Dr. Okay \u00c7imen<\/strong><\/p>\n<p><strong>GENEL BAKI\u015e<\/strong><\/p>\n<p><strong>Tan\u0131m<em><br \/>\n<\/em><\/strong>Nadir Toprak Elementleri (NTE) kimyasal tabloda atom numaralar\u0131 57 ile 71 aras\u0131nda de\u011fi\u015fen 15 adet element (lantanitler serisi: lanthanum (La), seryum (Ce), praseodimiyum (Pr), neodimiyum (Nd), prometyum (Pm), samarium (Sm), evropiyum (Eu), gadolinium (Gd), terbiyum (Tb), disprosyum (Dy), holmiyum (Ho), erbiyum (Er), tulyum (Tm), iterbiyum (Yb) ve lutesyum (Lu)) olarak yer almaktad\u0131r. Ayr\u0131ca, Uluslararas\u0131 Saf ve Uygulamal\u0131 Kimya Birli\u011fi (IUPAC) taraf\u0131ndan skandiyum (21) ve itriyum (39) da benzer kimyasal \u00f6zellikleri nedeniyle bu element grubuna dahil edilmi\u015ftir (\u015eekil 1). Bu elementler tipik olarak elektron konfig\u00fcrasyonu ve atomik a\u011f\u0131rl\u0131klar\u0131 nedeniyle hafif nadir toprak elementleri (HNTE, La, Ce, Pr, Nd, Sm, Eu) ve a\u011f\u0131r nadir toprak elementleri (ANTE, Gd, Tb, Dy, Ho, Er, Tm, Yb, Lu) gruplar\u0131na ayr\u0131lmaktad\u0131r. Amerikan Jeolojik Ara\u015ft\u0131rmalar Merkezi (USGS, 2025) taraf\u0131ndan yay\u0131nlanan bir raporda, 2024 y\u0131l\u0131 i\u00e7in Amerika Birle\u015fik Devletleri\u2019nin NTE ithalat\u0131 170 Milyon USD olarak ger\u00e7ekle\u015fmi\u015f ve kullan\u0131m alanlar\u0131; %75 kataliz\u00f6r, %5 seramik ve cam, %5 metal\u00fcrji uygulamalar\u0131 ve ala\u015f\u0131mlar, %5 parlatma ve %10 di\u011fer alanlar olarak rapor edilmi\u015ftir. \u00d6rne\u011fin, Nd, Dy ve Pr genellikle r\u00fczg\u00e2r trib\u00fcnleri, hard diskler ve elektrikli ara\u00e7 motorlar\u0131ndaki y\u00fcksek-dayan\u0131ml\u0131 m\u0131knat\u0131slarda kullan\u0131lmaktayken, Eu, Y, Tb, La ve Ce ise fosfor tabanl\u0131 floresan \u0131\u015f\u0131kland\u0131rmada, ak\u0131ll\u0131 telefonlar\u0131n ekranlar\u0131nda ve bataryalarda kullan\u0131lan kritik elementlerdir (Guyonnet vd., 2015; Goodenough vd. 2018). Bu nedenle, son on y\u0131lda, NTE\u2019ler ileri teknoloji \u00fcr\u00fcnlerinde artan talep nedeniyle (her y\u0131l i\u00e7in %5-10 oran\u0131nda art\u0131\u015f) kritik bir hammadde kayna\u011f\u0131 haline gelmi\u015ftir (Massari ve Ruberti, 2013).<\/p>\n<p>NTE\u2019lerin nadir olarak isimlendirilmelerinin esas nedeni ise yer kabu\u011funda bulunan d\u00fc\u015f\u00fck konsantrasyonlar\u0131ndan ziyade zenginle\u015ftirme ve safla\u015ft\u0131rma i\u015flemlerinde kar\u015f\u0131la\u015f\u0131lan zorluklar nedeniyledir. Yapay olarak \u00fcretilen ve radyoaktif bir element olan Pm haricinde di\u011fer NTE\u2019lerin do\u011fal olarak yer kabu\u011funda bulunma oranlar 0.3 ppm ile 63 ppm aras\u0131nda de\u011fi\u015fmekte ve y\u00fcksek ergime s\u0131cakl\u0131klar\u0131 (798<sup>o<\/sup>C-1663<sup>o<\/sup>C) dikkat \u00e7ekmektedir (EuRare, 2018). Kritik hammaddeler i\u00e7erisinde NTE\u2019lerin pozisyonu (HNTE: Hafif NTE\u2019ler, ANTE: A\u011f\u0131r NTE\u2019ler, PGM: Platin Grubu Metaller, Avrupa Komisyonu, 2023)<\/figcaption><\/figure>\n<p><strong>Tedarik riski<br \/>\n<\/strong>G\u00fcn\u00fcm\u00fczde uluslararas\u0131 pazarda NTE tedari\u011finin yakla\u015f\u0131k %70\u2019i \u00c7in taraf\u0131ndan kontrol edilmektedir (Statista, 2024) ve bu durum zaman zaman ileri teknoloji \u00fcreten kullan\u0131c\u0131lar ve \u00fclkelere kar\u015f\u0131 ekonomik bir silaha d\u00f6n\u00fc\u015febilmektedir. \u00c7in\u2019in tekelinde bulunan uluslararas\u0131 NTE hammadde zincirindeki tedarik riski problemi son 25 y\u0131l i\u00e7erisinde somut \u00f6rnekler ile ortaya \u00e7\u0131km\u0131\u015ft\u0131r.<\/p>\n<p>\u00d6rne\u011fin, 2010 y\u0131l\u0131nda \u00c7in ile Japonya aras\u0131nda ya\u015fanan bir siyasi gerginlik sonras\u0131, \u00c7in taraf\u0131ndan NTE ihracat\u0131 aniden durdurulmu\u015f ve e\u015f zamanl\u0131 olarak di\u011fer teknoloji \u00fcreten \u00fclkelere de (\u00f6rn. ABD, AB, G\u00fcney Kore) kota uygulamas\u0131na gidilmi\u015ftir. Bu hamle uluslararas\u0131 piyasada NTE tedarik g\u00fcvenli\u011fi konusunda bir panik olu\u015fmas\u0131na neden olmu\u015ftur. Bahsi ge\u00e7en ve kritik sekt\u00f6rlerde NTE\u2019lere hammadde olarak ba\u011f\u0131ml\u0131 durumda bulunan bu \u00fclkeler taraf\u0131ndan D\u00fcnya Ticaret \u00d6rg\u00fct\u00fc\u2019ne yap\u0131lan \u015fikayetler \u00c7in taraf\u0131ndan NTE \u00fcretimindeki \u00e7evresel etki problemleri ve i\u00e7 pazardaki t\u00fcketim ihtiyac\u0131 \u00f6ne s\u00fcr\u00fclerek uzun bir s\u00fcre sonu\u00e7suz b\u0131rak\u0131labilmi\u015ftir. Bu beklenmedik geli\u015fme ile tedarik zincirindeki problem kar\u015f\u0131s\u0131nda NTE fiyatlar\u0131 uluslararas\u0131 pazarda \u00e7ok ciddi oranda art\u0131\u015f g\u00f6stermi\u015f ancak di\u011fer \u00fclkelerin ve \u00f6zel sekt\u00f6r bile\u015fenlerinin pazara girmesini engellemek ad\u0131na \u00c7in taraf\u0131ndan 2012 y\u0131l\u0131nda tekrar NTE ihracat\u0131 eski fiyatlar \u00fczerinden normale d\u00f6nd\u00fcr\u00fclm\u00fc\u015ft\u00fcr. Bu art\u0131\u015fa en somut \u00f6rnek olarak ayn\u0131 y\u0131l i\u00e7erisinde Disprosyum (Dy) oksit kilogram fiyat\u0131 2008 y\u0131l\u0131ndaki fiyat\u0131na k\u0131yasla %2000 oran\u0131nda \u00e7ok ciddi bir art\u0131\u015f g\u00f6stermi\u015ftir (Bloomberg, 2017). Bu olumsuz geli\u015fmenin akabinde, Almanya, Rusya, G\u00fcney Kore ve Japonya gibi teknoloji \u00fcreten \u00e7ok say\u0131da \u00fclke, NTE tedarik zinciri \u00fczerinde yeni stratejiler geli\u015ftirmek zorunda kalm\u0131\u015f ve \u00c7in\u2019in d\u0131\u015f\u0131nda ciddi oranda NTE rezervlerine sahip baz\u0131 \u00fclkeler (\u00f6rn. Kazakistan, Tacikistan, Mo\u011folistan) ile \u00e7e\u015fitli anla\u015fmalar imzalam\u0131\u015flard\u0131r. \u00d6rne\u011fin, 2012 y\u0131l\u0131nda, bir Japon i\u015fbirli\u011fi olan Sumitomo i\u015fletme altyap\u0131s\u0131n\u0131n in\u015fa edilmesi amac\u0131yla devlet eliyle y\u00f6netilen Kazakistan N\u00fckleer \u015eirketi Kazatomprom\u2019a yat\u0131r\u0131m yapma karar\u0131 alm\u0131\u015ft\u0131r (Reuters, 2012).