Bilgiyi \u00fcretmek, s\u0131namak, aktarmak ve korumak. Tabii, buradaki tart\u0131\u015fmalardan, \u00f6nemli konulardan biri de \u201cyeni\u201d kavram\u0131d\u0131r. Baz\u0131lar\u0131 bu yeniyi \u00f6nemli \u00f6l\u00e7\u00fcde dert ediyor. Evet bunlar epeyce hakl\u0131 olsa da, zaten var olan\u0131 anlamak bile yeterince \u00f6nemli de\u011fil mi? Konumuza geri d\u00f6nelim; Bilgiyi \u00fcreten kurumlar, di\u011fer kurumlardan farkl\u0131 de\u011filler ve dolay\u0131s\u0131yla bu kurumlar da ayn\u0131 zamanda g\u00fc\u00e7 ili\u015fkilerinin de mek\u00e2n\u0131 olarak bilinmekte. Kim neyi ara\u015ft\u0131racak, hangi alan b\u00fcy\u00fcyecek, kimin sesi duyulacak\u2026. Bu sorular\u0131n yan\u0131tlar\u0131 her zaman rasyonel gerek\u00e7elere dayanmaz. \u00c7o\u011fu zaman bu yan\u0131tlar, g\u00f6r\u00fcnmez g\u00fc\u00e7 hatlar\u0131 boyunca \u015fekillenir. Bu durum, akademik kurumlar\u0131 bir paradoksla y\u00fcz y\u00fcze b\u0131rak\u0131r: ele\u015ftirel d\u00fc\u015f\u00fcncenin evi olan yap\u0131lar, kendi i\u00e7 i\u015fleyi\u015flerinde ele\u015ftiriye ne kadar a\u00e7\u0131kt\u0131r? Bilgiyi sorgulama kapasitesiyle \u00f6v\u00fcnen kurumlar, kendi karar alma s\u00fcre\u00e7lerini ne \u00f6l\u00e7\u00fcde sorgulamaya tabi tutar? Do\u011fadan ilham alan, onu taklit eden oradan geli\u015ftirme s\u00fcre\u00e7leri icat eden dima\u011flar\u0131n sorgulama kapasiteleri, karar alma s\u00fcre\u00e7lerine ayn\u0131 oranda yans\u0131m\u0131yor.<\/p>\n<p>Bu sorular\u0131 bilim felsefesi kapsam\u0131nda d\u00f6rt d\u00fc\u015f\u00fcn\u00fcr \u00fczerinden ele alman\u0131n faydal\u0131 bir \u00e7er\u00e7eve sunaca\u011f\u0131 kanaatindeyim. Literat\u00fcre bakt\u0131\u011f\u0131m\u0131zda Karl Popper\u2019\u0131n kurumsal g\u00fcvenceleri, Paul Feyerabend\u2019in g\u00fc\u00e7 tekelinin k\u0131r\u0131lmas\u0131n\u0131, Bengt-\u00c5ke Lundvall\u2019\u0131n bilginin toplumsal do\u011fas\u0131n\u0131, Pierre Bourdieu\u2019nun ise sermaye bi\u00e7imlerinin birbirine d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fc analiz etti\u011fini g\u00f6r\u00fcyoruz. Elbette toplum bilimciler bunlar\u0131 derinlemesine incelemektedir ve onlar\u0131n de\u011ferlendirmeleri akademik katk\u0131 b\u00fct\u00fcnl\u00fc\u011f\u00fc i\u00e7erisinde de\u011ferlendirilmelidir. Bu yaz\u0131 ise bu d\u00f6rt perspektifi y\u00fcksek\u00f6\u011frenim y\u00f6neti\u015fimindeki \u00e7arp\u0131kl\u0131klara uygulayarak bilgi kavramlar\u0131n\u0131n erk taraf\u0131ndan nas\u0131l ara\u00e7salla\u015ft\u0131r\u0131ld\u0131\u011f\u0131n\u0131 ve bunun kurumsal sonu\u00e7lar\u0131n\u0131 tart\u0131\u015facak.