u00fc\u015f\u00fcmlere yatk\u0131n olurlar. Tarihsel kazan\u0131mlar\u0131 b\u00fcy\u00fck olan ve bu kazan\u0131mlar\u0131 tehdit alt\u0131na giren toplumlar, b\u00fcy\u00fck at\u0131l\u0131mlarla bu darbo\u011fazdan \u00e7\u0131kmaya e\u011filimli olurlar. Tarihsel kazan\u0131mlar\u0131n (toplumsal birikimin) kapsam\u0131 ile devrimcilik potansiyeli aras\u0131nda do\u011fru orant\u0131 vard\u0131r. 20. y\u00fczy\u0131lda benzer emperyalist sald\u0131r\u0131lara u\u011fram\u0131\u015f toplumlardan Rusya, T\u00fcrkiye ve \u00c7in\u2019de devrim ger\u00e7ekle\u015fmi\u015ftir; \u00f6rne\u011fin Afrika \u00fclkelerinde veya Asya\u2019n\u0131n daha az birikimli co\u011frafyalar\u0131nda de\u011fil. T\u0131pk\u0131 demokratik devrimlerin b\u00fcy\u00fck hara\u00e7l\u0131 imparatorluklar\u0131n\u0131n ba\u011fr\u0131nda de\u011fil, hara\u00e7l\u0131l\u0131\u011f\u0131n periferisi say\u0131labilecek Avrupa\u2019da g\u00fcndeme gelmesi, ama yine periferi say\u0131labilecek Afrika\u2019da g\u00fcndeme gelmemesi gibi. Devrimler hep gerilerin en ilerisinde veya ilerilerin en gerisinde g\u00fcndeme gelmi\u015ftir; gerilerin en gerisinde veya ilerilerin en ilerisinde de\u011fil. Toplumsal birikim ile politik devrim aras\u0131nda b\u00f6yle bir diyalektik var.<\/p>\n<p>Bug\u00fcne kadar b\u00f6yleydi. Ama art\u0131k herhalde, g\u00fcn\u00fcm\u00fcz\u00fcn k\u00fcreselle\u015fmi\u015f d\u00fcnyas\u0131nda, toplumsal birikim ve devrim potansiyeli konular\u0131n\u0131 tek tek \u00fclkeler baz\u0131nda de\u011fil d\u00fcnya \u00e7ap\u0131nda (en az\u0131ndan b\u00fcy\u00fck b\u00f6lgeler \u00e7ap\u0131nda) ele almak gerekiyor.<\/p>\n<p>TOPLUMSAL B\u0130R\u0130K\u0130M DEVR\u0130M\u0130N \u00d6N\u00dcNDE ENGEL M\u0130?<br \/>\nToplumsal birikim kavram\u0131 do\u011fas\u0131 gere\u011fi muhafazak\u00e2r bir nitelik ta\u015f\u0131r. \u00c7\u00fcnk\u00fc ilk g\u00f6r\u00fcn\u00fc\u015fte ge\u00e7mi\u015fe ili\u015fkin bir kavramd\u0131r. Toplumun ge\u00e7mi\u015fte ya\u015fad\u0131\u011f\u0131 b\u00fcy\u00fck olaylardan dam\u0131tt\u0131\u011f\u0131 ve i\u00e7selle\u015ftirdi\u011fi dersleri temsil eder. Hep vurgulad\u0131\u011f\u0131m\u0131z gibi \u201cevdeki bulgurdur\u201d. \u201cEvdeki bulgur\u201d, \u201cDimyat\u2019a pirince gitmek\u201d isteyen devrimcinin \u00f6n\u00fcne bir engel olarak \u00e7\u0131kar m\u0131? Acemi devrimci b\u00f6yle d\u00fc\u015f\u00fcn\u00fcr ve hi\u00e7 istemedi\u011fi halde kendisini halkla kar\u015f\u0131 kar\u015f\u0131ya bulur. Asl\u0131nda hem hakl\u0131d\u0131r hem de haks\u0131z. Hakl\u0131d\u0131r; \u00e7\u00fcnk\u00fc toplumu ilerletmek, geli\u015ftirmek, bir ileri at\u0131l\u0131m\u0131 ger\u00e7ekle\u015ftirmek (her ileri at\u0131l\u0131m ge\u00e7mi\u015ften radikal kopu\u015fu gerektirir) istemektedir. Haks\u0131zd\u0131r; \u00e7\u00fcnk\u00fc bu at\u0131l\u0131m\u0131, kopu\u015fu toplumla birlikte yapmak zorundad\u0131r; ileri at\u0131l\u0131m, kopu\u015f dedi\u011fimiz s\u00fcre\u00e7ler bireysel veya \u00f6rg\u00fctsel de\u011fil, toplumsal s\u00fcre\u00e7lerdir.<\/p>\n<p>Burada bir \u00e7eli\u015fki gibi g\u00f6r\u00fcnen, ama asl\u0131nda diyalektik bir ili\u015fki var. Tarihsel bir analiz yaparak \u015fu noktay\u0131 kavramak \u00f6nemli: Toplumun \u201cevdeki bulgurlar\u0131\u201d, ge\u00e7mi\u015fteki ba\u015far\u0131l\u0131 \u201cDimyat\u2019a pirince gitme\u201d eylemleridir. Toplum asl\u0131nda, ge\u00e7mi\u015fteki devrimlerini, b\u00fcy\u00fck ileri at\u0131l\u0131mlar\u0131n\u0131, b\u00fcy\u00fck kopu\u015flar\u0131n\u0131, b\u00fcy\u00fck musibetlerden \u00e7\u0131k\u0131\u015f eylemlerini ve onlar\u0131n simgelerini, temsilcilerini muhafaza etmektedir. Toplumsal birikim, ge\u00e7mi\u015f devrimler birikimidir.