<\/p>\n<p>Uluslararas\u0131 NTE tedarik zincirindeki potansiyel risk 2019 y\u0131l\u0131 May\u0131s ay\u0131 i\u00e7erisinde ABD ile \u00c7in aras\u0131nda ya\u015fanan ticaret sava\u015flar\u0131 esnas\u0131nda ikinci defa g\u00fcndeme gelmi\u015ftir. \u00c7in Devlet Ba\u015fkan\u0131 Xi Jinping NTE ve NdFeB m\u0131knat\u0131s \u00fcreten bir fabrikay\u0131 ziyaret etmi\u015f ve bu hamle uluslararas\u0131 piyasalar taraf\u0131ndan ABD\u2019ye kar\u015f\u0131 NTE ihracat\u0131nda olas\u0131 bir k\u0131s\u0131tlamaya gidilebilece\u011fi \u015feklinde alg\u0131lanm\u0131\u015ft\u0131r. Bu olay sonras\u0131nda da NTE fiyatlar\u0131 bir hafta i\u00e7erisinde yakla\u015f\u0131k iki kat\u0131 oran\u0131nda art\u0131\u015f g\u00f6stermi\u015ftir. Sonras\u0131nda ise ABD ile \u00c7in aras\u0131nda y\u00fcr\u00fct\u00fclen m\u00fczakereler sonucunda NTE\u2019lerin koz olarak kullan\u0131lmas\u0131na gerek duyulmam\u0131\u015f ancak \u00c7in taraf\u0131ndan ihtiya\u00e7 halinde politik bir g\u00fc\u00e7 unsuru olarak kullan\u0131labilece\u011fi tekrar do\u011frulanm\u0131\u015ft\u0131r. Son olarak yine Kovid-19 pandemisi s\u00fcresince NTE ihracat\u0131nda aksamalar meydana gelmi\u015f (\u00c7in\u2019in ihracat\u0131 yakla\u015f\u0131k %70 oran\u0131nda d\u00fc\u015fm\u00fc\u015ft\u00fcr) ve b\u00f6ylesi stratejik bir hammaddeye ait tedarik zincirinin tek bir \u00fclkenin hakimiyetinde olmas\u0131n\u0131n teknoloji \u00fcreten veya \u00fcretmeye aday di\u011fer \u00fclkeler i\u00e7in riskli bir durum oldu\u011fu tekrar ortaya \u00e7\u0131km\u0131\u015ft\u0131r. T\u00fcm bu ya\u015fanan olaylar teknoloji \u00fcreten ve \u00fcretmeye aday olan \u00fclkelere kendi ulusal NTE tedarik zincirlerini g\u00fcvenilir ve kesintisiz \u015fekilde kurmalar\u0131 gerekti\u011fi zorunlulu\u011funu a\u00e7\u0131k\u00e7a g\u00f6stermi\u015ftir.<\/p>\n<p>Bat\u0131l\u0131 \u00fclkelere k\u0131yasla \u00c7in\u2019deki karar vericilerin y\u00fcksek fark\u0131ndal\u0131k seviyesi, y\u00fcksek orandaki rezervler, d\u00fc\u015f\u00fck maliyetli sarf malzeme ve i\u015fg\u00fcc\u00fc ile \u00e7evresel reg\u00fclasyonlar\u0131n zay\u0131f olu\u015fu son 40 y\u0131l i\u00e7erisinde \u00c7in\u2019i NTE pazar\u0131nda lider \u00fclke pozisyonuna getirmi\u015ftir. 1985 y\u0131l\u0131na kadar b\u00fcy\u00fck oranda ABD\u2019nin kontrol\u00fcnde olan NTE \u00fcretimi burada bahsedilen nedenlerden kaynakl\u0131 ve ihracat vergisinde yap\u0131lan indirimler ile \u00c7in\u2019in hakimiyetine ge\u00e7mi\u015f ve halen b\u00fcy\u00fck oranda bu tekel pozisyonu devam etmektedir. G\u00fcn\u00fcm\u00fczde pek \u00e7ok kritik sekt\u00f6r ve \u00f6zellikle savunma sanayinin NTE\u2019lere olan ba\u011f\u0131ml\u0131l\u0131\u011f\u0131 dikkate al\u0131nd\u0131\u011f\u0131nda uluslararas\u0131 pazarda tek bir \u00fclkenin hakimiyeti ayn\u0131 zamanda tedarik riski problemini de beraberinde getirmektedir. Yukar\u0131da da \u00f6rnekleri ile \u00f6zetlendi\u011fi gibi NTE ihracat\u0131nda \u00c7in taraf\u0131ndan yap\u0131lacak olas\u0131 bir k\u0131s\u0131tlama teknoloji \u00fcreten \u00fclkelerdeki ciddi ticaret hacimlerine sahip ekonomik sekt\u00f6rlerde \u00fcretimin aksamas\u0131na neden olabilme potansiyelini ta\u015f\u0131makta ve ayn\u0131 zamanda bu durum \u00c7in\u2019e uluslararas\u0131 alanda ciddi bir ekonomik ve siyasi g\u00fc\u00e7 sa\u011flamaktad\u0131r. T\u00fcm bu hususlar ve savunma sanayindeki \u00fcretim faaliyetlerinin NTE\u2019lere olan ba\u011f\u0131ml\u0131l\u0131\u011f\u0131 birlikte de\u011ferlendirildi\u011finde tedarik zincirindeki riskler bu hammaddeye ba\u011f\u0131ml\u0131 olan \u00fclkeler i\u00e7in ulusal g\u00fcvenlik problemi haline d\u00f6n\u00fc\u015febilmektedir.<\/p>\n<p><strong>D\u00fcnya genelindeki son geli\u015fmeler<em><br \/>\n<\/em><\/strong>Son y\u0131llarda ABD ve Avustralya\u2019n\u0131n \u00f6nc\u00fcl\u00fck etti\u011fi ikili i\u015fbirlikleri kapsam\u0131nda ulusal NTE tedarik zinciri kurulmas\u0131 \u00e7al\u0131\u015fmalar\u0131 d\u00fcnya genelinde h\u0131zland\u0131r\u0131lm\u0131\u015ft\u0131r (Cebe vd. 2020). \u00d6rne\u011fin, 15 y\u0131l \u00f6nce \u00c7in\u2019in NTE \u00fcretimindeki pazar hakimiyeti %90 seviyelerinde iken g\u00fcn\u00fcm\u00fczde bahsi ge\u00e7en \u00fclkelerin pazara girmesi ile bu rakam %70 band\u0131na \u00e7ekilebilmi\u015ftir. Ancak halen NTE\u2019lerin safla\u015ft\u0131r\u0131larak oksit ve metal formlar\u0131n\u0131n elde edildi\u011fi \u00fclke pozisyonunda b\u00fcy\u00fck oranda \u00c7in pazar hakimiyetini korumaya devam etmektedir (%86). \u0130kinci s\u0131rada her ne kadar Avustralya yer alsa da bu \u00fclkeden tedarik edilen konsantre halindeki hammaddenin zenginle\u015ftirilip safla\u015ft\u0131r\u0131lma i\u015flemleri Malezya\u2019da ger\u00e7ekle\u015ftirilmektedir. Yine Kanada bu i\u015flemler i\u00e7in G\u00fcneydo\u011fu Asya \u00fclkesi olan Laos\u2019u tercih etmi\u015ftir. Esas\u0131nda \u00c7in\u2019i takiben Avustralya, Kanada, Vietnam, Brezilya, Rusya ve Hindistan gibi \u00fclkeler de b\u00fcy\u00fck oranda NTE rezervlerine sahip olmalar\u0131na ra\u011fmen end\u00fcstriyel anlamda zenginle\u015ftirme ve safla\u015ft\u0131rma i\u015flemleri yukar\u0131da bahsedilen s\u0131n\u0131rl\u0131 say\u0131da \u00fclke taraf\u0131ndan y\u00fcr\u00fct\u00fclmektedir. Bunun temel nedenleri olarak yukar\u0131da bahsedildi\u011fi gibi ana hatlar\u0131 ile \u00e7evresel reg\u00fclasyonlar\u0131n zay\u0131fl\u0131\u011f\u0131, ucuz i\u015fg\u00fcc\u00fc ve ucuz sarf malzeme giderleri g\u00f6sterilebilir. Yine bununla beraber Nebraska, Wyoming ve Teksas b\u00f6lgelerindeki hammaddenin proses edilmesi i\u00e7in Alaska, Teksas ve Kaliforniya\u2019da tesisler kurulmaktad\u0131r. ABD t\u00fcm bu \u00e7al\u0131\u015fmalar esnas\u0131nda g\u00fcvenilir ortak olarak g\u00f6rd\u00fc\u011f\u00fc Avustralya, Kanada, Japonya ve Birle\u015fik Krall\u0131k ile ikili i\u015fbirli\u011fi geli\u015ftirme \u00e7al\u0131\u015fmalar\u0131n\u0131 h\u0131zland\u0131rm\u0131\u015f durumda ve gerekli yasal d\u00fczenlemeleri yapmaktad\u0131r. Yine Kanada taraf\u0131ndan \u201cSaskatchewan Ara\u015ft\u0131rma Konseyi\u201d arac\u0131l\u0131\u011f\u0131 ile NTE \u00fcretim tesisi kendi s\u0131n\u0131rlar\u0131 dahilinde 2024 y\u0131l\u0131 i\u00e7erisinde faaliyete ge\u00e7irilmi\u015ftir. Japonya ise bir yandan yerli hammadde kaynaklar\u0131 \u00fczerindeki Ar-Ge faaliyetlerini h\u0131zl\u0131 bir \u015fekilde s\u00fcrd\u00fcr\u00fcrken di\u011fer taraftan da halihaz\u0131rda ihtiya\u00e7 duydu\u011fu NTE ithalat\u0131n\u0131 g\u00fcvenceye almak ad\u0131na Avustralyal\u0131 \u015firket Lynas ile 2011 y\u0131l\u0131nda imzalam\u0131\u015f oldu\u011fu ortakl\u0131\u011f\u0131n ticaret hacmini y\u00fckseltme karar\u0131 alm\u0131\u015ft\u0131r. Pazarda \u00c7in d\u0131\u015f\u0131nda en etkili akt\u00f6rlerden biri pozisyonunda bulunan Lynas \u015firketi yakla\u015f\u0131k 1\/3 oran\u0131ndaki NTE \u00fcretimini do\u011frudan Japonya\u2019ya ihra\u00e7 etmektedir. Japonya ise JOGMEC (Japan Oil, Gas and Metals National Corporation) arac\u0131l\u0131\u011f\u0131 ile 