<\/p>\n<p><strong>Popper: a\u00e7\u0131k kurumun mimarisi<br \/>\n<\/strong>\u201c<em>\u00d6nemli olan do\u011fru insanlar\u0131 bulmak de\u011fil, yanl\u0131\u015f insanlar\u0131n bile fazla zarar veremeyece\u011fi kurumlar\u0131 in\u015fa etmektir.<\/em>\u201d (Karl Popper, <em>A\u00e7\u0131k Toplum ve D\u00fc\u015fmanlar\u0131<\/em>, 1945)<\/p>\n<p>Popper\u2019\u0131n siyaset felsefesindeki temel sorusu, \u201cKim y\u00f6netmeli?\u201d de\u011fil, \u201cY\u00f6netenlerin zarar vermesini nas\u0131l engelleriz?\u201d sorusudur. Asl\u0131nda e\u015fitlik mi adalet mi diye soruldu\u011funda, Popper\u2019\u0131n adaleti se\u00e7mesini de bu ba\u011flamda anlayabiliyoruz. Geleneksel yakla\u015f\u0131m, yenicili\u011fi d\u0131\u015flar ve sabit akl\u0131n gere\u011fini yaparak akademik y\u00f6netim pozisyonlar\u0131na \u201cen iyi\u201d ki\u015filerin getirilmesini hedefler. Radikal bir perspektif de\u011fi\u015fikli\u011fi ama\u00e7lamaz. Popper\u2019c\u0131 yakla\u015f\u0131m ise \u015funu sorar: Bu pozisyonlardaki ki\u015filer yanl\u0131\u015f kararlar ald\u0131\u011f\u0131nda, kurumun kendini d\u00fczeltme mekanizmas\u0131 nedir? Popper bir \u015feyin bilimsel olup olmad\u0131\u011f\u0131na da bu g\u00f6zle bakmaktad\u0131r. Popper\u2019\u0131n bilim felsefesindeki yanl\u0131\u015flanabilirlik ilkesi burada anahtar bir kavrama d\u00f6n\u00fc\u015f\u00fcr. Bilimsel bir teori, yanl\u0131\u015flanabilir oldu\u011fu \u00f6l\u00e7\u00fcde bilimseldir. Hatta o \u00f6l\u00e7\u00fcde de\u011ferlidir \u00e7\u0131kar\u0131m\u0131n\u0131 da yapabiliriz. Ayn\u0131 mant\u0131k kurumsal kararlar i\u00e7in de ge\u00e7erlidir: bir karar, ele\u015ftirilebilir ve geri al\u0131nabilir oldu\u011fu \u00f6l\u00e7\u00fcde rasyoneldir. Ele\u015ftiriye kapal\u0131, gerek\u00e7esi sorgulanamayan, alternatifi tart\u0131\u015f\u0131lamayan, sonu\u00e7lar\u0131 de\u011ferlendirilemeyen bir karar bilimsel olmad\u0131\u011f\u0131 gibi, kurumsal anlamda da rasyonel de\u011fildir. Popper\u2019\u0131n a\u00e7\u0131k toplum ile kapal\u0131 toplum ayr\u0131m\u0131, akademik kurumlar i\u00e7in de ge\u00e7erlidir. Kapal\u0131 bir akademik yap\u0131da kararlar, dar bir \u00e7evrenin uzla\u015f\u0131s\u0131yla, informel kanallardan, ele\u015ftiriye kapal\u0131 bi\u00e7imde al\u0131n\u0131r. A\u00e7\u0131k bir akademik yap\u0131da ise kararlar, \u015feffaf s\u00fcre\u00e7lerden ge\u00e7er, gerek\u00e7elendirilir, ele\u015ftirilir ve gerekti\u011finde de\u011fi\u015ftirilir. Popper\u2019a g\u00f6re ilerleme, bilimsel ya da kurumsal geli\u015fme yaln\u0131zca a\u00e7\u0131k yap\u0131larda m\u00fcmk\u00fcnd\u00fcr. \u00c7\u00fcnk\u00fc ancak a\u00e7\u0131k