2011 y\u0131l\u0131nda Lynas\u2019a yapm\u0131\u015f oldu\u011fu yat\u0131r\u0131m ile bu \u015firketin ayakta kalmas\u0131n\u0131 sa\u011flam\u0131\u015f ve g\u00fcn\u00fcm\u00fczde de do\u011fruland\u0131\u011f\u0131 gibi stratejik \u00f6nemde bir hamle yapm\u0131\u015ft\u0131r. Buna kar\u015f\u0131n \u00f6rne\u011fin ABD\u2019deki \u015firket Molycorp 2014 y\u0131l\u0131nda iflas etmi\u015f olup 2017 y\u0131l\u0131nda yeniden a\u00e7\u0131lm\u0131\u015ft\u0131r. Bu tesis 2023 y\u0131l\u0131na kadar NTE konsantresi \u00fcretirken 2024 y\u0131l\u0131 itibari ile proses i\u015flemlerine de ba\u015flam\u0131\u015ft\u0131r (USGS, 2025). Yine benzer \u015fekilde baz\u0131 Kanadal\u0131 \u015firketler b\u00fcnyelerinde NTE ruhsat alanlar\u0131 bulundurmalar\u0131na ra\u011fmen uluslararas\u0131 piyasaya girme noktas\u0131nda \u00e7e\u015fitli zorluklar ya\u015famaktad\u0131r. Dolay\u0131s\u0131 ile \u00c7in istedi\u011fi zaman uluslararas\u0131 NTE pazar\u0131ndaki fiyatlar\u0131 birden a\u015fa\u011f\u0131 \u00e7ekerek ve manip\u00fcle ederek \u00f6zel sekt\u00f6r\u00fcn bu alana yat\u0131r\u0131m yapmas\u0131n\u0131 ciddi seviyede engellemi\u015ftir. Bu geli\u015fmelere ilaveten G\u00fcney Kore ile Avustralya aras\u0131nda yine NTE\u2019lerin y\u00fcksek kalite ve safl\u0131kta \u00fcretimi noktas\u0131nda Dubbo Projesi arac\u0131l\u0131\u011f\u0131 ile ortak Ar-Ge faaliyetleri ve pilot tesis seviyesinde \u00fcretim \u00e7al\u0131\u015fmalar\u0131 y\u00fcr\u00fct\u00fclmektedir. Benzer \u015fekilde %90 oran\u0131nda \u00c7in\u2019e ba\u011f\u0131ml\u0131 olan Hindistan ise yine Avustralya ile ikili i\u015fbirli\u011fi \u00e7al\u0131\u015fmalar\u0131n\u0131 h\u0131zland\u0131rm\u0131\u015ft\u0131r. Burada dikkat \u00e7eken husus ise bahsi ge\u00e7en \u00fclkeler taraf\u0131ndan Avustralya\u2019n\u0131n g\u00fcvenilir bir ortak olarak tercih edilmesi ve NTE\u2019ler hakk\u0131ndaki tecr\u00fcbe ve kapasiteleri dikkate al\u0131narak gerekli finansman deste\u011finin Avustralyal\u0131 \u015firketlere sa\u011flanmas\u0131d\u0131r (Cebe vd. 2020).<\/p>\n<p><strong>Avrupa Birli\u011fi\u2019ndeki durum<em><br \/>\n<\/em><\/strong>\u00dclkemizi gerek co\u011frafik gerekse stratejik ili\u015fkiler noktas\u0131nda yak\u0131ndan ilgilendiren Avrupa Komisyonu, g\u00fcvenli bir NTE tedarik zincirinin kurulmas\u0131 amac\u0131yla Avrupa Nadir Toprak Elementleri Yetkinlik A\u011f\u0131\u2019n\u0131 (ERECON) kurarak bu konuda uzman ve ara\u015ft\u0131rmac\u0131lar\u0131 bir araya getirmi\u015ftir. Uluslararas\u0131 pazara giren NTE\u2019lerin \u00e7ok b\u00fcy\u00fck oranda \u00c7in taraf\u0131ndan i\u015fletilmesi nedeniyle Avrupa Komisyonu taraf\u0131ndan NTE\u2019ler tedariki y\u00fcksek riskli olan kritik hammaddeler olarak tan\u0131mlanm\u0131\u015ft\u0131r (W\u00fcbbeke, 2013; Goodenough vd. 2018). Bu nedenle, Avrupa\u2019daki NTE end\u00fcstrisinin geli\u015ftirilmesi amac\u0131yla 2014-2018 y\u0131llar\u0131 aras\u0131nda EuRARE projesi desteklenmi\u015ftir (Bkz. www.eurare.eu). Ayr\u0131ca, Frans\u0131z Ulusal Ara\u015ft\u0131rma Ajans\u0131 (ANR) taraf\u0131ndan Avrupa\u2019daki NTE ak\u0131\u015f\u0131n\u0131n ve stoklar\u0131n\u0131n izlenmesi amac\u0131yla da ASTER projesi desteklenmi\u015ftir. EuRARE projesi temel olarak Avrupa\u2019daki NTE cevherle\u015fme sahalar\u0131n\u0131n potansiyellerinin de\u011ferlendirilmesini ve bu NTE sahalar\u0131 i\u00e7in yeni, etkili ve s\u00fcrd\u00fcr\u00fclebilir kazan\u0131m metotlar\u0131n\u0131n geli\u015ftirilmesini ama\u00e7lam\u0131\u015ft\u0131r. Bunun d\u0131\u015f\u0131nda, SosRARE, SCALE, EREAN, HiTech AlkCarb gibi benzer amac\u0131 ta\u015f\u0131yan projeler de Avrupa Birli\u011fi\u2019nin Ufuk 2020 Program\u0131 kapsam\u0131nda desteklenmi\u015ftir (Bkz. www.eurare.org).<\/p>\n<p>AB fonlar\u0131 taraf\u0131ndan 2014-2018 y\u0131llar\u0131 aras\u0131nda desteklenen \u201cEuRare\u201d ba\u015fl\u0131kl\u0131 proje kapsam\u0131nda AB i\u00e7erisindeki NTE pazar\u0131 hakk\u0131nda ayr\u0131nt\u0131l\u0131 bilgiler sunulmu\u015ftur. Avrupa\u2019daki NTE pazar\u0131 kompleks halde bulunan NTE bile\u015fiklerinden NTE \u00fcretimi a\u015famas\u0131nda olup, \u00fcretilen y\u00fcksek katma de\u011ferli \u00fcr\u00fcnlerde ilgili talebi kar\u015f\u0131lamak i\u00e7in tamam\u0131 ile NTE\u2019lerin ithalat\u0131na ba\u011f\u0131ml\u0131 durumundad\u0131r. 2000-2015 y\u0131llar\u0131 aras\u0131nda 15 y\u0131ll\u0131k bir zaman diliminde NTE \u00fcr\u00fcnlerinin ithalat\u0131 27.290 ton seviyesinden 12.000 ton seviyesine gerilemi\u015f olup, bu durum \u00c7in\u2019deki artan ve NTE kullanan \u00fcr\u00fcnlerin geli\u015ftirilmesine ba\u011flanm\u0131\u015ft\u0131r. AB ihtiya\u00e7 duydu\u011fu NTE \u00fcr\u00fcnlerinin \u00e7o\u011funu \u00c7in, ABD ve Rusya\u2019dan tedarik etmektedir ve bunlar\u0131n aras\u0131nda \u00c7in en b\u00fcy\u00fck tedarik\u00e7i pozisyonundad\u0131r. Ancak 2000-2015 y\u0131llar\u0131 aras\u0131nda AB, NTE ithalat\u0131n\u0131 \u00c7in\u2019den daha fazla oranda ABD\u2019den ger\u00e7ekle\u015ftirilmi\u015ftir. ABD\u2019de bulunan Mountain Pass sahas\u0131ndan temin edilen kompleks haldeki NTE bile\u015fikleri Estonya\u2019da bulunan Silmet zenginle\u015ftirme tesisine getirilmi\u015ftir. Ancak bu ithalat 2015 y\u0131l\u0131nda Mountain Pass\u2019teki tesisin kapat\u0131lmas\u0131 ile kesilmi\u015ftir. Son d\u00f6nemdeki elde edilen veriler, Rusya\u2019dan temin edilen NTE \u00fcr\u00fcnlerinde art\u0131\u015f\u0131n oldu\u011funu g\u00f6stermekte olup, az oranda da olsa Hindistan, Vietnam, Malezya, Brezilya ve Avustralya gibi \u00fclkelerden de ithalat yap\u0131lmaktad\u0131r. AB\u2019deki NTE \u00fcr\u00fcnlerinin ithalat\u0131 b\u00fcy\u00fck oranda seryum bile\u015fikleri ile seryum d\u0131\u015f\u0131ndaki organik\/inorganik kompleks NTE bile\u015fikleri taraf\u0131ndan domine edilmektir. Buradan temin edilen kompleks bile\u015fikler AB i\u00e7erisindeki hen\u00fcz k\u00fc\u00e7\u00fck \u00e7apl\u0131 NTE zenginle\u015ftirme tesislerinde (Solvay-Fransa ve Silmet-Estonya) proses edilmektedir. Ancak AB\u2019deki \u00fcretim end\u00fcstrisi taraf\u0131ndan ihtiya\u00e7 duyulan saf haldeki NTE metalleri ve kompleks NTE bile\u015fiklerinin birincil tedarik\u00e7isi pozisyonunda \u00c7in bulunmaktad\u0131r. AB taraf\u0131ndan ithal edilen NTE \u00fcr\u00fcnlerinin \u00e7o\u011funlu\u011fu cam \u00fcretiminde (%19), otomotiv kataliz\u00f6rlerinde (%27) ve ak\u0131\u015fkan katalitik par\u00e7alama (%16) sekt\u00f6rlerinde kullan\u0131lmaktad\u0131r. Geriye kalan %38\u2019lik pazar pay\u0131 ise metal\u00fcrji, seramik, batarya, m\u0131knat\u0131s, fosfor, pigment ve parlatma sekt\u00f6rleri aras\u0131nda hemen hemen e\u015fit oranlarda payla\u015f\u0131lmaktad\u0131r (Machacek ve Kalvig, 2016). AB taraf\u0131ndan \u00fcretim yap\u0131lan bu sekt\u00f6rlerdeki b\u00fcy\u00fck oranda \u00c7in\u2019e ba\u011f\u0131ml\u0131l\u0131k devam etmekte olup, AB i\u00e7in g\u00fcvenilir ve kesintisiz bir NTE tedarik zincirinin kurulabilmesi ad\u0131na Ar-Ge faaliyetleri devam etmektedir. EuRARE projesi temel olarak Avrupa\u2019daki NTE cevherle\u015fme sahalar\u0131n\u0131n potansiyellerinin de\u011ferlendirilmesi ve bu NTE sahalar\u0131 i\u00e7in yeni, etkili ve s\u00fcrd\u00fcr\u00fclebilir kazan\u0131m metotlar\u0131n\u0131n geli\u015ftirilmesini ama\u00e7lam\u0131\u015ft\u0131r. Buna ilaveten yine g\u00fcncel bir geli\u015fme olarak \u201cEuropean Raw Materials Alliance\u201d isminde bir birlik kurulmu\u015f ve bu birli\u011fin AB i\u00e7erisinde \u00fcretim faaliyetleri bulunan yenilenebilir enerji, savunma ve uzay sekt\u00f6rleri i\u00e7in g\u00fcvenilir NTE ve NdFeB m\u0131knat\u0131s tedarik zinciri kurulmas\u0131 amac\u0131yla ilgili payda\u015flar\u0131 bir araya getirece\u011fi duyurulmu\u015ftur (Bkz. https:\/\/erma.eu). Yine kritik hammaddeler \u00f6zelinde projelerin desteklenmesi amac\u0131yla \u201cEIT RawMaterials\u201d isimli bir fon mekanizmas\u0131 (600 milyon avro) kurulmu\u015ftur ve hali haz\u0131rda 180\u2019den fazla orta\u011f\u0131 bir araya getirmi\u015ftir (Bkz. https:\/\/eitrawmaterials.eu\/).<\/p>\n<p><strong>D\u00dcNYADA \u00dcLKELER\u0130N NAD\u0130R TOPRAK ELEMENTLER\u0130 \u00dcRET\u0130M VE T\u00dcKET\u0130M KAPAS\u0130TELER\u0130N\u0130N DURUMU<\/strong><\/p>\n<p><strong>\u00dcretim durumu<em><br \/>\n<\/em><\/strong>Y\u00fcksek teknolojinin kritik hammadde kayna\u011f\u0131 pozisyonunda bulunan NTE\u2019lere olan talep yakla\u015f\u0131k son 57 y\u0131l s\u00fcresince h\u0131zl\u0131 bir \u015fekilde art\u0131\u015f g\u00f6stermektedir (\u015eekil 3). NTE\u2019ler ilk olarak 1963 y\u0131l\u0131nda enformasyon ve petrol end\u00fcstrisinde kullan\u0131lm\u0131\u015ft\u0131r. Burada a\u00e7\u0131k \u015fekilde g\u00f6r\u00fcld\u00fc\u011f\u00fc \u00fczere bahsi ge\u00e7en y\u0131llarda \u00c7in\u2019in gerek rezerv miktar\u0131 gerekse \u00fcretim oranlar\u0131 noktas\u0131nda a\u00e7\u0131k ara liderli\u011fi devam etmektedir. 2017 y\u0131l\u0131nda uluslararas\u0131 pazarda \u00c7in\u2019in NTE \u00fcretimi d\u00fcnya genelindeki toplam NTE \u00fcretiminin %79 oran\u0131nda iken 2018 ve 2019 y\u0131llar\u0131nda bu oran s\u0131ras\u0131yla %63 ve %62 \u015feklinde ger\u00e7ekle\u015fmi\u015ftir (USGS, 2020). Bu d\u00fc\u015f\u00fc\u015fteki temel nedenler NTE rezervlerine sahip di\u011fer \u00fclkelerin de uluslararas\u0131 pazara girme ve kendi ulusal NTE tedarik zincirlerini kurma \u00e7al\u0131\u015fmalar\u0131 olarak g\u00f6sterilebilir. \u00d6zellikle ABD\u2019de 2018 ve 2019 y\u0131llar\u0131nda s\u0131ras\u0131yla 18.000 ve 29.000 t NTE \u00fcretimi ger\u00e7ekle\u015fmi\u015ftir. Bu rakam Tablo 1\u2019de g\u00f6r\u00fcld\u00fc\u011f\u00fc gibi 2022-2024 y\u0131llar\u0131 aras\u0131 ortalama 43.000 t seviyelerine gelmi\u015ftir. Esas\u0131nda ABD bu \u00fcretimi Mountain Pass b\u00f6lgesinden konsantre cevher olarak ger\u00e7ekle\u015ftirmi\u015f ve safla\u015ft\u0131rma prosesleri i\u00e7in \u00c7in\u2019e g\u00f6ndermek durumunda kalm\u0131\u015ft\u0131r. AB, Japonya, ABD) taraf\u0131ndan \u00e7e\u015fitli Ar-Ge projelerinin desteklenmesi ve pilot tesis kurma \u00e7al\u0131\u015fmalar\u0131 ile ulusal tedarik zincirlerinin kurulmas\u0131 y\u00f6n\u00fcnde ciddi \u00f6nlemlerin al\u0131nd\u0131\u011f\u0131 g\u00f6z\u00fckmektedir. \u00dclkemiz ciddi seviyede NTE cevherle\u015fme sahalar\u0131na (\u015eekil 8) sahip olmas\u0131na ra\u011fmen, \u00f6nceki \u00e7al\u0131\u015fmalar olduk\u00e7a s\u0131n\u0131rl\u0131d\u0131r. Ancak son y\u0131llarda 11. ve 12. Kalk\u0131nma Planlar\u0131, 2023 Sanayi ve Teknoloji Stratejisi gibi ulusal dok\u00fcmanlar\u0131m\u0131za NTE\u2019lerin ve stratejik hammadde kaynaklar\u0131n\u0131n aranmas\u0131, geli\u015ftirilmesi ve g\u00fcvenilir tedarik zincirlerinin kurulmas\u0131 y\u00f6n\u00fcnde olduk\u00e7a net hedefler eklenmi\u015ftir. Buna ilaveten, 26 Temmuz 2024 y\u0131l\u0131nda <em>Resm\u00ee Gazete<\/em>\u2019de \u201cKritik Hammadde Listesi\u201d yay\u0131mlanm\u0131\u015ft\u0131r. Yine 2024 y\u0131l\u0131 A\u011fustos ay\u0131nda Sanayi ve Teknoloji Bakanl\u0131\u011f\u0131 taraf\u0131ndan duyurulan \u201cY\u00fckselen Yenilik\u00e7i Teknolojiler\u201d \u00e7a\u011fr\u0131s\u0131nda \u00f6ncelikli \u00fcr\u00fcn listesine eklenmi\u015f ve \u00e7e\u015fitli te\u015fvikler a\u00e7\u0131klanm\u0131\u015ft\u0131r.<\/p>\n<p>Maden Tetkik ve Arama Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc (MTA) taraf\u0131ndan \u00fclke genelinde NTE arama faaliyetleri h\u0131zland\u0131r\u0131lm\u0131\u015f ve Malatya-Kuluncak, Sivas-Kara\u00e7ay\u0131r ile Kayseri-\u00d6zvatan sahalar\u0131nda ayr\u0131nt\u0131l\u0131 sondaj \u00e7al\u0131\u015fmalar\u0131 y\u00fcr\u00fct\u00fclmeye ba\u015flanm\u0131\u015f ve devam etmektedir. Yine Eti Maden \u0130\u015fletmeleri taraf\u0131ndan da Eski\u015fehir-K\u0131z\u0131lca\u00f6ren cevherle\u015fme alan\u0131nda daha \u00f6nceden 1980\u2019li y\u0131llarda MTA taraf\u0131ndan yap\u0131lm\u0131\u015f sondajlara ilaveten \u00e7ok daha ayr\u0131nt\u0131l\u0131 sondaj faaliyetleri y\u00fcr\u00fct\u00fclm\u00fc\u015ft\u00fcr. Elde edilen veriler \u0131\u015f\u0131\u011f\u0131nda \u00c7in\u2019den sonra d\u00fcnyadaki en b\u00fcy\u00fck ikinci NTE kaynak miktar\u0131n\u0131n (694 Mt) bu sahada tespit edildi\u011fi do\u011frudan Cumhurba\u015fkan\u0131 taraf\u0131ndan kamuoyu ile payla\u015f\u0131lm\u0131\u015ft\u0131r. Bu anlamda mevcut bilinen NTE cevherle\u015fme alanlar\u0131m\u0131zda \u00e7o\u011funlu\u011funda ilgili kurumlar\u0131m\u0131z taraf\u0131ndan arama, rezerv ve tenor belirleme \u00e7al\u0131\u015fmalar\u0131 b\u00fcy\u00fck oranda tamamlanm\u0131\u015ft\u0131r. Ancak \u015eekil 8\u2019de sunulan potansiyel di\u011fer alanlarda da benzer \u00e7al\u0131\u015fmalar\u0131n y\u00fcr\u00fct\u00fclmesi gerekmektedir. Eski\u015fehir-K\u0131z\u0131lca\u00f6ren sahas\u0131ndaki cevher \u00f6rneklerinden NTE\u2019lerin fiziksel ve kimyasal y\u00f6ntemler ile kazan\u0131lmas\u0131na y\u00f6nelik yine MTA taraf\u0131ndan baz\u0131 NTE\u2019lerin (Ce, La, Nd\/Pr ve A\u011f\u0131r Nadir Toprak Oksitler) %99 oran\u0131nda safla\u015ft\u0131r\u0131lmas\u0131 ger\u00e7ekle\u015ftirilmi\u015ftir. Benzer \u015fekilde Eti Maden \u0130\u015fletmeleri taraf\u0131ndan da ayn\u0131 b\u00f6lgede NTE\u2019lerin zenginle\u015ftirilip ve safla\u015ft\u0131r\u0131lmas\u0131 \u00e7al\u0131\u015fmalar\u0131 y\u00fcr\u00fct\u00fcld\u00fc\u011f\u00fc bilinmektedir. Ayr\u0131ca Eti Maden \u0130\u015fletmelerinin pilot tesis kurma \u00e7al\u0131\u015fmalar\u0131n\u0131n da devam etti\u011fi duyurulmu\u015ftur. Burada g\u00f6r\u00fcld\u00fc\u011f\u00fc gibi NTE\u2019lerin jeolojik kaynaklar\u0131n\u0131n aranmas\u0131 ve cevherden zenginle\u015ftirme-safla\u015ft\u0131rma \u00e7al\u0131\u015fmalar\u0131 \u00fclkemizin ilgili kurumlar\u0131 taraf\u0131ndan y\u00fcr\u00fct\u00fclmektedir. Yine bunlara ilaveten \u00fcniversitelerimizde de \u00e7e\u015fitli Ar-Ge \u00e7al\u0131\u015fmalar\u0131 y\u00fcr\u00fct\u00fclm\u00fc\u015f ve y\u00fcr\u00fct\u00fclmeye devam edilmektedir.