yap\u0131lar hatalar\u0131ndan \u00f6\u011frenebilir. Kurumlar\u0131n ele\u015ftirel kapasitesi b\u00fcy\u00fck \u00fctopik d\u00f6n\u00fc\u015f\u00fcmler yerine, k\u00fc\u00e7\u00fck, test edilebilir, d\u00fczeltilebilir ad\u0131mlar \u00f6neren par\u00e7al\u0131 toplum m\u00fchendisli\u011fi ile art\u0131r\u0131labilir. Dolay\u0131s\u0131yla, Popper\u2019\u0131n par\u00e7al\u0131 toplum m\u00fchendisli\u011fi kavram\u0131 burada da i\u015flevseldir.<\/p>\n<p><strong>Feyerabend: bilgi tekelinin anatomisi<br \/>\n<\/strong>\u201c<em>\u00d6zg\u00fcr bir toplumda uzmanlar\u0131n rol\u00fc vard\u0131r, ama son s\u00f6z\u00fc s\u00f6yleme haklar\u0131 yoktur. Son s\u00f6z, etkilenen herkesin kat\u0131l\u0131m\u0131yla s\u00f6ylenir.<\/em>\u201d (Paul Feyerabend, <em>Science in a Free Society<\/em>, 1978)<\/p>\n<p>Feyerabend hikayesi tam da bir boynuz kulak hikayesidir. Kendisi Popper\u2019\u0131n \u00f6\u011frencisi olarak ba\u015flam\u0131\u015f, ancak hocas\u0131ndan radikal bi\u00e7imde ayr\u0131lm\u0131\u015ft\u0131r. Feyerabend yakla\u015f\u0131m\u0131 akademik y\u00f6neti\u015fim tart\u0131\u015fmalar\u0131na keskin bir analiz arac\u0131 sunar. Feyerabend\u2019in temel tezi \u015fudur: bilgi, tek bir y\u00f6ntemle, tek bir otorite taraf\u0131ndan, tek bir \u00e7er\u00e7evede \u00fcretilemez. \u201cAgainst Method\u201d (1975) ba\u015fl\u0131\u011f\u0131n\u0131n kendisi bir manifestodur. Y\u00f6nteme kar\u015f\u0131 olmak, asl\u0131nda y\u00f6ntem tekelcili\u011fine kar\u015f\u0131 olmakt\u0131r. Bunu akademik y\u00f6neti\u015fime ta\u015f\u0131d\u0131\u011f\u0131m\u0131zda ortaya \u00e7\u0131kan soru \u015fudur: akademik kararlar\u0131n tek bir merkezden, tek bir perspektifle, tek bir g\u00fc\u00e7 oda\u011f\u0131n\u0131n s\u00fczgecinden ge\u00e7erek al\u0131nmas\u0131, entelekt\u00fcel \u00e7o\u011fulculukla ba\u011fda\u015f\u0131r m\u0131?<\/p>\n<p>Feyerabend\u2019in en k\u0131\u015fk\u0131rt\u0131c\u0131 tezlerinden biri, bilim-devlet ayr\u0131l\u0131\u011f\u0131 \u00f6nerisidir. Kilise ile devletin ayr\u0131lmas\u0131 nas\u0131l d\u00fc\u015f\u00fcnce \u00f6zg\u00fcrl\u00fc\u011f\u00fcn\u00fcn bir ko\u015fuluysa, bilimsel kurumlar ile erk mekanizmalar\u0131n\u0131n ayr\u0131lmas\u0131 da entelekt\u00fcel \u00f6zg\u00fcrl\u00fc\u011f\u00fcn ko\u015fuludur. Bu tez, akademik kurumlardaki g\u00fc\u00e7 yo\u011funla\u015fmas\u0131na do\u011frudan uygulanabilir. Kurumsal yetki ile entelekt\u00fcel otorite \u00f6rt\u00fc\u015fmedi\u011finde, yani karar alma g\u00fcc\u00fcn\u00fc elinde tutan ki\u015fi veya ki\u015filer, o karar\u0131n gerektirdi\u011fi bilimsel birikime sahip olmad\u0131\u011f\u0131nda ortaya \u00e7\u0131kan \u015fey bir me\u015fruiyet krizi de\u011fil, do\u011frudan liyakat krizidir. Bu \u00e7er\u00e7evede ki\u015filerin kendi bilgi birikimini a\u015fan g\u00f6revlerde yer almalar\u0131, y\u00f6nteme kar\u015f\u0131 olma, y\u00f6ntem tekelcili\u011fi yaratmak a\u00e7\u0131s\u0131ndan de\u011ferlendirildi\u011finde, pek \u00e7ok olas\u0131l\u0131ktan en az olas\u0131 olan\u0131 se\u00e7mek gibidir. Burada y\u00f6nteme kar\u015f\u0131 olmak termodinamik bir ilkenin i\u015fletilmemesi anlam\u0131na gelmez. Yani havada as\u0131l\u0131 durma olas\u0131l\u0131\u011f\u0131n\u0131z, asl\u0131nda bir olas\u0131l\u0131k de\u011fil, m\u00fcmk\u00fcn olmayan bir haldir. \u0130\u015fte y\u00f6nteme kar\u015f\u0131 olma temelde bunun gibi durumlara da kar\u015f\u0131 olmak anlam\u0131na gelir.<\/p>\n<p>Feyerabend\u2019in \u201ckar\u015f\u0131-t\u00fcmevar\u0131m\u201d kavram\u0131 da akademik y\u00f6neti\u015fim i\u00e7in d\u00fc\u015f\u00fcnd\u00fcr\u00fcc\u00fcd\u00fcr. Feyerabend, yerle\u015fik teorilerin kar\u015f\u0131s\u0131na bilin\u00e7li olarak alternatifler koyulmas\u0131n\u0131 \u00f6nerir; \u00e7\u00fcnk\u00fc yerle\u015fik g\u00f6r\u00fc\u015fler, yaln\u0131zca alternatiflerle kar\u015f\u0131la\u015ft\u0131r\u0131ld\u0131\u011f\u0131nda ger\u00e7ek anlamda test edilmi\u015f olur. Tek yumurta ikizlerini bile belirli bir s\u00fcre sonra kolay ay\u0131rt etmek m\u00fcmk\u00fcnd\u00fcr. Ancak bu ikiz karde\u015flerden birini ikizine g\u00f6re tan\u0131mlamak gerekir. Referans\u0131n alternatife \u00e7ok benzer olmas\u0131 da bir problem de\u011fildir. Akademik kurumlarda bu, \u015fu anlama gelir: e\u011fer bir karar s\u00fcrecinde yaln\u0131zca tek bir ses duyuluyorsa, o karar test edilmemi\u015f bir hipotezdir. \u00c7o\u011fulcu bir tart\u0131\u015fma ortam\u0131 olmaks\u0131z\u0131n al\u0131nan kararlar, bilimsel ge\u00e7erlili\u011fi s\u0131nanmam\u0131\u015f teoriler gibidir. Do\u011fru olabilirler, ama bunu bilmenin yolu yoktur. Elbette t\u00fcm bunlar akademik kurumun entelekt\u00fcel bir \u00e7o\u011funlu\u011fa sahip oldu\u011fu durumlarda ge\u00e7erlidir.<\/p>\n<p><strong>Know-who\u2019nun \u00e7arp\u0131t\u0131lmas\u0131: bilgiden g\u00fcce, yetkinlikten tan\u0131d\u0131\u011fa<br \/>\n<\/strong>\u201c<em>Know-who, belirli bir \u015feyi kimin bildi\u011fini ve kimin ne yapabildi\u011fini bilmeyi i\u00e7erir. Bu bilgi t\u00fcr\u00fc, \u00f6zel toplumsal ili\u015fkileri gerektirir.