<\/p>\n<p>2018 y\u0131l\u0131nda Cumhurba\u015fkanl\u0131\u011f\u0131 Kararnamesi ile Enerji ve Tabi Kaynaklar Bakanl\u0131\u011f\u0131 b\u00fcnyesinde Nadir Toprak Elementleri Ara\u015ft\u0131rma Enstit\u00fcs\u00fc (NATEN) kurulmu\u015ftur. NATEN NTE\u2019ler ve di\u011fer elementler konusunda \u00fclkemizin k\u0131sa, orta ve uzun d\u00f6nem politika ve stratejileri i\u00e7in gerekli bilgileri olu\u015fturan, NTE ve di\u011fer de\u011ferli elementler ve \u00fcr\u00fcnlerinin elde edilmesi, bu elementlere ili\u015fkin \u00fcr\u00fcn ve teknolojilerin geli\u015ftirilmesi ve bu elementlerin geli\u015fmi\u015f teknolojik \u00fcr\u00fcnlerde geni\u015f bir \u015fekilde kullan\u0131m\u0131n\u0131n sa\u011flanmas\u0131 amac\u0131yla ara\u015ft\u0131rmalar y\u00fcr\u00fcten ve destekleyen bir ara\u015ft\u0131rma enstit\u00fcs\u00fcd\u00fcr (Bkz. https:\/\/naten.tenmak.gov.tr). 28 Mart 2020 tarihli <em>Resm\u00ee Gazete<\/em>\u2018de yay\u0131mlanan 57 say\u0131l\u0131 Cumhurba\u015fkanl\u0131\u011f\u0131 Kararnamesine g\u00f6re NATEN yeni kurulan T\u00fcrkiye Enerji, N\u00fckleer ve Maden Ara\u015ft\u0131rma Kurumu (TENMAK) b\u00fcnyesinde faaliyetlerini s\u00fcrd\u00fcrmeye devam etmektedir. Bu anlamda NTE\u2019ler gibi tematik bir ara\u015ft\u0131rma konusu ile alakal\u0131 bir ara\u015ft\u0131rma enstit\u00fcs\u00fcn\u00fcn kurulmu\u015f olmas\u0131 olduk\u00e7a \u00f6nemlidir. Yine \u00fclkemizdeki y\u00fcksek\u00f6\u011fretim kurumlar\u0131 i\u00e7erisinde ilk defa Nadir Toprak Elementleri Uygulama ve Ara\u015ft\u0131rma Merkezi (MUNTEAM) 2019 y\u0131l\u0131 Mart ay\u0131nda Munzur \u00dcniversitesi\u2019nde kurulmu\u015ftur (Bkz. https:\/\/www.munzur.edu.tr). MUNTEAM; jeokimya, kimya, \u00e7evre, sa\u011fl\u0131k, metalurji-malzeme ve jeopolitik gibi son derece etkili multidisipliner ara\u015ft\u0131rma programlar\u0131 ile faaliyetlerini y\u00fcr\u00fctmektedir. Ayr\u0131ca Sanayi ve Teknoloji Bakanl\u0131\u011f\u0131 b\u00fcnyesinde bulunan Sanayi Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc\u2019n\u00fcn de NTE\u2019lere ba\u011f\u0131ml\u0131 olunan stratejik sekt\u00f6rlerdeki \u00fcretim faaliyetlerinin aksamamas\u0131 y\u00f6n\u00fcnde g\u00fcvenilir tedarik zinciri kurulmas\u0131 y\u00f6n\u00fcnde ilgili raporlama ve uygulama faaliyetleri bulunmaktad\u0131r. Sanayi ve Teknoloji Bakanl\u0131\u011f\u0131 taraf\u0131ndan Rekabet\u00e7i Sekt\u00f6rler Program\u0131 kapsam\u0131nda IPA-2 d\u00f6neminde \u201cT\u00fcrkiye&#8217;nin Nadir Toprak Elementlerinin Ara\u015ft\u0131rma ve \u0130novasyon Kapasitesinin Geli\u015ftirilmesi\u201d ba\u015fl\u0131kl\u0131 Ar-Ge projesi hayata ge\u00e7irilmi\u015ftir (Bkz. https:\/\/reeturkiye.com\/). Bahsi ge\u00e7en proje, T\u00fcrkiye ve AB mali i\u015fbirli\u011fi ile desteklenen en y\u00fcksek b\u00fct\u00e7eli (14 M Avro) ikinci Ar-Ge projesi niteli\u011findedir. Burada Sanayi Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc nihai faydalan\u0131c\u0131 olup MUNTEAM ve MTA ise proje ortaklar\u0131 pozisyonundad\u0131r. Proje kapsam\u0131nda MUNTEAM ve MTA b\u00fcnyesinde y\u00fcksek kapasiteli ara\u015ft\u0131rma laboratuvarlar\u0131 kurulmu\u015ftur.<\/p>\n<p>G\u00f6r\u00fcld\u00fc\u011f\u00fc gibi \u00fclkemiz s\u0131n\u0131rlar\u0131 i\u00e7erisinde g\u00fcvenilir ve kesintisiz NTE tedarik zinciri kurulmas\u0131 \u00e7al\u0131\u015fmalar\u0131 TENMAK, MTA, Eti Maden, MAPEG, Sanayi Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc, T\u00dcB\u0130TAK-MAM gibi kamu kurumlar\u0131m\u0131z \u00f6nc\u00fcl\u00fc\u011f\u00fcnde ve \u00fcniversitelerimiz (\u00f6rn. MUNTEAM, KT\u00dc Maden M\u00fchendisli\u011fi Hydromet-B&amp;Pm Ara\u015ft\u0131rma Grubu) ile \u00f6zel sekt\u00f6r (\u00f6rn. Meta Nikel, Figes, Rumelisiad) payda\u015flar\u0131n\u0131n destekleri ile son d\u00f6nemde h\u0131z kazanm\u0131\u015ft\u0131r. T\u00fcm bu geli\u015fmeler NTE\u2019ler \u00fczerindeki fark\u0131ndal\u0131k seviyesinin h\u0131zl\u0131 bir \u015fekilde artt\u0131\u011f\u0131n\u0131 ve \u00fclkemizin ilgili t\u00fcm kurum ve sekt\u00f6r payda\u015flar\u0131 ile gerekli ad\u0131mlar\u0131 atma y\u00f6n\u00fcndeki kararl\u0131l\u0131\u011f\u0131n\u0131 g\u00f6stermektedir. Daha \u00f6nceki b\u00f6l\u00fcmlerde de vurguland\u0131\u011f\u0131 gibi gelecekte s\u00fcrekli olarak do\u011frusal bir art\u0131\u015f g\u00f6sterecek olan ileri teknoloji tabanl\u0131 \u00fcretim faaliyetleri dikkate al\u0131nd\u0131\u011f\u0131nda herhangi bir uluslararas\u0131 tedarik riski veya koronavir\u00fcs pandemisinde g\u00f6r\u00fcld\u00fc\u011f\u00fc gibi k\u00fcresel bir \u015fok kar\u015f\u0131s\u0131nda \u00fclkemizde de \u00fcretim faaliyetlerinde bir aksama ya\u015fanmamas\u0131 amac\u0131yla g\u00fcvenilir ve kesintisiz NTE tedarik zincirini kurulmas\u0131 gerekmektedir. Koronavir\u00fcs s\u00fcrecinde de tecr\u00fcbe edildi\u011fi gibi k\u00fcreselle\u015fmenin h\u0131zla azald\u0131\u011f\u0131 bu d\u00f6nemde herhangi bir beklenmedik olumsuz geli\u015fme kar\u015f\u0131s\u0131nda kendi kendine yetebilen bir \u00fclke refleksi g\u00f6sterebilmenin \u00f6nemi bir kez daha ortaya \u00e7\u0131km\u0131\u015ft\u0131r. S\u0131n\u0131rlar\u0131m\u0131z i\u00e7erisinde bir taraftan yeni arama \u00e7al\u0131\u015fmalar\u0131 y\u00fcr\u00fct\u00fcl\u00fcrken di\u011fer taraftan koordineli bir \u015fekilde yak\u0131n co\u011frafyam\u0131zda bulunan potansiyel NTE cevherle\u015fme alanlar\u0131 da dikkatle de\u011ferlendirilmeli ve ilgili arama-geli\u015ftirme faaliyetleri ikili i\u015fbirlikleri \u00e7er\u00e7evesinde daha ayr\u0131nt\u0131l\u0131 ve sistematik bir \u015fekilde y\u00fcr\u00fct\u00fclmelidir. \u00d6zellikle bulundu\u011fumuz jeopolitik pozisyon g\u00f6z \u00f6n\u00fcnde bulunduruldu\u011funda \u00fclkemiz ger\u00e7ekle\u015ftirece\u011fi proaktif hamleler ile \u00f6n\u00fcm\u00fczdeki s\u00fcre\u00e7te uluslararas\u0131 NTE tedarik zincirinde ba\u015fta AB \u00fclkeleri olmak \u00fczere teknoloji \u00fcreten t\u00fcm \u00fclkeler i\u00e7in g\u00fcvenilir bir ortak olma potansiyeline fazlas\u0131yla sahiptir.<\/p>\n<p>T\u00fcm d\u00fcnya genelinde ba\u015f d\u00f6nd\u00fcr\u00fcc\u00fc \u015fekilde h\u0131zl\u0131 geli\u015fmelerin ya\u015fand\u0131\u011f\u0131 bu stratejik sekt\u00f6rde \u00fclkemiz de hak etti\u011fi pozisyonu almal\u0131 ve yerli \u00fcretim faaliyetlerini g\u00fcvenceye alman\u0131n yan\u0131 s\u0131ra uluslararas\u0131 geli\u015fmeler y\u00f6n verecek bir konumda bulunmal\u0131d\u0131r. \u00dclkemiz sahip oldu\u011fu teknik altyap\u0131 ve uluslararas\u0131 alandaki etki g\u00fcc\u00fc ile bu faaliyetleri rahatl\u0131kla y\u00fcr\u00fctebilecek kapasite ve yetkinli\u011fe sahip durumdad\u0131r.<\/p>\n<p><strong>NTE yataklar\u0131 veya cevherle\u015fme potansiyeline sahip alanlar<em><br \/>\n<\/em><\/strong>\u015eekil 8\u2019de g\u00f6sterildi\u011fi gibi \u00fclkemiz s\u0131n\u0131rlar\u0131 i\u00e7erisinde \u00f6nemli d\u00fczeyde say\u0131labilecek NTE yataklar\u0131 ve cevherle\u015fme potansiyeline sahip b\u00f6lgeler bulunmaktad\u0131r. Eti Maden taraf\u0131ndan devam edilen g\u00fcncel sondaj faaliyetleri sonras\u0131nda ise 694 Mt d\u00fczeyinde bir kaynak miktar\u0131n\u0131n bulundu\u011fu duyurulmu\u015ftur. Sahada Eti Maden \u0130\u015fletmelerinin pilot tesis kurma \u00e7al\u0131\u015fmalar\u0131 devam etmektedir.<\/p>\n<p><strong>2) Sivas-Kara\u00e7ay\u0131r<\/strong>: Kara\u00e7ay\u0131r Pl\u00fcton\u2019u, Sivas ili s\u0131n\u0131rlar\u0131 i\u00e7erisinde yer alan Kara\u00e7ay\u0131r K\u00f6y\u00fc\u2019n\u00fcn (il merkezine yakla\u015f\u0131k 25 km) hemen kuzeydo\u011fusunda bulunmakta ve Akda\u011f Metamorfitleri i\u00e7erisine sokulum yapan 4 x 3,5 km boyutlar\u0131ndaki bir k\u00fctle ile temsil edilmektedir (Boztu\u011f vd. 2009). MTA \u00e7al\u0131\u015fanlar\u0131 taraf\u0131ndan y\u00fcr\u00fct\u00fclen \u00e7al\u0131\u015fmalarda bu pl\u00fctonun \u00f6nemli derecede \u201cNTE\u201d zenginle\u015fmesi (10000 ppm\u2019e varan) i\u00e7erdi\u011fi \u00f6nerilerek arama program\u0131 kapsam\u0131na al\u0131nm\u0131\u015ft\u0131r. Arazi \u00e7al\u0131\u015fmalar\u0131 esnas\u0131nda yap\u0131lan \u00f6ncel g\u00f6zlemler ve sonras\u0131nda elde edilen ilksel analitik veriler \u0131\u015f\u0131\u011f\u0131nda Kara\u00e7ay\u0131r Pl\u00fcton\u2019unun olduk\u00e7a \u00f6zel ve \u00f6zg\u00fcn magmatik kaya\u00e7 t\u00fcrlerini i\u00e7erdi\u011fi ve tipik alkalen kompleks \u00f6zellikleri sundu\u011fu s\u00f6ylenebilir. \u00dcretim faaliyeti bulunmamakla birlikte ten\u00f6r ve rezerv belirleme \u00e7al\u0131\u015fmalar\u0131 MTA taraf\u0131ndan y\u00fcr\u00fct\u00fclmektedir.<\/p>\n<p><strong>3) Sivas-Davulalan<\/strong>: Sivas Y\u0131ld\u0131zeli b\u00f6lgesinde bulunan pl\u00fctonlar kalkalkalen ve alkalen karakterler sergilemektedir (\u015ea\u015fmaz ve Yavuz, 2007). Kiremitli k\u00f6y\u00fc kuzeydo\u011fusunda bulunan k\u00fctlelerin granitik bile\u015fimde ve kalkalkalen \u00f6zellikte oldu\u011fu, buna kar\u015f\u0131n Davulalan k\u00f6y\u00fc do\u011fusunda bulunan pl\u00fctonun siyenitik ve alkalen bile\u015fimli oldu\u011fu tespit edilmi\u015ftir (Alpaslan ve Boztu\u011f, 1997; \u015ea\u015fmaz ve Yavuz, 2007). Kara\u00e7ay\u0131r Pl\u00fcton\u2019unda oldu\u011fu gibi yine Davulalan Pl\u00fcton\u2019u da \u00e7e\u015fitli seviyelerde \u201cNTE zenginle\u015fmeleri\u201d ihtiva etmektedir ve havadan jeofizik \u00e7al\u0131\u015fmalar\u0131 sonras\u0131nda MTA taraf\u0131ndan ruhsatland\u0131r\u0131larak arama program\u0131 kapsam\u0131na al\u0131nm\u0131\u015ft\u0131r. Sondaj faaliyetleri MTA taraf\u0131ndan y\u00fcr\u00fct\u00fclmektedir.<\/p>\n<p><strong>4) Kayseri-\u00d6zvatan<\/strong>: Kayseri ili \u00d6zvatan il\u00e7esi g\u00fcneyinde yer alan Hayriye Pl\u00fcton\u2019unun MTA taraf\u0131ndan ger\u00e7ekle\u015ftirilen sondaj faaliyetleri ile nefelin siyenit, siyenit ve mikrogranit t\u00fcrlerindeki magmatik kaya\u00e7lardan meydana geldi\u011fi g\u00f6zlenmi\u015ftir. Hayriye Pl\u00fcton\u2019u da yukar\u0131da bahsedilen Kara\u00e7ay\u0131r ve Davulalan Pl\u00fctonlar\u0131 gibi \u00e7e\u015fitli seviyelerde NTE zenginle\u015fmeleri (\u00f6rn. 8503 ppm) ihtiva etmesi nedeniyle MTA taraf\u0131ndan ruhsatland\u0131r\u0131l\u0131p arama program\u0131 kapsam\u0131na al\u0131nm\u0131\u015ft\u0131r. \u00dcretim bulunmamakla birlikte MTA taraf\u0131ndan ten\u00f6r ve rezerv belirleme \u00e7al\u0131\u015fmalar\u0131 kapsam\u0131nda sondaj faaliyetleri halihaz\u0131rda y\u00fcr\u00fct\u00fclmektedir.<\/p>\n<p><strong>5) Malatya-Kuluncak<\/strong>: \u00dclkemizin ikinci b\u00fcy\u00fck NTE yata\u011f\u0131n\u0131 temsil eden bu cevherle\u015fme alan\u0131 Malatya ili Kuluncak il\u00e7esi Ba\u015f\u00f6ren k\u00f6y\u00fc civar\u0131nda bulunmaktad\u0131r. Cevherle\u015fme alan\u0131nda NTE minerali olarak britolit ve bastnazit bulundu\u011fu belirtilmi\u015ftir (\u00d6zgen\u00e7 ve \u0130lbeyli, 2009; \u00d6zt\u00fcrk vd. 2019). \u00dcretim faaliyeti bulunmamakla birlikte ten\u00f6r ve rezerv \u00e7al\u0131\u015fmalar\u0131 halihaz\u0131rda MTA taraf\u0131ndan y\u00fcr\u00fct\u00fclmektir. 2019 y\u0131l\u0131 MTA Faaliyet Raporu\u2019nda saha i\u00e7eresinde NTE\u2019ler d\u0131\u015f\u0131nda \u00e7inko, nikel, arsenik, rubidyum, tantal, berilyum, lityum ve galyum gibi elementlerin de varl\u0131\u011f\u0131 ifade edilmi\u015ftir.<\/p>\n<p><strong>6) Sivas-Divri\u011fi:<\/strong> Sivas ili Divri\u011fi il\u00e7esindeki cevherle\u015fme Efendi Deresi i\u00e7erisinde 1600 m kotlar\u0131nda, Paleosen\u2013Eosen ya\u015fl\u0131 (Boztu\u011f vd. 2007) alkali granitler i\u00e7erisinde yer almaktad\u0131r (\u00d6zt\u00fcrk vd. 2019). Cevherle\u015fme zonunun y\u00fczeyde yakla\u015f\u0131k 300 m devaml\u0131l\u0131kta ve 0.6-1 m aras\u0131nda de\u011fi\u015fen kal\u0131nl\u0131\u011fa sahip oldu\u011fu belirtilmi\u015ftir (\u00d6zt\u00fcrk vd. 2019). Cevherle\u015fme alan\u0131nda MTA taraf\u0131ndan 1958 y\u0131l\u0131nda uranyum aramalar\u0131 kapsam\u0131nda yap\u0131lan sondaj ve galeri faaliyetleri sonucunda 36 bin ton Cu-F cevheri belirlenmi\u015ftir (\u00d6zt\u00fcrk vd. 2019). Cevherle\u015fmeye ait 6 adet \u00f6rne\u011fin ortalama TNTE de\u011feri 1363 ppm olup, HNTE\u2019nin bask\u0131n oldu\u011fu NTE deseni tipiktir. Cevher ortalama 698,5 ppm gibi olduk\u00e7a y\u00fcksek Y i\u00e7ermektedir (\u00d6zt\u00fcrk vd. 2019). Sahada \u00fcretim bulunmamakla birlikte daha detayl\u0131 NTE arama faaliyetleri hakk\u0131nda bilgi edinilememi\u015ftir.