<\/em>\u201d (Lundvall ve Johnson, <em>The Learning Economy<\/em>, 1994)<\/p>\n<p>Lundvall ve Johnson (1994), bilgiyi d\u00f6rt temel kategoride s\u0131n\u0131fland\u0131rm\u0131\u015ft\u0131r: ne oldu\u011funu bilmek (know-what), nas\u0131l yap\u0131ld\u0131\u011f\u0131n\u0131 bilmek (know-how), neden \u00f6yle oldu\u011funu bilmek (know-why) ve kimin ne bildi\u011fini bilmek (know-who). Bu taksonomi, bilginin yaln\u0131zca bireysel bir birikim de\u011fil, toplumsal bir ili\u015fki a\u011f\u0131 i\u00e7inde var oldu\u011funu ortaya koyar. Know-who, bu \u00e7er\u00e7evede epistemolojik bir yetkinliktir. Karma\u015f\u0131k bir problem kar\u015f\u0131s\u0131nda ne yapmal\u0131y\u0131z? Kiminle konu\u015fmal\u0131y\u0131z? Hangi uzmana dan\u0131\u015f\u0131laca\u011f\u0131n\u0131, hangi bilgi kayna\u011f\u0131n\u0131n g\u00fcvenilir oldu\u011funu, hangi disiplinleraras\u0131 ba\u011flant\u0131n\u0131n kurulmas\u0131 gerekti\u011fini bilmek ayr\u0131 bir yetkinlik arac\u0131d\u0131r. Bu yetkinlik, entelekt\u00fcel bir a\u011f\u0131n par\u00e7as\u0131 olmay\u0131 ve o a\u011f i\u00e7inde gezinme becerisini gerektirir. Plak koleksiyonerini d\u00fc\u015f\u00fcn\u00fcn, kar\u015f\u0131s\u0131na ta\u015f plak \u00e7\u0131kt\u0131\u011f\u0131nda bunun asl\u0131nda kullan-at bir i\u011fne ile kullan\u0131larak dinlenebilece\u011fini bilir ve ona g\u00f6re davran\u0131r. Lundvall\u2019\u0131n deyi\u015fiyle, know-who \u201c\u00f6zel toplumsal ili\u015fkiler\u201d i\u00e7inde geli\u015fir ama bu ili\u015fkilerin niteli\u011fi bilgi odakl\u0131d\u0131r<strong>,<\/strong> g\u00fc\u00e7 odakl\u0131 de\u011fil. Ta\u015f pla\u011f\u0131n nas\u0131l dinlenece\u011fini bilmek size bir g\u00fc\u00e7 kazand\u0131rmaz, ancak bu bir bilgi birikimidir.<\/p>\n<p>Ne var ki, akademik kurumlar\u0131n prati\u011finde know-who kavram\u0131 derin bir anlam kaymas\u0131na u\u011fram\u0131\u015ft\u0131r. \u201cKimin ne bildi\u011fini bilmek\u201d yerini \u201ckimi tan\u0131d\u0131\u011f\u0131n\u0131 bilmek\u201de b\u0131rakm\u0131\u015ft\u0131r.<\/p>\n<p>\u00d6zg\u00fcn anlam\u0131nda, yani olmas\u0131 gereken yal\u0131n anlamda know-who \u015fu soruyu sorar: \u201cBu problemi \u00e7\u00f6zebilecek uzmanl\u0131\u011fa kim sahip?\u201d \u00c7arp\u0131t\u0131lm\u0131\u015f anlam\u0131nda ise \u201cBu i\u015fi yapt\u0131rabilecek ba\u011flant\u0131ya kim sahip?\u201d sorusuna cevap aran\u0131r. Birincisi bilgiye eri\u015fim kapasitesidir, ikincisi g\u00fcce eri\u015fim kapasitesi. Birincisi entelekt\u00fcel bir beceridir, ikincisi politik bir beceridir. Birincisi kurumun bilgi \u00fcretim kapasitesini art\u0131r\u0131r, ikincisi kurumun bilgi \u00fcretim kapasitesini g\u00fc\u00e7 ili\u015fkilerine t\u00e2bi k\u0131lar.