<\/p>\n<p><strong>7) Karaman-Kemiklitepe<\/strong>: Karaman ili Bolkarda\u011f\u0131 b\u00f6lgesinde yer alan lateritik tip Kemiklitepe Boksit yata\u011f\u0131 ikincil tip NTE cevherle\u015fmesi potansiyeli ta\u015f\u0131yan ve daha ayr\u0131nt\u0131l\u0131 inceleme gerektiren bir aland\u0131r. Boksit cevheri 5-10 m aras\u0131 kal\u0131nl\u0131\u011fa sahip olup yakla\u015f\u0131k kuzeye do\u011fru 100 m ve g\u00fcneye do\u011fru 200 m devaml\u0131l\u0131\u011fa sahiptir. Boksit cevherinin toplam NTE i\u00e7eri\u011fi 1693 olup dikkate de\u011fer seviyededir (Hanil\u00e7i, 2013). Daha ayr\u0131nt\u0131l\u0131 \u00e7al\u0131\u015fmalarla NTE\u2019lerin i\u00e7erisinde bulundu\u011fu mineral fazlar\u0131 belirlenmeli ve saha genelinde detayl\u0131 prospeksiyon yap\u0131lmal\u0131d\u0131r.<\/p>\n<p><strong>8) Karaman-K\u0131z\u0131lda\u011f<\/strong>: Karaman ili Bolkarda\u011f\u0131 b\u00f6lgesinde yer alan K\u0131z\u0131lda\u011f Boksit cevherle\u015fmesinin protolit kayac\u0131 olan sleyt seviyesi Kemiklitepe cevherle\u015fmesinde oldu\u011fu gibi yine y\u00fcksek oranda NTE potansiyeli ihtiva eden bir aland\u0131r. Boksit cevher zonunun uzunlu\u011fu ve kal\u0131nl\u0131\u011f\u0131 s\u0131ras\u0131yla 400 m ve 30 m \u015feklindedir (Hanil\u00e7i, 2013). Boksit cevherle\u015fmesi nispeten daha az oran toplam NTE i\u00e7eri\u011fine (668 ppm) sahipken protolit seviyesi olan sleyt ise y\u00fcksek seviyede toplam NTE i\u00e7eri\u011fine (1548 ppm) sahiptir (Hanil\u00e7i, 2013). Bu anlamda b\u00f6lgedeki gerek boksit cevherle\u015fmeleri gerekse protoliti olan birimler \u00fczerinde daha ayr\u0131nt\u0131l\u0131 NTE prospeksiyonu yap\u0131lmal\u0131d\u0131r.<\/p>\n<p><strong>9) Burdur-\u00c7anakl\u0131<\/strong>: Burdur ili \u00c7anakl\u0131 b\u00f6lgesindeki yer alan plaser tipi bu sahan\u0131n kaynak alan\u0131n\u0131n Isparta-G\u00f6lc\u00fck B\u00f6lgesindeki Kuvaterner ya\u015fl\u0131 alkalen magmatizma oldu\u011fu d\u00fc\u015f\u00fcn\u00fclmektedir (Cox vd. 2013). Cevherle\u015fme alan\u0131n\u0131n %0,07 gibi d\u00fc\u015f\u00fck ten\u00f6rl\u00fc ancak 464 Mt gibi y\u00fcksek bir rezerve sahip oldu\u011fu ifade edilmi\u015ftir (Cox vd. 2013). D\u00fcnyadaki benzer \u00f6rneklerine bak\u0131ld\u0131\u011f\u0131nda d\u00fc\u015f\u00fck bir ten\u00f6r oldu\u011fu g\u00f6z\u00fckmekle birlikte manyetit varl\u0131\u011f\u0131 ile de\u011ferlendirilerek daha ayr\u0131nt\u0131l\u0131 prospeksiyon \u00e7al\u0131\u015fmas\u0131 yap\u0131lmal\u0131d\u0131r. Potansiyel cevherle\u015fme alan\u0131 MTA taraf\u0131ndan ruhsatland\u0131r\u0131lm\u0131\u015ft\u0131r ve sondaj faaliyetleri y\u00fcr\u00fct\u00fclmektedir.<\/p>\n<p><strong>10) Bing\u00f6l-Avnik<\/strong>: Bing\u00f6l ili Gen\u00e7 il\u00e7esi s\u0131n\u0131rlar\u0131 i\u00e7erisinde bulunan Avnik apatitli-manyetit sahal\u0131 G\u00fcneydo\u011fu Anadolu\u2019da Bitlis Masifi i\u00e7erisinde yer almaktad\u0131r. Bu b\u00f6lgede belirlenmi\u015f cevher rezervleri %14-18 aras\u0131nda de\u011fi\u015fen demir i\u00e7eri\u011fi ile 104 Mt civar\u0131ndad\u0131r. Cevherle\u015fme b\u00fcy\u00fck oranda manyetit, apatit ve aktinolit minerallerinden olu\u015fmakta ancak aksesuar seviyede de olan \u00f6nemli bir NTE minerali olan allanit ihtiva etmektedir (Helvac\u0131, 1984). B\u00f6lgede yap\u0131lan \u00e7al\u0131\u015fmalar olduk\u00e7a eski olup g\u00fcncel ve ayr\u0131nt\u0131l\u0131 prospeksiyon \u00e7al\u0131\u015fmalar\u0131n\u0131n yap\u0131larak cevherle\u015fme alan\u0131n\u0131n NTE potansiyeli olup olmad\u0131\u011f\u0131 ortaya konulmal\u0131d\u0131r.<\/p>\n<p><strong>DO\u011eRU SANILAN YANLI\u015eLAR<\/strong><\/p>\n<p>Yukar\u0131da detaylar\u0131 verildi\u011fi \u00fczere NTE ekosistemi gerek sekt\u00f6rel payda\u015flar gerekse karar vericiler taraf\u0131ndan son d\u00f6nemde ciddi \u015fekilde g\u00fcndeme getirilen ve tart\u0131\u015f\u0131lan en \u00f6nemli kritik hammadde pozisyonundad\u0131r. Maalesef y\u00fcr\u00fct\u00fclen bu yo\u011fun tart\u0131\u015fma \u00f6nemli seviyede magazinsel boyutta kalan bilgi kirlili\u011fini beraberinde getirmektedir. A\u015fa\u011f\u0131da NTE ekosistemi hakk\u0131nda baz\u0131 \u00f6nemli \u201cdo\u011fru san\u0131lan yanl\u0131\u015flar\u201d listelenmi\u015f ve \u00f6zetlenmi\u015ftir:<\/p>\n<p>&#8211; Esas\u0131nda d\u00fcnya \u00fczerinde yakla\u015f\u0131k 120 Mt (baz\u0131 kaynaklarda 90 Mt) bilinen NTE rezervine (~350 y\u0131l rezerv \u00f6mr\u00fc) ilaveten yakla\u015f\u0131k 4 kat\u0131 olacak \u015fekilde 478 Mt NTE kaynak alan\u0131 bilinmektedir (Liu vd. 2023). Dolay\u0131s\u0131 ile bilinenin aksine uzun vadede d\u00fcnyan\u0131n NTE kaynak problemi bulunmamaktad\u0131r. 2010 y\u0131l\u0131nda %90 seviyelerinde olan cevher ve konsantre \u00fcretimi son y\u0131llarda \u00f6zellikle Avustralya, Tayland ve ABD\u2019nin de \u00fcretime dahil olmas\u0131 ile 2024 y\u0131l\u0131nda %60 oran\u0131na gerilemi\u015ftir (USGS, 2025). Buna kar\u015f\u0131n, proses edilmi\u015f y\u00fcksek safl\u0131kta NTE \u00fcretimi (oksit, metal ve ala\u015f\u0131m) alan\u0131ndaki \u00c7in\u2019in pazar hacmi %86 seviyesindedir. Di\u011fer bir ifade ile, bilinenin aksine \u00c7in\u2019in neredeyse tekel niteli\u011findeki pazar hacmi hakimiyeti cevher ve konsantre \u00fcretiminde de\u011fil proses edilmi\u015f u\u00e7 \u00fcr\u00fcn \u00fcretiminde bulunmaktad\u0131r.<\/p>\n<p>&#8211; Yap\u0131lan tart\u0131\u015fmalarda gelecekte t\u00fcm NTE\u2019lerde ciddi oranda talep art\u0131\u015f\u0131 meydana gelece\u011fine vurgu yap\u0131lmaktad\u0131r. \u00d6zellikle NdFeB kal\u0131c\u0131 m\u0131knat\u0131slar\u0131nda kullan\u0131lan Nd, Pr, Dy, Tb ve Gd elementlerinde ye\u015fil teknolojilere d\u00f6n\u00fc\u015f\u00fcm kapsam\u0131nda talep art\u0131\u015f\u0131 olaca\u011f\u0131 do\u011frudur. Yine lazer teknolojisinde kullan\u0131lan Ho elementinde art\u0131\u015f \u00f6ng\u00f6r\u00fclmektedir. Bununla beraber ala\u015f\u0131m ve yak\u0131t h\u00fccrelerinde kullan\u0131lan Y ve Sc elementlerinin taleplerinde de teknolojik geli\u015fmeler \u0131\u015f\u0131\u011f\u0131nda bir art\u0131\u015f beklenmektedir. Ancak di\u011fer NTE\u2019ler olan La, Ce, Sm, Eu, Er, Tm ve Yb\u2019da ise tam tersi \u015fekilde talep d\u00fc\u015f\u00fc\u015f\u00fc \u00f6ng\u00f6r\u00fclmektedir (Adamas Intelligence, 2019). \u00d6rne\u011fin, jeolojik bir kaynaktan yukar\u0131da talep art\u0131\u015f\u0131 beklenen en \u00f6nemli iki NTE olarak Nd ve Pr elementlerini kazanmaya \u00e7al\u0131\u015ft\u0131\u011f\u0131n\u0131zda fazlas\u0131yla La ve Ce \u00fcretmek durumda olaca\u011f\u0131n\u0131zdan gelecekte meydana gelecek arz fazlas\u0131 nedeniyle fiyatlar\u0131nda d\u00fc\u015f\u00fc\u015f ger\u00e7ekle\u015fecektir. Nd ve Pr d\u0131\u015f\u0131ndaki t\u00fcm di\u011fer NTE\u2019ler u\u00e7 \u00fcr\u00fcnler i\u00e7erisinde \u00e7ok az miktarlarda kullan\u0131lmaktad\u0131r. Dolay\u0131s\u0131 ile elektronik at\u0131klardan geri d\u00f6n\u00fc\u015f\u00fcm \u00e7al\u0131\u015fmalar\u0131 da arz fazlas\u0131 nedeniyle fiyatlar\u0131nda d\u00fc\u015f\u00fc\u015f beklenen La ve Ce d\u0131\u015f\u0131nda \u00f6zellikle NdFeB m\u0131knat\u0131slarda kullan\u0131lan NTE\u2019ler \u00fczerine yo\u011funla\u015ft\u0131r\u0131lmal\u0131d\u0131r.