<\/p>\n<p>Bu d\u00f6n\u00fc\u015f\u00fcm\u00fcn somut tezah\u00fcrleri \u015f\u00f6yle s\u0131ralanabilir: bir kadro karar\u0131, alan\u0131n gerektirdi\u011fi uzmanl\u0131k profiline g\u00f6re de\u011fil, \u201cdo\u011fru ki\u015fiyi tan\u0131y\u0131p tan\u0131mamaya\u201d g\u00f6re \u015fekillenir. Bir ara\u015ft\u0131rma kayna\u011f\u0131na eri\u015fim, projenin bilimsel de\u011ferine g\u00f6re de\u011fil, karar vericilerle olan yak\u0131nl\u0131\u011fa g\u00f6re belirlenir. Bir akademik birimin stratejik y\u00f6nelimi, disiplinin i\u00e7 dinamiklerine g\u00f6re de\u011fil, g\u00fc\u00e7 merkezlerindeki ki\u015fisel tercihlere g\u00f6re bi\u00e7imlenir. Bunun bir milliyeti de yoktur. \u201cBecause I can\u201d diyebilen birisini tan\u0131yorsan\u0131z, d\u00fcnyan\u0131n herhangi bir co\u011frafyas\u0131nda hak etmedi\u011finiz i\u015flerin ba\u015f\u0131nda kendinizi bulabilirsiniz.<\/p>\n<p><strong>Bourdieu: sermaye d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fcn mekani\u011fi<br \/>\n<\/strong>\u201c<em>Sosyal sermaye, az ya da \u00e7ok kurumsalla\u015fm\u0131\u015f kar\u015f\u0131l\u0131kl\u0131 tan\u0131\u015f\u0131kl\u0131k ve tan\u0131nma ili\u015fkilerinin s\u00fcrd\u00fcr\u00fclmesiyle elde edilen ger\u00e7ek ya da potansiyel kaynaklar\u0131n toplam\u0131d\u0131r.<\/em>\u201d (Pierre Bourdieu, <em>The Forms of Capital<\/em>, 1986)<\/p>\n<p>Bourdieu\u2019nun sermaye kuram\u0131, know-who\u2019nun \u00e7arp\u0131t\u0131lmas\u0131n\u0131 analitik olarak a\u00e7\u0131klamak i\u00e7in g\u00fc\u00e7l\u00fc bir \u00e7er\u00e7eve sunar. Bourdieu \u00fc\u00e7 temel sermaye bi\u00e7imi tan\u0131mlar: ekonomik sermaye (maddi kaynaklar), k\u00fclt\u00fcrel sermaye (bilgi, beceri, e\u011fitim) ve sosyal sermaye (ili\u015fki a\u011flar\u0131). Bu sermayelerin birbirine d\u00f6n\u00fc\u015ft\u00fcr\u00fclebilir olmas\u0131, Bourdieu\u2019nun en kritik tespitlerinden biridir. Hatta Bourdieu bu temelde e\u011fitim seviyesi y\u00fcksek ki\u015filerin \u00e7ocuklar\u0131n\u0131n okullarda ba\u015far\u0131l\u0131 olmas\u0131n\u0131 da sosyal sermayeye ba\u011flamaktad\u0131r. Popper\u2019a g\u00f6re ele\u015ftiriye kapal\u0131 bir karar mekanizmas\u0131, tan\u0131m\u0131 gere\u011fi rasyonel de\u011fildir ve rasyonel olmayan mekanizmalar hatalar\u0131n\u0131 d\u00fczeltemez. Feyerabend ise bilgi tekeli kurma e\u011filimi, her kurumsal yap\u0131da vard\u0131r ve bu tekele ancak \u00e7o\u011fulculukla kar\u015f\u0131 konulabilir der. Bilgi toplumsal bir ili\u015fki i\u00e7inde \u00fcretilir ama bu ili\u015fkinin niteli\u011fi belirleyicidir, der Ludvall. Bourdieu ise bize sosyal sermayenin k\u00fclt\u00fcrel sermaye k\u0131l\u0131\u011f\u0131na girmesinin, en etkili erk stratejilerinden biri oldu\u011funu g\u00f6stermektedir.