<\/p>\n<p>&#8211; Her ne kadar sa\u011fl\u0131kl\u0131 bir bilgi bulunmasa da d\u00fcnya geneli NTE ticaret hacmi yakla\u015f\u0131k 3-4 milyar USD seviyesindedir. Bu oran di\u011fer metalik madenler ile k\u0131yasland\u0131\u011f\u0131nda olduk\u00e7a d\u00fc\u015f\u00fck seviyededir. Bahsi ge\u00e7en ticaret hacminin %84\u2019l\u00fck pay\u0131 NdFeB m\u0131knat\u0131slar\u0131nda kullan\u0131lan Nd, Pr ve Dy elementlerince payla\u015f\u0131lmaktad\u0131r. Buna kar\u015f\u0131n bu elementlerin hacimsel olarak \u00fcretimi di\u011fer NTE\u2019lerin aras\u0131nda sadece %20 seviyesindedir. \u00d6n\u00fcm\u00fczdeki y\u0131llarda arz fazlas\u0131 nedeniyle fiyatlar\u0131nda d\u00fc\u015f\u00fc\u015f beklenen La ve Ce elementleri ise bahsi ge\u00e7en ticaret hacminin sadece %8\u2019lik oran\u0131na sahiptir. Buna kar\u015f\u0131n hacimsel olarak %70 oran\u0131nda \u00fcretilmektedir. Di\u011fer Sm, Eu ve Gd ile A\u011f\u0131r NTE\u2019ler ise s\u0131ras\u0131yla %2 ve %5 oranlar\u0131nda pazarda ticaret hacmine sahiplerdir. Dolay\u0131s\u0131 ise t\u00fcm NTE\u2019ler ekonomik olarak ayn\u0131 \u00f6neme sahip de\u011fildir ve tek bir NTE pazar\u0131 bulunmamaktad\u0131r. T\u00fcm NTE\u2019ler (\u00f6rn. La ve Ce) yerine NdFeB m\u0131knat\u0131slar\u0131nda kullan\u0131lan Nd, Pr, Dy ve Tb elementleri \u00fczerine \u00f6zel stratejiler geli\u015ftirilmelidir.<\/p>\n<p>&#8211; \u00c7in d\u0131\u015f\u0131ndaki NTE madencili\u011fi ve rafinasyon i\u015flemleri serbest piyasa ko\u015fullar\u0131nda devlet destekleri ile ayakta kalabilmektedir. Dolay\u0131s\u0131 ile \u00f6zel sekt\u00f6r i\u00e7in son derece zor bir faaliyet alan\u0131d\u0131r. D\u00fcnya geneli NTE madencili\u011finin %60,4\u2019\u00fc \u00c7in\u2019de 7 farkl\u0131 b\u00f6lgede ger\u00e7ekle\u015ftirilmektedir. \u00c7in d\u0131\u015f\u0131nda bilinen ticari anlamdaki NTE madencili\u011fi b\u00fcy\u00fck oranda ABD (MP Materials-%11,6) ve Avustralya\u2019da (Lynas-%7,7) yap\u0131lmaktad\u0131r (Roskill, 2019). Bu iki \u015firket de serbest piyasa ko\u015fullar\u0131 alt\u0131nda \u00c7in kar\u015f\u0131s\u0131nda ayakta kalabilmek i\u00e7in do\u011frudan devlet destekleri almaktad\u0131r. Buna kar\u015f\u0131n NTE rafinasyon i\u015flemleri %85,4\u2019\u00fc yine \u00c7in\u2019de 11 farkl\u0131 b\u00f6lgede y\u00fcr\u00fct\u00fclmektedir (Roskill, 2019). \u00c7in d\u0131\u015f\u0131nda ise ana NTE rafinasyon i\u015flemi Avustralyal\u0131 \u015firket Lynas taraf\u0131ndan (%10,7) Malezya\u2019da ger\u00e7ekle\u015ftirilmektedir. Rafinasyon i\u015flemi y\u00fcksek oranlarda asit t\u00fcketimi gerektirdi\u011finden ve radyoaktif at\u0131k (Th ve U) olu\u015fturdu\u011fundan ciddi \u00e7evresel reg\u00fclasyonlara tabidir.<\/p>\n<p>&#8211; Gerek NTE madencili\u011fi gerekse y\u00fcksek safl\u0131kta \u00fcr\u00fcn \u00fcretimi i\u00e7in rafinasyon i\u015flemleri y\u00fcksek maliyetli s\u00fcre\u00e7leri gerektirdi\u011finden serbest piyasa ko\u015fullar\u0131nda \u00c7in kar\u015f\u0131s\u0131nda rekabet son derece zordur ve do\u011frudan devlet destekleri\/te\u015fvikleri gerektirmektedir. Reel piyasa ko\u015fullar\u0131nda \u00f6zel sekt\u00f6r\u00fcn do\u011frudan pozisyon alabilece\u011fi bir alan olmaktan uzak durumdad\u0131r. Proses esnas\u0131nda y\u00fcksek asit kullan\u0131m\u0131 ve radyoaktif at\u0131k sorunu dikkate al\u0131nd\u0131\u011f\u0131nda \u00f6zel izin ko\u015fullar\u0131 bulunmaktad\u0131r. G\u00fcvenilir tedarik zinciri kurmak isteyen devletler ekosistem i\u00e7erisinde aktif rol almal\u0131d\u0131r. Her ne kadar NTE\u2019lerin hammadde olarak y\u00fcksek bir ticaret hacmi olmamas\u0131na (~3 milyar USD) ra\u011fmen, kullan\u0131lmak zorunda olduklar\u0131 sekt\u00f6rlerin ticaret hacimleri devasa boyutta (~2 trilyon USD) oldu\u011fundan, g\u00fcvenilir ve kesintisiz tedarik zinciri kurulmas\u0131 amac\u0131yla ilgili yat\u0131r\u0131mlar\u0131n kamu taraf\u0131ndan yap\u0131lmas\u0131 bir zorunluluktur.<\/p>\n<p>&#8211; 17 adet NTE elementinin tamam\u0131n\u0131n ekonomik olarak tek bir NTE cevherle\u015fme sahas\u0131ndan \u00e7\u0131kar\u0131labilece\u011fi \u015feklinde de yanl\u0131\u015f bir bilgi bulunmaktad\u0131r. D\u00fcnya genelinde hafif NTE\u2019ler (La-Gd) b\u00fcy\u00fck oranda birincil jeolojik kaynaklardan (\u00f6rn. karbonatitler) temin edilirken, a\u011f\u0131r NTE\u2019ler (Tb-Lu) yine b\u00fcy\u00fck oranda ikincil jeolojik kaynaklardan (\u00f6rn. iyon adsorpsiyon killeri ve karbonatit lateriti) \u00fcretilmektedir. Dolayl\u0131 olarak arama ve i\u015fletme faaliyetleri kamu taraf\u0131ndan y\u00fcr\u00fct\u00fclebilir. Sadece jeolojik olarak Th-U ihtiva etmeyen laterit-plaser olu\u015fumlar\u0131 \u00f6zel sekt\u00f6r i\u00e7in faaliyet alan\u0131 olabilir. \u00dclkemizde iki \u00f6nemli NTE cevherle\u015fme alanlar\u0131 olan Eski\u015fehir-K\u0131z\u0131lca\u00f6ren ve Malatya-Kuluncak b\u00f6lgelerinde ekonomik d\u00fczeyde temin edilebilecek seviyede 7 adet NTE elementinin (La, Ce, Nd, Pr, Sm, Y ve Dy) varl\u0131\u011f\u0131 bilinmektedir. Burada bulunan La ve Ce elementleri gelecekte ya\u015fanaca\u011f\u0131 tahmin edilen arz fazlas\u0131 nedeniyle ciddi seviyede bir \u00f6neme sahip de\u011filken; di\u011fer taraftan Nd, Pr, Dy ve Sm elementleri NdFeB ve SmCo kal\u0131c\u0131 m\u0131knat\u0131slarda kullan\u0131lmas\u0131 ve gelecekte beklenen arz kesintisi nedeniyle olduk\u00e7a kritik bir \u00f6neme sahiptir.<\/p>\n<p>&#8211; Son d\u00f6nemde k\u00f6m\u00fcr k\u00fclleri ve jeotermal alanlarda NTE kazan\u0131m \u00e7al\u0131\u015fmalar\u0131n\u0131n akademik olarak y\u00fcr\u00fct\u00fcld\u00fc\u011f\u00fc g\u00f6zlenmektedir.
